News:RIDE issues guidance on new legislation regarding annual evaluation of teachersRecently passed legislation, H 7096 Sub B, on educator evaluation introduces limitations to the frequencywith which any tenured
teacher may be evaluated. The legislation still requires each LEA to have an approved evaluation system for implementation. This is
the first of two guidance documents and attends to the issues that affect planning for the upcoming school year. The second
document will focus on longer-term issues, including the implications for certification renewal now that there will not be annual
evaluation results for teachers.
Defining Evaluation
For the purposes of this guidance document, it is necessary to distinguish summative evaluation within an approved educator-
evaluation system from the ongoing supervision of staff for instructional improvement that is required in all LEAs. The summative
evaluation that occurs under an approved system yields a summative score that is currently connected to certification renewal.
Ongoing supervision may include practices such as observations, conferencing, examining student performance, and other forms of
providing feedback that result in the improvement of teaching and learning. Information from ongoing supervision may be used for
locally determined purposes, but this information does not result in a summative score reported to RIDE.
Affected Educators
The legislation stipulates an evaluation cycle for tenured teachers who receive Highly Effective and Effective ratings. Specifically, the
legislation notes that a cyclical process will be in place following the receipt of either of these two ratings; therefore the 2013-14
ratings will determine the cyclical options. Tenured teachers who did not receive an evaluation rating during the previous school
year for any reason must be part of a full, summative evaluation in coming school year (2014-15). Teachers who are using acertification that is different from the certification used during the 2013-14 school year must be part of a full, summative evaluation
. Finally, non-tenured teachers must be part of a full, summative evaluation annually.
Support professionals do not have an evaluation rating from the 2013-14 school year, since 2013-14 2 was a year of gradual
implementation for support professionals. Therefore, all support professionals must be part of a full, summative evaluation for the
first time under an approved evaluation system in 2014-15.
Principals are not included in this legislation; therefore, principals will continue to be evaluated annually.

Planning for Implementation
The legislation states that a tenured teacher with a Highly Effective rating shall be evaluated no more than once every three years
and that a tenured teacher with an Effective rating shall be evaluated no more than once every two years. LEAs should develop a
mechanism to divide the Highly Effective tenured teachers into three groups, in order to avoid the overburdening of administrators
that this legislation sought, in part, to address. The first group should be evaluated in the upcoming school year, the second group
in the 2015-16 school year, and the third group in the 2016-17 school year. Similarly the tenured teachers with an Effective rating
should be divided into two groups, with the first group being fully evaluated in the upcoming school year.
Annual Conferences
The legislation also calls for annual conferences for all Highly Effective and Effective teachers who are in a cyclical year. As the
legislation states: The conference shall be in accordance with a process and scope determined by each school districts educator
evaluation committee. The purposes of these conferences may include but are not limited to:
feedback on classroom walkthroughs;
discussions about median growth scores when available and about other local student learning measures; and
other feedback that will assist with professional growth and the improvement of instruction and student learning.
Provisions for More Frequent Evaluation
The legislation provides a mechanism for LEAs to require more frequent evaluations under two conditions. LEAs may call for more
frequent evaluations as part of a negotiated collective bargaining agreement. Second, more frequent evaluations may occur if any
concerns about a teachers performance arise at any time. Requiring more frequent evaluations must be done in accordance with
local school-district polices and with any negotiated collective bargaining agreement. LEAs that have existing negotiated collectivebargaining agreements that require annual evaluations must continue to provide annual evaluations until such agreements are
renegotiated.
Triggers for more frequent evaluations may include but are not limited to:
informal classroom walkthroughs;
professional conduct; and
median growth scores or other measures of student learning.
Next Steps
RIDE remains committed to working with LEAs to ensure that the Educator Evaluation System provides a mechanism and structure
that supports ongoing improvement for every educator in our state, for the benefit of our students. The legislation speaks to the
frequency of the evaluation cycle, not the content or process. There is still much work to be done together to strengthen both the
models and their implementation. This work includes:
adjusting the EPSS to account for the cyclical evaluations of Highly Effective and Effective tenured teachers. (We
recommend that all caseloads or rosters be maintained, even if some staff members will not be evaluated in the 2014-15
school year. We will send further guidance in the next few weeks.);
examining the current evaluation system components and requirements to make revisions based on implementation
outcomes in LEAs;
continuing to examine and refine the SLO process so that it aligns with strong instructional practices and well-designed
curriculum-embedded assessments; and
reviewing and revising the certification renewal process in light of the legislation, as there wont be annual evaluation data
on every tenured teacher. Later this year, we will issue guidance on evaluations and certification.

A California middle school is transitioning to a curriculum that blends technology and inquiry-based learning into a
science, technology, engineering, arts and math program. When implementing the program with sixth-graders during
past school year, educators noted more engagement among students as they took what they learned and applied it

NGSS News:Next Generation Science Standards Parent Q and A From NSTABecause the Next Generation Science Standards mark a significant shift in how science is both taught and learned,
parents may be curious as to what their children's classrooms will look like. To help parents better understand the
importance of standards and the role they play in education, NSTA has developed a short Q&A for parents. This tool

NARST Publishes Series of Position Statements Supporting NGSS ImplementationThe National Association for Research in Science Teaching (NARST), an NSTA affiliate, recently published a series of
position papers addressing the network of changes needed to successfully implement the Next Generation Science
Standards(NGSS). The papers address eight key topics, including accountability, assessment, curriculum materials,
engineering, equity, informal science education, preservice teacher education, and professional development.
According to NARST's introductory statement, "the position papers are intended to provide a thoughtful, policy-
oriented response to the NGSS from the standpoint of science education researchers, but aimed at the general public,

Next Steps for the NGSS - EdWeekThe July 22 online issue of Education Week includes commentary by Arthur H. Camins, director of the Center for
Innovation in Engineering and Science Education at Stevens Institute of Technology, in Hoboken, New Jersey. Camins
writes, "The National Research Council's K12 Framework for Science Education and the Next Generation Science
Standards are designed to drive dramatic rethinking and improvement of science education for all students in the
United States. Now decisions at the district, state, and federal levels will determine whether the new standards will
promote substantive improvement. The NRC framework and the NGSS embrace three critical ideas: The firsta
political ideais that ensuring learning opportunity and quality for all students is not just a local matter, but rather an
issue that demands a comprehensive strategy. The seconda pedagogical ideais that orchestration of science
learning is a complex undertaking involving well-sequenced student engagement in the practices of scientists and
engineers in the context of investigating core disciplinary ideas and making meaningful connections across
disciplines. The thirda civic ideais that science learning has an essential role in supporting informed and reasoned
democratic participation... Advocates for improvement in science and engineering learning should heed lessons
learned from the cascading conflicts surrounding the Common Core State Standards. So far, the rollout of the NGSS

Such a lesson was developed by the Delaware State Parks to meet the Next Generation Science Standards. A separate
but related effort to the Common Core State Standards for reading and math, Next Gen is an effort to build common
expectations for what and, more importantly, how students learn in science class.
Education leaders in Delaware and the 25 other states that have signed onto the standards hope they will
fundamentally transform how science is taught.
In an age when almost everyone has the Internet nestled in their pocket, memorizing facts is less useful, they argue.
"When you work as a scientist, or an engineer, or whatever you do, it isn't all about what you know. Companies are
trying to find people who can innovate, who can solve problems, who can come up with new ideas," said Ross
Armbrecht, a former DuPont engineer and current executive director of the Delaware Foundation for Science and
Mathematics Education. "This requires a fundamental rethinking of how we teach."
Next Gen requires students to master a tightened list of essential concepts in the lingo of the standards,
"disciplinary core ideas."
They must have the skills to ask the right questions and use the scientific process to design experiments to answer
those questions what Next Gen calls "performance expectations." Finally, they must be able to cohesively explain
what they know and how they learned it.
Take, for example, the aquatic animals project.
Third-graders wouldn't know it, but this lesson squarely matches the description of Life Science Performance
Expectation LS1.A: "Use materials to design a solution to a human problem by mimicking how plants and/or animals
use their external parts to help them survive, grow, and meet their needs."
If students can successfully perform that experiment, they have mastered Disciplinary Core Idea LS1.A: "Plants and
animals have both internal and external structures that serve various functions in growth, survival, behavior and
reproduction."
Put simply, the Next Generation Science Standards are a network of ideas like these, and the things students should
be able to do to prove them. Those expectations are connected across grades and between disciplines, weakening
barriers between biology, physics and chemistry.
Climate change, for example, is taught through both middle school and high school, with students performing more
advanced experiments and mastering more complex ideas as they move along. A school near the coast might look at
data for how sea levels have risen at a nearby beach.
In different grades and different classes, students might learn the chemistry behind how greenhouse gasses
contribute to warming climate. They might learn the physics of how warmer oceans lead to bigger storms. And they
might learn the biology of how these changes affect animal populations and how creatures adapt.
Importantly, the Next Generation Science Standards are not a curriculum. They explain what students should know
and how they can be expected to show that knowledge, but they do not explicitly explain how teachers and students
should "get there."
Translating the broad ideas of the standards into everyday instruction is a mammoth task that Delaware will start in
earnest this fall. Getting to where everyone is on the same page will be a gradual process over the next three years.
By the 2016-2017 year, all classroom materials and assessments should fit the standards.
Leading Delaware's charge into the Next Generation standards are more than 130 educators from every school district
and a majority of charter schools.

Those teachers spent much of last week in a ballroom of the Dover Downs plowing through the state's colossal pile of
curricula, lesson plans, activity plans and other resources to see what fit the standards, what could be tweaked, and
what needed to be tossed out entirely.
On Thursday, a team of several of the experts who wrote the standards wandered from table to table, answering
questions from teachers. Those teachers will take the expertise they've picked up during the intensive camp and begin
experimenting with new lessons in their classrooms, reporting back to each other regularly to see what works andwhat doesn't.
They will also be responsible for helping their co-workers come to grips with the standards.
"Look, this is a big, difficult thing we're going to be doing here. And there are going to be bumps along the road,"
said Jacquie Kisiel, a fifth-grade science teacher at Rehoboth Elementary, and one of the lead teachers. "If we do this
right, we're going to be asking our students to figure out a lot of things on their own, which is a good thing. But it
takes time and it takes planning for us to do that in a meaningful way."

Biology)
As you start preparing for your return to the classroom this year, please consider this opportunity to participate in a
field test of SimScientists Human Body Systems.
WestEd, a not-for-profit educational research agency, has been funded by the National Science Foundation (NSF) to
conduct a research project during the 2014-15 school year that examines how to best use technology to help
students integrate and express their science knowledge through computer-based simulations. The interactive, online
modules are aligned to the Next Generation Science Standards (NGSS) with particular emphasis on developing and
using models of human body systems at scales ranging from molecules to the whole body. The modules aredescribed at the end of this posting.
Participating teachers will receive orientation and training, engaging simulation-based computer program lessons to
use with their students, and stipends up to $1,500 for their involvement in the study.
In order to participate, you must teach at least two classes of general biology at the high school level.

Applications for 2015-16 Fellowship Year Apply by November 20th
The Albert Einstein Distinguished Educator Fellowship (AEF) Program provides a unique opportunity for accomplished
K-12 educators in the fields of science, technology, engineering, and mathematics (STEM) to serve in the national
education arena. Fellows spend 11 months working in a Federal agency or U.S. Congressional office, bringing their
extensive classroom knowledge and experience to STEM education program and/or education policy efforts. Program
applications are due November 20, 2014, and must be submitted through an online application system.
To be eligible, applicants must be U.S. citizens, be a current employed full-time in a U.S. public or private elementary
or secondary school or school district, and must have taught full-time in a public or private elementary or secondary
school for at least five of the last seven years in a STEM discipline.
Federal sponsors have included the Department of Energy (DOE), the National Science Foundation (NSF), the National
Aeronautics and Space Administration (NASA), and the National Oceanic and Atmospheric Administration (NOAA).
The DOE sponsors up to four placements in U.S. Congressional offices.
The AEF Program is managed by the DOE Office of Science, Office of Workforce Development for Teachers and

Eligibility: The applicant must be a 612 STEM educator. Individuals must have a minimum of 3 years teaching
experience in the STEM fields, who implement innovative inquiry-based, technology infused STEM programs. One
middle level and two high school level recipients will be awarded annually.
Award: A total of 3 awardees will be selected annually. Each awardee will receive up to $1000 to cover travel expenses
to attend the NSTA national conference and be part of a STEM share-a-thon workshop, a $500 monetary gift, and a
$5000 certificate for PASCO scientific products. The recipient of the award will be honored during the Awards Banquetat the NSTA national conference.

NEW!!! NASA Goddard Spaceflight Center History of Winter Workshop Apply by
December 31st
Climbing an ice fall, drilling an ice core from a frozen lake or standing inside a pit to study layers of snow are not
usually part of the normal work week of a science teacher. But the annual History of Winter program, an initiative of
NASA Goddard Space Flight Center, provides these and many other first-hand experiences for elementary and
secondary science teachers to familiarize themselves with the world of cryospheric science research. Guided byprofessional glaciologists, the participants spend a week in February in Lake Placid, New York learning about common
field research techniques that are often used as ground validation for NASA satellite missions.

The NASA Goddard Space Flight Center Office of Education and Cryospheric Sciences Laboratory invite you to
participate in the upcoming 2015 History of Winter professional development teacher-as-scientist workshop. This
week of training, to be held February 15-21, 2015 in Lake Placid, NY, places teachers in the role of scientists, working
side-by-side with professional scientists and technologists from NASA, the Cold Regions Research and Engineering
Laboratory, and partner universities.
