Do we need a shrimp standard for

ASEAN? ?

A New Giant for Global Seafood

• December 2015• A top 10 global

economy • Top 5 in EEZ and

human population• Important as both a

producer and a consumer

No ASEAN option for producers

Opportunity for ASEAN tools\

• A regionally based interim approach may foster greater understanding and buy in of the sustainability challenges facing ASEAN

• Will be tailored to ASEAN realities• May be more affordable and more desirable to

ASEAN producers• Could ultimately work out to being more than

about export markets (e.g. impact investors)

Vision

• Simple, credible, efficient• Focus on the critical issues that

are important from a market perspective including:– Environmental– Social– Traceability

• Design a tool that compliments existing GAP Standards

SCOPEoftheShrimpStandardforASEAN

ASEAN standard must meet key Seafood Watch benchmark

PROCESS FOR DEVELOPMENT

ISEAL Credibility Elements• Steering committee (decision making

body)• Consensus based decision making• Transparent and inclusive• Multi-stakeholder• Public Comment Periods• Public Meetings

Shrimp Steering Committee

Decision Making by Consensus• General agreement, characterized by the

absence of sustained opposition to substantial issues by any important part of the concerned interests and by a process seeking to take into account the views of interested parties

General Santos (February)

Can Tho (February)

Surabaya (April)

Steering Committee Meeting #2(July)

Meeting Objectives• To finalize Steering Committee decision on

Standard v. Checklist debate• To finalize an action plan for the Shrimp Standard

for ASEAN beyond March 2015• To finalize field testing plan and verification options

to implement the standard• To review the public comment feedback and

integrate into the current draft• To discuss how to consider the broker under the

standard• To finalize Government Outreach action plan

Outstanding Questions• If it is to be a standard who will hold it and

drive the continued process for development?

• Would a checklist be better for now? • Could evolve into an ASEAN standard

later (merge GAP and checklist)

Standard• Requires the formation of a separate entity that

is responsible for: – managing the brand of the standard – auditor accreditation– Improving the standard and addressing critiques

• To maximize the credibility of the standard it is important that any entity is set up and managed credibly

• Requires long term planning and endorsement from major players

Checklist

• Vehicle to explore the possibility of an ASEAN standard’s value on the market place

• Doesn’t necessarily require an official holder

• Lower cost “hybrid” approach

• One option would be to have Seafood Watch promote the use of the Checklist by buyers that can have it audited by a 3rd party

Roadmap to March 2015

Questions for discussion

• Is there any entity within ASEAN that could be used to hold the standard?

• Is it possible that a checklist could be use to test the market and the interest of farmers before any signiciant investment is made into the creation of a separate entity?

Questions for discussion

• Do any members of the Steering Committee see possibiltiies to develop a proposal to pilot the standard?

• What is the potential to set up a pilot project with that would be attractive to impact investors?

• Are their other options that should be considered?

Field TestingObjectiveTo test the Shrimp Standard for ASEAN in the field with at least 10 shrimp producers to ensure that the proposed standards are reasonably achievable.

Methodology• Corey to visit the identified producers and conduct

an evaluation• Results integrated into the field-testing tool and

compared against each other• Results shared with the Steering Committee along

with any suggested changes to the standards

Verification Mechanism

• Set up a system that allows the benchmarks to be checked for appropriate performance

• Needs to be efficient cost effective and comply with credible certification codes

StandardsHolder

StandardsCertifier

Verification

• 3rd party verification • Same system as the major standards

holders• May be possible to have USAID pay for

the development of audit checklists that could be included as part of the appendices.

Questions for discussion

• What are the reminaing 3 – 5 field testing options that should be conducted?

• Are there any additional pieces for verfication of compliance that should be considered?

Public Comment Period #1

• 7 official comments received• ½ from Steering Committee Members• Comments to be integrated and responses

drafted• All will be posted publicly as soon as

possible• No requirement to follow the comments,

just to consider and respond

Brokers

• Major role in the supply chain • Currently escape most of the requirements

for sustainability performance demanded by certification schemes

• Vital role in traceability • Define some requirements for them to be

audited against just like a hatchery or feedmill will also be audited against

Draft Broker Requirements

Questions for discussion

• Should these criteria be included in the Shrimp Standard for ASEAN?

• What is missing from these draft criteria?

Questions for discussion• Do we need to outreach to government on

the Shrimp Standard for ASEAN? • Which countries? • Which management units? • Which government people and which

Steering Committee members will be responsible?

• What locations? • What dates?• We have translated versions of the

standards, do we need

Roadmap to March 2015

Field Testing Schedule
