Misdemeanor Possession of Marijuana
In 2011, there were 324 offenders booked on misdemeanor possession of marijuana.
270 were booked on other more serious offenses. 54 were booked solely for misdemeanor possession
of marijuana. Jan-Oct. 2012, 225 were booked for possession of
marijuana Of those, 27 were booked solely for misdemeanor
possession of marijuana. They were released within 48 hours.
Inmate Population Characteristics
Under-educated, under-employed High percentage with drug/alcohol abuse issues or

disorders to major mental illnesses. Relationships with parents, spouses, children and

Detention Services Changes
Combined Jail/Geiger inmate population decreased from 1113 in 2008 to 762 in 2010.
During this time, inmate programs were discontinued.
In 2011, at the recommendation of David Bennett, the Sheriff directed Detention Services to implement alternative sentencing programs, education programs and substance treatment—primarily at the Geiger facility.

New Horizon & NEWTA drug and alcohol assessment and treatment provided on-site with referrals for re-entry services.
Evidenced-based cognitive restructuring programs: Moral Reconation Therapy, Breaking Barriers
Education Programs including GED studies, Partners In Parenting, Commitment to Change, Money Smarts
Partnering with Fulcrum Institute Dispute Resolution Clinic to provide Offender Education Programs; Job Skills (finding & keeping a job), Emotional EQ, Anger Management on site.
Inmate referrals to Fulcrum Institute for post-release Job Search and placement assistance through the Fulcrum Business Roundtable (200+ local businesses), as well as continuing education.
Geiger’s Program Challenges
Location: removed from core services and public transportation
Old facility: high maintenance and operation costs Two missions: serve as an overflow facility for the
jail, and to provide programming to reduce recidivism and create a safer community
Two distinct offender groups: one working in programs, treatment and education; the other a jail overflow group uninterested in changing their lives--although able to reside in a dorm setting
Geiger’s Program Challenges
Little control over who is housed at Geiger Programs, education and treatment entirely
voluntary Unpredictable and short (13 days) length of
stay Lack of post-release supervision and re-entry
services
Best Community Corrections Model Ideally, community corrections centers are not
“mixed,” but comprised only of sentenced inmates committed to change.
Offenders wanting change are “sentenced” or “diverted” to the community corrections center
Risk/Needs assessment determines appropriate services: treatment, education, re-entry
Transitioned to the community with appropriate supervision and support
