Despite copious rain, the areaunder vegetables, cotton andmaize cultivation is expected tofall sharply in this kharif seasondue to sharp drop in realisations.
Weak domestic and international demand has exertedpressure on cotton and maizeprices, while price of vegetableshas dropped sharply due totransport restrictions amidbumper supply.
However, early onset andgood distribution of the SouthWest monsoon has paved theway for a robust kharif output. As on August 21, rains were 7 percent above the longperiod average.
Good spatial and temporaldistribution has prompted sowing across crops in most states,as per Crisil Research analysis of25 key agriculture commodit
ies. Kharif sowing is expected toincrease 23 per cent to 109 million hectares this year. The areaunder paddy cultivation is alsoset to increase because of bothrains and reverse migration oflabour to the eastern and southern states, it said.
Dharmakirti Joshi, Chief Economist, Crisil, said though lackof adequate rain in Rajasthanwas a concern till early August, good rainfall recentlyhas mitigated the risk substantially.
Boost to profitsFarm profit per hectare for fieldand horticulture crops is expected to increase 35 per cent during this kharif season, supported by higher acreage, improved productivity and risein minimum support price, said the research report.
Adequate water availabilityfor critical growth stages is alsoexpected to increase productivity by 23 per cent over a lowbase of 2019, it said.
Kharif output could rise 56per cent, putting pressure onthe prices of various commodit
ies. However, government support to paddy procurement(the most critical crop in termsof farm income), incrementalsowing of more remunerativecrops and improved productivity will boost profitability at anaggregate level.
Hetal Gandhi, Director, CrisilResearch, said the eastern statescould see highest profit growthdue to lower base while thesouthern and western stateswill bear the brunt of lower cotton and maize prices.
The northern region will bemost profitable this kharif owing to a favourable crop mixand higher government procurement.
Farm profits likely to rise3-5% this kharif, says CrisilDrop in prices to

Farmer producer organisations(FPOs) from different States havestarted approaching the UnionFinance Minister to seek exemption from minimum alternate tax(MAT).
A fiveyear tax holiday, startedin 2018 for FPOs, provided themcomplete income tax relief; butthe law requires them to pay MATinstead.
In the 2018 Budget, the then Finance Minister Arun Jaitley had announced 100 per cent income taxdeductions for these farmer bodies for a fiveyear period to providethem a level playing field in competing with the private sectorwhile ensuring better agricultural prices to farmers.
Recently, several FPOs reportedreceiving tax notices from the Income Tax department for failingto pay MAT. The FPOs had completed filing of income tax returns for fiscal 201819 and 201920with “Nil” tax payable, believingthat they were exempted fromtax.
But it is learnt that the IT department has issued notices to alarge number of FPOs across India, and in certain cases has alsobegun investigation for a possibletax evasion.
‘Coordination issues’Kuldeep Solanki, Chief ExecutiveOfficer of Gujpro, a consortium ofFPOs in Gujarat, stated that whilethere were no doubts on the government’s intention to providelevelplaying field to the FPOs, “itlooks like a lack of coordinationbetween the policy intent and thepractice. We have spoken to National Association of FPOs to raiseit at the highest level ingovernment.”
“This is a genuine concern ofthe FPOs, because without an actual tax relief, it is difficult forthem to compete with privateplayers, who come with expertiseand resources. FPOs are new to thegame and their objective is different from plain profit motive. They
have to ensure higher incomes forfarmers too,” said Solanki. MATwas created under the direct taxlaws, specifically to bring the‘zerotax paying companies’ under the income tax net. Its objective is to collect minimum tax fromsuch companies, which claim exemptions or deductions undervarious provisions of the IncomeTax Act and generate some revenues for the government.
Lack of clarityIn Karnataka, Farmers ProducerCompany’s Federation, a Statelevel consortium of FPOs, has written a letter to the Finance MinisterNirmala Sitharaman seeking directions to the concerned authorities in the Income Tax departmentsto extend MAT benefits to theFPOs.
Kurubur Shanthakumar, theChief Convenor of the Federationwrote in the letter dated August 17,2020: “However, we are asked topay MAT at 19.5 per cent. As youknow the income tax is 22 per centand it amounts to effect where in,we are required to pay 19.5 percent MAT.... This clause negates thebenefit that you wanted to give toFPOs being a farmercentricorganisation.”
Chartered accountants associated with FPOs believe that a confusion may have been caused dueto lack of clarity in the Finance Billon MAT applicability on FPOs.“The Finance Department shouldhave made an insertion in the Finance Bill with regard to MAT,clearly stating that it will not beapplicable to the producer companies. But there is no such mention. Therefore, system doesn’t recognise it and generates a queryat the assessment level. The assessing officer has to go by the book,”one accountant said.
FPOs seek MAT exemptionto realise ‘full benefit’

With stagnant yields, rising costof production and resistance inpink bollworm, India now canlook back at the desi cotton varieties, experts say.
At a webinar on‘Bt cotton – Mythsand Reality’ held onMonday, Keshav Kranthi, who is currently with International CottonAdvisory Committee (ICAC), said Bthybrid technology has not beenproviding any tangible benefitsto the cotton farmers.
Bt cotton supposedly helpedin the reduction of insecticideuse. But the use of insecticidesonly went up as pink bollwormdeveloped resistance to thetechnology.
“Cotton yields are the lowestin the world in Maharashtra, forexample, despite being saturated with Bt hybrids andhighest usage of fertilisers,”Kranti said.
“Cotton yields rank 36th inthe world and have been stagnant in the past 15 years. Insecticide usage has been constantly
increasing after 2005 despite anincrease in area under Btcotton,” he said.
The webinar was organisedby the Centre for Sustainable Agriculture. Peter Kenmore,
former FAO Representative in India, said that Btcotton is an ageing pest controltechnology.
“It follows thesame path worndown by generations of insect
icide molecules. Corporate andpublic policy actors then claimyield increases, but deliver nomore than temporary pest suppression, secondary pest releaseand pest resistance,” he said.
Andrew Paul Gutierrez, a cotton systems ecologists, pointedout that India could have easilylearnt from the mistakes thathappened in California in the1960s and 70s, where the pestoutbreak was mainly insecticideinduced.
“The long season Bt cotton introduced in India was incorporated into hybrids that trappedfarmers into biotech and insecticide treadmills,” he said.
