Climate ChangeResponse

• Implementing EE(Energy Efficiency) Programs (ESCO, Soft Loan, etc.)• Market Transformation for Energy Efficiency (Labeling and Certificates)• Promotion, Education and Campaign

• Deployment of New & Renewable energy• Certification of Renewable Energy Systems • Financial Supports (Subsidy, Loan), RPS, etc.

• End-Use Energy & GHG Statistics• Registration and Certification of Voluntary GHG Reductions •Target Management Scheme, National Emission Trading scheme

Major Activities

Establishment of KEA* in 1980(www.energy.or.kr)* Governmental agency under the Ministry of Trade, Industry and Energy(MOTIE)

Organizations: 4 Divisions, 1 New & Renewable Energy Center, 12 Regional branches.

Overview of Korean offshore wind marketⅡ

Current situation(Deployment target)

- Renewable energy 3020 Implementation plan(in 2017)

* (2020) 135MW → (2030) 12GW, At least 11.9GW

- Green New Deal Initiative*(In 2020)* Additional towing measures for offshore WT deployment

Long-term target for offshore deployment

Waste3.8GW(25%)

Bio2.3GW(16%)

Hydro1.8GW(12%)

Wind16.5GW(34%)

PHVs5.7GW(38%)

others0.3GW(1%)

Wind17.7GW(12GW, offshore)

(27.7%)

others1.4GW(3%)

PHVs36.5GW(57%)

PHVs30.8GW(63%)

Wind1.2GW(8%)

❖ the 3020 goals propose a target of 20% of renewables in the energy mix by 2030.

Achieving this target requires an increase of 48.7 GW of renewable generation

capacity, out of which 16.5 GW will be wind, with 12GW being offshore wind.

Current situation(Status of deployment)

Offshore wind deployment: 135MW

- Jeju Tamra offshore wind farm(‘17) : 30MW

• Korea’s first commercial offshore wind farm(Capacity: 30MW(3MWⅹ10))

- Young kwang offshore wind farm(‘19):34.5MW

(Capacity: 34.5MW(2.3MWⅹ15))

- 1st West-south sea wind farm(‘20): 60MW(Capacity: 60MW(3MWⅹ20))

Current situation(Status of industry)

- So few of WT manufacturer : only two*(now carry on business)* Korea’s WT companies: Unison, Doosan heavy Industry

- Weak competiveness of price & technology

- Not enough Track record

- Increase R&D investment to high-tech edge

- Establish sustainable WT Value chains

Weak WT value chains(cradle to the grave)

(Annex 1) Current state of offshore wind resource

❖Offshore average wind velocity: 7-8 m/s at 100m

❖ Energy density in the ocean: about 500W/m2

Barriers & ChallengesⅢ

General difficulties around us

- Obtain appropriate location

→ where have no problem for licensing from government* Marine environmental impact assessment, etc

→ hold abundant wind resources

→ Good accessibility to neighboring electrical grid

- challenges to solve but have to do alot→ most complaints related with economic problem* concerns about fishery(bread and butter job), noise, etc
