1. Purpose of the Outdoor Netball Court Specifications & Guidelines

NetballNewZealandiscommittedtoimprovingthestandardsofnetballfacilitiesin NewZealand.Itisimportanttoensurethatallcourts,whethertheyareneworupgradedplaying surfaces,abidebytheminimumspecificationsandcourtssizessetoutinthisdocument.Thiswillensure consistentplayingconditionsforparticipantsandofficials.

TheOutdoorNetballCourtSpecifications&Guidelines(theGuide)havebeendevelopedbyNetball NewZealandinconjunctionwithN-CompassLtdtoassistCouncilsaswellasNetballCentres,Clubs andschoolstosuccessfullyplanandthenconstructqualityoutdoorNetballcourts.

TheGuidelinesincludesinformationaboutcourtlayout,alongwithcourtsizespecificationsthat areadoptedfromtheInternationalNetballFederationrules,whichhavebeenrefinedbyNetball NewZealand.Theguidealsoprovidesinformationaboutothermatterstobeconsideredinplanning forandconstructingoutdoorNetballcourts.Thisincludessiteselectioncriteria,generalengineering considerations,andregulatoryrequirements.

ItisintendedthatCouncils,Centres,Clubsandschoolsplanningnewcourtsorplanningfuturefacility upgradeswillbenefitfromtheseguidelinesanditstechnicalinformation.

Thissectionincludesinformationaboutcourtlayoutandcourtsizespecificationsadopted fromtheInternationalRulesofNetball2012.Thisdocumentisintendedtoprovidestandardsforthedesignandconstructionofnetballcourts,whichcanbeappliedtothedevelopmentofallcourtsacrossNewZealand.

Thissectionincludesdiagramswhichvisuallyrepresentthevariouscourtlayoutsthatmaybeusedwhenconstructingasinglecourtormultiplecourtlayouts.TheselayoutsarerecommendedbyNetballNewZealand,howevertheyshouldonlybeusedasaguideandthedetaileddesignofnewcourtsshouldoccurinconjunctionwithprofessionaladvice.Thecourtlayoutsincludeumpirezones,safetymarginsandzonestosafelyaccommodatepedestrianmovements.Standardsforthedesignoflightingareaddressedlaterinthisdocument.

ANorth-Southcourtorientationispreferredtominimisetheeffectsofsunglare.Assuchitisrecommendedthatcourtsrunparalleltoeachotherandareallorientedinanorth-southdirection.

2. Netball Court Specifications

2.1. Court Orientation and Size

Theumpirezoneis1.00mwidealongthesidelineand2.00mwideateachendofthecourtandisdepictedbythedifferentshadesinthediagram.Recentcasestudies(e.g.AucklandNetball)haveactuallycolouredthiszoneinthesamecolourastheplayingsurfacetodifferentiatethisareafromthesurroundingspectatorareas.ThearrowswithinthisUmpire’szonedepicttheanticlockwisedirectionofumpiretravel.

NetballNewZealand’srecommendedminimumrequirementforaRunoffAreaisa3.05mclearspaceoutsidethesidelinesandaroundtheentirecourt.Thisdimensionshallbeincreasedtoaminimumof4.00min-betweenadjacentcourtswheretherunoffareasaresharedbetweenthecourts.

Thereareexceptionstotheserequirementswhereexistingcourtswereconstructedbeforethestandardswereset.Whereitisclearlynotpossibletoextendtherunoffareabetweenthecourts,thesecourtsareexemptfromthestandardssetdowninthisdocument.However,approvedsafetyprecautionsmustbeputinplacetominimiseriskstothesafetyofplayers,umpiresandspectators.Suchprecautionsmayincludepadding,whichmeetsapprovedsafetystandards,onallposts,lighttowersandotherpotentialhazardsthatfallwithintherunoffarea.

Thegroundsurfacefinisharoundthecourtandwithinthe3.05mrunoffareamayvary.Forexampleitisacceptabletohaveachangeinsurfacematerialswhereasphaltmeetsconcreteorarubberisedsurface,howevertheremustbenodifferenceinheightatthesurfaceinterface.Thisspecificationistoeliminateanytriphazards.Note;astepinthesurfaceofmorethan3mmisdefinedasatriphazard.(Note:Agrasssurfaceisnotsuitablewithinthe3.05mrunoffareaasitmaycauseasafetyissueduetothetrackingofmud/debrisontotheplayingsurface).

Ideallyanysurfacedrainagee.g.dishdrainsshouldbepositionedoutsideofthe3.05mrunoffarea,howeverifitdoesnotcauseatriphazarditcouldbeacceptabletohaveitpositionedwithintherunoff area.

• Dimensionsforgoalposts,ringsandsocketsareasfollows:• Agoalpostwhichshallbeverticaland3.05metershighshallbeplacedatthemid-pointof eachgoalline.• Ametalringwithaninternaldiameterof380mmshallprojecthorizontally150mmfrom thetopofthepost,theattachmenttoallow150mmbetweenthepostandthenearsideof thering.• Theringshallbeofsteelrod15mmindiameter,fittedwithanetclearlyvisibleandopenat bothends.Bothringandnetarepartofthegoalpost.• Paddingusedonthegoalpostshallnotbemorethat50mm(tostartatthebaseofthe goalpostandextendthefulllengthofthepost.)• Thegoalpostshallbebetween65mmand100mmindiameter.Itshouldbeinsertedinto thegroundandplacedsothatthebackoftheGoalpostisattheoutsideoftheGoalline.• Tocaterforjuniornetballandwheelchairnetball,goalsshouldhaveadjustablenetring heights,rangingbetween2.60mandthemaximumof3.05m.• Thesocketsmustbeflushwiththeplayingsurfaceandnotbelargeenoughindiameterto createatriphazardorotherhealthandsafetyissue.• Iftheplayingsurfaceistobesharedusewithothersportingcodes,considerationshouldbe giventoprovidingsuitablesocketstoaccommodatetenniscourtnetpostsorsimilar.

2.5. Runoff Areas and Safety Margins

2.6. Goal Posts, Rings & Sockets

Siteselectionmaybeconstrainedbytheavailabilityandaffordabilityofsuitableland.Thisdocumentalsoappliesstandardsfortheretrofitofexistingfacilities.Thereforethefollowingcriteriahavebeendevelopedforsiteselection,wheresuitablelandisavailable.Considerationsforasuitablesiteincludethefollowing;• Goodsoilconditions(base)withapreferenceforcompactablesoil,avoidhighlyreactive clayswherepossible.Thiswillavoidtheneedforfurtherworkattheoutset,e.g.lime stabilisation,digoutetc.RefertothediscussionaboutcourtbaseinSection3.4below.• Nolargetreeswithinareasonabledistanceoftheproposedcourts.Thiseliminatesthe need to consider root barriers.• Theabilitytocreateacourtplatformthatwillbefinishedhigherthanthesurroundingland toassistwithdrainage.Note:subsurfaceperimeterdrainagemaybeneededforcutandfill sites.• Asitesizethatwillallowforcorrectrunoff,anorth–southorientation(wherepossible), spaceforpedestrianmovementsoutsideoftheplayingareas,adequateparkingand futureinfrastructurerequirements.Asageneralguide,approximately800sq.mofspaceis requiredpercourt,plusanallowanceforaccessetc.

Aninvestigationofthesiteshouldexamineallrelevantissuesbeforeconstructioncanbeplanned.Someexamplesofissuesare;• Water–overlandflowissues,undergroundflowandtheheightofthewatertable. Moistureisonethelargestfactorsinthefailureofcourtconstruction.• Groundcondition/vegetation-Soilreactivity,historyonfillincludingburiedwaste,buried tree roots etc.• Servicesoverandundersite,i.e.power,water,sewerageetc• Machineryaccess• Existingorfutureresidentialdevelopmentsthatcouldbepotentiallyaffectedbythefacility suchashighertrafficflows,lightingspillornoise.• Utilisingnaturalwindbarriers(whereconsistentwithgoodorientationandsiteconditions).

Anorthtosouthorientation(longitudinally)ispreferredtominimisetheeffectofsunglare.Theabilitytoachievethisorientationmaybeaffectedinmultiplecourtdesignswherelandareasareconstrained.

3. Court Planning & Construction

ThemostimportantelementofaNetballcourtisthebase.Thisisbecausethecourtwillberenderedunplayableifthebasefailsandtheexpensetorectifyafailedbasecanbeverysignificant.ThereforeamandatoryinvestigationofthesubsoilanddrainageconditionsofanypotentialsitesiscrucialasitwillascertainwhethertheyaresuitablefortheconstructionofNetballcourtsorwhetherappropriatemeasurescouldbeundertakentoimprovetheseconditions.Ageotechnicalreportanddrainagereviewshouldbeconductedbyaqualifiedexpertwithexperienceindesigningsportssurfacesbeforethesitecanbeconsideredsuitableforitsintendeduse.Considerationneedstobegiventowhetherthesitehasanyofthefollowingissues:

• Containsuncontrolledfill• Hasahighwatertableorisfloodprone• Haspoordrainage• Haspoorsoilcharacteristicse.g.highlyreactiveclays,orsusceptibletosettlement

Ifthegeotechnicalreportindicatesgoodsoilwithlittleshrink/swellcharacteristicsandsub-gradematerialsthatcanbecompacted,thenanaggregatebasewithanasphaltsurfacewillbeidealandthisisthemostcommontypeofbaseconstructioninNewZealand.Ifthesoilreportindicateshighreactivity,thenalternativessuchasreinforcedconcretemayneedtobeconsidered.

Itisnotrecommendedtoallowsurfacewatertodrainacrossthreeormorecourtsasitwilldelaythedryingtimeandinturnaffectplay.Toalleviatethisproblemdishdrainsorsimilarshouldbeinstalledbetweenthecourtstohelpdisposeofthewaterquickly.

Surfaceandsubsurfacedrainagesystemsworkhandinhand.Thegroundwaterbeneaththecourtcancauseproblemsinthefuturewithoutadequatesubsurfacedrainage.Excessivewaterunderthecourtswillcausehydrostaticpressurecausingthebasetoheaveandlift.Thiscanpossiblycausecertainareasofthesurfacetodelaminate,enlarge/widenexistingcracksandcreatenewcracksallowingmoremoisturetoenter.

Correctdrainagesystemsareacombinationof;• Platformraisedabovethesurroundingland• Swale/Batterdrainsaroundtheperimeterofthecourts,• Sub-soiltrenchesaroundtheperimeterandunderthecourts• Slot/dishdrains(orsimilar)inbetweencourts,• Insomecaseswherethereisalargenumberofcourts,grateddrains

Inatypicalsituationacrossfall(i.e.thefallacrossacourtsurface)of1:80isconsideredtobethemaximumand1:100isconsideredtobeaminimum.Themaximumlongitudinalfallwouldbe1:100andtheminimumtobe1:500.Thefinaldesignineachsituationwillbedependentonlocalrainfall data and conditions. TwobenchmarkoutdoornetballcourtprojectsareAucklandNetballandthenetballfacilityatSportsParkHawke’sBayRegionalSportsPark.AucklandNetballhasavaryingcrossfallbutatitssteepestthecrossfallisapprox1:80andthelongitudinalfallisapprox1:100.Hawke’sBayNetballhasacrossfallofapprox1:90andalongitudinalfallofapprox1:500.

Thereareavarietyofsportssurfacesthatmeetthecriteriafornetball.Theseincludehardcourtsandcushionedhardcourts.Thecushionedsystemsarebrokenupintoanothertwotypes;LiquidAppliedRubberandPre-FabricatedRubberMats.Whenconsideringcourtsurfacesitisrecom-mendedthattheopportunityistakentotrialdifferentcourtsurfacestoseeifthelocalconditionssuitthatsurface.Itmaypossibletoinitiallycoveroneortwonewsurfaceswhereamultiplecourtlayoutisproposed.Therearearangeofcompetitorsinthemarketwhoprovidedifferentsurfacesanditisimportanttosourcethemostsuitablesurfaceatacosteffectivepricethroughaprocure-mentprocess.Table3.8belowprovidesageneralcomparisonofthedifferentcourtsurfaces.

Excellentslipresistanceindryorwetwithashockabsorbtionrating.Lowmaintenanceanddesignedfor both outdoor and indoor use.100%consistentandevenplayingpropertiesinbetweencourts.

Cost of installation and maintenancecanbeprohibitive.

NB:SandFilledArtificialGrass(SFAG’s)whicharecommonwithoutdoortenniscourtsandhockeyarenotrecommendedforNetball.Surfaceslistedabovearelikelytobecompatiblewithothersports.

Generalstandardsforlinemarkingareasfollows:• Alllinesarepartofthecourtandshallbe50mmwide,preferablywhiteandclearly visible.• Allownewasphaltpavementstocurefor7-10dayspriortolinemarking;• Donotuseoilbasedlinepainttomarkneworre-linetheexistingcourtpavementsas theycanbecomeslipperywhenwetandthepaintwillcrack;• Usewaterbasedoutdooracryliclinepaint(goodquality);• Applyinthinlayers–donotputheavycoatsleadingtobuildupovertheasphaltasthis willalsocrackandcurlalongthesides;and• Donotcarryoutlinemarkinginextremeweatherconditionsasthe conditionscanaffecttheaccuracyofthemarkings(e.g.hotweatherandtheresulting expansionofthesurfacecanresultindimensionaldiscrepancies).

3.8. Linemarking

Wheretheremaybeafuturerequirementforseatingand/orcoveredcourts,adequatewidthandspacingforpedestrianmovementsaroundthecourts,equipmentandstructuresshouldbeprovidedforintheinitialdesign.Exactdimensionsoftheseareaswilldependonthosefuturerequirements,howeverasitisdifficulttoretrofittheseareas,aconservativeapproachshouldbetakenwhenconsideringcourtsetoutandthespacerequiredbetweencourts.Agoodexampleofasitethathasbeenfuture-proofedisAucklandNetball,wherethedistancebetweencourtsidelinesinsomecourtbaysis9mtoallowforfuturecourtcoveringstructures.

Whereitisnotproposedtoinstallfloodlightingattheoutsetofaproject,considerationshouldbegiventotheinstallationofductinganddrawwiresforthepowercablingduringtheconstructionphase.

4. Future-proofing for Changes around the Court Area

Lightingallowsforextendedhoursofcourtuseandshouldbeconsideredaspartofallplanningfornewcourtconstruction.TheAustralianStandardsforoutdoornetballfacilitieshavebeenadoptedbyNetballNewZealand.Thesestandardsaddresstrainingandcompetitionlevelsofplay.Thestandardscontaininformationaboutmaintainedhorizontalluminance(lux),minimumhorizontaluniformities(U1&U2)andmaximumglareratinglevelsrequiredfor‘training’and‘competition’playfornetball.Thestandardsdealwithtrainingandcompetitionandtakeintoconsiderationspectatorviewingrequirements.

Thelightingdesignsandlightinglevelsshouldbedeterminedbytheactivityonthecourtsandthepotentialforlightspillintoanyadjoiningresidentialareas.Itisimportantwhendesigningthelightinglevelsandpolelayoutstofollowtherecommendationsofalightingengineer.Lightingdesignshouldalsoconsiderthecurrentcourtnumbersandthepotentialforfutureexpansionofoutdoorcourtareas.

AresourceconsentmayberequiredfromthelocalCouncilforworksonlandinpublicorprivateownership.Mattersthatmayneedtobeconsideredinaplanningapplicationcouldincludebutarenotlimitedto;lighting,noise,worksonformercontaminatedsites,andhighvolumesofearthworks.ItistheresponsibilityoftheorganisationthataredevelopingthefacilitytoobtainresourceconsentsfromtheCouncil.

Netballcourtlightpoleinstallationsandassociatedinfrastructuresuchassheltersanddrainagemayrequireabuildingconsent.ItisrecommendedthatthelocalCouncilbeconsultedwhenanystructuresareproposedatasiteinordertodetermineifabuildingconsentisrequired.

6. The Planning Process

Priortoundertakinganetballcourtdevelopmentorupgrade,pleaseensurethatyou: FEASIBILITY

• Undertakeafeasibilityexerciseandenvironmentalimpactstudybeforeselectinga developmentsite. SITE

• Ifpossible,selectasitethatwillaccommodatethespatialrequirementsforfullsizednetball courts,runoffareasandassociatedinfrastructureforcurrentandfuturescenarios.Provide forsiteacquisitionandlegalfeesintheconstructionbudget.• Developagoodunderstandingofsoilconditionstodeterminecorrectcourt constructionrequirements:• Ageotechnicalsoiltestshouldalsodeterminethepossibleneedforstablefillorthe removalofpoorqualitysub-grade.• SoiltestsshouldbecarriedoutbyarecognisedGeotechnicalspecialist.• Ifupgradinganexistingcourt,engageanappropriatelyqualifiedpersontodetermine currentcourtprofileandrequirementsforanupgrade.• Undertakeasitecontoursurveyanddrainagestudytodeterminetheneedfor,and positionof,batterdrainsandsubsurfacedrainage. DESIGN

• Designacourtbasethatshouldbebuiltonanelevatedplatformaboveanywatertable orseepagewaterconditions.Surfaceaccuracyofconstructedbasesshouldbe3mm maximumdeviationbeneatha3.00mstraightedgewhenmeasuredinanydirection.• Afterconsideringthesoiltestresultsandanagreedmethodofbaseconstruction,agreeon theintendedcourtsurfacethatisthemoststableandcosteffectiveforlocalconditions.• Commencecourtplanninganddetaileddesign.Thisphaseshouldconsidercourtsize, courtorientation,courtgradient,walkwayaccessbetweencourts,suitableshadeareasfor spectators,andtheplacementoffloodlights.• CourtdimensionsmustbedesignedtomeetNetballNewZealand’srequirementsof 30.5mx15.25mfortheplayareawithaminimumof3.05mrunoffaroundthecourt (or4.00mbetweencourts).• Thecourtsshouldbedesignedinanorthtosouthorientation.• Thegradientofthecourts(i.e.crossfall)mustbeadequateforeffectivewaterdrainage.• Ductingshouldbeprovidedforanyfuturefloodlightingthatisnotbeinginstalledat the outset.• Considerhowthechosensurface,linemarking,goalpostsocketsandassociated infrastructuremeettherequirementsofothersportingcodesintendingtousethecourts. CONSTRUCTION

• ObtainthenecessaryconsentsfromlocalCouncilsandprovideforallfeesandchargesin theconstructionbudget.• Preparethesiteforconstructionofthecourts,siteutilitiesandassociatedinfrastructure includingclubrooms,seatingandshadestructures.• Constructionofthecourtsandcourtsideinfrastructureplusadjoiningcarparking, landscaping,walkwaysandfencing(whereapplicable).• Constructcourtlighting.Thedesign,layoutandLuxratingsofthislightingmustbesuitable forthetypesoftournamentstoberunatthefacility,whilstremainingasnonobtrusiveas possibleforthenearbyresidences.• Constructsafetyfencingandotherhealthandsafetyrequirements.Fencingispreferred tobegalvanizedsteelposts,frames,andgates,withPVCcoatedwiremeshto preventcorrosion.• Note:Theselectionofthecontractorandasuitableconstructionmethodiscrucialto avoidpoorworkmanshipandanycontractorshouldhaveextensiveexperienceinthe construction of sports court surfaces.

AMIAucklandNetballCentreTheAucklandNetballCentreislocatedonMorrinRoadinthesuburbofTamaki,Auckland.AsofMay2013itisthelargestnetballcentreinNewZealandandishometoapproximately28,000members.Itprovidesnetballfacilitiesforplayersofallagesandlevels,andisalsoadiversecommunityfacilityprovidingforarangeofsportingcodes.It’sfloodlightingovertheoutdoorcourtsenableoutdoorgamesandtrainingsessionsthroughouttheseason.

TheAucklandNetballCentrehas30outdoorcourtsintotalandfloodlightingthatenablestrainingintotheevening.19oftheoutdoorcourtsaredualmarkedfornetballandtennis.Ithassufficientspacearoundthecourtstoenablefutureadditionstotheoutdoorfacilitiessuchasadditionalseatingandcoveredcourt facilities.

Theindoorcourtfacilityincorporatesafurther3courtspluschangingroomfacilities,anadministrationarea,meetingroom(s),andacafe.Thefloorlevelofthefacilityadjacenttothecourtsiselevated,whichallowsgoodviewingoverthecourtsfromthecentralboxforspectators.

Appendix 2: Christchurch Netball Centre Case Study

TheChristchurchNetballCentrehas34outdoorcourtsintotalandfloodlightingthatenablestrainingintotheevening..

TheBenchofficialboxesalongsideCentrecourt,withspectatorseating.Thedistancesbetweenthecourtsidelineswithallrefurbishedcourtsatthisfacilityareapproximately3metresapart.

HAWKE’S BAY NETBALL CENTRE Hawke’s Bay Regional Sports Park – Percival Road – Hastings The Hawke’s Bay Netball Centre is located at the 30 hectare Hawke’s Bay Regional Sports Park located at the Hastings end of the Napier / Hastings expressway. The park is developing into a major sporting hub. In addition to the Hastings Pak n Save sponsored Netball Centre the Park has an internationally accredited athletics track and grandstand, 8 sports fields and car parking for 600 vehicles. Further developments for 2013 include a hockey turf and a cycle skills course. Hawke’s Bay Netball Centre was established in December 2012 and is a result of the amalgamation Napier, Hastings and Central Hawke’s Bay Centres. Hawke’s Bay Netball caters for approximately 5000 netballers. It provides opportunities and facilities to various ages and abilities. Hawke’s Bay Netball also manages the Napier and Central Hawke’s Bay venues. The focus of this case study is the Hastings venue. Hawke’s Bay Netball is in the process of developing a Strategic Plan, Vision and Mission.
