Trust: Seminars started a discussion that continued in other meetings (in Burundi, DRC, Brussels) over the relationship between CSOs and government: confrontation, collaboration

Will vs. Means: technical, financial Transparency is not always practiced in ACOs Enforcer vs. Adjuvant: perception of western

organizations and experts; the program’s [inadvertent?] breakthrough.
