20 August 2019 Councillors Resolved:
Horse Trails
The CEO provided Councillors with a report on a recent
meeting regarding a proposal for horse trails on the rail
trail corridor, other possible trail options and to explore
possible future ’horse tourism’ opportunities in the
district.
Remarkable Experience
Administration continues to develop the ‘Remarkable
Experience’ branding and has engaged a website
designer and a photographer to capture seasonal changes
in the landscape and local events during the year. Once
the website is completed, brochures will be printed for
distribution to neighbouring centres to promote the
Council district and the ‘Remarkable Experience’.
Port Germein Transfer Station
The Port Germein Progress Association will open the
Port Germein Transfer Station from 1.30pm to 3.30pm
on the first Sunday of the month on a voluntary basis.
Wirrabara Progress Association
Councillors agreed to waive the Council component of
fees associated with a development planning application
from the Wirrabara Progress Association for building a
shelter on Murray Memorial Park Wirrabara.

Environment Health Officer and Development

17 September 2019 in the Council Chambers, Melrose.
First Quarter Rates Notice
The first quarter rates notices have been posted or emailed out
to ratepayers. Councillors resolved to increase rates by 2% to
provide the services and capital works programs required for
the 2019/2020 Annual Budget. Included with the rates notice
are several important fact sheets including the Annual
Business Plan Summary (how your rates are being spent), Fire
Prevention, NRM levy, Waste Management Calendar and two
General Waste & Recycling Vouchers. The 2019/2020
Annual Business Plan and Annual Budget is available on the
Council website www.mtr.sa.gov.au.
Council continues to provide a wide variety of payment
methods including Bpay, EFT, over counter and Centrepay.
Ratepayers can elect to receive their Council rates notice via
email for the second, third and fourth quarters only. Contact
Council on 8666 2014 to discuss any of these options.
First quarter rate notices are due 27 September 2019. If you
are experiencing difficulties paying your rates please contact
Council to make arrangements for a payment plan as unpaid
rates incur interest charges.
Mayor Phillip Heaslip, CEO Wayne Hart and Director
Works John Hadley, met with Jeff Packer of Flagstaff
Enterprises and David Mailler of Meralli Projects to view
and gain information regarding the Baroota Solar Farm
development .
The solar farm has a generating capacity of 5.0MW (5,000
kW), includes 24,000 solar photovoltaic panel with an
expected power rating of 380 watt per panel.
The solar farm development is a significant boost to the
economy of Port Germein and the region utilising local
accommodation and providing employment in the region.

Supplementary Election
Cr Jan Woolford has resigned as the Willochra
Ward Councillor effective 29 August 2019.
Cr Woolford was elected in November 2014 and
during the past five years in Council has been
proactive and diligent providing representation to
ratepayers and residents in Wilmington, the
Willochra Ward and the whole of the Council
district.
Cr Woolford has served on the Audit Committee,
Flinders Mobile Library and Remarkable Road
Safety Group.
Council thanks Jan for her dedicated work and
wishes her all the best as she relocates to Adelaide to
be closer to family.
Due to the resignation of a member of council, which has wards, a supplementary election is necessary to fill the vacancy for
Ward Councillor. Council and the Australian Electoral Commission of SA (ECSA) will conduct the supplementary election.
Dates for candidate briefings, nominations and voting will be advertised by ECSA and promoted on Councils and ECSA
website, newsletter and facebook pages.
Becoming a member of Council is a great way to represent and help make a difference to your local community. If you are
interested in nominating please contact Council. A candidate briefing session will be held for intending candidates with a date
to be confirmed.

Wayne Hart CEO and Cr Jan Woolford worked together on a number of local issues in
particular the Wilmington drainage and Main Street Rejuvenation Project.

Department of Planning, Transport & Infrastructure have
confirmed the Spring Creek Bridge South of Wilmington will be
upgraded being identified under strength for Higher mass limit
vehicles. As the bridge is narrow, it is likely that the upgrade
will be a full replacement. Planning and design works will start
in 2020 and the project completed in 2021.
The Melrose Soldiers Memorial will
receive a facelift after a successful
Saluting Their Service Community
Commemorative Grant of $2,207 was
received. The monument will be repainted,
lettering on the plaque polished and
general improvements to the memorial
surrounds.
Summer is fast approaching and Council is
working to ensure the swimming pools are
open for business. Council has advertised for pool operators and pool attendants. If you
are interested in any of these positions check the Council website

Description and application details.
Council is again seeking to enter into a lease agreement with the
Department of Education for the Wilmington Swimming Pool and is
working with the Booleroo Centre Swimming Pool Committee to
ensure both pools are operational and ready to open in November.
Patrons will enjoy the newly renovated change rooms at Booleroo
Centre Pool after Council received an Office of Recreation and Sport
grant in 2018 and the works completed in April 2019.
The female & male toilets facilities at the Booleroo
Centre Bowling Club received major refurbishment
through the Federal Government Drought
Communities Extension Program. The 1973 facilities
have been upgraded and look fantastic.
FREE FOX & WILD DOG BAITS 2019 Regional Injection Days for Fox and Wild Dog Baits.
Natural Resources Northern and Yorke as part of the Living Flinders
initiative will be providing free fox & wild dog baits.

Council have again provided all ratepayers with two General Waste & Recycling Vouchers.
The waste vouchers have been included with the first quarter rates notices and will not be
replaced. The vouchers are a additional service provided by council, please ensure you put them
in a safe place for using at your leisure. The 2019/2020 Waste Management Calendar was also
included with the rates notice be sure to put it on the fridge for easy referral.

brochures available from local chemical suppliers). Unclean or partly filled containers cannot be
accepted.

Preparing your property for the Fire Danger Season Keeping your home and property well prepared throughout the year is essential to ensure you survive a bushfire. A well
prepared home is more likely to survive a bushfire than one that hasn't been prepared.
Preparation throughout the winter months by slashing blocks within townships can save time and ensure your property is
prepared for the fire danger season.
Under the Fire and Emergency Services Act 2005 the onus is on the landowner to take reasonable steps to manage fuel
reduction prior to the commencement of the Fire Danger Season.
Take advantage of the cooler weather during winter and make sure your
property is prepared for the fire danger season by:
Cut/mow grass so that it is no higher than 100 mm (4 Inches)
Remove any flammable material from around your home, including
cleaning out gutters.
Clear away dead undergrowth and fallen branches.
Ensure that any firewood is stored well away from your home and
outbuildings.
Ensure that your property is clearly numbered so that it can be easily
found by Emergency Services
should the need arise.
Trim excess vegetation along driveways and firebreaks, including any
overhanging branches, to provide easy access for firefighting appliances.
As a guide, the CFS requires a minimum clearance of 3.5 metres wide x 3.5 metres high.
The South Australian Country Fire Service is the best source of information on how to prepare your home and has lots of other
useful information for you to access so that you are ready for the fire danger season www.cfs.sa.gov.au.
Register your business or community group
Every year Council receives numerous enquiries about businesses or organisations in the area that provide slashing and garden
maintenance services in readiness for the fire season. If you are a local contractor or community group that have the capacity
and equipment to tidy blocks and want to be included on Councils list, please contact Council on 8666 2014 or
postmaster@mtr.sa.gov.au.
Fire Prevention As per the Fire and Emergency Services Act 2005
Council’s Fire Prevention Office is required to
inspect all properties within our townships and issue
notices/expiations to owners of non-compliant
properties.
1st Inspections will take place in mid September, to
ensure that properties meet the requirements of the act
prior to the commencement of the Fire Danger Season
A Bushfire Hazard Reduction Compliance Notice will be
sent to the owners of any properties that do not comply at
the time of the 1st Inspection. Property Owners will be
given 6-7 weeks to comply
(MUST comply before the start of the Bushfire season)
2nd Inspections will take place in early November after
the commencement of the Fire Danger Season. Any
non-compliant properties will be issued with an Expiation
Notice of $315.00 and be given a minimum of 14 days to
clean up their properties.
3rd Inspections will take place at the end of November.
Any properties that remain non-compliant will be cleaned
up to the required standard by Council, and Property
Owners will be charged for the work as per Council’s
Fees and Charges.

Think before you burn this spring
Residents are reminded of the Environment Protection
(Air Quality) Policy. The policy prohibits burning in the
open within townships.
Now spring has arrived the weather has fined up residents
will start to think about clearing blocks and tidying up
before the fire danger season. Before you burn leaves,
garden pruning's or fallen branches you are reminded the
EPA Air Quality Policy prohibits burning within
townships.
Council provides FREE green waste disposal at its transfer
stations and landfill for the convenience of residents.

RURAL HEALTH AND REGIONAL HEALTH SCHOLARSHIPS – APPLICATIONS NOW OPEN Studying or wanting to pursue a career in health? There
are two scholarships available, Rural Health
Undergraduate Scholarship and Regional Local Health
Network Scholarship.
The Rural Health Undergraduate Scholarships program
is open to full time students currently studying or about
to commence study in the areas of need and reside and
intend to work in rural South Australia upon completion.
The undergraduate scholarship program provides
students with $5000 per year for up to four years of
study.
The Regional Local Health Network Scholarships are
open to employees of all regional LHNs. There will be
11 certificate and postgraduate scholarships available
including one Professor Margaret Tobin Mental Health
Scholarship. The Margaret Tobin Scholarship recognises
the contribution of Professor Margaret Tobin to the field
of mental health. Each of these scholarships total $4,500
and will be split into two half yearly payments.
Applications close on Sunday 15 September 2019.
