USPTO Mission

Administer laws relating to patents and trademarks;

Advise the Secretary of Commerce, the

President of the United States, and the Administration on patent, trademark, and copyright protection; and on trade-related aspects of intellectual property.

USPTO Business

Examine patent applications and grant patents;

Examine trademark applications and register trademarks;

Disseminate information about patents and trademarks.

What is a PTRC?

Authorized under 35 USC 12. A library officially designated by the USPTO

to receive and maintain a collection of US. patent and trademark documents for public use.

$50.00 annual statutory fee.

Selected Milestones of PTRCP

1871 - Printed patents offered to libraries on a depository basis.

1977 - 1st Patent Depository Conference (22 PDLs)

1982 - CASSIS on-line is started.

1990 - PDLP becomes PTDLP.

2000 - Complete backfile of patents provided on DVD-ROM.

2003 – PubWEST introduced to the PTDLs

2004 - Move to Alexandria.

2007 – COMMONS available to PTDLs

2011 - PTDL Program becomes PTRC Program

2011 – CASSIS Products discontinued as information is now fully available on-line.

PTRC Service Standards

To be designated a Patent and Trademark Resource Center, a library must fulfill the following requirements:

Assist the public in the efficient use of patent and trademark information resources. 

Provide free access to patent and trademark resources provided by the USPTO.

Provide metrics on the use of patent and trademark services provided by the member library as stipulated by USPTO. 

Provide metrics on outreach efforts conducted by the member library as stipulated by USPTO.

Send representatives to attend the USPTO-hosted PTRC training seminars generally held on an annual basis.

PTRC Policy on USPTO publications

Save all Publications (no matter the format) sent to you as a PTRC by the USPTO.

If you received USPTO (or earlier Patent Office) publications prior to becoming a depository, we encourage you to keep those as well.

Less used materials may be kept remotely, if access is provided.
