Need of ICTTsunami Disaster occurred during
Dec 2004 disturbed the mind set of the people.
The People had a continuous fear of tsunami and other natural disasters. The people expressed the need of Early Warning System.
Hence, PMSSS introduced Information and Communication Technology (ICT) Program.
• Establishment of Village Information Centers (VIC) in 10 Villages in
Pondicherry, 3 villages in Karaikal and 8 in Cuddalore locating them
within the villages with the concurrence and participation of the local
Village Fishermen Panchayat and CBOs.
• Each Village Information Centre got equipped with computers, printers,
scanners, BSNL & VSNL internet connections, Public Addressing System
and Information Display Notice Board.
• All the VICs are connected with Hub centre at PMSSS.
• The beneficiaries are Coastal Community people and rural agricultural
people.

Chennai for forecast on weather, depression
and cyclone.
•Accuweather.com – For Daily Weather
forecast.

Ocean State Forecast (Wave heights, wind
speed, directions)

•It carries sensors to measure wind speed & direction, air pressure, air temperature, humidity, sea surface temperature and wave parameters.
•The BUOY is equipped with GPS, beacon light VHF antenna and satellite transceiver.
•BUOY gives Real Time Data Communication.
•Data Received and Monitored by PMSSS and NIO- Goa

INDOFOS was established in one of the worst tsunami hit area in Karaikal district in the Union Territory of Pondicherry .
Information Technology Transfer to the Community
Received Information is translated in local language and disseminated
through the email network from PMSSS Hub centre to the VICs.
The information is announced through the village Public Addressing
System (PA system) thrice a day (9AM, 12Noon & 5PM)

INCOIS-PMSSS Ocean State
Forecast is given through SMS by
BSNL network from 15th of Jan 2008
to the registered BSNL customers
free of cost.
The fishermen in the sea can directly
receives this message.
PMSSS – INCOIS- EWS Interventions were presented to the District officials at Nagarcoil in the presence of Mr.Rajendira Ratnoo, District Collector & Principle
Secretary, Disaster Mitigation Authority, Govt. of Tamil Nadu.
Thane CycloneINCOIS given special information on Early Warning on 25th Dec 2011 evening.Every 3hrs the information was updated & disseminated to the coastal & Inland communities.Tidal Wave height was very high on 28th & 29th Dec 2011 reaching to 18 to 20 feet.The wind speed too was heavy first starting from 10PM on 29th Dec 2011 and reached its peak speed of 150kms/hr around 3AM on 30th. Safety measures were taken at community level based on the information from INCOIS.As authenticated by INCOIS the cyclone hit and crossed Pondicherry and Cuddalore. INCOIS information dissemination helped for community preparedness & management of the disaster situation. Information sharing and Preventive measures reduced life and property loss to a larger extent.
INCOIS Staff Support to Thane Cyclone Victims
Voluntary contribution made by INCOIS officials enabled PMSSS to give relief package to the victim families of Thane
Cyclone. PMSSS and the beneficiaries express thanks and
gratitude to the valuable support.

First Community Based Wave Rider Buoy deployed at Pondicherry by INCOIS in partnership with PMSSS.
INDOFOS functions at Karaikkal –Pondicherry and Velankanni- Tamil Nadu
Regional Consultations by PMSSS & INCOIS resulted in building knowledge network with expert institutions & NGOs.
Updated OSF data available on day to day basis at PMSSS.
Weather & Ocean State Forecast available in local language.
Wider Information Dissemination happens daily and in emergency times.
INCOIS information reaches coastal districts of Pondicherry, Cuddalore, Karaikal, Villupuram, Thanjavur, Tuticorin, Trinelveli, Kerala, West Bengal, Orissa through PMSSS.
Impact
INCOIS information prediction accurate to the extent of 99%.
Coastal and Inland Communities though initially misunderstood and disturbed, now well aware of different components of informations.
The Fisher Folk are more confident and reliable in the authentic INCOIS data’s than the data’s from other sources.
Community on their own contact PMSSS during emergencies.
In time of disasters community preparedness enhanced and resilience attitude developed to a greater extent by INCOIS information.
Integration of Science and Technology became a viable tool for community welfare and development interventions.
INCOIS information dissemination get replicated in different locations in Tamil Nadu and other states.
Media and Govt. Departments approaches PMSSS for authentic INCOIS information.
Way ForwardStrengthen the collaborative action between INCOIS team & PMSSS towards formulating a long term plan.
Networking with Disaster Mitigation Authority of State & Central authority and related Govt. Departments to workout a CBDP & CMDRR Plan.
Ensuring intervention of Coast Guard to safe guard wave rider buoy & any other coastal related interventions.
Workout a feasible Emergency response mechanism – Eg., Wire Less Network to communicate with fishermen in sea, SMS network and Media network creation for information dissemination.

Organizing regular community interventions in the form of user interaction, orientation for related Govt. Department Officials and Media representatives at the district & regional level.
