Data Literacy• The complex landscape, limited data availability, and numerous data sources result in a high learning curve for those needing to understanding the program

and reporting requirements. When this occurs, decision-makers rely less on data and more on intuitive to drive major business decisions

Methodology• Not only has the program evolved overtime due to updated disparity studies and different interpretations of the local laws, but the Comptroller’s Office

produces its own assessment based on its own interpretations of LL1 and LL129
