Dear Reader,
The year, since our last Salary Primer, has been violent for labour market outsiders (less skilled, less educated, people from small towns, women coming back after maternity break, etc) as the high tide for hiring of the last five years ended. TeamLease is a child of lower hiring standards that arose from Corporate India’s voracious geographic and volume growth banging against the skill crisis. The skill deficit continues but the demand destruction has made life difficult for companies and therefore their hiring plans.
As with life, this slowdown is bittersweet; the only upside of this slowdown is that the hyperinflation in employee costs that was making India a hostile habitat for entrepreneurship may have been blunted. This year's Salary Primer shows a clear de-acceleration in the wage growth of the last few years though India is obviously different in not seeing the deflation which many parts of the world are observing.
Meanwhile, we are observing the labour market becoming more sophisticated as the returns to skill continues to rise quite substantially. This augurs well for the overall economy as it creates incentives for skill acquisition. It also creates demand for private funding of skill development that will improve overall productivity.
TeamLease is a people supply chain company that has now done full circle in the last five years from a drought of demand, to a drought of supply and now back to a drought of demand. We are confident that the global economic crisis makes India a very attractive investment destination and the next upturn will be even more ferocious, deeper and broader.
Jobs are the most effective and sustainable means for poverty reduction. This Primer hopes to play an important role in improving the workers/employees/job seekers lot by reducing information asymmetry. With this fifth edition of the Salary Primer, we continue to offer new features that reflect the new realities of the marketplace and stay relevant.
The temp market has always been about the supply of the right skill at the right place and at the right time. At TeamLease, we decided that we will walk this talk. This book lays the foundation for a market-led, ‘Skills Pay!’ framework; we have then gone ahead and developed www.indiasalary.in – an online salary computation system with which you can put our proposition to maximum use.

Temp hiring slows down: The 25% – 30% growth in hiring during the first two quarters of the year abruptly dropped to 4% – 6% towards the third. Scaling down was particularly painful in profiles with large number of current employees. The silver lining was the trend, that saw hiring across a wider section of profiles, compared to last year.
Tech is no longer the fastest growth area: Salary growth in the IT and ITeS industries has decelerated substantially to single digit – the current 9.2% growth rate is likely to dip even further. Communication, Energy and Healthcare & Pharma are the stars this year with salary growth rates in excess of 10.8%. Also, the Energy and Healthcare & Pharma industries have each hired 21% more temps this year than in 2007.
Temp penetration improves: An accommodative temp market had significant growth in the levels of penetration across far more industries and locations than a year ago. Simultaneously, functional diversity increased – each location / industry had significant representation across functions. For instance, Energy and Healthcare & Pharma have turned to temping for all possible profiles – and Energy has done so in large numbers.
Salary growth hits a wall: Last year's 14% year-on-year salary growth could well dip to a rate of 7.5% by the end of this fiscal. This takes into account tepid growth in salaries as well as the new lows that salaries for some profiles have touched. There is a caveat that the highly skilled indeed get rewarded – and quite handsomely at that. For instance, salaries for the highly skilled Network Monitoring Engineers and R F Engineers in the Communication industry have grown at a far higher rate in comparison with other profiles in the same industry. The Skills Pay section (pg 10) presents a vivid picture of this trend, across industries.
The decline is across many domains: The slide in hiring and salary growth is uniform across domains although trends have remained the same as last year. IT and Engineering continue to be the best rewarded. Customer Support and Blue Collar are domains that get rewarded the least. Salary growth rates – while varying significantly by individual profiles – have dipped to about 8.3% for the IT and Engineering functions.
Location trends have been largely consistent: Mumbai, Bangalore and Delhi pay the highest salaries and have also seen the best salary appreciation (11.62%, on an average). Goa, Indore and Ahmedabad are the most prominent amongst low paying / low growth rate locations (4.27% on an average).
City-Industry drill down: Bangalore leads in compensation for the IT and ITeS industries and Mumbai follows closely. Mumbai leads in Manufacturing, Retail, Communication, Energy and Healthcare & Pharma and Delhi is the favourite with BFSI, Consumer Durables and FMCG.
A few location / industry combinations are, however, a significant departure from the above trend. Notable amongst these are Ahmedabad rewarding Sales & Marketing much lower than others in the Agriculture industry, Chandigarh paying the least for Administration in Food & Hospitality and Pune leading the rest in rewarding the HR function the best in Communication and Manufacturing.
Skills Pay!: Temping has progressed well beyond mere adoption and practice in the last one year, and employers are hiring and rewarding temp candidates with the right skills with high salaries and/or high growth rates. Today, skills are the fundamental differentiator for rewarding talent. Industry trends in rewarding skills vary, however. Communication, BFSI and Food and Hospitality have perfected the art of remunerating profiles for skills.

Objectives of the Study
The Temp Salary Primer 2009 intends to provide organizations with the intelligence that helps make effective temp staffing decisions. The study is a comprehensive analysis of temp salaries and associated skills among job profiles within the industry.
Data and Analysis
TeamLease Associate Salary Data - those employed across 800 locations - has been used for this analysis. Salary data for the years 2007 and 2008 have been used and the Skills and Salaries Analysis portrays skills scores, salary growth rates and salary ranges for a set of job profiles, quoted in the TeamLease standard terminology as Ideal Candidate Profiles (ICPs). Salaries quoted in the Ready Reckoner have been arrived at by computing salary figures for specific industries and job profiles using statistical measures - namely, median & mode and regression analysis.
The Skills and Salaries data analysis highlights the association of skills with the salary and skill scores demanded by an ICP for a particular industry. The Skills and Salaries Analysis is carried out across functional domains and locations within the respective industry.
Research Approach
Salary Primer 2009, like the 2008 version, marks a significant departure from the previous edition and presents salary facts and numbers in a more innovative and insightful manner. The common thread continues to be a focus on providing decision makers with the intelligence that enables more accurate and market benchmarked decisions on temp salaries.
The Trend Analysis presented in the previous edition finds utility within a more concise framework that links Skills and Salaries in the section 'Skills Pay!'. Here, our efforts are focused at a broader approach to explain market trends in rewarding performance.
The Ready Reckoner continues the tradition of presenting a compilation of salaries across Industries and Cities. This time round, salaries are quoted for a smaller set of profiles that are derived from the Ideal Candidate Profile (ICP) framework being put together at TeamLease.

Temp and Perm salaries broadly follow trends similar to those witnessed last year. In general, salaries on the two sides are seen to be converging. The convergence is sharpest in case of the 0 to 1 years and 1 to 3 years Experience categories. The variance between Temp and Perm salaries has considerably narrowed this year for the 3 to 5 years experience category and this gap also might close soon.

This section is an analysis of a sample of 5 ICPs within each industry. The choice of the sample profiles that are analyzed is based on the following two considerations:
1. Industry representation: Profiles are typical of the industry.
2. Volume: Each profile being considered has a critical minimum number of candidates categorized under it. 500 candidates are considered to be the minimum in our analysis.
The analysis for each industry in the following section is, thus, limited to the 5 ICPs chosen for that industry and is about how skills relate to salaries for these ICPs.

The Skill Category Framework
The four skill categories represent a simple yet broad-based skills framework used in our treatise on relating skills and salaries. The framework is a hypothesis being tested but lends itself well to explain the relationship.
Communication Skills: The ability of a candidate to read, write, comprehend, speak and articulate thoughts. The Communication skill score is thus dependent upon the candidate's understanding of language and his/her ability to put it to use in his/her interpersonal transactions. Vocabulary, grammar, diction, pronunciation and written communication abilities are the measures used to arrive at a score.
Transactional Skills: A measure of the most basic abilities that help transact business. They constitute Problem Solving skills - mathematical and logical abilities that aid in the understanding and resolution of business problems, and Decision Making skills - judgmental abilities that help one choose amongst alternatives.
Functional Skills: Constitute Analytical, Critical Thinking, Selling, Observation Skills and Functional Knowledge - the underlying abilities that aid a candidate's performance in a job. These abilities encompass a basic set of mental faculties and knowledge bases that various job functions necessitate. Either or all of these abilities go into the making of the right fit for a given job function.
Relationship Skills: People skill measure and are thus distinguished from the other - more cerebral - categories. They constitute Networking, Organizational, Managerial and Interpersonal Skills - abilities that enable a candidate to build and manage business relationships.

The profiles for Agriculture have all but Relationship skills in good measure. Communication skills rank foremost and are an essential element across profiles.
Higher values on Functional and Transactional skills, as in Agro Chemist and Research Specialist, have fetched better growth rates and better compensation levels. Tractor Driver, with the lowest scores on Functional skills, however, has hardly received appreciation.
While an Agro Chemist and Research Specialist have similar Transactional and Communication skills, higher values on Functional skills has resulted in better growth and higher salary for a Research Specialist, even when the profile scores lower on Relationship skills.
Crop Advisor and Farm Security rate similar on Communication, Interpersonal and Decision Making skills and have achieved similar
growth rates. However, a Crop Advisor with higher values on Analytical, Sales and Networking Skills combined with industry knowledge has been rewarded with better compensation levels.
Crop Advisor, Agro Chemist and Research Specialist score moderate to good on Communication, Analytical, Interpersonal and Decision Making skills and are well compensated. However, Agro Chemists and Research Specialists with high Analytical, Critical Thinking, Observation and Problem Solving capabilities in addition to the above mentioned skills have even higher salaries.
Analytical, Critical Thinking and Problem Solving skills are associated with higher salaries and growth rates. However, a Tractor Driver with higher scores on Observation skills is better compensated compared with the Farm Security profile with modest Analytical Skills. Analytical skills, thus, influence growth rates better than salaries.

Profiles sampled for the Automotive industry are all rated moderate to high on Communicaion, Functional and Transactional skills. Except for Production Engineer, profiles have low scores on Relationship skills. The Production Engineer profile scores well on all skills and accordingly commands the highest growth rate and salary.
The industry prefers low to mid level experience and is also quite promising for Freshers. About 20% of all hires are freshers, a good share of this has gone to the Engineering, Sales and Marketing and Administration functions.
With decent ratings on all skills (sans Relationship) Mechanical Engineers and Draftsmen are well compensated. However, they fail on growth rates.
Job Inspector, with higher Interpersonal and Problem Solving skills has better growth rate compared to a Mechanical Engineer. However,
Mechanical Engineer with good Managerial and better Decision Making capabilities is paid better.
While higher growth rates are associated with a combination of higher Analytical, Problem Solving and Critical Thinking capabilities, higher salaries are more closely associated with profiles which also have high Observation skills.
Freshers with high Functional skills have been compensated better. Salaries, however, increase with experience for profiles with better Relationship and Transactional Skills.
