Industrial! facility! tour.! The! 90I

minute! guided! tour! of! their!

immaculate! facility! was!

fascinating!and!very! informative.!

About! 20! LABS! members! and!

associates! attended! the! tour.!

Dinner! at! the! nearby! Tamayo!

restaurant!followed!the!tour.!

Incorporated! in! 1981,! Bridge! Publications!

Inc.! has! been! operating! at! the! Commerce!

location!on!Olympic!Boulevard!since!2009.!

The! awardIwinning! facility! makes! and!

publishes! books,! brochures,! lectures,! and!

compact!discs!for!the!Church!of!Scientology.!!

It!is!the!world's!largest!allIdigital,!printIonI

demand!publishing!house,!publishing!many!

of! L.! Ron! Hubbard's! Dianetics! and!

Scientology! books! in! 50! languages.! The!

materials! published! and! packaged! at! the!

facility! in! Commerce! are! distributed!

worldwide.!This!stateIofItheIart!facility!has!

the!ability!to!bind!6,000!books!per!hour!or!

more! than! a!million! per!week.! Operations!

onsite! include! graphic! arts! and! layout!

development;! black! and! white,! as! well! as!

color!digital!printing;!book!binding;!and!injection!molded!compact!disc!manufacturing.!The!facility!also!

specializes!in!making!stunning!high!quality!foiled!and!embossed!book!and!lecture!binder!covers!overlaid!

with!plastic!laminate,!thus!enabling!them!to!be!strong,!waterproof,!and!durable.!Their!hard!cover!books!

are! designed! to! last! an! owner! a! lifetime.!More! than! 100!million! Dianetics! and! Scientology! books! and!

lectures!produced!at!this!facility!have!been!distributed!over!the!past!decade.!!

!

The! facility!also!operates!an!archiving!department!established! in!2014!where!operations! include! ferric!

chloride!acidic! etching!of! thin! stainless! steel!plate! “pages”! then!used! to!make! “books”!designed! to! last!

over!ten!thousand!years.!100%!nickel!Long!Play!(“LP”)!records!are!also!manufactured!in!this!department!

using!copper!and!nickel!electroplating!processes.!These!LPs!or!“records”!preserve!lecture!recordings!for!

a!similar!length!of!time.!A!comprehensive!walkIthough!of!this!department!was!included!in!the!tour.!

Bridge! Publications’! industrial!wastewater! is! regulated! by! the! Los! Angeles! County! Sanitation!Districts!

(LACSD)!and!the!facility!has!a!total!of!three!active!discharge!permits.!The!wastewaters!generated!by!the!

etching!and!electroplating!operations!in!the!archiving!department!are!subject!to!EPA’s!New!Source!Metal!

Finishing! regulations! (40! CFR! 433).! In! addition! to! the! highlyIregulated! metal! finishing! wastewaters,!

industrial!wastewater! is!also!generated! from!nonIcontact!cooling!water! from!CD!duplication!machines,!

air! conditioning! system! cooling! condensate,! and! small! amounts! of! discharge! from! various! facility!

maintenance!operations!including!floor!cleaning,!machine!waste,!and!cleaning!rag!washing.!!

!

The!facility!has!a!large!advanced!industrial!wastewater!pretreatment!system!located!on!the!east!side!of!

their!building.!!Approximately!80%!of!the!industrial!wastewater!generated!by!the!metal!finishing!process!

is!currently!being!reused,!with!the!balance!discharged!into!the!local!sewer!system.!!The!water!recycling!

to!its!use!onsite!and!polish!the!metal!bearing!industrial!wastewater!for!reuse!in!the!process.!!This!system!

was!designed!and!installed!by!Water!Innovations,!Inc.!

In! the! pretreatment! system! for! the! wastewater! to! be! discharged! to! the! local! sewer! system,! the!

wastewater! is! segregated! into! metal! bearing! and! nonImetal! bearing! waste.! ! For! the! metal! bearing!

wastewater,! the! system! utilizes! pH! adjustment,! coagulant,! precipitant! and! flocculent! to! settle/remove!

heavy!metals!present! in!the!wastewater.! !The!wastewater! is!then!sent!through!a!filter!press.! !The!nonI

metal!bearing!waste!has!a!separate!holding!tank,!treatment!tank!and!filter!press.!!!

!

To!ensure!all! industrial!wastewater!discharged!meets!the! low!metal!concentration!requirements!of! the!

EPA,!all!treated!wastewater!is!sent!through!a!final!metal!scavenging!unit!that!polishes!the!water!to!less!

than!1!ppm!metal!content.!!The!metals!scavenging!unit!utilizes!bag!filtration,!carbon!filtration,!and!cation!

resin!vessels.!!The!effluent!then!receives!a!final!pH!adjust!before!discharge!to!the!sewer!system.!

!

As! was! noted! initially,! the! Bridge!

Publications! facility! is! immaculate.! Its!

manufacturing! and! process! equipment! and!

process! lines! were! running! efficiently! and!

being! maintained! in! tipItop! condition.! The!

tour! guides! and! employees! answered! our!

numerous! and! sometimes! complicated!

questions!without!fail.!The!LACSD!Industrial!

Waste! Inspector! who! has! recently! been!

conducting! the! Districts’! inspections! at! the!

facility,! Greg! Neunsinger,! an! IW! Inspector!

with! the! Districts! since! 1990,! was! so!

impressed! with! this! facility! that! he!

nominated! them! for! the! 2015! CWEA!

Industrial! Facility! of! the! Year! Award! in!

November! 2015.! After! being! visited! and!

evaluated! by! the! Pretreatment,! Pollution!

Prevention,! and! Stormwater! (P3S)!

Awards! Committee,! the! facility! won! the!

2015! Southern! California! Large! Category!

Certificate! of! Merit! Award,! which! was!

awarded! at! the! 2016! P3S! Conference! in!

Riverside,! CA.! ! ! The! facility’s! managers!

and!staff,! led!by!Executive!Vice!President!
