State Funding is based on:Approved Application

Number of ELL/FEP and other students participating in one, two, and/or three hour programs

Average of the prior year’s 80th and 120th Day student information reported on STARS.

State BMEB Funding

Title III Funding is based on:

Approved Application

Number of ELL students in all schools in the district, including charter schools

Average of the prior year’s 80th and 120th Day student information reported on STARS.

Title III Funding

• Data reported on STARS must be validated with the data submitted with the official application

• Misreporting data on STARS will jeopardize district funds

Reporting Implications

Impacts the following year’s funding

Validation of Data - If there is a significant discrepancy (more than 10%), districts must resubmit the information in STARS or applications (worksheets 3 & 4)

Data source for the Annual Performance Report to the State Legislature and USDE-OELA.

Reporting Implications

Data is validated during the Technical Assistance and Focused Monitoring Visits by BMEB

If actual student counts during visits do not correspond with numbers reported to STARS and Applications, districts are accountable for returning funds to the Department.

If districts report data on STARS for programs (applications) that have not been approved, funds need to be repaid.

Reporting Data

• Students reported in the programs fact template with a program code of BEP (Bilingual Program) that should not be there, district must submit a request by e-mail to the STARS help desk to delete the specific rows. District must provide the district id, school code, student id, and program begin date. (NON-UPDATABLE FIELD) Please e-mail jared.vigil@state.nm.us

• Students reported in the programs fact template with the incorrect number of program hours for BEP, district must update student information system and template data with the correct number of hours and re-submit the template – a delete request is not necessary for this type of error (UPDATABLE FIELD)

• Students improperly identified as ELL students, update the student snapshot and student template to indicate student is NOT ELL and re-submit template (UPDATABLE FIELD)

• Program hours are validated – application numbers (20TH DAY) with numbers in STARS

• If there is a discrepancy, and the STARS reporting window is still open, the BMEB sends an email to the Bilingual/Title III person and to the district’s STARS coordinator stating that corrections need to be made.

• If the district has completed certification: BMEB sends an email to the Bilingual / Title III person, and to the district’s STARS coordinator. The district must request that the PED budget analyst reopen the reporting window.

• Once corrections have been completed (deletes, and re-submissions of templates), send an e-mail to STARS, and PED-Bilingual Ed contact indicating data has been changed

• In the STARS manual volume 1 template sections, if the field has a “K” in the code column, the field is not updateable and a new record will be created. This will occur when students are entered into programs because the program code field has a “K”.
