Percent for Public Art Program - City of Toronto Urban Design: Developing an Evaluation Plan

The purpose of this document is to articulate a comprehensive evaluation plan of the Percent for Public Art Program based out of the City of Toronto that is judgment based using an ex-post policy evaluation method. While the Percent for Public Art Program has been in place since 2010, there has been no evaluation for the program to decipher how it is effectively contributing to the community as a ‘community benefit’ and to the well being of the City of Toronto. The evaluation plan included is focused on examining the presence or lack thereof of the acclaimed ‘community benefits’ of the program and any social and economic value produced by the program, with particular emphasis on the perceived value to the community members, as opposed to hard measures such as financial indicators or economical impact studies. The rationale is to attempt to reveal the prevalence and impact of public art within the local community.
