WHO IS ALOT
ALOT was founded in 2008 by Brescia, Bergamo, Cremona and Mantova Provinces for the
promotion of infrastructures, logistic and transport services and mobility improvement in Eastern
Lombardy, as an incubator, developer and manager of projects for sustainable mobility on local
and European level.
ALOT activities:
• consultancy on local urban planning for the development of new infrastructures
• consultancy on development for projects financed through European funds and funding
research
• development of strategies on sustainable mobility and promotion of initiatives and projects
on road safety, alternative modes of transport and optimization of local public transport
• marketing action: organization of exhibitions and work tables for the promotion of East
Lombardy
CENTRAL EUROPE Programme
CENTRAL EUROPE is a European Union programme that encourages cooperation among the
countries of central Europe to improve innovation, accessibility and the environment and to
enhance the competitiveness and attractiveness of their cities and regions.
CENTRAL EUROPE invests €231 million to provide funding to transnational cooperation projects
involving public and private organisations from Austria, the Czech Republic, Germany, Hungary,
Italy, Poland, the Slovak Republic, Slovenia and Ukraine.
The programme is financed by the European Regional Development Fund and runs from 2007 to
2013.
Project description
SOL is a project cofinanced by the European Programme of Territorial Cooperation “Central
Europe”. It represents a significant regional road safety programme and it will contribute to the
global road safety with critical knowledge, experience and tools. This project, with a total amount
of 3,5 millions of Euros, is developed and coordinated by ALOT, the Agency of East Lombardy for
Transports and Logistics (controlled by the provinces of Bergamo, Brescia, Cremona e Mantova).
SOL involves 8 countries of Central Europe area: Germany, Italy, Austria, Slovenia, Slovakia, Poland,
Czech Republic and Hungary. The project aims at giving professional qualities, experiences and
tools to local public administrations to increase the road safety in their competence areas.
SOL is linked to global work - it seeks to assist communities in CEUS implementing the main
recommendations of the World report on road crash injury prevention (World Bank), including an
overall increase of political commitment towards road safety, developing activities based on
evidence rather than “ad hoc”, developing strategies and action plans, allocating resources to the
main road safety risks, implementing projects, monitoring and evaluating impacts.

Materials and tools produced within SOL will help benefit road safety in the region and can inform
and contribute to similar action in other regions of the world.
SOL also brings significant and needed funding towards an increasingly deadly and common public
health issue in the CEUS region and world.
Project aims
The main goal of the project is to promote sustainable mobility and increase awareness for safety
issues as well as contributing to the achievement of higher quality of living conditions.
The approach of SOL sees RS (Road-Safety) within the context of sustainable mobility, i.e. to make
walking and cycling safe and to promote a model shift from the private car to public transport. SOL
unites some of the most competent RS organizations from CEUS and worldwide, among them the
Global Road Safety Patnership (GRPS). The multi-sector partners from eight countries of CEUS have
jointly developed a strategy that supports the region in catching up with highest EU standards in
RS through:
− Assessment of the problem, policies and institutional settings relating to RS and the capacity
for road injury prevention;
− strengthening institutions and creating effective horizontal and vertical multi-sector
partnerships;
− preparation of regional/local strategies and action plans and allocate endogenous resources to
address the problem;
− implementation of specific actions to prevent road traffic crashes, minimize injuries and their
consequences;
− creation of a greater level of awareness, commitment and informed decision-making at all
levels;
− development of replicable tools for CEUS and the EU;
− Putting RS policies in the context of promoting sustainable forms of mobility.
