prescripts, and learning from the various ILO Conventions and International Labour Standards, the Department of Labour administers the following labour legislation:

4. DEPARTMENT OF LABOUR PROGRAMMES: 2010/11
DoL has adjusted its delivery programmes as follows:
1. Administration: Ministry; DG’s Office; COO, CIO; CFO;HR; Legal; Communications
2. Inspection and Enforcement Services (IES): Compliance standards; Inspections, enforcement and prosecution
3. Public Employment Services: Employer services, Registration & Placement of Job seekers; Special employment for people with disabilities, Productivity promotion and social plan intervention.
4. Labour Policy & Labour Market Programmes [Industrial Relations]: Labour Market programmes; Labour Policy and Research
5. Unemployment Insurance Fund & Compensation Fund: Provision of Interim relief income in case of job loss or occupational injuries and diseases.

FUNCTIONAL CHART OF THE DIRECTOR GENERAL PURPOSE: To provide strategic leadership with regards to the overall efficient and effective
management of the Department of Labour
FUNCTIONS:
1. Assume overall management and accounting responsibilities over DoL resources such as human, communications, information communication technology, legal services, finances and assets as well as the ooverseeing of the ongoing strategic transformation and change management processes in the department.
2. To provide strategic leadership to the formulation, implementation and evaluation of the COIDA Act policies and programmes towards the achievement of the vision, mission and objectives of the Compensation Fund.
3. To alleviate poverty in SA by providing short term Unemployment insurance to all workers who qualify for unemployment related benefits as legislated in the Unemployment Insurance Act, 2003 (UIA)
4. To lead the realisation of decent work In the Workplace through Inspection and enforcement of compliance to labour legislation.
5. To provide visionary leadership on the development of Labour Policies and labour Market programmes as well as efficient rendering of public employment services.
6. To provide Public Employment Services to assist companies and workers to adjust to changing labour market conditions and
to regulate private employment agencies
7.To provide efficient and effective operations management for rendering DoL’s core services

BRANCH: CORPORATE SERVICES
PURPOSE: Provide effective and efficient Management and advisory service of DoL’s resources such as human, finances, and assets as well as the management of the ongoing strategic transformation, corporate governance and change management processes in the department.FUNCTIONS:
1. To manage and facilitate the provision of Financial Management support services.2.To provide internal and external communication services.3.To provide strategic Human Resource Management Services and function within the DoL4.To provide an efficient and effective ICT service that supports the DoL’s strategic and operational plans for improved service delivery.5. Provision of legal services and legal administration.

FUNCTIONAL CHART FOR OFFICE OF THE CHIEF OPERATIONS OFFICER (COO)
BRANCH: OPERATIONS
PURPOSE: To provide efficient and effective operations management for rendering DoL’s core services
FUNCTIONS:
1.Provide leadership and overall management of Integrated Services in all the service delivery points of DOL in the provinces. 2. Coordinating, monitoring and evaluation of service delivery in the Provinces.
CHIEF DIRECTORATE: PROVINCIAL OPERATIONS
PURPOSE: To provide compliance with legislation administered by DOL whilst ensuring effective and efficient management of resources in the province
FUNCTIONS:
1.Assume overall management of the following Business Units in the Provinces: Beneficiary Services, Inspections and Enforcement Services, Labour Market Information Services and Planning, HRM, Finance, Risk Management, Employment and Skills Development Services.2. Manage the implementation of the Integrated Services in all the service delivery points of DOL in the province. 3. Establish and maintain strategic partnerships with Provincial Government Departments and other key role players in the labour market..4. Responsible for sound financial management in compliance to all legislation in the Provinces.

COMPONENT: UNEMPLOYMENT INSURANCE FUND
PURPOSE: To alleviate poverty in SA by providing short term Unemployment insurance to all workers who qualify for unemployment related benefits as legislated in the Unemployment Insurance Act, 2003 (UIA)
FUNCTIONS:
1. Develop Strategic Plans in line with the mission and translate them into achievable objectives and deliver on the organizational mandate 2. Manage UIF as prescribed by the UI act, PFMA and DG delegations 3. Champion institutional transformation and change in order to implement new
initiatives and deliver on service delivery commitments 4. Implement provisions of the UI Act and UC Act5. Manage the operations and corporate services of the Fund.

COMPONENT:COMPENSATION FUND
PURPOSE: To provide strategic leadership to the formulation, implementation and evaluation of the COIDA Act policies and programmes towards the achievement of the vision, mission and objectives of the Compensation Fund.
FUNCTIONS: 1. Leads, directs and manages the management team and all units to ensure effectiveness of the Fund. 2. Develops Strategic Plans in line with the mission and translate them into achievable objectives and motivate others on the organisational mandate.3. Execute the duties of Accounting Officer of the Fund as prescribed by the PFMA, COID Act, and as delegated by the Director-General of the Department of Labour.4. Represents the Fund in relevant internal and external structures to enhance the value of the Fund and at negotiations with key stakeholders.5. Champion institutional transformation and change in order to implement new initiatives and deliver on service delivery.

The CCMA is established in terms of the Labour Relations Act as an
independent body with national jurisdiction.
The CCMA’s functions are to:- Conciliate workplace disputes;- Arbitrate certain categories of disputes that remain unresolved
after conciliation;- Establish picketing rules;- Facilitate the establishment of workplace forums and statutory
councils;- Compile and publish information about its activities;- Accredit bargaining councils and consider applications for
subsidies for dispute resolution by bargaining councils and private agencies;
- Provide support for the Essential Services Committee.

Nedlac is the seat of National social dialogue in South Africa and it is, in many respects, a uniquely South African model of social dialogue.
It was set up through an Act of Parliament – The National Economic Development and Labour Council Act, Act 35 of 1994.
The council is a representative and a consensus-seeking body where the parties to the Council seek to reach agreement on policy matters through negotiation and discussion based on mandates.

Productivity South Africa Established in 1971 as a Section 21 National Productivity Institute
company. Re-established as a Schedule 3 Public Entity under the Skills Development Act 1998 as amended
Functions to promote a culture of productivity in workplaces; to develop relevant productivity competencies; to facilitate and evaluate productivity improvement and competitiveness in
workplaces; to measure and evaluate productivity in the workplace; to maintain a data-base of productivity and competitiveness systems and
publicising these systems; to undertake productivity-related research; to support initiatives aimed at preventing job losses; and to perform any other prescribed function.

Sheltered Employment Factories Established through a Cabinet decision in 1948 as Service Products
Factories. Legal status included in the Employment Services Bill
Functions: provide work opportunities for disabled people; facilitate on-the-job training for disabled people, leading to qualifications
and competencies that enable access to jobs and income generation capability in the labour market in accordance with the Skills Development Act, 1998 (Act No.97 of 1998);
provide training and assist in placing people with disabilities in employment;
provide technical assistance to emerging and existing enterprises that promote the employment of people with disabilities;
remain flexible and adaptable to meet the changing needs of people with disabilities in a changing economy.
