Non-tariff trade measures: Economic impacts on New Zealand’s forest industry
Non-tariff trade measures: Economic impacts on New Zealand’s forest
industry
• To understand potential changes in New Zealand’s value-added export market environment, the technical barriers and opportunities likely to arise, and the responses required to enable export growth
Poster 6 Results
• The major barriers to export growth were related to scarcity of management resources
• Most of technical barriers were health and safety regulations. Despite national codes and standards, local regulations varied between regions
• Greatest benefit from removal of technical barriers that substantially affect production and delivery costs
• Reducing the costs due to Japan’s design specifications for prefabricated housing would have the largest increase in New Zealand prefabricated housing exports; US$326 million over 2002 to 2030
• 12.6% to 22.1% increase in the value of New Zealand’s total wood products net-trade in 2030 by combining removal of technical barriers with market development for prefabricated housing exports
Poster 6 Conclusions
• greatest benefit from removal of barriers that account for the greatest proportion of production costs
• additional benefit from market development coupled with removal of technical barriers
• future research will assess benefit of strategies to overcome the most significant technical barriers
