DESCRIPTION
On May 27, 2010, President Gloria Macapagal-Arroyo signed into law Republic Act No. 10121 or the "Philippine Disaster Risk Reduction and Management Act of 2010," and its Implementing Rules and Regulations was signed on September 27, 2010 by Defense Secretary Voltaire T. Gazmin, chairperson of the Office of Civil Defense. The law created the National Disaster Risk Reduction Management Council or NDRRMC.
