District Planning

Is the process of preparing an integrated plan for Local Government sector in a district taking into account the resources (natural, human and financial) available and covering the sectoral activities and schemes assigned to district level and below and those implemented through local Governments in a state.

The document that embodies this statement of resources and their allocation for various purposes is known as the district plan.

Three aspects of district plan. a. Plan of Rural local bodies (activities

assigned to them, national/state schemes, their own programmes.)

b.Plan of Urban local bodies. c. Physical integration of the plans- Rural-

urban local bodies, with the elements of state plan.

Three aspects – considered and consolidated by the DPC into a dist. Plan.

How to go about it?

Department concerned should provide the

details on following:-

1. Providing information on :

Availability Norms

Actual Status

Short fall

Cont.

E.g.

Pucca Road

Piped Water

Drainage System

Panchayat Office

Public Library etc.

(Note: In Manual for Integrated District Planning detail is provided at Annexure I. We can get photocopy for it and same can be given to the concerned Department.)

2. Each department should briefly provide their scheme

with Resources and their plan of activities in the years of 2009-10, 2010-11 and 2011-12.

3. Department should also provide critical gaps, which

can be financed through BRGF. 4. Department gaps are to be communicated to the

BDOs.

5. BDOs are to provide, three year perspective works

plan according to the allocation of BRGF. 6. Departmental Gaps should be communicated to the

each Planning Unit. Each district should appoint Nodal Officer, may be Planning Officer, under whose supervision, all these activities are to be done. Co-ordination and co-operation from concerned departments is key for success of District Plan.

7. Department should also provide, map on various

aspects such as, Land use pattern, Irrigated Zone, Block, Panchayat & District Boundaries etc.
