Planning
S T V . P E R F O R M A N C E M A T T E R S .
A s the first step toward construction, planning provides the framework for clients to
realize their visions. STV’s planning approach accommodates a constantly evolving
regulatory environment, while recognizing the importance of building consensus and securing
financial support. Our plans are pragmatic, cost-effective and lead to tangible results. We create
roadmaps for life’s essentials —facilities, infrastructure, transportation systems, communities
and campuses. STV’s goal is to facilitate our clients’ strategic business objectives while improving
their quality of life.
In an era of urban sprawl, sustainability and smart growth are
among the most pressing 21st-century planning issues. STV
develops comprehensive large- and small-scale master plans
incorporating all elements of the physical and cultural environment,
site analyses and feasibility studies for public and private clients.
Our planners are experts in strategic metropolitan and regional
planning, integrating land-use, transportation and infrastructure
systems in a way that responds to current long-term needs and
respects the natural environment.

E nhancing mobility, easing congestion, encouraging
responsible land-use, improving air quality and ensuring
environmental justice are all objectives of transportation planning.
STV’s planning team represents a broad cross-section of core and
specialty areas, which enables us to define, understand and resolve
complex challenges from all angles and plan for all transportation
modes. We conduct alternatives analyses and major investment
studies, and evaluate a broad range of environmental and financial
impacts, vehicle and fleet size options, and management structures
to ensure that the plans get implemented.

STV is at the forefront of planning and designing alternatives
and solutions that build consensus among stakeholders. We
deliver site planning and landscape architectural design that
resolve issues associated with neighborhood and commercial
revitalization, civic design, infrastructure and transportation
access, and acknowledge the importance of phasing and sequencing
relative to ongoing activities and the realities of capital funding.
We have successfully completed numerous industrial, residential,
institutional and commercial land development projects that
required community outreach, master plan preparation, design
charrette participation, and partnering with community
associations and tenant groups.

facility +oPerations Planning
Facility and operations planning fosters a seamless flow
from project conception through post-occupancy evaluation.
We partner early with our clients to define and document their
facilities’ missions and functions. Through facility programming,
we provide a view of spatial requirements and characteristics
and create an accurate cost model during project planning. Our
planners examine post-occupancy requirements to determine
facility management, training, operations and maintenance needs,
and operating costs. STV’s clients can identify what they need to
keep their facilities safe, well-managed and operating efficiently
throughout their life cycles.
