History
The Port Bouvard Surf Sports and Lifesaving Club commenced patrol operations at Pyramids Beach in Dawesville on 18th December 2003, with an initial total membership of only 21, including 9 Active Patrol members. The Club’s Nippers program commenced the following year, in November 2004, with 18 Nippers in the Club’s first year of junior activities.
After four years on patrol, the Club gained full affiliation with Surf Lifesaving Western Australia on 26th May 2007. Since then, the Club has gone from strength to strength, and during the 2008/09 season had 368 members, including 178 Nippers and 51 Active and Cadet members.

Membership Breakdown We have had a great season where we have seen the club consolidate our focus on our core business of Surf Life Saving and these are the building blocks for the future. Our active patrol, award and cadet numbers have remained steady this season, which we expect to maintain with our active training plan by providing leadership opportunities. The number of members who have obtained awards has increased significantly, a credit to our training department. This has been further enhanced by the Nippers parents that are becoming actively involved and completing courses to help benefit their children’s safety and water skills. Nippers make up the largest section of the club at 30% however on previous year this along with the general members has seen a decrease of 50.%. There have been various social, economic and environmental factors adding to this decrease. Social membership has increased by 75% due to our working relationship with Mandurah Board Riders. We look forward to our active membership base increasing as our recent SRC Award cadets move into this area and a new group of Nippers start their SRC journey. Financially, we are in a good position. Thank you to everybody that has assisted. 13.5% in revenue increase over the last season. Nippers are 45% of the club and have increased from 161 to 186 children. Social membership has increased and we are trying to partner more with Mandurah Board Riders.
Question –why 10 month financials? Answer: the year end changed to end of April, that’s why only 10 months bringing dates closer to May.
Profit & Loss – sales reduced significantly, merchandise, kiosk and bar from $67,000 down to $39,000.
Merchandise sales up due to new swimwear. Kiosk sales down, shark attack affected the numbers coming to the beach which reduced kiosk sales. Bar sales down on previous year.
Youth events – Busselton, Mandurah Triathlon – other events.
Golf day – biggest with income of $47K. Channel 9 money.
No Boardies Day as SLS scrapped it.

1. Mandurah Board Riders, looking to build a relationship between the two clubs.
2. Club – 1/5 representing 75% of membership. What happens if two 2 positions drops to only 3 on EC. One being president has deciding vote. Idea to expand EC to other people to come in so not only a couple of people making decisions and not reflecting what the club is doing.
The process to change it: the club would need to have an extra general meeting, suggested there needs to be more people. The EC would have to give 21 days notice of SGM.
3. Steve Peraldini – over the years size of EC has gone from 7 – 4 which can present
challenges, if difficulties arise due to the size of the EC it will be reviewed.

John Hodges – trying to find people to work in the kiosk is very difficult. Locks on doors, people helping themselves, but not clearing record. Food now in fridge in gear shed.
Murray Horbury – At the end of the day club is a business, need more sausage sizzle.
Ryan Smith pointed out that the coffee van pays a club us $100 to sell outside.
Grinder for coffee machine $1000, kiosk would take 600-700 and we made $400 on sausage sizzle.
Murray Horbury – 1 good days fundraising on street corners meets the whole season in the kiosk.

President’s Report The 2015/16 season has been one that has seen us consolidate and build on our financial position as well as reinvesting in our core business. This has been achieved by patrol of pyramids beach along with the training and education of both patrolling members and our nippers. This has enabled them to understand the ocean along with the techniques required to get out of rips and how to identify them. The club is still relatively young in the terms of Surf Lifesaving and it has so much more potential to grow and continue to evolve. This is very much dependent on the ability to attract, retain members and volunteers that continue to rejoin year after year. This is an area of focus for the club, we have excellent facilities in both the Kiosk feeding our hungry members along with the bar which is where you can have a cold one and meet new friends, this is a part we hope to see more of our members utilizing in the future, the club, your club, is more than a couple of hours on a Sunday morning. I would like to thank my executive committee for the tireless hours that they put in volunteering their time in order to ensure the smooth running of the club and without I simply would not have performed my duties. Director of Finance Sue Enever has keep a tight rein on the financials of the club which has led to an increase in the bank balance which is not easy when you have the downturn in revenue that the club has experienced this year. Director of Admin Ingrid Foster who has kept the paper trail flowing and ensuring that we keep our statutory obligations up to date along with some fundraising, assistance with the youth and other areas of the club even down to doing booze runs when the bar has required it. Club Captain Steve Peraldini has performed way above my expectations and that of the role and ensured that everything on the beach and patrols has ticked along faultlessly with the most pleasing part being that our patrols have never been stronger with sometimes us ending up with more patrolling members than general public on the beach!, Finally, I would like to thank my Vice President, right hand man and salty sea dog Murray Horbury who has assisted me with help and guidance in areas of the club which I am not accustomed to and ensured that not only was the season a success but that we achieved our objective and got back to basic’s with club members having fun again, I am pleased to say that the club has an excellent vibe and we are in a good position to continue our journey and ready for growth. Kevin Riley MBE Memorial Trophy for the Volunteer of the year and I have been fortunate enough myself to win this accolade, the life of a volunteer is very rewarding and no matter how big or how small every person that contributes to the club is keeping alive not only the work started by both Ric Roberts OAM and Kevin Riley MBE whom were instrumental in our great clubs inception and I am passionate about us not losing this history and ensuring we continue to live the values that they held so highly, it is without a doubt because of people like them our beach is a much safer place and our volunteers are well equipped to serve the community and make a difference! I would like to take this opportunity to thank all the people that Volunteer in our club, from Patrolling members through to age managers and all position holders and those that help on a Sunday morning with nippers or other areas which not only is greeted with huge enthusiasm from the children but as a parent myself I love the quality time that I get with my kids. In today’s hustle and bustle of the work life balance children grow up far too quick so seize every moment we can.

On behalf of the club and its members I would like to thank the City of Mandurah for their continued support that they show to the club. I would also like to thank every other sponsor of the club no matter how large or small whom without we simply would not be able to operate, the membership fees simply do not cover our running costs and the donations and sponsorship are vital for us, please note the page that shows these wonderful companies and people and if I can please request that wherever possible please use and support them. This year I have had assistance and excellent people in all areas but not limited to our gear shed and equipment through to the kiosk, bar, nippers, surf sports, education and last but not least our wonderful youth whom under the leadership of Melissa Martyn have had a wonderful year and a lot of fun. I want to make special mention to a member whom has excelled in all areas of the club and without his willingness I quite simply could not have managed this year, Jeff Kallawk won the Ric Roberts OAM Memorial medal for Best Club member and this was well deserved, Jeff heads up our training department where we have delivered Bronze and SRC courses as well as developing a healthy herd of new trainers, the future is bright in this area, an ever willingness to cook a snag at the Bunnings sausage sizzle or work behind the bar for a function to programming the tills to ensure correct prices are charged and ease of operations, Thank You Jeff ! As I type this report whilst the season finishes for some as winter sports kick in we are still very much active behind the scenes and even in sports where Port Bouvard will me making its debut in the pool recue where I am sure we will give a good account of ourselves. I would like to thank the members of the club for the support shown, enthusiasm and positive comments and contribution over the past season, the club exists for the members, it is a members club and it has been an honour to have been your president for the past season, see you on the beach! Club Captain’s Report I’ve been put on the spot recently to answer the question “What has been the (your) most satisfying achievement this season?” My answer started with “To get patrols on the beach for the season was a pretty good thing!” The impact of two incidents to surfers at our beach in 9 months with one 4 days just prior to our first patrol put many on edge and no doubt contributed to a drop in numbers. A dedicated group came together and made it happen. To that I am eternally grateful. Then as you do, start getting more adventurous, let’s lift the standard and level of activity of those patrols. We achieved that in spades. How about Nippers being well supported by a solid group of award holders and being self sufficient in Water safety? Yep did that. Let’s tidy up the gear shed, take stock and get on top of some of our equipment issues. A great
effort there with some final polish to finish off. No doubt it looks organised, professional and ready for action. Surfsports? A consistent effort that yielded great results for juniors, seniors and notably our biggest turnout and spread of medals for our masters. Most encouraging was our transition from being good on the land to being strong in the water. Add into the mix our first competition in the Pool Rescue Series with a fantastic 5th place against the Perth clubs.
Training and more importantly retainment of newly qualified people, which has been an issue in the past. Although there was a slight drop in training numbers, there was a 100% retention that converted into patrolling numbers and general additional support throughout all areas of the club. I until recently thought though that the highlight was the success of our youth. The mob of SRC’s and Bronzies that came through this season were fantastic. They brought with them enthusiasm, energy and spirit. They as a group clocked up a huge amount of patrol and water safety hours and helped out wherever and whenever they could. They have bonded together and catch up regularly. This bunch are the foundation for the future of our club and community. Whilst I am very proud of our youth and all at our club, what came flooding home though was our place in the community. We have people from our club peppered throughout. When you paddle out into the lineup for a surf, when you go for a walk, on the train, at school, at the shops and at work. We patrol half a day per week for half the year but our people are there and about every day. The stories that come from this – the SRC trainee that was first on the scene when a jogger collapsed with a heart attack and did CPR until the ambos arrived; the young girl that wasn’t quite confident enough in our surf to get her bronze but achieved her SRC and was there on a crowded train when a lady collapsed, she took charge and maintained an airway until the next station where there was an ambulance waiting; and the guy who’s mate collapsed at footy training, wasn’t breathing, did CPR and got him going again. These are special moments that go beyond the preventions, rescues and first aids on a Sunday. Finally though, we have been able to embrace the Mandurah Board Riders into the club this season. There are many of us who surf and have friends in the MBR.

A couple of weeks ago a scenario unfolded that had been thought of many times over and possible response actions discussed in hope that they would never need to be used. To see a whole section of our community respond in unison as a team was humbling. From the guys that paddled through a cloud to retrieve their mate back to shore, to those that carried him onto the beach, to those that lined up and tag teamed CPR, the trainee doctor and paramedics that continued the work to get him to the ambulance and onto hospital not to mention the array of competent water people, first aiders and surf lifesavers there in reserve ready to step in if needed. It was all very close to home and will affect people for a long time to come. When the dust settles, discussions will be had and we will look at what can be put in place. There is no magic bullet, it will be employ a whole range of things from understanding movements, spotting and tracking through to emergency response strategies, information sharing and education. The main thing though will be to work together as a community so there is as many people as possible out there on the same page that can pass on to others and be leaders. As a club we will play a major part in that. So, my answer? Everything by Everyone. Surf Sports Report Annual Surf Sports Report
The 2015/2016 has been another great season for Port Bouvard Juniors, Seniors and Masters.
This season saw U10s introduced to junior competition and U14s competing with the seniors. Chris
Inglis (SLSWA carnival co-ordinator) said ‘we were the club with the most U10 competitors’.
Country Carnival
The country carnival was held in Bunbury this year with close to 30 competitors taking part and
about 12 families attended the carnival and stayed at Discovery Camp Grounds in Bunbury over
the Australia Day weekend. This is a great away event and fun was had by all.
Masters State Champs
The masters state championships was held at Secrete Harbour this year. 6 competitors took part
in masters. Sharon Davies won gold medal for 2km run, silver for flags and bronze for sprints. Mate
Pajic won gold medal for 2km run and bronze
for sprints. Marcus Martin won bronze medal
for sprints (thanks to Fiona Brown’s sprint
training).
Country Champs
The country championships was held at Secrete Harbour this year with 28 competitors in juniors
and seniors and 3 officials.
The junior competitor medals at country champs listed as follows:
Kiera Mladineo U11 won Silver medal for surf race, bronze for ironman and bronze for board race.
Gracie Fenton U12 won bronze medal for flags and bronze for sprints.
Sam Knobben U12 won gold medal for sprints and silver for flags.

This is the first time three years that we have manage congregate enough senior members
together to hold our annual senior club competition at our beach. We had a great turn out of
competitors taking part in all senior age groups. This was fun and enjoyable day in great
conditions.

Open Male Paul Harris Memorial award trophy awarded to Mate Pajic with a total of 57 points,

Youth Group Report Port Bouvard SLSC Youth Group have had a wonderful 2015/2016 season being involved in all things to do with surf. PBSLSC value the youth of this club and see them as future leaders of our club and respected community members. Thus it is important to learn about the surf club and at the same time having fun with likeminded friends. Their positive attitude and enthusiasm has been an asset to the general workings of the club.
With our Youth’s hectic work load at school plus sporting and social commitments it is important not to overwhelm them with too much scheduling amongst today’s busy lifestyles and allow them to be themselves. Surf Skis are widely used at surf clubs and thus I wanted to incorporate this into the youth programme as they are a great form of exercise, are fun plus can be relaxing at the same time. The season began with a ‘Give it Ago Paddle Day’ for youth and adults on the estuary where we got to try out various forms of paddle craft – surf
ski’s, stand up paddle boards, rescue boards. It was also great to have the IRB which everyone had a blast in, even the skilled drivers. Our Youth have been involved in training for Surf Rescue, Bronze Medallion, First Aid and IRB Certificates. This has involved many hours of volunteering their time on weekends and evenings to improve their skills. Our Youth have then donated many hours of their time for Patrol and Water Safety during Nippers Programme. It has been very rewarding for the PBSLSC Trainer’s to see our Youth give back to their club and the Patrol Captains have been overjoyed to see a large number of youth attend Sunday morning Patrol. Research shows that by doing things for others like volunteering, is excellent for teenagers as it gives them a sense of having a value and belonging. Friendship and fun has been a priority creating wonderful memories. Activities undertaken were;
Xmas Light Canal Paddle - there were water craft of all types meeting at North Port a
sausage sizzle before sunset then donning glow sticks to admire the xmas lights.
Australia Day Sleepover - began with dinner at the club then an Aussie breakfast to prepare
for some fun games on the beach involving, cream, ink, vegemite and lollies.
Big Day Out – Had the use of a bus so left Mandurah bright and early with clubbies
competing in either run, board,
SUP, swim for the Cott to
Swanny 2km Ocean Classic.
Lunch at Hillary’s Great Escape
involved swimming, slides and
the ropes course then to
Claremont for the 5km Neon

Nippers Report The 2015/16 Nippers season was a great success with our age groups of U6 up to U13. The program was well structured for the Nippers to enjoy all the activities that we provided for them every Sunday. Melissa Martyn and I got the Youth more involved with the Nippers this season where they were able to pass on some of the skills that they have learnt whilst completing their SRC. They enjoyed teaching some First Aid and Emergency signals to our Nippers and I believe that the Nippers enjoyed these sessions. They also got involved with the Nippers on the beach with water safety to ensure they had the best time and were well looked after.
This year we introduced some Ribbons to the program on point days and they were a success and the Nippers seemed to push that much more in their lesson to ensure they would win the first second, third or fourth ribbons which I felt was such a big achievement for our shy and apprehensive Nippers. The U10’s were able to experience surf sports competitions for the first time this year and they joined in with the U11, U12, and U13’s They all had a wonderful time at the carnivals they attended.
Our end of season Awards presentation this year took on a different format and we held a Disco with food for the U8-U12 and a great evening had by all, there was even a couple of special attendees at the U6-U7 when they had their Awards presentation on the last Sunday of the season with Elsa and Batman making an appearance, they assisted in giving them their Participation medals along with assistance with the sausage sizzle for all Nippers on the last day of the season. It was certainly my first experience becoming Junior Nippers co-ordinator this season and I have enjoyed watching our future Nippers grow into becoming great role models for anyone using the beach and being aware of their surroundings and safety.
Lastly I would like to Thank all the Age Managers this season whom have done an exceptional job of teaching and helping our Nippers learn about the beach and surf and their time as Volunteers is second to none. Education Report What’s been happening in the world of education this season?
Well let me start by saying as my first year in the role of Education Director I have endeavoured to drive the club toward a more independent provider of training, with less reliance on our neighbouring clubs to deliver training for us. This is a longer term goal though we are well on our way to achieving this, most likely within the approaching season.
From the start of the season we have delivered a mixed Surf Rescue Certificate (SRC)/Bronze Medallion (BM) course, a second Bronze Medallion course and our first IRB Crew Course. With time still to run before we kick off again into the 2016/2017 season we are looking to run an IRB Drivers course and with the imminent purchase of appropriate training aids, Advanced Resuscitation Techniques, Pain Management and First Aid Courses.
I’d like to personally thank the efforts of John Hodges as a pivotal trainer this season and welcome to the ranks Mel Martyn, Michelle Hodges, Tanya Turner, Shannon O’Brien and Marcus Martin who have completed the required courses/logbook/supervised training to become trainers themselves and deliver courses this coming season.
It’s been fantastic to see the enthusiasm of our youth members, some of whom ‘graduated’ from Nippers last season to complete their SRCs and give back to the club, nippers program and the greater community by patrolling so many of the weekends and
volunteering their time in other club ventures.
The October SRC/BM course saw the integration of youth and adult members in a co-delivered course, seeing the two groups interacting and working together (as they will on the beach) and I’m pleased to say the result was a success with 8 new SRCs and 8 new Bronzies joining the fold.

It was awesome to be involved with yet another fine group of people, seeing them come together to achieve something great and hopefully inspirational to other Nippers parents that the course is achievable, will inspire your children and helps you maintain (and/or develop) your fitness.

This course went well, with vessels and trainers and candidates supplied by both clubs. A few cold dark mornings and some missed weekends (due to bad weather) saw the addition of a number of new crewies to both clubs with the following being our own members:

Working with Mandurah SLSC has been great success and it’s great to see a more cohesive relationship between our clubs. It’s great to get to know their members and develop strong bonds for future training, assistance and friendly Nippers/Club competitions.
So from now we have further plans before the new season kicks off. With the acquisition of new training resources in the near future, I look forward to being able to offer Advanced Resuscitation Techniques, First Aid and Pain Management courses in the coming months. Similarly, we are looking to run an IRB Drivers course prior to season start which should help relieve the burden on our few current drivers each week.
This season should also see the potential introduction of Personal Water Craft (PWC – Jetski) Operators at club level so training will likely be offered to suitably qualified award holders as the season progresses.
All in all, the 2015-16 season has seen the addition of number of new award holders and the introduction of new courses for our club. This is a pleasing trend and I hope over the coming season we can consolidate on this position and build stronger and better able to deliver training to suit the needs of our club in the future. TO THE SPECIAL PURPOSE FINANCIAL REPORT
Note 1: Accounting Policies
This special purpose financial report was prepared to fulfil the Port Bouvard Surf Lifesaving Club
Inc.'s (the organisation) reporting requirements under its constitution. The accounting policies used in
the preparation of this report, as described below, are in the opinion of the organisation, appropriate
to fulfil the requirements of its constitution and the needs of its members.
(a) The financial report was prepared on a cash basis of accounting, including the historical cost
convention.
(b) The requirements of accounting standards and other professional reporting requirements in
Australia do not have mandatory applicability to the organisation because it is not a 'reporting
entity'. Therefore the organisation has not prepared the financial report in accordance with any
Australian accounting standards.
Note 2: Motor Vehicles
We note that a finance arrangement is in place with Lane Ford for a 2015 Ford Ranger to the value of
$37,414. There are 3 payments of $6,000 (ex GST) due each year over 3 years totalling $18,000. At
the end of this arrangement we were advised that the vehicle would be traded up for the residual
value, which we have calculated to be $19,314.
Note 3: Adjusted prior year accounts
We note that the 2015 published accounts had changed in QuickBooks. An amount of $727.27 had
been added as an asset after the accounts were finalised. We were advised this was the addition of 2
Rescue boards.

This financial statement reflects the change in reporting period, that the 2015 comparative figures are
for the ten months to 30 April 2015.

The organisation is responsible for the preparation and fair presentation of the financial report and they have determined that the basis of preparation described in Note 1 to the financial report is appropriate to meet the financial reporting requirements of the constitution and is appropriate to meet the needs of the members. The organisation's responsibility also includes such internal control as they determine is necessary to enable the preparation and fair presentation of a financial report that is free from material misstatement, whether due to fraud or error.
Auditor's responsibility
Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian auditing standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial report, in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the organisation as well as evaluating the overall presentation of the financial report.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide
a basis for our audit opinion.
Independence
In conducting our audit, we have complied with the independence requirements of the
Australian professional accounting bodies.
Qualification As is common for organisations of this type, it is not practicable to maintain an effective
control over income and expenses prior to their initial entry into the accounting records, and
therefore, no opinion is expressed on the accuracy of these amounts. However, all amounts recorded as deposits and payments have been properly reflected in the financial report. Accordingly our audit procedures were limited to the amounts recorded in the books of accounts. We have not verified the existence nor value of the fixed assets as shown on the balance sheet but have relied upon information provided to us by the finance officer.

Opinion
In our opinion, subject to the effects on the financial reports of the above qualification, if any,
the financial report is based on proper accounts and presents fairly, in all material respects,
the financial position of the Port Bouvard Surf Lifesaving Club Inc. as at 30 April 2016 and of its financial performance for the period then ended in accordance with the financial
reporting requirements of its constitution.
Basis of accounting and restriction on distribution
Without modifying our opinion, we draw attention to Note 1 to the financial report, which describes the basis of accounting. The financial report has been prepared for the purpose of
fulfilling the organisation's reporting responsibilities under the constitution. As a result, the financial report may not be suitable for another purpose.
