We hope your fall programming is going well. As of this writing, we even have a brief moment of fall-like weather. When the Association adopted the Vision statement that Parks and recreation Creates Community through People, Parks and Programs, it conveyed what SCrPA would like. A vision statement identifies what the company would like to achieve or accomplish. A good vision statement also provides the inspiration for the daily operations of a business and molds its strategic decisions. It should also be short in nature.

What helps separate us from other businesses/professions is the first P- PEOPLE. The parks and programs part will never happen on its own without the people. Our profession has been blessed with so many good people over the course of our 68 year history that care about their communities and have been empowered with the resources and leadership that creates that sense of community.

Over the last year, we have seen three great professionals recognized by their respective communities. We want to briefly highlight these three very different people. Each of them not only served their communities with excellence but also gave back to the profession. They all had different styles but the bottom line is they all cared and all served our profession very well.

Phil Powell, the Director of Town of Cheraw Parks, recreation and Cultural Services retired two years ago. Phil was one of the nation’s best small town park and recreation directors in the country. he came to the Town of Cheraw in the mid 70’s and stayed for the next 36 years! During that time, Phil’s vision and caring for “his” community grew “just a recreation department” to a department including parks, trails and the arts community. he helped transform the town image and our profession’s image to show that recreation is much more than a ball and a bat. Phil served our Association as President in 1990. The Town honored Phil this past April by naming a field after him at Arrowhead Park, which he helped build.

Ed Thompson came to the City of rock hill in 1983 from rock hill School District Three ’71-’78 (Northwestern hS) and the rock hill YmCA ’79 – ’83. Ed’s attention to detail helped not only SCrPA but the City of rock hill. Ed’s ability to communicate the message of sports tourism helped the City of rock hill become the cornerstone of economic development for the City of rock hill. So much so, that in 1990 the City won the South Carolina governor’s Award for Tourism for hosting the NSA girls World Series in rock hill. Since 1986, through Ed’s ability to have sports tourism numbers tracked by staff, the city has realized over $170 million in direct economic expenditures in sports tourism, not to mention the jobs created and image of the city. Ed served the Association in 1996 as President. Friends of the rock hill Community honored Ed with a statue of children at play in glencairn garden.

Gary McJunkin officially became Director of the Cooper river Parks and Playgrounds in 1966. he actually had volunteer coached and prepared the fields in North Charleston after his service with the US Army in 1953. mr. “mac” has positively influenced more kids and family’s than most of us will ever know. mr. mac started the State’s first therapeutics division within the recreation Department. he served the Association (then Society) as president in 1972 and was the Society/Association’s treasurer for 15+ years. mr. mac also has served on the Dixie Youth State and National boards for over 35 years. In July at the state DYB Tournament in North Charleston, he was honored for his 60 years of service to our profession and the City of North Charleston.

We can only hope that each of us can continue to strive to build upon what these three professionals accomplished and gave to our profession. They always put the People first in their personal lives and their professional lives.

It is no surprise that parks have served as a catalyst for redevelopment for decades. As we turn through the pages of

American history we find that open spaces have been used to reinvigorate cities and add value to communities since before the turn of the century. Olmsted’s vision for Central Park in New York City, “...as the first real park made in this country...1”, took rocky, marshy, and pastoral lands and transformed it into an oasis for the nation’s largest city. The adjacent properties, arranged around the park, have become some of the most sought out real estate in the world.

According to the Trust for Public Land’s publication, measuring the Economic Value of a City Park System, the property value of land adjacent to significant parks of good or excellent condition will increase in value on average 5-15% 2. In contrast, this value will go down for properties adjacent to parks that are in poor condition or ”problematic”. Other major direct income and tax is produced by parks through out-of-town tourist spending as well as in-town direct spending from local patrons. As these parks often become the central space for festivals, art exhibits, and other cultural events, the surrounding commercial properties and businesses directly benefit from increases in business and sales, which in turn increases their property value. It

How strategic planning for new and renovated parks can be the game changer for economic development, increased

property values, and higher quality of life

is suggested that properties within 600’ of a park will have an increase in property value 3 and many times properties beyond that distance will also have increased values. The key to success for redevelopment, however, is in the planning, design and long term care of parks.

Both large and small cities can benefit from new or renovated parks, however, the most successful parks utilize key strategies which will maximize the return on investment. Below are key strategies or ‘ The 5 P’s To Planning Successful Parks for redevelopment’.

1. Position in the Market Place. It is vital to understand the social, economic, and geographic qualities of the site in which you are going to be placing a park or renovating an old park property. Understanding the demographics, adjacent land uses (both current and future) and other nearby parks, will give design direction for the new park. many times, however, it is the new park investment that is the catalyst for a larger redevelopment project. In these projects you must be able to forecast the evolution of the park and its surrounding context in the future.

Placemaking for People. Parks are created for people. Therefore, planning for parks must consider today’s users as well as those of tomorrow. more importantly, the park must be designed or reprogrammed in a manner that establishes a sense of place or an identify that makes it memorable well beyond a moment in time. This is the special ingredient which attracts people to a park time and time again. Think about the most successful park in your system or perhaps one that you have visited and ask

yourself, what qualities make that park so memorable? Perhaps it was the preserved natural features, a community sculpture, or the vibrant water feature that leaves a photographic imprint in your mind.

2. Partnerships. Today’s successful parks are about Partnerships. Especially in planning for redevelopment, a parks partners, or supporters, are vital to its success. For example, in the town of Perry, Florida, the city leaders recently adopted a master plan for revitalization of the downtown. A new downtown park will be the first major project resulting from the plan. A partnership, comprised of main St. Perry, the Perry Community redevelopment Authority, local business, major employers and civic leaders came together to create and endorse the master plan and the first phase park. The park will serve as a venue to attract festivals and outdoor events to bolster foot traffic within the downtown and to attract new businesses through the beautification and addition of nearby open space

3. Programming, Operations, and Maintenance. Three critical considerations must be understood about a park - how will the park be used; Who will operate the park; and how will the park be maintained. Today’s parks must offer a multitude of program elements to appeal to varying users. The historic Fourth Ward Park in Atlanta, georgia for example has over 40 different specific features, such as a skate park, splash pad, and playfield, which promotes a variety of activities. The park requires a higher degree of maintenance than other parks within the cities system therefore the historic Fourth Ward

Park Conservancy was created by adjacent residential properties to provide additional maintenance and security of the park. To facilitate lower maintenance requirements, design elements such as LED lighting, solar panels, and an irrigation reuse system were specified within the park.

4. Point of Contact. In any sport there is the moment when variables come together to create the point of contact – that split second when all of your training pays off as you connect with the ball. It is also known as timing. In redevelopment the point of contact is crucial. From financing for a park to the day it opens, timing is a key factor in the success of a park. For example, consider the timing of the purchase of the park property. If you acquire too early, before you properly plan the site, you could be making a purchasing error by acquiring the wrong parcel . however, if you wait too long you could loose the opportunity for a key location, as the values increase and other entities acquire it. It is important to outline your timeframe and schedule several years in advance in order to make the educated decisions and time your delivery of the park.

Over the last decade, there has been a resurgence of new and renovated parks and “green infrastructure” as cities turn their focus back towards making needed improvements to in-town neighborhoods and urban communities. We have seen elevated rail lines converted to open space and trails on The high Line in New York City and flood-prone, blighted areas turned into stormwater amenities in at the historic Fourth Ward Park in Atlanta. Both of these new urban park projects have also converted old infrastructure and industrial uses into parks, open space, multiuse paths and civic walks to connect older neighborhoods. Also, significant private reinvestment has already occurred adjacent to these parks during this same time period, even as the United States economy struggled to gain ground. New housing and businesses have sprung up adjacent to these projects, creating increased property values and significant tax revenues, from areas containing properties that were previously “off the books”.

The word “people” in SCrPA’s vision statement brings a couple of things to mind. It can mean agencies creating opportunities for people to donate their volunteer time and skills. “People” can also refer to the work of our staff members who contribute greatly to the parks and the programs.

We can have the best parks, programs, services, events etc, but unless you have the right people creating, maintaining, programming, administering, and managing those areas, everything will fall apart. It’s like having pecans and a pie shell but none of the sweet, rich “goo” that holds the pecans together.

Of course, teamwork is the key. Without the individual ingredients that mix to produce the filling --- sugar, corn syrup, vanilla, eggs, salt, butter, etc – that pecan pie would be nothing. Each ingredient is unique and has its own role in contributing to the sweet treat.

how many different examples of excellence do you see in a day? The staff member that...

Never tires of helping after school kids with math;

Jumps in and starts the dance line at the therapeutic dance party;

Keeps their cool while bringing down the tempers of ball players or parents;

Gives their spiel for the umpteenth time to recruit a sponsor;

Rescues inexperienced swimmers from the water;

Answers every question, even non-parks, recreation and tourism questions, with great patience on the phone;

Deals with teenage girl drama in the midst of a youth program;

Handles extra duties and must stay late due to rain delays during a tournament;

Constantly picks up litter left by customers in parks and along maintained roadways;

Keeps up with all construction details and must tell contractors to pick up the pace;

Shares their knowledge and enthusiasm for being a good steward of the environment...

As we all know, this list is endless.

Don’t forget to share the special successes of your staff. most recently in rock hill, we’ve been doing this by having a “Shout Out” time during staff meetings where any staff member can recognize someone for something they did to assist a customer or fellow staff member. We’ve also implemented a “Staff Spotlight” during Commission meetings where a staff member is invited to explain to Commissioners the role that they play in the department. This helps Commissioners become more familiar with individual staff members and the diverse roles they play in the department.

It’s the excellence demonstrated by staff members day in and day out that combines with the parks and the programs to create the community that we all want to live, work and play in. Just like all those ingredients mixing to make the perfect pecan pie!

One of the most appealing aspects of living in the South Carolina Lowcountry is having access to a vast network of waterways to boat, swim and cool off during the hot summer days. But beneath the surface of the water lurks potential danger if one does not have the ability to swim, and children are especially vulnerable.

many coastal recreation agencies are working to provide free swim lessons to children so they are equipped with these essential skills. But what do you do when there is no pool nearby? The answer is, bring the pool to them. As one of the Low country’s agencies committed to teaching children how to swim, the Charleston County Park and recreation Commission (CCPrC) debuted a program this summer that made lessons possible for those lacking readily-available public pool access. Through a partnership with the Charleston County School District (CCSD), Community Services of Edisto, and the Lowcountry Aquatic Project Swimming (LAPS), CCPrC enabled children in their under-serviced rural areas to safely and confidently enjoy the activity of swimming.

The results were a resounding success. CCPrC’s Splash zone Waterpark provided a perfect venue to launch the program in may with 60 first and second graders from the adjacent murray-LaSaine Elementary School on James Island. Under the eight-lesson Swim Lesson University format of swim instruction, students progressed with increased confidence, enjoyment and safety. CCSD staff provided essential support with resources and transportation to the waterpark.

Upon the creation of a portable pool this summer, the LAPS lessons were literally brought to Jane Edwards Elementary on Edisto Island.

A unique concept, the portable pool was constructed, used, broken down and transported to another location for the next series of lessons. Students of varying ages wore lifejackets as well as red, yellow or green wrist bands to identify their level of skill. group sizes were limited to no more than six students per instructor.

This exceptional project continued through June with lessons serving 125 students attending CCSD’s camp at Schroder middle School in hollywood. In July the pool moved to Johns Island to serve another 100 campers at Angel Oak Elementary. CCPrC was proud to be able to enhance the health and welfare of area children through swimming instruction in a fun and safe environment. We look forward to continuing and expanding this program to serve our community in the future.

Pool Facts:• The pool has an 18' x 24'

frame made of stainless steel.

• The longest pieces are 24' and weigh 200lbs each.

• Each security cover panel weighs 50lbs and there are 24 of them.

• There are 10 full sheets of 1' thick plywood that make the walls of the pool. The pressure of the water keeps these panels in place while the pool is full.

• The pool holds 5300 gallons of water.

• It takes 2 hoses running for 8 hours each to fill the pool and only takes 3 hours for the pool to pump out all of the water.

• It takes 5 people working 2 days to get the pool taken down, moved to the next location and reassembled. This does not include the time for water filling and draining.

For many of us who were mentored and inspired by the creative team of planners who annually implemented the Edith Upchurch Innovative Programming Forum; the dissolution of “rock Eagle” certainly was a great disappointment. We can relate colorful memories of camp-style accommodations; twilight marches to the “eagle”, and engaging evening socials at this rural 4-h camp in Eatonton, georgia. rain gear, emergency snacks and extra blankets were essentials on the pack lists of regulars. Even with

this down to earth simplicity, attendees honed their skills during experiential training sessions, were exposed to what was trending in the field, captured creativity in unexpected ways, and developed long-lasting friendships and collaborations that have endured through the years. rock Eagle was an amazing adventure that helped produce many of the outstanding professionals managing exceptional programs across the region today.

programs provided time to experience the beautiful venues and outdoor resources of Saluda Shoals Park by bike, hay wagon, through a geo-caching scavenger hunt, or on the low ropes course. Evening socials brought the group together for fun events like an impromptu all-conference plastic tub band performance, campfire s’mores, t-shirt exchange, ‘minute to Win It” and “murder at the BBQ Showdown”.

SCrPA’s first, and decidedly annual, TPS drew 89 delegate; outstanding for a first year event. What did the attendees think of the experience? The Summit was an over-whelming success in content, format, fun and logistics judging from the overwhelming positive comments including:

“Fantastic; every detail was covered.”

“Awesome conference! Very worthwhile. Great information.”

“Topics were informative & more suitable with the type of work I do.”

Thanks to the 2013 host agencies for their support and hospitality, and the 2013 Board and their home agencies for their generosity in expertise, dedication and time necessary in developing and implementing this event. The 2013 Board consisted of Nancy Calla-han (greenville County recreation District), Jodi Collins-gray (St. Andrews Parks and Playground) , Julie Edmond (Irmo Chapin recreation Commission), Bonnie Fitz (horry County Parks and recreation) , Susie goudy (Charleston County Park and recreation), Emory Langston (Aiken County Parks, recreation and Tourism Department), Leslie reeve (Lexington County recreation and Aging Commission, and marianne Bower (Charleston County Park and recreation). Next year’s conference will be held at North Strand Park February 26-28, 2014, hosted by horry County Parks and recreation Commission.

A casual conversation over breakfast between several rock Eagle alumnae and Jim headley, SCrPA Executive Director, at the 2011 NC/SC Joint Conference developed into a common vision to put together a state-wide team and develop a training conference, designed by pro-grammers for programmers. Considering the possibilities, does one duplicate an iconic training experience, a ’la rock Eagle, or re-engineer the experience to take on its own identity to reach out to a new generation? The SCrPA Program-ming Summit (TPS) was held February 27 – march 1, at Saluda Shoals Park in Columbia, hosted by Irmo Chapin recre-ation Commission and Lexington County recreation and Aging Commission. Though similar in intention to rock Eagle, The Programming Summit developed its own identity and format from informa-tion collected through a comprehensive survey of SCrPA membership soliciting current programmatic needs, trends, implementation format, and logistical preferences.

The team secured prominent keynote speakers: ms. Fran mainella, first woman Director of the National Park Service; and mr. Tom O’rourke, Executive Director of Charleston County Park and recreation Commission. Both speak-ers provided an invaluable outlook into programming past and present, and insightful, challenging revelations and inspiration for the future. Thirty-two CEU approved sessions offered leveled train-ing for both the beginner programmer and seasoned professional. Educational sessions included informative and engag-ing topics in Community Programming, Special Events, marketing, Leadership, Environmental Education, Daycamp, the Arts, Program Development, and Social media.

There was also time for fun and net-working among delegates attending from across the state. “Take a Break”

It is not often that a four-year-old facility is in need of expansion; but that is what the mount Pleasant recreation Department recently experienced. Due to the over-whelming success and growth in a short four year period, the Thomasena Stokes-marshall Senior Services Center underwent an expansion to better meet the increasing demand for program and exercise space specifically for seniors.

After opening in 2008, the Senior Center membership quickly grew to nearly 2,000 members and showed no signs of slowing. With future population estimates for mount Pleasant showing a continued increase in

the Town’s senior population, the need for a larger Center became apparent. Cham-pioned by Council member Thomasena Stokes-marshall and the support of Council, the Town embarked on a $1.7 million dollar expansion. The project was funded by the Town with support from a PIP grant from the Lieutenant governor’s Office on Aging as well as funds from the Charleston County hospitality Tax.

Based on input provided through surveys of our senior population, design work that would nearly double the size of the facility to over 15,000 sq. ft. was completed, and the project broke ground in October 2012.

The expansion of the facility was completed by the end of may and a celebration for the grand Opening was held on July 12.

Some highlights of the newly expanded facility include:

• A larger dedicated fitness room with state-of-the-art and senior friendly, cardio and circuit strength training equipment;

• Increased group exercise space with a large multipurpose exercise room that can be divided into two rooms, plus an additional exercise room dedicated to yoga, tai chi, and meditation;

• men’s and women’s locker room facilities;

• A larger card room that nearly doubles our capacity to meet the needs of our bridge groups;

• A dedicated library and sitting area;

• A member lounge with newly provided game tables, TVs, love seats, chairs, and coffee tables;

• New office space that allows the Senior Center to house the Senior Victim Advocate Office for the mount Pleasant Police Depart-ment as well as a Police sub-station.

As Senior Coordinator gary Jaster explains, “The Senior Center is a big draw for seniors retiring to the area. There have been several occasions where visitors to the Center choose to move here because of what the Senior Center has to offer. With the expansion we can better meet this growing demand for more fitness and programming space.”

No doubt, with money well spent, the Thoma-sena Stokes-marshall Senior Services Center will continue its trend setting programs and services to the senior population in mount Pleasant and Charleston County for years to come.

Our parks and recreation clients are amazingly diverse. For decades in South Carolina our major client diversities were male and female, young to old, African American and Caucasian and a strong Christian majority. Today we serve a much wider range of citizens. Several weeks ago a news story reported that the U.S. had more Caucasian deaths than births for the first time, yet the U.S. Caucasian population grew slightly as a result of European immigration. Since the 2010 census the story, has been the rapid growth of the hispanic population. Within 20 to 30 years, people of color will be the majority of the population in the United States.

The U.S. population also shows strong signs of growth in individualism rather than concern about the common good. This trend is exemplified in challenges faced by parks and recreation agencies that strive to promote and develop the concept of the public’s common good as one of our primary missions. The concept of common good is to provide shared and beneficial services for most or all members of the community. One example of common good would be when a new park, strongly supported by the citizens, is built even though two adjoining property owners object. Another example is the downtown street art and craft festival supported by the entire community with the exception of one store owner who objects to the loss of parking.

Individualism is a way of life that places the individual’s needs, desires, and comfort above the broader community’s needs. To promote the common good and sense of community we offer community-wide events and activities. To serve individuals we offer facilities that can be used individually and are generally available at any time.

New York Times columnist David Brooks recently wrote about google digitizing all modern books written before 2008. his analysis using the google data to examine word usage showed the slow disappearance of words such as common good, compassion, conscience, honesty, patience and compassion in these written texts. Words growing in usage include subjectivity, information, fairness, and dependability. mr. Brooks’ analysis indicated trends in the “rise of individualism and an increase in demoralization.”

Our nation has always supported a tradition of individualism. The positive side is the encouragement of people to express themselves. The results can be new ideas, innovations, inventions and artistic development. The downside can be selfishness, egotism, and an attitude of “every man for themselves”. A commitment to the “common good” can help balance the negatives of individualism. Certainly we see both in those we serve. We see a commitment to common good in the individual who volunteers; we see the growth in individualism reflected in requests for extra special treatment through our services and facilities.

In his writings, Washington Post columnist, robert J. Samuelson lays out the current situation very clearly. “We face a choice between a society where people accept modest sacrifices for a common good or a more contentious society where (individuals and) groups selfishly protect their own benefits.”

Only concerned with the self, individualism can be taken to the extreme such as the example of the community member who, after a day spent with family and work, wants to be able to shoot basketball hoops at the park in a pink Speedo bathing suit at 3:00 a.m. when the park is closed. The person will rant to anyone and everyone on social media for months that the use of the park is “my right” as a citizen – not taking into consideration the law or the other people this activity may negatively impact. We also see many community members who work to promote the common good. Take harvey and Enid, a very proper English retired couple who walk in the park. They carry plastic grocery bags and pick up litter as

they walk and Enid will call in apologetically to report any new vandalism, overflowing trash cans and things that need attention. Parks and recreation agencies encounter both varieties of citizen.

Parks and recreation agencies need to continue defining services within the concept of “Common good”. however, individualism is a reality and agencies will need to be more tolerant of the “me first, who cares about the public” attitude of some clients. As public servants we want to try and accommodate all parks and recreation requests if possible, but a balance between individualism and common good will be an ongoing challenge for agencies. It will change and vary from issue to issue and the changing circumstances. Parks and recreation agencies are adaptable to change but as a public serving agency the public’s common good must continue to takes priority over the individual client/citizen request.

Park and recreation agencies have seen a decade of change since 2000. When the millennium changed, most P&r agencies had a stable base of traditional support and services that they had enjoyed for years. By 2012 change had eroded funding, staffing and services; thereby requiring adjustments large and small. The pace of change in soci-ety continues to increase and P&r agencies are changing as they look to planning and trend forecasting to try and stay on track to meet the public’s priority of leisure demands.

The vast majority of agencies have funding issues. revenues may be up but are often short of the increasing expenses required to sustain services. most agencies have used cut backs in order to balance the bottom line. generally, this means programming and staff cuts plus a growth in unfunded de-ferred maintenance. The spiral may continue downward and services could be further eliminated and parks closed unless action is taken to adjust the current business model.

The word “sustainable” is included in many agency mission statements. The concept is great but getting there seems impossible to most unless the agencies moves toward new positions that include some of the old traditional components as well as evolving new concepts.

Adjusting an agency’s priorities will be ongo-ing in order to focus available resources for maximum public benefit. The future prior-ity for parks will most likely be “safe and functional first and aesthetically pleasing second.” This will often require deferred maintenance of existing park facilities taking priority over development of new parks and facilities. As with any public infrastructure such as parks, roads, water and sewer projects, building new facilities is more ap-pealing politically than repairing the old or existing. So be it.

Public funding for parks facilities will be fiscally tight and therefore, agencies will increasingly be dependent on in-house reve-nue generation and seeking private funding. Continuous development of the agency’s non-profit foundation, conservancy groups and booster clubs will be a key source of funding to improve parks. These groups will also be more demanding and influence the agency’s management. Facilitation of their board meetings and functions will keep the agency’s goals and objectives at the top of the agenda.

Similarly, recreation programming staff will change to become event and program facili-tators. The agency has venues and technical knowledge but often lack staff hours. This will require the construction of an ever ex-panding volunteer base to replace what the staff accomplished in the past. Volunteers may set up and operate the special events or program activity with the staff facilitating their actions. The same will hold true in every area in which an agency operates, therefore a formalized volunteer management compo-nent within the agency will be critical.

The way an agency communicates with its citizens, volunteers, and partners will continue to change and expand. Along with this, the public’s demand for transparency and information will be expanding too. P&r agencies will be hard pressed if they do not keep up with the advances in communica-tions required by citizens and businesses in the future. Quality agency communica-tion, knowledge and technology will greatly benefit the public’s use of parks, recreation facilities and services. Costs will continue to climb and compete with other agency financial priorities.

The public communication components of an agency will drive its success. growing public digital input will play a large role in

setting the agency’s priorities and impact management decisions. This vital compo-nent of the agency will improve an agency’s facilitation, grow the non-profit groups, expanding volunteer resources, and improve its ability to seek private funding.

The advancing communication components have pushed the “technology gap” issue to the forefront. As our society ages, diversifies and becomes less healthy most citizens will continue to be technologically competent. There will be many more old and poor people living alone with little technology communication resources or skills. This puts them out of the loop of public services. A growth in senility in the aging population can make communication even harder. There is also a “foreign language gap” agencies must confront.

many more factors and influences are ahead for an evolving agency that will test its ability to provide good public services. Seeking the Best Practices of other P&r agencies will be one of the keys for success. keeping involved in the professional network will be a continual agency and personal quest.

It is interesting how this puts P&r agencies back to their roots. As in the beginning of our industry, a few good professional staff members produced a wealth of leisure op-portunities through public involvement. The public funding commitment for basic services to address food, clothing, shelter and secu-rity issues should take priority. P&r is a vol-unteer citizen-based service that people want after covering those key essentials. Citizens and the private sector will contribute beyond the required public funding level with funding and best of all they will give their time and energy to have a successful and responsive P&r agency with which to utilize and interact.
