CONTRACTOR’S DOCUMENTS, DATA FILES AND TRANSMITTALS
1. GENERAL
Document control is an essential key to the project success. It allows both IEC and
the Contractor to keep track of all the documents and drawings which are
submitted for approval / information and submittals of documents and comments
from IEC to the contractor or backwards.
In accordance with the provisions of the General Conditions and the Schedule in
accordance with Annexure "J" – Documentation Submission Schedule; and not
derogating from the generalities thereof, Contractor’s documents, such as:
Drawings, Manuals and Instructions (data, certificates, reports, calculations), Lists
and Procedures, etc., shall be submitted to the Purchaser in accordance with this
Standard, except as supplemented in or modified by the Technical Specification
(Annexure “B”).
1.1 Transmittal Notice
A transmittal notice (see paragraph 3 below for detailed information) must
accompany all Contractor's documents. Transmittals submitted without a
transmittal notice containing necessary information will be returned to the
Contractor.
1.2 Design Information
Design information shall be included on correctly identified documents (see
paragraph 3 below for required identifying information). The fact that such design
information may later be included in instruction and/or operating manuals does not
relieve the Contractor from compliance with this requirement.
1.3 Instructions Manuals
Instruction Manuals (Installation, commissioning, Operation and Maintenance
Instructions, Erection and Execution of Work Directive and Assembly Instructions,
Storage, Preservation and Shipment Instructions), shall be submitted in
accordance with the requirements of the Technical Specification (Annexure "B")
and the general Conditions (Annexure "A").

1.4 Document Review and Approval
All documents shall be submitted, as required in the Technical Specification
(Annexure "B") and Documents Submittal Schedule (Annexure "J"), to the
Purchaser for Approval or for Information.
1.4.1 The Purchaser will review the documents for compliance with Contract Technical
Specifications. If changes or corrections are necessary the documents, with such
changes or corrections noted, will be returned to the Contractor.
1.4.2 Submittals requiring the Purchaser’s approval will be reviewed by Purchaser,
submittals will be marked and stamped same to indicate changes or corrections,
as required (as detailed in 1.4.3).
1.4.3 The Contractor shall prepare the APPROVAL NOTICE, as shown in Attachment # 2,
and stamp it on each drawing and document that requires an approval by the
Purchaser according to the Contract. The Purchaser will provide (by request) the
APPROVAL NOTICE stamp on digital media. The size and measures of the
APPROVAL NOTICE stamp should be kept without change.
Submittals requiring the Purchaser’s approval will be returned to the Contractor,
marked as follows:

NO EXCEPTION TAKEN, THE CONTRACTOR MAY
PROCEED WITH FABRICATION OR CONSTRUCTION.
STATUS 2
THE CONTRACTOR MAY PROCEED, BASED ON

1.5 Contractor’s Exceptions
Any exceptions to this Standard shall be clearly indicated in the Proposal submittal
and specifically identified as an exception.

2. QUALITY REQUIREMENTS
2.1 Documents submitted to the Purchaser shall be of such quality and with such
legibility that hard-copy reproductions may be prepared by the Purchaser with
every line, character and letter clearly legible.
2.2 Documents submitted to the Purchaser that do not conform to the requirements of
this Specification, shall be subject to rejection by the Purchaser and, upon request,
the Contractor shall resubmit conforming documents. The Contractor’s (or its
Subcontractors') failure to initially satisfy the legibility quality requirements herein
set forth, will not release the Contractor (or his Subcontractors) from meeting the
required schedule for submittal of drawings and data.
3. DATA FILES AND TRANSMITTALS
3.1 Document Transmittal Notice
3.1.1 A transmittal notice must accompany all Contractor's documents, as required in
the Specification. The transmittal notice shall be made on the official document
transmittal notice (example as Attachment # 1, available on EXCEL by request).
Each document for a part, component, assembly, sub-assembly or any other item
supplied in accordance with the Project Specification shall specify the location and
methods for identifying the item. Identification shall include at least the following:
o Name of Contractor
o Name of Project
o Plant name/Power station & Unit number
o IEC's Order number
o Contract number
o Issued for: Approval or Information
o Manufacturer
o Document number
o Revision number
o Title
o Paragraph in Annex "J"
o WBS/KKS (if applicable)
3.1.2 The document transmittal filename shall contain the wording: "TRANSMITTAL
NOTICE" and the Transmittal No. ________.

3.2 Document Formats
3.2.1 Documents, excluding: drawings, lists and technical data, included in the
Transmittal list, should be provided in a separate file, in its original size in PDF
format or as agreed upon with the Contractor.
3.2.2 All drawings included in the Transmittal list should be provided in a separate file, in
its original size in PDF format at least. In addition, the following shall apply:
3.2.2.1 Mechanical drawings shall be provided in PDF format. Other formats, such
as: Microsoft Excel, Word, Power Point, DXF, DWG or other files may be
submitted in addition. AUTOCAD format Drawings having VECTOR format
that IEC is currently utilizing.
3.2.2.2 Civil design drawings in PDF format shall be signed by responsive Civil
engineer and submitted in original size without scaling.
3.2.2.3 Civil design drawings should be provided additionally in AUTOCAD DWG
format. Instructions for AUTOCAD Drawings submitted to IEC detailed in
Attachment # 3 hereto.
3.2.2.4 Electrical design drawings should be provided in PDF format and in
AUTOCAD DWG format.
3.2.3 Three dimensional (3D) model and design information should be provided in the
applicable design software. The design software shall be the following:
3.2.3.1 Mechanical 3D design information should be provided in AVEVA PDMS
12.1® system format.
3.2.3.2 Civil 3D conceptual design information should be provided in AVEVA
PDMS 12.1® system format
3.2.3.3 Civil 3D detailed model of steel structures used for shop drawings
preparation shall be submitted as TEKLA model in format DB1.
3.2.3.4 Physical Electrical design information should be provided in AVEVA
PDMS 12.1® system format.
3.2.4 All software formats shall be the formats that currently utilized by IEC. The
Contractor is to be notified of any alteration and he should then update his version
accordingly.

3.2.5 Technical data and lists, exampled in Attachment # 5 hereto, should be provided in
EXCEL or as agreed upon with the Contractor. The exact format and fields will be
determined between the Contractor and the Purchaser.
3.2.6 Both parties, the Contractor and the Purchaser, will designate each one at its site,
a person responsible for a smooth and timely data exchange session.
The Contractor and the Purchaser will agree upon the type, version and method of
data exchange.
3.2.7 Currently, IEC’s electrical design is done in COMOS. Therefore, information
exchange with the Contractor is highly preferred to be done in COMOS data base.
3.3 Dimensional System
The dimensions in all submittals shall be in the metric system. The English
equivalent of principal dimensions and tolerances may be indicated in adjacent
brackets.
3.4 Technical Document Revisions
Any change of a document after its release must be considered as a new revision
or as creating a new document. For revisions, the title should remain unchanged,
the document identification number and code has to remain. Revision should

In these cases, the revision number shall be updated.
If applicable, the drawing shall contain the relevant identification (e.g. This
drawing is now superseded by____).
3.5 Documents Submittal
3.5.1 Documents shall be submitted by e-mail or digitally (as agreed upon with the
Contractor). The documents should be sent by one of the following ways:
E-Mail. Each E-Mail should not exceed the size of 10 MB.
IEC upload files service at the address: https://bellashim.iec.co.il (suitable
also for files exceed the size of 10 MB). Web Site home page attached as
Attachment # 6 hereto.
Secure File Exchange Service (SFE) - suitable for both small and large
files (required registration). Instruction for using SFE attached as /
Attachment # 7 hereto.
Other methods to be agreed upon.
3.5.2 Digital Signature
All official documents submitted to the Purchaser by E–Mail should be digitally
signed by the sender, in order to ascertain authenticity and the integrity of the
message contents.
The digital signature should utilize Public Key Infrastructure (PKI) technology of a
well-known commercial Certificate Authority (CA), preferably VeriSign.
The applied system should be supported by Microsoft Outlook 2002 ®.
The technical details should be coordinated by both parties (see para 3.2.6
above).

3.6 Drawing Changes
Identification of changes on all drawings from the previous issue shall be shown
on each drawing.
3.7 Drawing Number
Each separate drawing submitted to the Purchaser shall have a discrete drawing
number for correct identification. Duplicate pieces of equipment such as valves,
shall not be grouped on one drawing. They may utilize the same reference
drawing, but each valve shall have a discrete identification number.
3.8 Submittal Language
All submittals shall be in English or Hebrew (option of the Contractor).
3.9 WBS code (if applicable)
In case WBS code is applicable, following the first review of the documents, IEC
will provide the appropriate WBS (Work Breakdown Structure) code on digital
media for the relevant document.
The Contractor shall add the WBS code on the approval stamp. IEC's WBS code
is comprised of: Sub-Project Code, Content (Physical Breakdown) Code and
System Code. An example of how to indicate IEC's WBS Code is given below:
02 – S22 – XX (Sub-Project – Content – System).
3.10 KKS code (if applicable)
In case KKS code is applicable, following the first review of the documents, IEC
will provide to Contractor the appropriate IEC KKS dialect.

4. MAILING OF DOCUMENTS
Shipment Method
All documents in all forms, as required by this Standard and the Technical
Specification, originating outside Israel, shall be submitted by E-mail, or other
method as agreed upon with the Contractor. In addition, hard-copies, if
required according to the Contract, shall be submitted and sent by a special
courier shipped Air-Freight. For materials originating in Israel, the manner of
shipment shall be coordinated with the Purchaser.

INSTRUCTIONS FOR AUTOCAD DRAWINGS
SUBMITTED TO IEC
1. Unicode should not be used when indicating the measures on the drawing.
2. Standard definitions of Dimension Style and Text Style should not be changed.
3. The size of the drawing sheet should not be less than the minimal size
according to ISO (A4).
4. The drawing will be drawn using Decimal units. The English equivalent of
principal dimensions and tolerances may be indicated in adjacent brackets.
5. All types of dimensions used in the drawing should have a corresponding
"Dimension Style". If the dimensions have been determined by external
application (not by AUTOCAD internal work environment), take care to define
the corresponding "Dimension Style" correctly. If the "Dimension Style" could
not be defined, an "Explode" command should be given to these dimensions.
6. Only original AUTOCAD "Shape" files should be used.
7. "True Type Fonts" in Hebrew should not be used.
8. The original path of the AUTOCAD for the text font should be used when
defining the "Fonts Style".
9. Only IEC's Standard Hebrew Text Fonts should be used. IEC will provide the
Hebrew Fonts for AUTOCAD to the Contractor.
10. "Mline" line types should not be used.
11. Only AUTOCAD standard line types should be used.
12. Irrelevant entities should be deleted from the drawing before submitting it to
IEC.
13. The dimensions should not be included in other Blocks.

14. If "Binding" of "Xref" is performed, the sign "$" should be removed from all
names (LayerName, TextStyle, LineStyle, etc.)
15. The following Files should be attached to each drawing:
"Text Fonts" files, used in the drawing
"Xref" files, if applicable.
"Color Map" (*.pcp) files, compatible to HP printers.
"Raster image" files, if applicable.
16. The names of the used "Color Map" should be saved in the same drawing
"Layout settings".

REQUIREMENTS FOR PDMS MODEL
AND
ITEMS TO BE AGREED UPON
ITEMS TO BE AGREED UPON DURING THE MEETING IN ORDER TO FACILITATE
THE USE OF PDMS
1. Power plant point of origin.
2. Direction of the North on the isometric drawings.
3. A naming system for the axes of the plant, used exclusively by the two parts.
4. Type naming of PDMS’ PIPE and VALVE.
5. Terminal points for customer connections will be given by a list which will
define the following items:
Three (3) D position of the leaving point of the nozzle.
Three (3) D Orientation of the leaving point of the nozzle.
Connection size.
Connection type.
THE REQUIRED FORMATS ARE AS FOLLOWS:
1. Three (3) Dimensional model elements (equipment, pipes, foundations, etc.)
will be as a PDMS Databases and PDMS system Databases with advanced
numbering agreement.
2. Two (2) Dimensional drawing originating in PDMS format will be supplied in
the following formats.
PDMS plot file format or AUTODESK AUTOCAD 2000 DXF® format.
DRAFT plot sheet file.
3. The Contractor’s piping specification used for creating the model piping will be
supplied in PDMS PARAGON Databases and PDMS system Databases
numbering as agreed upon.

REQUIREMENTS FOR TECHNICAL DATA AND COMMERCIAL LISTS
The supplier should provide all types of list, each having its specific fields, as detailed
below, on a digital media such as EXCEL and ACCESS structured files, that IEC
currently utilizes so, that each field of the list may be processed by computer
programs.
The Data for each Project and Unit should be provided in separate files.
The records in each file should have a constant structure.
Records should not be split into several records and the content of a field should not
be split into several lines.
Cancelled records should not be deleted. Additional and adjacent field should be
utilized, in order to indicate on it that this record is canceled and not relevant any
more.
Empty fields should not be deleted.
The repeating fields in the different lists in the different files, such as: Project, Unit,
Drawing No., Item No., etc. should be identical.
Any data value should be indicated in the correct field, in such a way that only one
value will be indicated in one field.
The following marks should not appear at the beginning of the fields as they are
reserved marks used for computing infrastructure:
=, @, %, #, &, <, >, etc.

Instruction for IEC SFE (Secure File Exchange) use
Secure File Exchange Service - SFE provides a secure service (based on Vault Technology infrastructure) to transfer files between IEC and external factors in a simple, via WEB, that does not require any end positions installations. It allows also transferring extremely large files. User instructions:
1. Sign in SFE service: 1.1. Enter to the address (preferably IE): https://files.iec.co.il/SFE 1.2. The following display will be shown:
1.3 The user must enter its e-mail address for Username, followed by Password. The
initial password shall be transmitted by the IEC’s IT department; the system will require changing this Password when connecting for the first time.

2. Using SFE Service after identification (user name and password):
2.1 To send a file to IEC, enter the SFE Outbox folder and perform a Send action for any attached file to be passed to IEC, or perform Download action for any file that has to be transferred or downloaded.
2.2 In order to download a file transferred from IEC to the external factor, one has to
enter the SFE Inbox folder and perform a Download. 2.3 It is possible to set a corresponding option, for an email automatic notification of
the relevant parties concerning a new file transfer.
3. Option to transfer large files (up to 40MB): To move a large file or in case of slow Internet communication, it is recommended to use the parameter My Transfer Manager (mark V) on the screen User Profile. This parameter will trigger a Java program which will allow the transfer the files transparently to the user.
