Introduction At a time when Europe is plunged into a difficult economic and social situation, the
young generation of entrepreneurs is a hope for the future. The Young European
Entrepreneurs’ Seminar 2011 was an opportunity to come together to find the best
solutions to the many problems facing young European entrepreneurs in the
creation and development of their business. In fact, for several years we, the
Employers' Group, are seeing the scepticism and apprehension with which young
Europeans consider entrepreneurship. It seems more and more difficult to get into this increasingly competitive sphere with numerous rules. The web portal
“EntrepreneurEnvoy” was launched during the second day of the seminar. It aims
to be a source of support and information for young European entrepreneurs.
The seminar allowed participants to discuss several sensitive topics and issues. The discussions focused on the themes of mentoring, the place of education
throughout the themes related to entrepreneurship, with the financing of new
enterprises, and the support already well-established entrepreneurs can provide
to youth with innovative ideas who want to create their own business. The
participants, from various nationalities, have also raised the question of how to
create a European identity for entrepreneurs in order to facilitate their interactions,
while maintaining this rewarding diversity.
Building on the success of previous editions, we welcomed during these two days
about 60 young people from 18 different European countries who were able to
share experiences and to debate with the speakers on the occasion. These
speakers held a range of backgrounds covering a wide spectrum of the European
business sphere, and were able to impact their personal experience to assist the
young entrepreneurs in the challenges they currently face. It was intended that the participants would not only acquire an understanding of the workings of the EU,
but would also stand the benefit from newly established links with members of the
EESC.
The main objective of this seminar is to show to young people that Europe is a
large economic unit, and with a fully-fledged economic market it is a springboard
towards the global market. It can bring all the resources, all necessary contacts for
their business operations. This is why this seminar was an opportunity to remind of
the benefits that may result from the creation of companies within the EU by a
generation conscious of belonging to a community. The meeting, which will see
other editions in the coming years, is an important commitment to gradually lead to
a situation as profitable as possible for these young entrepreneurs.

Working Group N°. 1
The working group reflected on the current opportunities and issues about the
financing for new entrepreneurs or young entrepreneurs who aimed to start a new business. Financing is often seen as one of the primary difficulty for young
entrepreneurs: they need resources and don’t easily have access to venture
capitals, financial markets or other sources of funding. Most of the time, they
depend upon loans from the banks. However, in the context of the current crisis,
the banks get even more prudent and untrusting towards young or new
entrepreneurs which cannot provide sufficient guarantees.
Regarding the growing difficulties for young entrepreneurs to have access to
financial resources, the participants presented alternative private sources of
funding such as “Business Angels”: private individuals investing their own money
in high potential start-ups in exchange for a share in the company and who can also contribute their expertise in business management and their personal
network of contacts. These latter invest 4 billion euros per year in 20 000
companies.
The panellists agreed on the important role the European Union can play to
promote entrepreneurship by means of European financing facilities, especially microcredit with the example of “The European Progress Microfinance Facility”
(Progress Microfinance) launched in 2010. The latter “increases the availability of
microcredit – loans below € 25 000 – for setting up or developing a small
business. It does not directly finance entrepreneurs, but enables selected
microcredit providers the EU to increase lending, by issuing guarantees,
therefore sharing the providers' potential risk of loss and providing funding to
increase microcredit lending”.
Among the working group recommendations were also the following elements:
the need of fiscal incentives to promote entrepreneurship, the key role of co-
investment funds, making media campaigns to bring more investors, teaching
entrepreneurship and access to finance early in school, and having incubators
and other facilitators to educate and prepare entrepreneurs.

Working Group N°. 2
This afternoon working group mainly discussed the importance of educating
people so that they become entrepreneurs, and educating entrepreneurs themselves. The participants focused on mentorship and shadowing
entrepreneurs as key concepts to provide guidelines to entrepreneurs in order to
help their business succeed.
Thus, some speakers pointed out how the mentorship can play a significant role
to complete the actions of the “Enterprise Europe Network” (EEN). They agreed
on the importance of mentorship and they discussed how to encourage and motivate successful entrepreneurs to become mentors for the coming generation
of entrepreneurs. In the meantime, they suggested some possible solutions such
as giving more recognition to entrepreneurs or developing contacts with young
people with new interesting ideas who can innovated in the existing businesses
or can be attractive recruits.
Some of the other topics of the debate included the solutions to prevent the high
percentage of companies that disappear after 5 years of life or how to understand
the concept of entrepreneurship not merely as creating jobs or making profit but
as drivers of change in the society trough values and attitudes.
Regarding the entrepreneurial education, the participants agreed on its importance since early age, particularly in school, and the need to base this on
values, attitudes and skills that will allow the new generations to build a more
competitive Europe. As one of the participant stated: “not only teachers have the
responsibility to introduce the concept of entrepreneurship to the students, it is a
work that the whole society needs to do”.
Finally, they emphasized the need to encourage the collaboration between
young people and well-established businesses, and the exchange of knowledge
between generations. Exchanges which can be facilitated by organizations such
as JADE or EGEE, as explained Mr. Simone Baldassarri: “The non-formal
education is a key factor for success that is changing trough organizations like JADE;
among others the concept of the entrepreneur in the society, this is why at the
European Commission we have a close relationship with these organizations”.

Europe is nowadays facing an identity crisis with a widening gap between Euro-
pean Union and members states. Europe has a fragmented image at global level
and economic uncertainty, and troubles of the Eurozone weakened its image even
further. Not being able to speak with one voice at the global level presented the danger for the European Union to become a marginalised player in our global-
ised world. In this context, the working group tried to figure out how to give en-
trepreneurs a European identity and to define its advantages.
The main questions based on which the debate took place were:
• What is meant by a European identity (internal and external dimension)?
• Do entrepreneurs feel a need for strengthening a European identity and can it give an added value or does it help businesses on marketing their prod-
ucts/services in the EU and/or outside of the EU?
• In a century called “Asia century”, will the EU be capable of overcoming internal differences and to mobilise its resources for reacting efficiently and
quickly in order to stay in competition?
During this workshop, the participants identified three main issues about Euro-
pean identity. First of all, the European Union has failed to communicate and mar-
ket successfully “European identity” in Europe and all over the world. Secondly,
internally, at the Single Market level, we do not emphasize European identity
while going out from Europe with a brand name – “Europe”. We can give to Euro-pean companies and products/services a certain guarantee label, since exter-
nally European companies and their products have a good image and a good
reputation. The last point was that smaller Member States’ companies feel a
greater need for and value to a higher degree European identity, particularly
when they want to internationalize their activities.
Finally, they recommended some strategies for tackling these main issues. Mem-
bers of Employers’ Group of the EESC advocated the need for closer relations
with the other European Institutions for marketing this European identity and its
cultural richness, its economy better globally and to improve the European Un-ion’s international image. To position and increase understanding of European
identity, the panellists agreed to pay more attention to promoting the good quali-
ties and benefits which are associated with the European Union, namely:
• The Single Market with its 500 million consumers and 50 million enterprises
• EU’s Four Freedoms – free movement of goods, services, persons, capital
• Opportunity to study in other Member States or outside of Europe by using European learning mobility programmes (Erasmus, Erasmus Mundus)
• EU as a culturally rich and attractive destination (historical sights, different cultures, traditions, cuisines, languages etc)

In the middle of the afternoon and after the second workshop, a ceremony took place for the launching the
online portal for Young European Entrepreneur Ambassadors, www.EntrepreneurEnvoy.org, operational
since February 2012. The aim of this webportal is to help young entrepreneurs to start and grow their busi-
ness. Its pledges to inform policy makers and governments, recognise success and make culture change hap-pen. It asks its members to engage and share as much as possible and to commit to promoting entrepreneurs-
hip.
This website is a joint initiative by the Employers’ Group of the European Economic and Social Committee and the European Commission. The developers of the web-portal were young entrepreneurs who participated in
the seminar, namely the Romania-based IT company BizNet represented by its C.E.O. Mr. Madalin Dumitru
(www.BizNet.com.ro). The firm worked with the originators of the portal, participants of the seminar and the
High Level Spark Group, a task force of the Employers’ Group charged to review the promotion of entrepre-
neurship in Europe made up by the European Commission and Group I stakeholders.

The 7 billion ideas available at the Entrepreneur Envoy Portal will cover entrepreneurialism in all its forms, across all boundaries, and in all its guises. The economies, the wealth creation, the employment markets and the
future of the planet reside in the hands of entrepreneurs – those capable, innovative, driven individuals and orga-
nisations that can effect change and make things happen.
The Young European Entrepreneurs' Seminar 2011 will bring 52 active young entrepreneurs and young professionals from employers' organisations from 18 European countries. Speakers will include repre-sentatives from the European Commission, European business organisations, banking federations, Members
of the European Economic and Social Committee involved and dedicated to supporting entrepreneurship, and
European organisations of young entrepreneurs.

New online portal to help young entrepreneurs start and grow their own business
A new online portal to help young entrepreneurs start and grow their own business was launched on 17 November 2011 by the Employers' Group of the European Economic and Social Committee (EESC). The website is a joint initiative of the EESC and the European Commission. It addresses policy failings in the promotion of entrepreneurship, especially among young people and women. The Global Entrepre-neur Envoy online portal "Entrepreneur Envoy" will offer tools to foster culture change and promote entrepreneur-friendly policies. The launch took place on 17 November 2011 during the third edition of the "Young European Entrepreneurs' Seminar", hosted by the president of the Employers' Group of the EESC, Henri Malosse. The event featured contributions from 52 active young entrepreneurs from 18 Eu-ropean countries.
Mr Malosse said: "We want to develop a new vision of the entrepreneurial spirit, allowing Europeans to create wealth and build on a European identity. I truly believe in the power of water droplets accumulating to achieve great things. We can achieve anything if we pool our modest means."
The participants' recommendations listed the following priorities:
• A European Statute for SMEs (the Statute for a European private company), an EESC initiative
• A unified Europe with a real European government
• Facilitating vocational exchange for young people, in addition to school and university exchange schemes
• A European network of business incubators
• European financing facilities for new initiatives, especially microcredit
• Holding a "Young entrepreneurs' day" to celebrate success
