INTRODUCTION
The Police Telecommunication Organization came into existence in the year 1948 with 2nd world
war leftover HF Sets. At that time, the manpower to make the system operational was merely 30 police
personnel with main focus on anti-dacoit operations. With the increase in state police force and
corresponding increase in the police communication network as well as other responsibilities, it has got
increased to 1782 officers and men as now.
In the beginning, only a few districts and RAC check-posts were covered with HF
communication, but with the induction of VHF communication in 1971, Police Telecommunication
witnessed a spectacular expansion. As the communication network and technology enhanced so the
need of additional manpower with higher qualification also increased. Gradually, modern equipments
were procured on time to time and police personnel were trained to handle these equipments. A
Research and Development wing was also established to study and develop advance means of speedy
and efficient communication equipments and methods. To combat with modern technologies, Radio
Trunking System has already been established and is functional in Jaipur and Jodhpur commissionarates.
Digital communication is also being introduced in state.

FUNCTIONS:-
The key functions of Police Telecommunication Branch are …..
to provide Voice communication and Data transfer facility from state headquarters to all district
headquarters as well as up to the lowest formations including police stations, outposts, check
posts, mobile patrols, police vehicles etc. throughout the state.
to provide Inter-district voice connectivity through a chain of repeater stations installed over 26
hill tops across the State and maintain antenna towers of height higher than 100 feet in addition
to standard 32 feet masts at every static station throughout the state.
to provide Inter state voice message connectivity to all police stations bordering adjoining
states.
to provide Dedicated communication network to SSW for the security of the Governor and the
Chief Minister of the state.
to maintain the communication system of state control room and district control rooms.
to maintain a data communication centre for the state secretariat.
to maintain communication network for India Reserve Battalions of RAC, G.R.P. and recently
JMRC Police & SDRF.
to provide Special communication during VVIP visits, Elections, Natural Calamities, Riots, Law &
Order situations and special assistance to irrigation department for flood control stations etc.
to install and maintain VHF communication towers throughout the state.
to test, repair and maintain all communication equipments in telecom workshops which are
working at the district level and state headquarters round the clock.
to procure and distribute the communication equipments through HQ stores at Jaipur
directorate.
to transmit classified information/message through cipher centers which are operational in
the Directorate with cipher Cells in every district of the State for transmission of classified
information/messages.
to provide communication by Web based E-messaging communication system at all district ,
range and state headquarters.
to provide communication by Polnet communication system for E-messaging using satellite
communication technology.
to maintain of standby H.F. communication between all district headquarters and state
headquarters for emergency requirements.
Apart from Communication work, PTC personnel are providing their technical services and
support to other branches of Rajasthan Police i.e. Computer cell (PHQ), State Crime Records
Bureau, ATS/SOG, Cyber Police Station and Intelligence Branch.
A web based RTI portal has been launched and being maintained by PTC branch, through this
portal citizen can get information as per RTI act, in online form.
‘SAMPARK’ Portal for maintaining the tours and instructions of Police Officers is being
maintained by PTC personnel.

1. All matters related with Police Telecommunications.
2. Dealing with DCPW and CFSL through BPR & D.
3. Publication of Police Magazines. IGP (TELE-COMMUNICATIONS)
1. IGP Police Tele-communications assist Addl. DGP (Tele-Communications and Technical) in all matters related with Police Tele-communications.
2. The allocation of the work of Directorate of Police Telecommunications among the
I.G.P. (PTC) and Director PTC and the two other Directors are as under:-
1. IGP PTC IGP PTC performs all the statutory powers of Director PTC as mentioned in GF&AR, CCA & RSR Rules. He exercises over all control, administration and supervision to ensure efficient functioning of PTC.
2. DIRECTOR (I) PTC He looks after the following work of PTC:-
1) Establishment Branch
2) Accounts section
3) Main Stores
4) D.E. Cell
5) PTC Lines
6) RTI Cell.
7) Any other work assigned by IGP, PTC.
S.P. (I) assists Director I in all these works.
2. DIRECTOR (II) PTC:- He looks after the following work of PTC.
1) Training Branch including Training School.
2) Communication Centre, Transmission Room, SCR, PHQ PBX and Cipher section.
3) Headquarter Workshop.
4) Communication/Monitoring Branch.
5) ICT Cell
6) Any other work assigned by IGP, PTC.
S.P.(II) assists Director II in all these works.

PROCEDURES FOLLOWED IN DECISION MAKING
(1) Director Police Telecommunication performs all the statutory powers as mentioned in GF&AR,
CCA & RSR Rules.
(2) Different committees have been formed to assist Director Police Telecommunication helping
Director in taking decision regarding technical &financial matters.
(3) Administrative & disciplinary action related decisions are taken based on the rules laid by
government and as per the direction of Police Headquarters.
