RADAR Automated Test &Measurement System (ATS)
1. Introduction ISTRAC/ISRO is responsible for the Design, Development, Integration, Testing and
commissioning of Radars required to cater the needs of ISRO as well as other national
requirements at X,C and S frequency bands. Characterisation of different subsystems and
system is essential during the development, system integration and system maintenance.
Radar Automated Test and Measurement System (ATS) is proposed for elaborate, accurate
and fast evaluation & qualification of subsystems and system to cater overall performance
specification of different radars.
ISTRAC/ISRO has been using multiple bench top equipment like Signal Generators, Signal
Analysers, Network Analysers, Oscilloscopes etc. for testing various subsystems and
systems. ATS design with different test instruments and related Hardware & Software is
proposed here. The ATS should include all required test instruments for the characterization
of the Radars. ATS should be scalable, upgradeable and flexible in nature. The ATS should
also be of open architecture from a software perspective so that it can be automated or
integrated in any heterogeneous instruments and programming environment for the ease of
work and to improve test efficiency and timings.
Radar Automated Tests and Measurement System shall carry out the accurate system level
performance tests, measurements & calibrations and subsystem level functional and
performance tests including Antenna, Servo, Transmitter, Waveform Generator, RF Front-
end, RF/IF Receiver, CLK Generator, Digital Receiver and Signal Processor, Display &
Archival subsystems.
2. Guideline to Vendors: 2.1.Automated test System requirements for S, C & X-Band Radar Systems may be
combined in a single system.
2.2.Vendor shall develop common ATS control software and hardware to cater the
requirement for S, C and X-Band Radar.
2.3.Vendor shall develop ATS to cater requirement of individual subsystems &integrated
system level testing for S, C & X-Band Radar systems.
2.4.Only OEMs and OEM certified Authorised Dealers are required to submit the quote.
Certificate issued by OEMs should be provided along with the quote.

2.5.Vendor is required to quote for 5 years warranty and application support.
2.6.All Software Source codes and installation kit containing actual deliverable software
shall be provided.
2.7.All the ATS modules shall be of 19” Rack mountable unit, with necessary power,
cabling and any other additional accessories.
2.8.The ATS shall be deployed at different places of Radar. ATS shall be designed with
easy dismantling features and also suitable packing shall be provided for the purpose
of transportation and quick installation and integration.
2.9.ISTRAC/ISRO shall evaluate the price bids of technically qualified vendors for
deciding lowest bidder (L-1) on the basis of ultimate landing cost including all the
deliverables, calibrations, software and warranty as per TENDER.
2.10. L1 will be computed based on the total landing cost with five years warranty.
Extended warranty will execute after the completion of 5 years warranty at the
discretion of ISTRAC/ISRO.
3. Scope of Work Building, integrating (both hardware and software segments) and supplying integrated Radar
– Automated Test System (ATS), meeting the following requirements:
3.1.Shall be able to Test all subsystems sequentially as per the specifications. It shall be
possible to test even single subsystem independently.
3.2.Shall provide all the external interfaces needed by all the DUTs and control the
DUTs. Measurements shall be carried out sequentially.
3.3.All the test instruments, switch matrix and RF cables need to be calibrated
automatically by ATS and to be used before any measurements.
3.4.Shall be able to run through the complete test plan without any further manual
intervention, once the setup is made and calibration is done.
3.5.A single GUI software package shall be provided to carry out all test and evaluation
and calibration as listed in the document.
3.6.The software package shall have all flexibilities to configure the instruments to its
maximum and minimum specifications, formulate test cases etc. GUI also supports
self-calibration of instruments and generates the report.
3.7.The ATS software shall be implemented such that it is modular, easily amenable to
modifications/expansions without major change in the "core" of the software.

3.8.ATS software shall be able to process the measured data and shall be able to generate
plots, export the data to Microsoft Excel spread sheets or any spread sheet software,
e.g. open-office & PDF format with all the necessary annotations.
3.9.Integrated Automatic report generation for all tests shall be a part of the software.
3.10. ISTRAC/ISRO will provide DUT interface with power range within the
measurement range of test instruments/ switch matrix. Any amplification/ attenuation/
coupling required due to high power input/ output will be taken care by
ISTRAC/ISRO
3.11. Servo control for antenna and T/R Module control will be scope of
ISTRAC/ISRO.
3.12. CLK Generator will be supplied by ISTRAC/ISRO and Make & Model of
CLK Generator will be provided at the time of PDR. The vendor shall integrate the
CLK generator supplied by ISTRAC/ISRO into the ATS. The ATS software shall be
capable of handling CLK Generator also. The overall ATS block diagram with Radar
DUT is shown in Fig. 1.
3.13. Calibration:
The vendor shall carry out calibration of the equipments of the ATS as listed in
Table.1. The periodicity of calibration shall be as follows:
a) Once in a year.
b) Whenever any equipment is found to be out of calibration,
automated warning message shall be generated to alert the initiation of the calibration
process.
All the test equipment of the system shall be calibrated by the vendor at the vendor
site. The integrated system calibration of the ATS at the ISTAC/ISRO premises by the
vendor.
3.14. Detailed calibration, test and evaluation requirement is listed in the section
3.19 of the document. The test instruments required and configuration requirement
also listed. However, there may be requirement of additional instruments or
configuration to complete all the calibration and testing listed in the document. It is
the responsibility of the vendor to identify such instrument or adding additional
configuration while quoting the tender and explain in detail. If any part of the test is
unable to complete with the setup projected by ISTRAC/ISRO or the vendor modified
configuration will lead into non-compliance of deliverables.
3.15. Proper naming convention shall be defined to identify different radar systems
and subsystems.
3.16. ATS supply voltage: 230V ac , single phase, 50 Hz (nominal)

3.17. Vendor has to work out data backup plan on separate machine (workstation as
listed in Table.1) Automatic data transfer after each test set is required. It should have
feature of viewing test report from backup machine.
3.18. Modifications in the specifications and test plan, if any, will be intimated at
the time of PDR.

3.20. Deliverables:
3.20.1. Hardware Deliverables of ATS: The vendor shall deliver the instruments and
hardware as listed in Table.1 for the RADAR Automated Tests and Measurement
System for S, C & X Band along with all Manuals. Refer Annexure-1 for the
detailed specifications of the instruments.

3.20.2. Software Deliverables of ATS:
ATS Software Application shall be developed to carry out all the test cases mentioned
in point 3.19 Tests and Calibrations and shall have following requirements:
3.20.2.1. Documents: Vendor should provide Software Requirement
Specification (SRS), Software Design Document (SDD), User manual
for software and offer them for review.
3.20.2.2. Software executable along with the original source Code and required
Operating System, driver applications (if any), Installation Kit shall be
provided.
3.20.3. Generic ATS software Requirements:

3.20.3.1. The vendor shall ensure continued support for the supplied software
including the Operating system on which the application resides for a period of
at least five years from the date of acceptance.
3.20.3.2. ATS Software applications should have the following quality
attributes:
a) Security: Login and password facility with user registration and password
recovery mechanism. All important configuration files and code files should
be protected with separate administrative password. Session time out facility.
b) Software should be maintainable which includes modification, corrections,
improvements or adaptation of the software to changes in environment. To
achieve this modularity of software is compulsory along with version control
feature.
c) GUI of ATS shall have following features: display- preferably: User id and
DUT, Instrument connectivity status, Input parameters entry, Test result and
test condition selection, Test result status, Test completion time and error
message display. GUI shall be elegant and user friendly with all settings
through user editable configuration files.
4. Requirement Specification Review & Preliminary Design Review
Vendor shall prepare system requirement document including Hardware and Software
requirements within 3 weeks after the confirmation of the order. This document shall we
reviewed and vetted by ISTRAC/ISRO team before PDR.
Vendor shall conduct a Preliminary Design Review (PDR) approximately 6 weeks after
confirmation of order. PDR will consist of design/configuration (block diagram), Interface
details, Software Design etc., of ATS. Acceptance Test Plan (ATP) shall be prepared by
vendor in consultation with ISTRAC/ISRO.
5. Acceptance
The system is deemed to be accepted after the successful completion of (i) FAT at the
vendors’ premises & (ii) SAT at ISTRAC/ISRO premises. The vendor shall prepare a
detailed acceptance test documents and submit to ISRO for review and approval. The FAT
and SAT shall be conducted as per the guidelines provided in the Acceptance test documents
approved by ISRO.

5.1.Factory Acceptance Testing (FAT)
Upon completion of the ATS development, vendor shall demonstrate the compliance of
functional requirements and measurement accuracy/ precision specifications as per mutually
agreed Acceptance Test Plan (ATP) including software. ISTRAC/ISRO representative may
witness the Pre-shipment Clearance Testing at manufacturer’s premises. The FAT is deemed
to be cleared only after due certification of the same by ISTRAC/ISRO. Shipment clearance
will be given after successful completion of FAT.
5.2.Site Acceptance Test (SAT)
Vendor is responsible for installation and commissioning of the Radar Automated Test
System (ATS) at ISTRAC/ISRO, Bangalore or at a place in India, as suggested by
ISTRAC/ISRO. Upon completion of the installation and commissioning of ATS at site,
vendor shall demonstrate the compliance of functional requirements and measurement
accuracy/ precision specifications as mentioned in SAT document. The SAT shall be carried
out by the vendor in accordance with the SAT document in the presence of ISTRAC/ISRO
Engineer(s). The ATS is deemed to be accepted after the successful completion of the SAT
duly approved by ISTRAC/ISRO. Code walk-through & Software Audit shall be conducted
by ISTRAC/ISRO team along with vendor at the time of SAT.
6. Training Once the system is installed and operational, training shall be held. System Engineer familiar
with the hardware, software and test methodologies shall conduct this training. The training
shall focus on familiarization with the instrumentation, test methodologies, programming and
operational usage of the ATS.
7. On Site Application Support
Vendor shall provide application support for 5 years after acceptance of the system. System
Engineer familiar with the hardware, software and test methodologies used shall be available
to deliver this support. This support shall immediately follow the system installation and
training.
In case of any failure in ATS, vendor shall respond to ISTRAC/ISRO within 2 days (48 hrs.)
with respect to the request sent by ISTRAC/ISRO. After that vendor has to correct the fault
within 4 days (96 hours).

The vendor shall provide a one year technical support post acceptance of the system at
ISTRAC/ISRO premises for any fine tuning & optimization. This shall be on an optional
basis. The vendor shall provide a separate quote.
8. Warranty, Support and Calibration
The Vendor shall provide warranty of 5years for the supplied ATS system. The vendor shall
be responsible for transport, repair/calibration, delivery and re-installation of the system or a
part thereof on an end-to-end basis.

10. Documentation For ATS, vendor shall produce custom system documentation and compile it into a System
Reference Manual. This shall include
Operating manual for the ATS.
Comprehensive Service manual for maintaining the complete system
ATS Calibration data and procedure.
Custom System Reference Documentation shall include rack layout, system interconnect
diagrams, serialized instrument/equipment and other hardware list, custom cable pin out
tables and certificates as applicable. The documents shall be supplied in electronic form.
11. Additional Guideline to vendors 11.1. The vendor shall examine the whole RFP thoroughly and offer point by point
compliance matrix indicating clearly the parameter/specification in tabular format for
their offer. In case of non-compliance, the deviation from the specified parameter
shall be furnished.
11.2. Vendor must quote for all the points mentioned in RPF. All the test cases (Refer
3.19) are necessary for offer consideration.
11.3. Vendor shall quote in two parts :
a. Part 1: Technical offer along with masked price-bid
b. Part 2: Commercial offer
11.4. Vendor can attach additional information if any, which may provide more
information on ATS.
11.5. The delivery schedule shall be presented in a bar chart form showing sequence and
time of all important activities e.g. ATS development, testing etc.( including design
reviews etc.)

Commissioning
Vendor should install & commission the systems as per
the configuration at RDA, ISTRAC/ISRO Bangalore.
System installation, commissioning is the sole
responsibility of the vendor. It includes the installation of
all hardware, operating system, all necessary device
drivers and system libraries.
At the time of installation and commissioning of the
configuration, if it is found that some additional hardware
accessories or software items with licenses are required to
complete the configuration to meet the operational
requirement of the configuration which were not included
in the vendor's original list of deliverables, then vendor is
required to supply such items to ensure the completeness
of the configuration at no extra cost to ISTRAC/ISRO.
Vendor should ensure completeness of the list of
deliverables in the offer to avoid such discovery during
installation.
Vendor should resolve all issues related to compatibility of
hardware, drivers, and other system software with OS.

23. GENERAL REQUIREMENTS FOR INSTRUMENTS
(TECHNICAL LITERATURE SHALL BE SUPPLIED, WHEREVER APPLICABLE)
23.1. Vendor should quote for only new equipment (No quote will be accepted for refurbished or used
equipment)
23.2. Vendor should quote for all required hardware/software/calibration standards required to meet all
the above specifications.
23.3.
a. All the specifications offered by vendor shall be guaranteed specifications referenced to
instrument’s published technical data sheet.
b. If any specification is specified as typical value only, in vendor data sheet then vendor must
certify separately that the delivered instrument will comply with the tender specification at the
time of installation/commissioning.
c. In case, both, guaranteed as well as typical specs are given in data sheet, then only guaranteed
specs will be considered. Typical specs will be ignored.
