The tariff certainly ia in the bandBof its friend But whnt about thepeople who have to pay the taxinstead of spending il
No one however expects Mr Oortel ou to publish a Jist of ktB oampaign contributors together withthe amounts contributed
That slight rustling sound fromfrom tho extreme eaat may be Presi ¬
dent Roosevelt preparing somethingequally good for Senator Spooner
One of tho greatest complimentspaid to Judge Parker came fromProphet Dowies Zion City Judge
Parker did not receive a vote in thatplace
David B Hill is about the mostaucoeasful political prophet in thecountry Long before eleotion dayhe said he would retire on January1 1905
There ia but one Grover Cleve-
land¬
shouts the Brooklyn EagleThe Eagle is entitled to thanks fordigging up something for the demo-crats
¬
to be thankful for
Having admitted that the Phillippines have cost us pverlSOOOOOOO
perhaps Secretary Taft will pauselong enough to tell us what the returns on the investment have been
The mere mention of SenatorSpooner for attorney general isevidence that the trusts knew whatthey were about when they securedthe retention of the present administration
Within thirty Bix hours after theelection of Boosevelt the StandardOil company inoreased the price ofcrude oil cents a gallon Thetrusts are quick to reoognize a greatopportunity
Mr Schwab says that oonfidanoehas been restored by the results ofthe eleotion To be sure The shipbuilding trust the steel trust the oiltrust and ovary other trust feelsmuch better over it
The Philadelphia Ledger is complaining about the enormous oleo
lion frauds praotloed in that citybut the mon who praotioa them areboth complaint proof and masters ofthe legal departments
It is rumored that Mr Shaw willretire from the osbinet in order toincubate his presidential aspirationsWe greatly fear that L8Blie M Shawis about to waste a lot of valuabletime on a china doorknob
A lot of edmlnlstration organs referring to the election of W LDouglass In Massachusetts say thatit pays t0 advertise OH course it
does And it also pays to stand forprinciples and honestly advocatethem
The Buffalo Eveniug News saysjThe gentlemen who figured out
that Mr Boosevelt is not a votegetter would better buy republicanlead penoila Thats the only kind

THE TWO JURY REPORTS
It ii petoeptibly clear and evident
to those who wish to be oon
TJneed rsading between the lines of
both the majority and minority re- -
tVUr recently presented by the
Marabgrand jury in the investiga- -
UioiT eohecrning the recent election
that the majority all of whom were
pirUctBB of the party in powerwnnt
tiere with a eartain eel purpose of
Vwvanting such an investigation tol J 1 il IIU UAi go IHUOU JUItuer unu aikoi iuo unu
been instruoted and charged by theCourt that had called them intobe in If the truth was only known
we dare say that Buoh would be
found to be the case but not havingit exposed it becomes conjectural
f j orly on our part
The majority exposes the hairyhands of Esau wben it eayo hat
ibc United States Distriot Attorneypr duced no witneesses to testify inthe investigation of election mattershi f i re the jury stating that no com ¬
plaint had been laid before himVofiil to see why complaint should be
lld with him kuoning him to he
urn a narrow partita who bad
oleotlon then to bo investigated
that he was not expected to be justand fair nor to glvo the square
deal idea of whioh President
Roosevelt is claimed to be the idealexponent much ohance of a show
On the whole it turned out just as
was expeotedfor Ihe minority shows
the majority up by the statement
that there was an absolute refusalon its part to further pursue in ¬
vestigations whioh in the opinion
of the minority would unduobtedly
expose numerous other frauds and
violations oi the law punishablo in
this jurisdiction
The minority further soys withregard to the witnesses which the
United States Distriot Attorney fail-
ed
¬
to produce although a list was
handed him that the names of 27
witnesses besides those summonedwere presented to the jury and evid-
ence
¬
given as to what they would
testify to showing conclusively thecorrupt and fraudulent methodsadopted with respect to the lataelection throughout the entire Terri-
tory
¬
all beoause the Distriot At ¬
torney declined to receive any dic-
tation
¬
as to what persons shall be
brought before the grand juryThis latter is indeed very rich Itie dearly a travesty on the muchvaunted American love of justiceand fair play He the Distriot At ¬
torney can be very active as a ohippy ohaser as well as an obsceneohaser but he fails ignominiously es
a seeker after purity and justiceSuoh may be the heighth and depththe length and breadth of his sense
of fairness and to him and his Territoria co worker are we thankful forthe introduction of such base
methods and practices in this Terri-tory
Believing that further investiga-
tion¬
should be undertaken in orderto ensure the secrecy of the ballotand to determine fully what stepsshould be taken to prevent a repetition of this evil the minority says
that the majority declined to goon with any further investigationand that it was helpless to enforceit There the matter ended as faras this speoial grand jury was con-
cerned¬
but we very much doubtwhether this matter will lay wherethey had left it to rest in obscuritybut surely pbcooir like it will rieeagain to stalk forth as an apparitionor else to expose the dry and rat-
tling¬
bones of somedeoayed skeletonthat once was flesh covered And
then will surely oome the judgmentday and thenthe deluge
But the meat of both reports inour opinion is in the following ox
tract from that of the minority Itis claimed that this failure to insurethe seoreey of the ballot specificallyprovided lor by Isw on the part ofthose to whom the enforcement ofthe law was intrusted catno aboutnot through design but through thestupidity and ignorance of the in
peotors It is unfortunate in thisoonnection that the failure to carryout the law resulted to the advan ¬
tage of those to whom the enforce ¬
ment of this law intrusted to wit
the party in power It would beextremely unfortunate for the good
name of this Territory if tho failureto seoure the secrecy of the ballotshould hve coins about through thehands of the very administrationwhioh wis S9oiug to enforce a
straight party vote from overv one
recoivinR ettiujyment fr tu the j jveminent
failure to insure the seoreoy of theballot came about through thostupidity and ignorance of the in-
spectors¬
some of whom were of thekind known aa pure oussednesBbeoaUBo they did not know their dutiesnor the printed instructions which
they were expected to go by Theminority might havo gone furtherand said that theBe self same stupidand ignorant inspectors were mere
automatons acting under instruc-tions
¬
from somebody at present un ¬
known and if even unknown a stabat the party and parties could easily
be made at any time of day or nightand we wouldnt bo far out of thoway But then we must not be too
talkativo and communicative afterit is closed
We quite agree with the belief of
tuo minority in that further in-
vestigation
¬
should be had Per-
haps
¬
it says it may be futile butwe believe it should bo made Andso do we But Distriot AttorneyBreokons will block it beoauBe no
complaint had bssn laid before himand the majority deolinedto make any further investigationAod there youare and what are you
going to say to it
Result Not Unexpected
The majority reports that the Unit-
ed
¬
StateB District Attorney produc-ed no witnesses and that it foundthere was no evidence produced
whioh would warrant the indictmentof any person but the minority report eaysthat there was an absoluterefusal on the part of the majority i toJurthBr pursue investi ¬
gation that sufficient evidence
has been produced if pro-
perly
¬
brought out would have se-
cured
¬
a oonviotion aod that theDistrict Attorney declined to re-
ceive
¬
any dictation from any sourcewhatsoever Suoh being the statusthe result wqb not unexpected as
there was nothing further for theFederal grand jury to do in speoialsession called for the express pur-
pose of investigating election irreg-
ularities Tet the Territorial bodyfound one indiotmont Hows that
TOPICS OP THE DAY
The Territorial Government is
responsible for the non enforcementof the law so says the minority
andj bo do we say It had in itspower by vigilance and proper pre-
cautions
¬
to haye secured a far betterenforcement of the election laws
than was secured to the voter thislatt election Polelei loe kela I
Distriot Attorney Brsokoui mustindeed be a little god in himselfbeoaino bo did not receive anycomplaint of any violation of theFederal laws relative to the recenteleotion How so very righteousand iodignantpooh I Yet he is thesame man that punctured the lateCounty Act full of boles that themoon beams easily streaked throughit all for a cool thousand or therenbuua He deserved the scoring hogot from the minority
