The AKC Board has endorsed the followingamendment based on a staff recommendationto CHAPTER VI, Section 9, of the Rules Apply-ing to Dog Shows, to be voted on at the Decem-ber 16, 2016 Delegates Meeting.

SECTION 9. Every premium list shall specifythe date and time at which entries for a showshall close. The premium list shall also specifythe name and address of the Superintendent

For all shows other than specialty shows,the specified closing date and time must be nolater than as outlined in the following sched-ule: For a show which opens on Friday, Satur-day, Sunday, or Monday, entries accepted notlater than 11:59 PM on the third Wednesdayprior to the show.
For a show which opens on Tuesday, entriesaccepted not later than 11:59 PM on the thirdThursday prior to the show.
For a show which opens on Wednesday, en-tries accepted not later than 11:59 PM thethird Friday prior to the show.
For a show which opens on Thursday, entriesaccepted not later than 11:59 PM on the thirdWednesday prior to the show.
Clubs in a cluster of no more than five con-secutive days have the option of closing nolater than 11:59 PM on the third Wednesdayprior to the last show in the cluster.

judges should be addressed to the Judging Op-erations Department at PO Box 900062,Raleigh, NC 27675-9062. Letters concerningAgility, Obedience, Rally, Tracking, and VSTapplicants should be addressed to the Com-panion Events Department in North Carolina.
The American Kennel Club will, at the re-quest of a judge or judge applicant, providethat individual with copies of letters received
regarding their judging qualifications. As a re-sult, it should be understood that any such cor-respondence will be made available, uponrequest, to the judge or judge applicant.

The Board convened on Monday October 10,2016 at 8:00 a.m. All Directors were present,except Mr. Menaker, who participated in theentire meeting by telephone conference, butcould not vote by Board policy. Also presentwere the Executive Secretary, the AssistantExecutive Secretary, the Senior Executive VicePresident and General Counsel, as well as theExecutive Vice President and Chief GrowthOfficer.
The August 2016 Board minutes, copies ofwhich were made available to all Directors,were discussed. Upon a motion by Dr.Battaglia, seconded by Ms. Cruz, the August2016 minutes were unanimously (Mr. Menakercould not vote) approved.

PRESIDENT’S REPORTBoard Action Items - Status Report Mr. Sprung reviewed Action Items, andreported on staff initiatives.AKC Education Department At the request of the AKC Board of Directors,staff considered the organizational structurenecessary to create an enterprise-wideeducation department. Alexandra Aleskovsky,AKC Executive Vice President and ChiefGrowth Officer, gave a presentationrecommending that all AKC resourcessingularly focused on the design and deliveryof educational products and programs,including Breeder Education, Judges’Education and Public Education beconsolidated into a new organization residentwithin the Growth Group. Staff intends thatthis new organization be a Center ofExcellence focused on the creation of valuededucational experiences for our breeders, ourjudges, our clubs, those who provide petservices, and for all dog lovers so that we inturn will be able to live up to our Mission anddo good things for all dogs. This Center ofExcellence in Education within the GrowthGroup will fundamentally change andpositively shape the assumptions andperceptions of all stakeholders, including thegeneral public, regarding what AKC does fordogs and for the people who love dogs.Legal Status ReportMs. McManus, Deputy General Counsel,presented a status report on pending litigation

and other Legal activities for the months ofAugust and September 2016.Arbitration/Mediation ProgramThe Board reviewed an update on theArbitration and Mediation program, which itapproved, at its July 2016 meeting. The newnew mediation/arbitration program coverstwo principal types of non-AKC disputes, thosedisputes arising from (1) internal argumentsover club bylaws, and (2) private arguments ofco-ownership, neither of which involve AKC asa direct party. This new program will bevoluntary and will retain, as an initial step, theability of staff to continue its informal effortsto resolve these non-AKC disputes.The Board discussed a proposed set of “CPRFast Track Mediation and Arbitration Rules ofProcedure for Certain Dog-Related Disputes”.Preparation of these Fast Track Rules is thefirst of eight steps that will need to becompleted during the next year, before theprogram, which will be administered by theCPR Institute (the International Institute forConflict Prevention and Resolution), can berolled out. Board Tracking ReportThe Board reviewed a tracking report of highimpact staff projects at AKC that have beenBoard approved.
FINANCEJoseph Baffuto, CFO, presented unauditedfinancial results through the nine monthsending September 30, 2016. Total revenues
recorded of $48.4 million were 3% aboveBudget and 7.25% above last year. Overalloperating expenses of $43.8 million werebelow Budget by 3.5%, but $4.8 million or12.5% above last year. Operating income of$4.6 million is outperforming Budget but isbelow last year’s comparison of $6.2 millionthrough September 30, 2015. The corebusiness continues to perform well withgrowth in our non-core revenue as well.
2017 BUDGETThe Board reviewed the proposed 2017Budget. Mr. Sprung explained that the 2017budget represents a growth budget withinvestments in key areas to grow the AmericanKennel Club to better position AKC to achieveit mission to dogs. The Board was pleased thatstaff and Board were focused on the futureand that this budget reflected that jointcommitment. There was an in-depth discussion of thebudget which resulted in several changes. As part of the budget discussion, presentationswere made by the following:

It was reported out ofthis session that the 2017 Budget wasapproved.AKC CHF Matching GrantsThe approved budget included a $500,000matching grant for donations by new andlapsed donors to the AKC CHF in 2017 as wellas an additional $250,000 matching grant fordonations from all donors and Donor AdvisedFund Transfers for grants to study epilepsy indogs. There was a motion by Mr. Wooding,seconded by Mr. Arnold, and it was VOTED(unanimously, with Mr. Menaker unable tovote) that there be a third AKC $250,000matching grant for donations from all donorsand Donor Advised Fund Transfers for grantsto continue the study of tick borne diseases.
EXECUTIVE SECRETARYMari-Beth O’Neill Vice President SportServices participated in this portion of themeeting by video conference.Board and Delegate Meetings 2017, 2018 and2019For planning purposes, meeting dates shouldbe set as far in advance as possible. The Boardhas also been asked to reconsider the Juneand September 2017 dates.The Delegate meetings for June andSeptember 2017 have been scheduled forMonday, placing the Committee meetings onSunday. The Coordinating Committeerecommended that all future June andSeptember meetings be held on Tuesdays.The Committee also recommended that theSeptember 2018 meeting be held on Tuesday,September 25, 2018, as the first three weeks ofSeptember in that year would have conflictedwith Labor Day, Rosh Hashanah, and YomKippur. There was a motion made by Mr.Kalter, seconded by Mr. Feeney and it wasVOTED (unanimously, with Mr. Menakerunable to vote) to adopt the DelegateCoordinating Committee’s recommendations.The complete meeting schedule for 2017,2018, and 2019 will be posted on the AKC website and is attached to these minutes. Show TerritoryThe Board reviewed a proposal from theDelegate Dog Show Rules Committee toamend Rules Applying to Dog Shows, Chapter 2,Section 3, regarding show territory to enable

the AKC to approve a club for the holding of ashow at a site within the area of another club,if it believes that the permission of the hostclub has unreasonably been denied.Suggested wording follows (underlined):
SECTION 3. Each club or association whichshall hold a show in its territory at leastonce in every two consecutive calendaryears shall have the sole show privilege inthe city, town or district of its assignedterritory. A club may be approved to hold ashow in another club’s territory if thewritten consent is obtained from the clubassigned to that territory.If the club in whose territory the show is tobe held does not respond to the writtenrequest or unreasonably withholds suchwritten consent, the other club may appealto the Board of Directors of The AmericanKennel Club after one month from the timeconsent was requested. The parties shallpresent their contentions, in writing, to acommittee appointed by said Board, orappointed by the President of the AmericanKennel Club if between Board meetings, orin the President’s absence, appointed by theExecutive Secretary. Said committee may, inits discretion, issue an approval to the otherclub to hold such show within the assignedclub’s territory.
This will be discussed further at the Novembermeeting.
Recognition of CKUThe Board considered the recognition of asecond all-breed registry in China, the ChinaKennel Union (CKU). CKU meets all AKCrequirements.Following a motion by Dr. Battaglia, secondedby Mr. Dok, it was VOTED (affirmative: Dr.Battaglia, Mr. Dok, Mr. Kalter, Mr. Gladstone,Dr. Garvin, Dr. Davies, Mr. Wooding, Ms.McAteer, Mr. Ashby, Ms. Cruz, Mr. Arnold;opposed: Mr. Feeney, unable to vote Mr.Menaker) to consider the matter at thismeeting, waiving the usual noticerequirement.Following a motion by Mr. Gladstone,seconded by Dr. Battaglia, it was VOTED(unanimously, with Mr. Feeney abstaining andMr. Menaker unable to vote) to add the ChinaKennel Union to the list of registries withpedigrees acceptable for AKC registration,effective immediately. This action does notapply to judging or any other relationshipbetween CKU and AKC. This will have noeffect on the status of the National GeneralKennel Club in China, which continues to bean AKC recognized registry.New Breed for Foundation Stock Service® - Bavar-ian Mountain Scent HoundThe Board was advised that the FoundationStock Service (FSS) Committee recentlyapproved a petition for the Bavarian MountainScent Hound to be accepted into the FSSprogram.

Breeder of Merit Program – Breed SpecificThe Breeder of Merit program currentlyrecognizes a breeder for meeting a set ofcriteria across all litters and breeds that abreeder is/was involved with. The Boardrequested steps be taken to be sure that theprogram is breed specific so that therequirements for recognizing breeders are ona per breed basis and will realign the programmore consistently with the expectations of thegeneral public and recognize pastperformance. Recognition is to be retroactiveto current participants.This will require that the applicant meet all ofthe programs criteria for each breed appliedfor, with the exception of 5-year involvementand club membership. The current Breeder of Merit recognitioncriteria is:
• Has a history of at least 5 years’involvement with AKC events
• Earned AKC Conformation, Performanceor Companion event titles on a minimumof 4 dogs from AKC litters they bred/co-bred.
• Member of an AKC club.• Certifies that applicable health screens are
performed on your breeding stock asrecommended by the Parent Club.
• Demonstrates a commitment to ensuring100% of the puppies produced are AKCregistered
BUSINESS UPDATE Alexandra Aleskovsky, Executive VicePresident and Chief Growth Officer gave theBoard a business update. Revenue in the Growth Group was up 10.2%for 2016 when compared to the same periodin 2015. The largest percentage increases were89.9% for E-Commerce, 54.6% for AKCMarketplace and 38.2% for royalty andsponsorships.According to ComScore, AKC.org is #1 intraffic and #1 in engagement among dog sites.In three months, AKC moved up the rankingsfrom 8th to 5th among all pet sites with anincrease in traffic of 46%. Overall, AKC.orgtraffic is up 42% from 2015. Total SocialMedia Instagram followers have grown by 65%since January. AKC’s customer data base isnow at four million.Marketing Communications have achieved thehighest open and engagement rates forNewsletters on AKC.org driven by high qualitycontent, and above industry averages.A major upcoming packaging redesign forlicensees will achieve uniformity and aconsistent brand story across the AKC productportfolio. The growth of akc.org is essential toraise the profile of the AKC in the minds of alldog owners. This will help educate people tothe importance of purpose bred dogs andposition AKC as the authority for all thingsdogs.Registrations are 8% higher than in 2015 andlitter registrations are up by 7%.

On October 17, 2106, AKC’s new online shopwill launch. It will feature a broad selection ofunique, high-quality products.There was an update on the migration of AKCsystems to Cloud technology. This process iswell underway. It is being done in phases withthe project to be completed by the end of2018.Remediation initiatives from the SecurityAudit are under way.

Government Working Dog ProgramThe Board asked staff to investigate thefeasibility and benefits of establishing abreeder exchange to facilitate the sale ofworking dogs to the government. There iscurrently a shortage of United States bredworking dogs and AKC and its breeders couldhelp to develop a more robust supply ofUnited States bred dogs for governmentdetection work. Following a presentation by Mark Dunn, VicePresident Registration and CustomerDevelopment, there was a motion by Dr.Battaglia, seconded by Mr. Kalter, it wasVOTED (unanimously with Mr. Menakerunable to vote) to direct staff to establish asteering committee consisting of people whoshare the idea for this type of program and to
do a feasibility study on the conceptconsidering all of the opportunities andobstacles. In November, there will be a report on AKCacting as a convener of a conference bringingtogether all the stakeholders regardingcreating a domestic source for working dogsfor use by TSA and other groups. Topics wouldinclude the working dog shortage and ideasfor developing a more robust domestic supplysource for government detection dogs to helpour country.

teleconference if a location cannot be agreedto.

Under the current Board-approved Judging Approval Process,applicants are required to submit a $25 fee foreach breed they are requesting approval tojudge. The same $25 fee requirement hasbeen in place since March 1, 2002. This will bediscussed further at the November meeting. Delegate Judge Application FeesThe Board reviewed a request made at theSeptember 2016 Delegate meeting to exemptDelegate Judges from paying a $25 per breedapplication fee. The report provided theBoard with the financial impact that wouldresult from exempting Delegate Judges frompayment of the $25 per breed application fee. There was a motion by Mr. Ashby, seconded byMr. Gladstone, to exempt Delegates from theJudging Application fee, and it was VOTED(affirmative: Mr. Ashby, Mr. Gladstone, Dr.Battaglia; opposed: Mr. Dok, Mr. Kalter, Mr.Feeney, Mr. Arnold, Mr. Wooding, Ms. Cruz,Ms. McAteer; abstaining: Dr. Garvin, Dr.Davies; unable to vote Mr. Menaker) with themotion being defeated.Licensing of HandlersAt the Board’s direction, AKC staff reportedon the feasibility of again instituting themandatory licensing of handlers. Theconclusion was that there are too manyliability and enforcement issues to make thisfeasible.AKC Registered Handlers ProgramBased on a request from the Board, staffprovided an update on the American KennelClub (AKC®) Registered Handlers Program(RHP) which included its history, growth,inspections, educational seminars,and futureplans. The Board of Directors of the AmericanKennel Club initiated the Registered HandlersProgram (RHP) to provide the conformation
fancy with an identifiable group ofconsummate professionals dedicated toappropriate animal care and the highest levelsof professionalism. RHP provides tremendouspositive public relations that benefit the AKCvia programs such as the Handling Clinics, theGeorge Ward Scholarship Fund, EducationalSeminars, and providing a resource forindividuals who may be seeking a qualifiedindividual to handle their dog would appear tojustify the investment. The goal of the RHP administration is toinvigorate the program to meet the needs ofthe fancy and elevate the commitment ofprogram participants to serve the bestinterests of purebred dogs. The Staffsuggested that an increased investment in theprogram would be required to accomplishthese goals which is included in the 2017budget proposal. There will be a researchstudy by our Marketing Department to devisereasons for handlers to join the RHP programand for exhibitors to want to use an RHPhandler. This program has value but theremust be compelling reasons for handlers tojoin it. It is hoped that this research will helpinform ways to strengthen the program. Mr. Charles P. (Skip) Herendeen III (#7453)The Board, at its February 2011 meeting.adopted the recommendation of the BoardAppeals Committee, suspending Mr.Herendeen’s judging application privileges fora period of five years, his judging privileges fora period of five years, and a fine of $300. On

August 29, 2016 Mr. Herendeen requested thereinstatement of his judging privileges.Judging Operations informed Mr. Herendeenpayment of his fine had not been received andwas required before his privileges could bereinstated. His $300 fine was processed onSeptember 14, 2016 and his judging status wasreactivated. As per policy, all breeds andgroups eligible to judge at the time ofsuspension were reactivated. Mr. Herendeenwas advised of the requirement to submit a$25 fee and a complete the breed exam forany breeds added to a group he was eligible tojudge during the period of suspension.
CONFORMATIONDoug Ljungren, Vice President Sports andEvents, Mari-Beth O’Neill, Vice PresidentSport Services, Glenn Lycan, DirectorOperation Support, Alan Slay, Director EventPrograms, and Bri Tesarz, Manager Dog ShowRules, participated in this portion of themeeting via teleconference.AKC NOHS Program EnhancementsFollowing discussion, there was a motion byDr. Battaglia, seconded by Mr. Arnold, theBoard VOTED unanimously to:
1) Convert the NOHS Policies & Best Prac-tices into regulations, and
2) Add more structure to the NOHS judg-ing panel requirements. The followingchanges to the NOHS judging require-ments are being considered:a. A different judge is to be assigned to
the same NOHS group for each day ofa weekend/cluster/circuit (approvedby the Board at the April 2016meeting).
b. A different judge is required to beassigned to the regular and NOHSgroup/BIS at an event.
c. Judges will not be approved to judge aNOHS breed, the NOHS VarietyGroup of which the breed is a partand NOHS Best in Show at the sameshow.
d. The same person cannot judge all ofthe NOHS groups at an event.
e. To be eligible to judge an NOHSgroup, a judge must be approved as aregular judge for at least one breed inthat group or must be approved tojudge at least one complete group.
Reinstatement of a Dog Disqualified for AttackingThe Board reviewed proposed rule andprocedural changes for the reinstatement ofa dog disqualified under the provisions ofChapter 11, Section 8-A, of the Rules Applyingto Dog Shows. This is the same proposal thatwas submitted in July 2014. At the October2014 Board meeting the Board VOTEDunanimously not to approve the proposedrule change or the proposed changes in thereinstatement procedures.Recently the AKC enacted several changesrelated to the disqualification of dogs:insurance for judges, notification tosuperintendents and trial secretaries, and

advance notice to clubs of upcomingreinstatement examinations. Additionally, twoprocedure changes were made: (1)reinstatement examinations can only occur30 minutes prior to the start of judging atconformation events, and (2) disqualifieddogs are required to leave the siteimmediately after the disqualification and thereinstatement examination.The Dog Show Rules committee’s proposedamendments to Chapter 11, Section 8-A, ofthe Rules Applying to Dog Shows and therecommended changes to procedures follow:
Additions to Chapter 11 section 8-AThe proposed rule amendment:
1. Requires that the dog have permanentunique identification prior to disqualifi-cation (microchip, tattoo or some visiblephysical deformity). If there is no suchID or the identification cannot be ob-tained (no microchip scanner on thegrounds), the dog may never be rein-stated.
2. After an incident requiring disqualifica-tion, the dog must remain in the ringuntil the unique ID is recorded and thedog photographed.
3. The same identification procedurewould be applied to a dog disqualifiedfor attacking outside of the ring by anEvent Committee.
The proposed procedural changes, which
appear to be added to the rule in thecommittee’s proposal, (currently the rule doesnot define reinstatement procedure or policy):
1. The reinstatement would be done byAKC staff rather than judges.
2. Reinstatement will not be done at shows.3. ID and photo must be checked and the
owner must have a rabies certificate andproof of insurance.
4. AKC must notify superintendents of alldogs disqualified for attacking includingthe owners contact information. (AKCbegan providing superintendents a list ofDQ’d dogs in June 2016, ownership in-formation was not provided)
The Board reviewed the steps already taken tomodify the reinstatement procedure:
• AKC took out an accident insurance pol-icy to cover all judges at AKC events.
• Criteria were established for proof of in-surance by the owner of the dog beingconsidered for reinstatement examina-tion.
• A club will be notified two weeks in ad-vance of a reinstatement procedure at ashow, and the club may agree or disagreeto it.
• Superintendents are being notifiedwhen a dog is disqualified for attacking,and if and when such dogs are rein-stated. The system is being modified toenable the same notification to be sentto clubs which do not use the services of

a superintendent.• Disqualified dogs are required to leave
the site immediately after the disqualifi-cation and the reinstatement examina-tion.
Following discussion, there was a motion byDr. Garvin, seconded by Mr. Gladstone, theBoard VOTED (unanimously, with Mr.Menaker unable to vote) to disapprove theproposed amendment to Chapter 11, Section8-A.National Show Champion TitleThe Board reviewed a staff recommen dationto award a National Show Champion title(NCH) to the Best in Show winner at the AKCNational Championship dog show. In many sports the AKC awards a NationalChampion title to the dog winning the AKCNational Championship event. It would bemost appropriate to award a National ShowChampionship title to the dog that goes Bestin Show at the AKC’s National Championshipheld in December. This will require an amendment to the RulesApplying to Dog Shows, Chapter 16 –Championships, new section 8.
SECTION 8. The dog selected as Best inShow at the AKC National ChampionshipDog Show shall be awarded the title of “Na-tional Show Champion of 20__”. This shallbe a prefix title designated by NCH.
The Board chose to take no action on this
proposal and it will therefore not be discussedfurther.
Changes to Italicized Sections of Rules Applying toDog Shows Chapters 7 -10 The Board reviewed recommendations tochange and clarify specific sections ofChapters 7-10 of the Rules Applying to DogShows as part of the Dog Show RulesCommittee’s ongoing effort to eliminate orincorporate the italicized language in therules. This will be discussed further at the Novembermeeting. Breed Junior ShowmanshipThe Board reviewed staff recommendation torevise the Conformation Junior ShowmanshipRegulations and Guidelines for JudgingJuniors in Conformation to allow a LimitedBreed Show the option of offering JuniorShowmanship for Juniors handling any breed.Currently the Regulations limit the dogsshown in Junior Showmanship to the breedwhich are eligible to compete in that show’sregular classes. This will be discussed furtherat the November meeting. Changes to Ribbon Requirements in Rules Apply-ing to Dog Shows, Chapter 5, Section 2The Board reviewed a recommendation fromthe Dog Show Rules Committee to change therequirements of Chapter 5, Section 2, of theRules Applying to Dog Shows to allow classplacement ribbons to not include the date orlocation.

Currently, the Rules Applying to Dog ShowsChapter 5, Section 2, has specificrequirements for all ribbons/rosettes used atconformation events. Each ribbon/rosettemust meet the requirements outlined in thesection including specific size and informationto be included on the face of theribbon/rosette. There is no difference inrequirements for a class placement vs. Best inShow ribbons. The Dog Show Rules DelegateCommittee is recommending that the dateand location of the event be optional on classplacement ribbons. This will allow clubs toorder a larger number of ribbons to receivecost savings, the ability to use ribbons atmultiple events, and reduce the wasting ofribbons.There was no motion to approve this proposalor interest in discussing it further.Length of Conformation EventsThe Board has recently discussed the length ofsome all-breed conformation events. Thereare many reasons for shows running longerbut in many cases it is because of theeconomics of hiring judges. One reason issmaller shows hire fewer judges resulting in sixto eight hours of judging before groups canstart driven by judge availability. The Boardhad requested staff to develop a proposal toaddress perceived problems withsuperintendents scheduling which cancontribute to shows running long. Staff hasreached out to the superintendents andjudges, to get their thoughts on the
scheduling of conformation judging. Inaddition, staff is compiling data on showlengths, size of shows, and number of judgespresent at those shows.The Board requested a committee beappointed consisting of representatives of theBoard, staff, the Delegate All-Breed ClubsCommittee, and Senior Management fromsuperintending organizations to review theseissues. Definition of Assisting a Professional Handler forNOHSBased on a request from the Board, Staffreviewed the definition of current assistant toa professional handler as regards to NOHSeligibility.
Current assistants to professional handlers inconformation are not eligible to exhibit in thiscompetition. A current assistant is defined asanyone employed by a professional handler on afull-time basis, or, assisting a professional handlerat the show or any show during the cluster/week-end. Eligibility restrictions apply to all members ofthe same household.
Based on this review, the complexity indefining the term, and the lack of complaintsby exhibitors, staff does not feel that this termneeds to be further clarified nor is there areason for concern about this definition. Work with Superintendents to Grow Entries The Board requested staff to reach out tosuperintendents for ideas to grow entries.Based on the Board’s request, the AKC

reached out to superintendents requesting ifthey had new ideas which could grow entries.The superintendents were not given a deadlineon a response as any ideas at any time may beproductive. However, AKC has followed upseveral times since the Board request and nonew initiatives have been offered by the DogShow Superintendents Association (DSSA). Staff will continue to promote AKC’s ideas andnew initiatives with the superintendents,requesting feedback and improvementsuggestions. Additionally, the AKC meetsyearly with the superintendents at theirDecember DSSA annual meeting to updatethe group on AKC initiatives and exchangeideas.
COMPANION AND PERFORMANCEDoug Ljungren, Vice President Sports andEvents, Pamela Manaton, Director ofObedience, Rally and Tracking and CarrieDeYoung, Director of Agility participated inthis portion of the meeting by videoconference.Suspension of the Use of the Closed Tunnel ObstacleOn August 29 the AKC announced it wassuspending the use of the closed tunnel(chute) obstacle in agility trials. Prior to thisannouncement, the concurrence of the Boardwas obtained via email. The Board must ratifythe decision with a formal vote. Following a motion by Mr. Arnold, secondedby Ms. McAteer, the Board VOTED(unanimously, with Mr. Menaker unable to
vote), to change the Regulations for AgilityTrials to suspend the use of the closed tunnel(chute, collapsed tunnel) until a solution isfound or until it is decided to eliminate itpermanently. Formation of Rally Clubs The Board reviewed a recommendation to allowfor the accreditation of clubs formed for thepurpose of holding Rally trials provided they arenot formed in the territory of an obedienceclub that is licensed to hold Rally. Uponaccreditation, a new club seeking to hold Rallytrials shall be required to hold one sanctionedA-match. There is no requirement to hold a funpractice event. If the A-match is heldsuccessfully, the club shall be licensed to holdRally trials. Following a motion by Dr. Davies, seconded byMr. Kalter, the Board VOTED unanimously toamend the Rally Regulations Chapter 1, Section1, as follows:
Chapter 1. Section 1. Application to Hold aRally Trial. Any existing AKC club may belicensed to hold Rally trials if, in theopinion of the AKC Board of Directors, it isqualified to do so, provided the club holdsthe event(s) for which it was originallyformed at least once every two years. Inaddition, new clubs may be licensed to holdRally trials provided they are not formed inthe territory of an obedience club that islicensed to hold Rally.
This change is effective January 1, 2017.

Pointing Breed National Championship Field TrialHeld as Part of the AKC Gun Dog ChampionshipThe Board reviewed a recommendation toallow a breed to hold their NationalChampionship Field Trial as part of the AKCGun Dog Championship provided that noNational Championship for that breed washeld the prior year. This will be discussed further at the Novembermeeting. National Retriever Derby ChampionshipThe Board reviewed a recommendation tocreate a new event in the Retriever Field Trialprogram called the National Retriever DerbyChampionship. The event will be hosted by anew club, the National Retriever Derby Club,its purpose will be to organize and hold thisonce per year event. The event will be open todogs from all breeds eligible to participate inAKC Retriever Field Trials who have met thequalification criteria. The winning dog shallbe awarded the title of “National RetrieverDerby Champion of 20__.” This shall be aprefix title designated by NDC. There was a motion by Mr. Wooding,seconded by Ms. McAteer, and it was VOTED(unanimously, Mr. Menaker unable to vote) toconsider the proposal at this meeting, waivingthe usual notice requirement.Following a motion by Mr. Wooding, secondedby Ms. McAteer, it was VOTED (unanimously,Mr. Menaker unable to vote) to forward theproposal to the Delegates to be read at theDecember meeting and voted on in March,

Chapter 4. Section 1. Test Area Conditionsand Dimensions. Paragraph #8. The dens shall be located tominimize outside distractions. The earthmay be dug up to one week prior to the test
day or permanent dens may be used, how-ever no dog shall be allowed to enter theearth within 24 hours of the start of the test.
Paragraph #11. Practice sessions. The TestCommittee may, at its option, hold practicesessions. Official test tunnels may be usedfor practice. The practice sessions may beheld before or after the official hours of theearthdog test but never during a test. Thepractice sessions must be under the supervi-sion of a Test Committee member, who shallbe responsible for the conduct of the prac-tice and the care of the quarry during thepractice.
Update to FAST Class RegulationsThe Board VOTED to modify the Regulationsfor Agility Trials, the course designspecifications for the FAST (Fifteen and Send)class in order to decrease the time it takes toreset the course between levels, therebymaking it more efficient for clubs to offer. Thechanges will not compromise the intent of theclass.This is effective January 3, 2017.Amend the Requirements of A & B MatchesThe Board voted to clarify the MatchRegulations to allow Group and Specialtyclubs to offer all-breed Sanctioned A Matchesfor obedience and rally and all-breedSanctioned B Matches for conformation attheir option.It was VOTED to adjourn Tuesday, October11, 2016 at 12:30 pm.
