Empowerment of CBR is the ultimate goal and should be the concern of every CBR Implementer

START WHERE THE COMMUNITY IS, IN TERMS OF KNOWLEDGE, ATTITUDE AND SKILLS IN ADDRESSING DISABILITY ISSUES
Know the baseline data on the level of awareness of the community through a study
Identify the key persons Form core groups in the community to
address disability issues
DEVELOP THE COMMUNITY IN THE PROCESS OF EMPOWERING THE PWDS AND ALLOW THE COMMUNITY TO INFLUENCE THE DEVELOPMENT OF CBR
Consider the development plan of the community
Identify key areas where PWDs could help the development plan
Identify PWDs that are ready to help, when and how
Formulate rehab plans with PWDs and families
USE AND BUILD UP ON COMMUNITY’S RESOURCES INCLUDING THE PWDS, THEIR FAMILIES AND THE COMMUNITY
Identify the resources of the community Approach a community as if it has
everything to run a CBR Work out an action plan with the core
group on how to best utilize the available resources
COMMUNITY PARTICIPATION MUST BE MAXIMIZED IN ALL ASPECTS OF THE PROGRAM
PWDs and key persons from the community must be heard and involved in all stages of CBR development
Participation is a must
CBR IS BEYOND MEDICAL REHABILITATION Medical rehabilitation is just at the
beginning of the program Medical rehabilitation is done to prepare
PWDS for their active participation in all aspects of the program including:EducationalEconomicVocationalSocio-cultural Political aspects
DISABILITY IS NOT SOLELY A HEALTH ISSUE. IT IS A DEVELOPMENT ISSUE.
No one is spared in having any form of impairment regardless of age, status, with or without technical advancement in their place.

MANPOWER DEVELOPMENT: TRAINING OF CBR WORKERS Those who volunteer as CBR workers
are the human resources of the community
CBR workers need to develop their potentials to maximize their contribution to the community
HOME-LEVEL CARE Medical rehabilitation is the initial
intervention The PWD, a family member and CBR
worker are trained on how to plan, implement and evaluate certain rehabilitation principles done with PWD
TARGET: ALL TYPES OF DISABILITY/ ALL AGE GROUPS IN THE COMMUNITY
All people with any form of impairment, activity limitation and participation restriction would be part of the CBR program
COMMUNITY PARTICIPATION/ COMMUNITY DEVELOPMENT CBR is a program of the community As the community develops, the
program develops.
MAXIMIZATION AND BUILDING UP ON COMMUNITY'S RESOURCES Utilization of the human and material
resources of the community When PWDs become productive
members of the community, they become contributors and not a burden
NETWORKING: LOCAL, NATIONAL AND INTERNATIONAL As the program develops, awareness is
created,
INTERAGENCY/INTERSECTORAL COLLABORATION Community’s concern is not limited to
medical rehabilitation It would require sectors and multi-
agency collaboration to contribute to PWDs quality of life
MAINSTREAMING Some PWDs are abandoned by families
nor do not know where their community is
Create families and communities as foster families would allow them to experience how it is to belong
RESEARCH To develop new approaches and
strategies To know which one is feasible and
effective
SUMMARY
PRINCIPLES OF CBR The PWDs empowerment is the primary
concern; all the rest must be secondary Start where the community is in terms of
knowledge, attitude and skills in addressing disability issues
Develop the community in the process of empowering the PWDs and allow the community to influence the development of CBR
Use and build up on community’s resources including the PWDs, their families and the community
PRINCIPLES OF CBR Community participation must be
maximized in all aspects of the program CBR is beyond medical rehabilitation Disability is not solely a health issue. It is a
development issue. All measures must contribute to the
development of a disability movement in the community
