SPEAKER INFORMATION MEETING AUGUST – JUDGES PANEL
Our speaker meeting this month featured a panel of judges from Maricopa County Superior Court addressing
the criminal justice system. Judges, Ron Reinstein (retired), Patti Starr (criminal presiding judge), Frank
Moskowitz, Dean Fink, Rhonda Fisk (associate presiding judge) and Suzanne Cohen participated in the panel.
Judge Fisk in her introductions mentioned she has lost a friend, law partner and a nephew to murder so she truly
understands how the victims feel but as a judge she cannot articulate it and must remain impartial but she does
feel and other judges feel for the victims as well during the procedures. Some of the judges had civil backgrounds
and others began as prosecutors before becoming criminal judges.
After introductions the judges were asked questions regarding the criminal justice proceedings. Some of those
included:
5
• Why do the victims of murderers who are declared incompetent and sent to Arizona State Hospital not have
the right to find out if they are getting better? It was explained it is because of HIPPA laws in protecting their
medical records and while many do not think this is fair to the families of the murder victims, it is something that
deserves work to change. Also, with a guilty but insane verdict, a judge must send them to a mental facility if it is
determined they will not be competent within a 21-month time frame.
•Another question regarded a victim’s remains were not found for 10-years, and ultimately the suspect or
person of interest was brought in for questioning and confessed before being mirandized about his rights and
could this allow his confession to be thrown out. The consensus overall of the judges was that defense almost
always makes motions to throw out a confession, but they seldom are. This question should be best addressed as
overall odds of the confession being thrown out by the prosecutor.
•What rule, if any, is there regards to plea bargaining? Pretty much none, the judges explained and it is up to
the prosecutors if they want to accept a plea. However, victims’ families should know they can and should attend
settlement conferences if a plea is offered and express how they feel about it to the judge. Reinstein explained
how during these conferences he would often counsel the defendants to accept the plea and they refused and then
he would get letters years later from the inmates saying they should have listened. Some victims’ families want a
plea so they can avoid trial and they can express this at the settlement hearing and the judges will do their best to
settle things before it becomes adversarial. Maricopa is the fourth largest trial court in the country. The judiciary,
as a whole, are under pressure to facilitate settlements and if the victims’ families and the defendant both agree to
a plea, it can be a win-win. Also, judges are required to ask at plea hearings if the victim has been notified of the
plea deal.
Some tips and advice from the judges on the panel were to remember the worst thing to have happen is to have
a conviction come back on appeal for the judges will do everything to make sure the rights of the defendant are
followed so this will not happen. And all agree the defendants have more rights than the victims, though victims
have many more rights than say 30-years ago.
Your best time to have your voice heard in the system is at sentencing and Judge Fisk explained judges love to
hear about your loved one(s), who they were and their dreams and goals for life and she encourages you to share
and know that stories of your loved one(s) do have an impact on the judges.

Hopes and Dreams So Early Lost (Grandchild Loss)
My dear, dear grandchild,
Brought together at such a cost,
Hopes and dreams so early lost.
The moon and stars belong to you,
But I don’t know what to do.
Heaven shines your resilient love,
As I look for you above.
Wait for me by the garden gate,
I promise I won’t be late.
Our memories will be my guide,
Your bright love will be my light.
Remember, the one I adore,
Together, we’ll be once more.

THE COURAGE TO GRIEVE (A Weekend of Hope and Healing in the Pines)
October 18 - 20 in beautiful PINE, ARIZONA
Our chapter is hosting our thirty-second, self-help, rewarding weekend of the courage to grieve, to face the many
overwhelming and difficult emotions that are the aftermath of murder and are often compounded by the intrusion
and frustration of the judicial process. Beneath the explosive emotions of rage, hate, and revenge lay the more
primary feelings of pain, fear and helplessness. Unresolved, these emotions can cause survivors to feel they are
losing their minds. The isolation survivors feel from those who will not or cannot deal with the impact of the loss,
leave survivors alone with their grief or discourages them from grieving at all. An integral part of this weekend will
be an examination of love, tenderness and affection, relaxation techniques and the encouragement to move forward,
uncover and experience within a safe environment of others who truly understand. The weekend has been designed
to influence the reconstruction of a new life - a life that has a renewed sense of purpose, though forever changed by
murder.
The weekend begins with dinner on Friday night. Those attending will all meet at the cabin in Pine, by 5:00 pm,
with introductions to the group after dinner. This cabin was purchased by Roger and Carol Fornoff specifically for
retreats. Their daughter, Christy Ann, was killed in Tempe in 1984, while collecting money for her newspaper
delivery route. Our chapter has hosted 32 retreats at the Fornoff’s cabin in the beautiful and peaceful pines
surrounding it.
The cost of the weekend is currently no charge to our families as we obtain grant or donated funds. Meals are
home-cooked and served family style as if you were at home. Roger is a very good cook and he loves doing so.
Space is limited to a maximum of 16, so reserve your spot now. *While no charge to attend, we do need a deposit
of $50 (per person attending) which will be refunded to you after your participation that weekend. (check or cash,
please). If you do not attend it will not be returned with exception of emergency illness or death in family.
Many of those who have attended the grief weekends will tell you, though it is hard emotional work, it is very
beneficial and rewarding. Husbands and wives, siblings, all family members should attend together and learn that
while we each grieve differently and had our own relationship with our loved ones, we all share the pain and the
trauma of losing a loved one to murder.
***If attending from out of state, a scholarship might be available through National POMC for travel help.
Please sign me up for the grief retreat in Pine. (Deposit - $50, check or cash)

In Loving Memory
Andrew Aranda
October 10, 1995 – August 10, 2018
One Year…
One year since I’ve seen your beautiful face or felt your amazing hugs. One year since your laughter and
singing lit up my soul. One year since you inspired me with your dreams for your future and entertained
me with stories from you day.
One year of the most excruciating and unimaginable pain. One year of being unsure if life was still
worth living. One year of questioning everything I have ever believed about life and death and of trying
to hold on to my sanity.
One year of being determined to maintain my connection with you. One year of remembering all the
lessons you taught me every day about how to live. One year of striving to make every moment count
because, you never know.
One year since my whole world changed, including who I am at my core. One year of trying to accept
the reality of it all. One year of bearing the unbearable and wondering if I can ever truly be happy again.
One year of being so grateful that you lived even though your death is so painful. One year of feeling
you close by when I need it the most. One year of building a new network of support to help me survive.
One year of sleepless nights and intrusive thoughts about your last moments. One year of going through
the paces and routines of life without really feeling alive. One year of wishing for the impossible.
One year of finding the strength to talk to counselors and share my grief. One year of discovering
kinship and solace in the company of other survivors. One year of trying to remind myself that there is
still good and beauty in the world.
One year that seems like both the longest and the shortest of my life. One year of missing you so much I
didn’t think I could survive the pain. One year of still being your mom and still loving you like I always
will.
By Dorothy Green
In loving memory of her son
