PEOPLEMembershipTheRSCcameintoexistenceattheendoftheJSCmeetingonNovember6,2015,inEdinburgh,Scotland.During2016,RenateBehrens,fromtheDeutscheNationalbibliothek,becametheEuroperegionrepresentativetotheRSCastheformerUnitedKingdomandDeutscheNationalbibliothekcommunitiesweresubsumedintotheEuroperegion.ThischangewasoneofthestepsinthetransitiontothenewgovernancestructureforRDA.InJuly2016,LindaBarnhartwasappointedasRSCSecretary-elect.ShewillsucceedJudyKuhagen,RSCSecretary,whowillconcludeherserviceinApril2017;thisoverlapperiodwillallowforthoroughtrainingandasmoothtransition.DanielParadiswasappointedastheTranslationsTeamLiaisonOfficerontheRSC,effectiveDecember1,2016.ThisappointmentisanotherstepintheexpansionofgovernanceplannedfortheRSC,andisthefirstofthenewspecialistofficerrolestobeactivated.Inthisrole,DanielalsoassumedleadershipoftheRDATranslationsWorkingGroupfromJamesHennelly.TheTranslationsTeamLiaisonOfficerrepresentstheinterestsofRDAtranslatorsandtheTranslationsWorkingGrouponRSC.Attheendoftheyear,RSCrepresentativesfromCanadaandtheUnitedStatesbegantheirplanningformergingthecommunitiesnowrepresentedbytheCanadianCommitteeonCataloguing,theAmericanLibraryAssociation,andtheLibraryofCongressintotheNorthAmericaregion.TheRSCrepresentativefromtheAustralianCommitteeonCataloguingbegandiscussionsforexpandingthatcommunitytoNewZealandandotherareastoformtheOceaniaregion.

MeetingThefirstRSCannualmeetingwasheldinFrankfurtamMain,Germanyfrom7-11November2016attheDeutscheNationalbibliothek.SimonBerney-Edwards,ChairoftheRDABoard,attendedthefirsttwodaysofthemeeting.Dr.ElisabethNiggemann,DirectorGeneralofDNB,welcomedRSCtothelibrary. 23observersfrom11countries(Canada,Croatia,CzechRepublic,Finland,France,Germany,Iceland,Italy,Portugal,Slovenia,andUnitedStates)attendedpublicsessionsofthemeeting.TheChairoftheRSCRareMaterialsWorkingGroupandtheChairoftheIFLAFRBRConsolidationEditorialGroupparticipated“virtually”insomeofthediscussionsduringthemeeting.TheRSCdiscussedtheproposalsanddiscussionpaperssubmittedbyRSCcommunitiesandRSCworkinggroups.TheRSCagreedtoadoptthedraftIFLALibraryReferenceModel(LRM)withthegoalofdevelopingtheRDAtextbytheApril2018releaseofarestructuredRDAToolkit.AlthoughtheLRMwillnotbefinallyapprovedandpublishedbyIFLAuntil2017,theRSCdecidedtoproceedbecauseitwasawarethroughitsprotocolwiththeIFLAFRBRReviewGroupthattheissuesstillunderdiscussionareminor.AnimportantpartoftheRSCmeetingwasafocusondiscussionswithliaisonsfromotherstandardsgroupsandpossiblecollaborationamongthegroupsthatareconsideringtheimpactoftheLRM.Thepeoplelistedbelowrepresentedthestandardsgroupsandreportedontheactivitiesoftheirgroups.Severalmeetingobserverswerealsomembersofthesegroups.

TheWorkingGrouphasbeenmeetingvirtuallythroughemailandtheGoogledocsapplicationtodiscusstheimplicationsofthenewFRBR-LRMandsomecasesstudiesthatmaybeofusetoelucidatethemethodsbywhichfictitiousentitiesmaybeincludedinbibliographicrecordswhileadheringtotheFRBR-LRMdefinitionsof"persons"and"creators."Workthisyearhasconcentratedon:

1.RespondingtothedraftFRBR-LRMinlightofourworkonfictitious(andnon-human)entities;

2.InvestigatingdifferentusecasesthroughseveralexcellentexamplesprovidebyRichardMooreoftheBritishLibrary,amemberofourcommittee;and

3. DiscussionofwherefictitiousentitiesfitintheWEMIstackandtheimplicationsofusingrelationshipdesignatorstosignal"fictitiousness"and/or"non-humanness"inbibliographicWEMIentities.

TheWorkingGroupexpectstoprepareamodelfortheinclusionoffictitiousentitiescompatiblewiththefinalframeworkoftheFRBRconsolidatedmodelandtheLibraryReferenceModelwhentheyarefinalized.WearealsoworkingonamethodforbridgingthecurrentlegacyMARCauthoritystructurewhiledevelopingamodelfullycompatiblewithBIBFRAMEorwhatevernewsystemisdeveloped.FromthisweplantodevelopconcreteRDAinstructionsfortheinclusionoffictitiousentitieswithinRDA.

Workfortheupcomingyearwillinclude:

1. ClarificationonwherefictitiousentitiesshouldbeincludedintheWEMIstack,forexample,whethertolimitthemtomanifestation-levelentitiesorallowfortheiruseinworkandexpressionsaswell;

2. Theinvestigationofparticularusecasesforfictitious,non-human,andpseudonymousentities;

3. Workonidentifyingpossiblerelationshipdesignatorsforfictitiousetc.entitiesandtheir"real"counterparts;and

4. SuggestionsforappropriateRDAinstructionsfortheinclusionoffictitiousentitiesinRDArecordsinlightoftherequirementsoftheFRBR-LRM.

TheRDATranslationsWorkingGroupmetonlineonceinthepastyear.Inthatmeetingandinsubsequentemaildiscussionswehavecoveredthefollowingissues:

• RSCLiaison/WorkingGroupChair–wediscussedtheneedforachairtotakethedutyawayfromALAPublishing.Workinggroupmembershaveyettoexpressaninterestintheposition.TheRDABoardhaspostedanadvertisementforthepost.

• RDAReference–wereviewedthestatusofdevelopmentoftheRDAReferencetranslationprocess.AnumberofReferencetranslationshavebeenalreadybeenaddedtotheRegistry,includingDutch,French,German,Hebrew,Mandarin,andSpanish.MorewillfollowwithcompletionofthereferenceTranslationtemplatebytheendofOctober.

• Trados–wereviewedtheongoingissueswithourcurrenttranslationtoolsandworkflow,whicharesignificant.Thelargestportionofoursupportbudgetistakenupbyworkrelatedtothetranslationprocessandthesituationwillonlygetworsewiththetransitiontothenewdatabasestructureandtheadditionofnewtranslations.Anewtranslationsolutionisneededandshouldstreamlinetheworkflow,simplifythemanagementoffilesandtrackingofversions,andreduceerrorsintheprocess.LastmonthALAPublishingandtwomembersoftheTranslationWorkingGroupmetwithrepresentativesfromSLD,whogaveapresentationoftheirTradossoftware.Tradosseemslikeaveryviablesolutiontoourtranslationproblems,andwearelikelytomoveforwardwithpurchaseandimplementationinthecomingmonths.

• 3RProject/GlossarySynch–wearecontinuingdiscussionsaboutthe3Rproject,howthegroupcancontributetotheprojectandhowtheirworkwillbeimpactedbothbythechangestotheToolkitanddataandbythedevelopmentschedule.DiscussionsabouttheimpactoftheGlossarySynch,newtranslationstoolsinadditiontothe3Rprojectonthetranslationworkflow.

• BooksoftheBible–duringtheOctoberreleasewerolledoutaFrenchlanguageversionoftheBooksoftheBibledocument.Adisagreementabouthowthisdocumentshouldbetreatedinthetoolkit,asatranslationoftheEnglishdocumentorasadocumentwithuniquecontent(e.g.theGermanBooksoftheBibledocument),hasopenedadiscussionamongthegroupabouthowthiscontentshouldbedefined.WewillreportbacktotheRSConcethegrouphasfullydiscussedthetopic.

WorkingGroupoftheIFLACataloguingSection

ThegrouphasbeenworkingonanupgradeoftheISBDforthepastfewyears.Iturgentlyrecommendsthatthistaskbecompletedinordertopresentanupdatedversionofthestandard.

TheimportanceoftheISBDwasemphasizedoncemoreduringtheworkingsessionswithintheIFLAWLICinAugustinColumbus,Ohio.Manyusersarenotabletoordonotwishtoimplementcomplexstandards,butrequireasimple,practicalandyetdependablestandard,suchastheISBD.

Inprinciple,thegroupfindsthatagoodopportunityexistsforimplementingIFLA-standardsasbasicstandards,whichareofgreatinterest,andnottobeseenincompetitionwithcomplexstandardssuchasRDA.

Moreover,simple-to-usestandards,suchasthosefromIFLA,couldhelpintroduceimplementationofstandardstoculturalinstitutionssuchasarchivesandmuseums.

TocontinuewiththeISBD-update,theISBDReviewGroupsuggestssettingupasub-workinggroup,whichistocomparetheISBDwiththenewmodelIFLA-LRM,takingintospecialconsiderationaspectsofinternationality,multilingualismandrecordinginnumerousscripts.

ThedeadlineforthisstudyisthedateofthenextIFLA-conferenceinWroclaw,2017.
