Public Works, Parks, & Human Services Committee Meeting Minutes Date: 2.1.2017

Agenda Item: Action Items:
1. Citywide Transit Plan
Notes: Joel Pfundt, Transportation Manager, presented
on transit planning based on future developments, plans that have been recently adopted (locally and
regionally), additional options for flexible transit, pedestrian and bicycle connections, and how to make it
all work for Kirkland at multiple levels. Discussion on
ST3 improvements at NE 85th, and anticipation that WSDOT will likely manage the project with ST funds.
Questions on growing transit into the future, and how the demand analysis will occur. It was suggested that
funding be included in the CIP as early as possible to help facilitate Metro’s 25 year plan. Citywide Transit
Plan requires coordination with ST3, but there will be a
separate program to deal specifically with ST3 project implementation.

Look for federal grants to grow local
demand. Ensure Village at Totem Lake and Kirkland
Urban are included in the demand analysis
as our 2035 targets are coming in early.
Review Metro’s development plan to sync
up CIP improvements in Kirkland, invest in access and service and reliability in
Kirkland’s network. Expand Task 4 of presented scope (Transit
Implementation Plan) into multiple tasks
and make Task 1. Other tasks come after
development of the plan.
2. Juanita Bathhouse Project Update
Notes: Michael Cogle, Deputy Parks Director, presented a status update including the mitigation plan
for filling in the two small wetlands on the project, which will also be presented to Council on Feb. 7th. To
protect the newly discovered, low grade, wetland, you
must fence the entire buffer, blocking access to the lake. Mitigation plan shows restoration of the forested
wetland at the north end of Juanita Bay Park. Question on scaling back the scope to pay for the
mitigation, picnic shelter could be removed. It was
noted that there are too few picnic shelters in Kirkland. It was also noted that the nearby properties are
potentially being improved and would also likely have to include mitigation on their sites. There is language
in the Comp plan to support a public pathway when they do redevelop, potentially connecting Juanita Bay
and Juanita Beach.

Informational Items (I.I.): I.I. Action Items
1: Joel Pfundt, Transportation Manager, presented data
requested by Councilmember Asher, showing the pedestrian and bicycle crashes during 2011-2015,
sorted by age and severity of injury. The data will feed
into the Vision Zero Plan. Presentation Attached
1. Develop a prioritization process to float
safety related CIP projects to the top, regardless of grants, at high priority areas.
2. Kathy Brown, Public Works Director, presented an
update on recent meetings with King County
councilmembers on King County’s Solid Waste System planning efforts. County councilmembers were
interested in Kirkland’s perspective, which Penny Sweet, Kurt Triplett, and Kathy Brown shared:
1. Numerous past commitments had been made by King County to close the Houghton Transfer
Station; the City of Kirkland and Kirkland
residents expect that commitment to be kept. 2. City of Kirkland staff believes, based on analysis
of the data, that a new Houghton Transfer station is needed.
3. The City of Kirkland is open to considering sites in
Kirkland, following appropriate due diligence. One possibility for due diligence discussed with
County Councilmembers is the Houghton Park and Ride.
Councilmember Sweet explained to the County Councilmembers that there are three different
perspectives on the Metropolitan Solid Waste Advisory
Committee (MSWAC): Some Eastside Cities believe there is no need for
a Northeast Transfer Station.
Most Eastside Cities believe there is a need for a
Northeast Transfer Station. There are two opinions within this group:
o Some Cities believe that the data is so clear,
there is no need for a pilot Demand Management Study and they want King
County to forego the pilot, and begin siting a new station immediately.
o The last group recognizes that King County has already made a policy decision regarding
the pilot, and wants to make sure that the
Houghton Transfer Station is closed during the pilot.
3. The updated PW/PK/HS Committee work plan was
presented to the Committee members. The updates
were presented in a redlined document, and a new item tracker was presented. Feedback from
Committee members was requested. See Attached
2. This topic is on the Agenda for the City
Council retreat on February 3, 2017.
3. Keep “Criteria for taking over Private Roads” on the work plan.
