Executive Summary
Rupani Foundation is a not for profit organization registered under companies‟ ordinance 1984
in Pakistan. It is working in rural and marginalized parts of Pakistan with a core objective of
poverty alleviation through Skill Development and Early Childhood Education.
In the past years, in order to create livelihood opportunities for marginalized and vulnerable,
Rupani Foundation has implemented numerous skill development programs in partnership with
donor agencies like GIZ, USAID-SGAFP and European Union in the previous years. The
progress of these initiatives and their impact in target communities has been documented in the
past. The current report, although, is a document which brings into account the activities and
projects held in the year 2017 only. Some activities of Skill Development, however, have been
discussed in this report.
This report summarizes activities and achievements of various projects implemented by Rupani
Foundation during 2017. The Foundation is implementing four different program i) Agah
Walidain (Informed Parents) ii) Early Learning Model (ELM) Centre iii) Family Involvement in
Child Development (FICD) and iv) Project Umeed in Sindh and Gilgit-Baltistan. These programs
facilitate communities, parents, children and caregivers on early childhood development from
pre-natal to six years of age. Foundation believes in involvement of parents and communities in
early development of children to make them life-long learners.
The report is divided into three sections. The first section comprises of activities carried out
which is presented region-wise; Gilgit-Baltistan and Sindh and Punjab, where overview of
enrolled and graduated statistics in each component of ECD implemented by Rupani
Foundation is mentioned. The second section of this reports documents achievements during
the reporting year under ECD and Skill Development component. It also highlights the future
programs and projects that are in the pipeline to be executed in the upcoming year in its third
section.

AGAH-WALIDAIN-INFORMED PARENTS (AW-IP)
Rupani Foundation has implemented a variety of early childhood programs that support
children and families to reach their full potential and also help in overall development of
children. These activities help the families and children to develop strong bonding before and
after birth of a child. AW-IP engages the families in regular literacy activities with children which
enhance their parenting skills and enable them to develop a strong relationship with children in
early years. It provides a platform to parents especially for mothers to share their experiences
and best practices through interactive and formal sessions. At AW-IP centers, regular classes
take place on daily basis, for two hours each day. The timing of the class is set according to the
availability of the parents in a particular setting. The activities in regular classes include various
sessions on language and literacy; music and movement; art and craft; and, phonic and
storytelling. In each class, there comes essentially the mother, father, grandparent, or any
caregiver along with the child (aged 0-3 years). Each class is conducted by a Family Support
Motivators (FSMs) with the assistance of a regular volunteer of RF. The standard size of a class
at AW-IP is of 15 children. Along with regular classes, the AW-IP experts pay home visits; and,
conduct special sessions for parents, pregnant mothers, and newly married couples. The idea is
to improve family practices about child rearing and enhance family harmony for achieving the
objective of a prosperous future society.
Core Funded Centres:
Rupani Foundation is running four Agah-Walidain centers at Gilgit, Gitch, Bubur and Danyore in
Gilgit-Baltistan. These centers aim at providing the primary and optimal development of the
young children, parents, grandparents, and caregivers through influencing their developmental
outcomes.
In the year 2017, the program graduated 52 families (52 children, 52 Mothers and 52 Fathers)
from Gilgit, Gitch, Bubur and Danyore. Currently, a total of 849 individuals are enrolled in core
Agah-Walidain programs. Among these 849 beneficiaries are 247 children, 244 mothers, 244
fathers, 64 grandparents, 35 pregnant mothers, and 15 newly married couples.

Community Based AW-IP Replications:
In 2009, Rupani Foundation pioneered first ever 0-3 years ECD model in Pakistan by
establishing ECD centre in Zulfiqarabad, Gilgit. The program intends to enhance involvement of
families and primary caregivers for holistic development of a child at early ages using cost
effective means and models.
Experiences of many replications across Gilgit-Baltistan and Sindh, Rupani Foundation realized
that investing in children at early ages by involving families and communities could reveal
substantial results not only in the children but within the communities. Rupani Foundation
observed a staggering difference among AW-IP graduated children and others of the same age
groups. The graduates of AW-IP were found cognitively and socially proactive with
extraordinary language and aesthetic skills as compared to other children of their ages.
Based on successful results of AW-IP pilot projects, Rupani Foundation has initiated a five year
Community Based AW-IP Replication project in Gilgit-Baltistan and Chitral supported by Mr.
Nadir Badruddin. The program will establish 45 new centres involving local communities by
2021. 9 centers have been established in District Hunza, Gilgit, and Ghizer in 2016 referred as
Year-1, whereas 9 more establishments have been carried out in 2017 (year-2); 8 in the same
districts of Gilgit region mentioned earlier and 1 in Baltistan region. Currently, there are
around 857 direct beneficiaries of AW-IP Replication project of year-1 and 759 in year-2, which
collectively include: 449 children (0-3 years of age), 439 mothers, 437 fathers, 214 grandparents,
57 pregnant mothers, and 20 newly married couples, whereas the number of indirect
beneficiaries is manifold. Whereas, the figure of graduated families in Year-I replications is 102.

Enrollment Status of CB AW-IP centres established in 2017 (Year-2):
Early Learning Model Center (ELM)
Early Learning Model (ELM) center, established with the objective of providing a need-
responsive and well-resourced learning environment for children, to ensure smooth transition
of the AW-IP graduates into formal schooling, has completed its second year and entering into
its third year. Over the years, ELM center has successfully enhanced its reputation and is on the
ascending path of progress. Currently there are three levels of ECD with a total enrollment of
114 students, mostly graduated from AW-IP and 6 volunteers providing their services to the centre
and children.

AGAH WALIDAIN – INFORMED PARENTS
Core Funded Centres:
Rupani Foundation is currently running four AW-IP centres at Aminabad, Mubarak, Sakro and
Muhammadabad in Sindh. 279 children, mothers and grandparents are enrolled in these centers.
Whereas 4 newly married couples are also benefiting from this program. These centers aim to provide
the primary and optimal development of the young children, parents, grandparents, and caregivers by
influencing their developmental outcome.
In Karachi, three AW-IP centres are being run under RF‟s ECD initiative. A total of 243 beneficiaries are
enrolled, which includes 74 families, 10 grandparents and pregnant mothers each, and total 1 newlywed
couple also benefitting from the program.

Community Based AW-IP Centres:
The year 2017 welcomed new and extended programs of RF mainly establishment of community based
AW-IP centres (replications) in various locations of Karachi. At this moment, 4 replication centres in
Alyabad, Al-Noor, Karim-Nagar and Leadership Academy Garden are being operational with current
enrollment of 64 families altogether. Total number of beneficiaries including grandparents, pregnant
mothers, and newlywed couples is 212.

During Chairman‟s visit to Pakistan, the inauguration of two centres in Punjab; Golden Jubilee
Cooperative Housing Society (GJCHS), Rawalpindi and Sargodha, also came into being apart from the
opening ceremonies of AW-IP replication centres in Karachi. Owing to the fact that the centres in
Punjab region are newly established, the enrollment is less as compared to the rest of the centres but
with time enrollment is expected to be increase which is possible by motivating and convincing the
families through awareness sessions and many such programs alike. Right now, a total of 75 people are a
part of the program and benefitting from it.

Mobile ECD Truck
A unique step of RF in which it strives to provide ECD services to underprivileged and
underserved communities at their door steps. This initiative was launched in the year 2017 and
is currently benefitting 266 individuals among which there are 84 families. The idea and
execution of Mobile ECD Truck received high appreciation from not only families but the
donors and stakeholders during the demonstration session in Islamabad in the month of
November. It has started its coverage to up to 8 locations at the moment and will start new
venues soon in Karachi, while the data of 5 initial locations is given below:

Umeed (Hope)
Project Umeed (Hope) is a grass-root level Montessori based ECD program for the age group of 3-7
years. ECD plays vital role in development of children. Special involvement of parents and a care giver is
necessary for child development. Custom designed curriculum has been developed for Umeed project
from the best practices of Montessori, ECD programs.
The project Umeed covers four early age groups including ECD-1for children of 3-4 years; ECD-2 for
4-5 years; ECD 3 for 5-6 years; and, ECD 4 for 6-7 years age group. Currently 6 UMEED centers are
running in community
based schools under the
umbrella of Rupani

Family Involvement for Child Development (FICD)
Family involvement means that families work together with caregivers and teachers to create an
atmosphere that strengthens learning both at the program center and in the home. Parents and families
have the most direct and lasting impact on children's learning and development of social competencies.
When parents are involved, students achieve more, exhibit more positive attitudes and behavior, and
feel more comfortable in new settings. FICD is basically Montessori based ECD program for the children
of age group of 3-5 years. Parents/caregivers are actively involved in FICD class activities.
Rupani Foundation is running five FICD centers in remote areas of Sindh. The total direct beneficiaries
of FICD project are 114. In FICD, RF conducts sessions on weekly basis for both parents and children.
The sessions are divided into three categories known as beginners, Intermediate and advance. Main
focus in FICD sessions is on brain development, nutrition, health and hygiene.

EARLY CHILDHOOD DEVELOPMENT
During the year 2017 some of the following major achievements were carried accomplished
ECD Programmes in GB, Sindh and Punjab.
GILGIT-BALTISTAN REGION
AW-IP Gilgit:
Establishment of Community Based AW-IP Centres for Year-II: During 2017, RF
management team conducted dialogues and meeting with councils, local bodies,
communities and parents to ensure the understanding of the AW-IP model prior to setting
up new AW-IP centres. To ensure the in-depth understanding of the model and the
importance of ECD I – III, the team conducted awareness sessions for parents and
communities at each Jamat Khanas of relevant AW-IP Centres. During recruitment process,
ECD team also assisted councils and communities and helped FSMs in setting up the physical
environment of AW-IP Centres. Details of 9 centres for 2017 are as below:

Meeting with Partner Organization: RF had an extensive meeting with Plan
International Pakistan representatives eagerly wanting to know about AW-IP model under
RF‟s ECD intervention. A visit to AW-IP Gitch was also carried out where the guest team
commended the programme in a debriefing session. RF and Plan mutually agreed on
exchanging technical support wherein RF will train Plan‟s Lady Health Workers and Plan will
support RF in strengthening Health and Nutrition component as a new initiative.
Training on Capacity Building for FSMs: A month long AW-IP training conducted for
the newly appointed FSMs for replication centres and existing untrained RF FSMs, a number
of 26 FSMs attended the course at AW-IP centre Gilgit. The purpose of the course was to
enhance their understanding about child development and practical exposure regarding
AW-IP model. It was focused on theory and practical aspects; in morning session the
participants were practically involved in classroom practices and in the afternoon theory
session were discussed.

Refresher Courses for FSMs of Year-I (2016): Two workshops were conducted for
the FSMs of year 2016. The purpose was to share good practice and challenges and to share
the recent developments in daily practices.
Curriculum Guidelines for AW-IP Programme: Under the guidance of CEO RF
Pakistan and CEO ECDNP, ECD team drafted AW-IP curriculum guidelines aligned with the
current practices and existing guidelines, and has been shared to ECO ECDNP for further
processes.
Development and Finalization of Tools: AW-IP and MER team developed and finalized
the tools for assessment of different activities including training evaluation tool, follow-up
visits format, admission form, registration form, child assessment formats for different age
groups, classroom observations checklist and MER.
Maintenance of Students’ Record: In each centre the record of students was partially
maintained, ECD team managed and maintained the record since 2009.
Setting up Learning Environment: According to the nature of age group age relevant
material was displayed in the classrooms which attracted and engaged the interest of
children and parents as well.
Follow-up Visits: The academic team made follow-up visits to each centre in GB to
support FMS in daily routines and discuss good practices and challenges, during these visits
ensured the language, confidence, discussions with mothers and ECD committees.
Introduction of “Me and My Dad” Session: Fathers play vital role in their child
development, previously sessions were conducted for fathers in AW-IP centres, and this
year we spared a day in which fathers were supposed to be active participants in daily
routines. The purpose of this activity was to ensure their role, to make them aware of
dealing children in different activities, to make them aware of the daily routines and
understand the key messages on child development.
Music and Chinese Language Sessions: Four staff members have been trained in music
and Chinese language. An initial training consisted of three months have been given to two
staff of AW-IP Zulfiqarabad and ELM Centre Zulfiqarabad. Chinese language has been
introduced in classes where children, teachers and mothers have started to learn the basics
of the language. However, music classes will be started as soon as the procurement of
instruments is done.
National and International Events: To bring forward children‟s hidden potentialities,
national and international events, e.g. plantation day, environmental day, hand washing day,
children universal day have been celebrated in centres, which boosted the confidence and
creativity of the children. This also links a student to global practices and gives a thought of
awareness.
Quarterly Meetings with RF Management: There have been internal meetings of ECD
team with RF staff at Core Office in Management Review Meeting to discuss the progress,
issues and upcoming activities.

ELM Centre Gilgit:
Annual Action Plan and Academic Plan: Annual action plan and annual academic plan
for 2017 were developed and implemented focusing on weekly and monthly based. At the
end of each week themes/topics for next week were planned and taught.
ECD Teacher Training: Four newly appointed and untrained ECD teachers were sent to
attend Montessori training at RF Hyderabad for four months. The objective was to give the
basic knowledge and skills in Montessori teaching approach. In this training supporting
material especially material on language (language packages) were developed to ensure
proper implementation of topics and themes during classroom practices.
ECD Section-C: Due to the high influx of applications for admissions in ECD-I at ELM
Centre Zulfiqarabad, another section named as “Section-C” was introduced which led to an
increase in the overall strength of students from 53 to 114.
Increase in fee: Increased tuition fee which covers stationary, registration fee, heating fee
and admission fee.
Ongoing Support: Academic staff provided ongoing support during classroom practices in
content and methodology; they also provided teaching and learning material and support in
their teaching.
Trainee Teachers: To assist class teacher, trainee teachers were hired in all classes. This
practice seemed effective to manage classes while focusing on students‟ individual needs.

SINDH & PUNJAB REGION
It is the year 2017 in which Rupani Foundation South office has scaled up its Agah Walidain-
Informed Parents (AW-IP) programme beyond Hyderabad Region. RF South Office established
9 AW-IP centers in Karachi metropolis and Punjab in two phases. In the first phase, early 2017,
RF South established 3 centers in Karachi: Al Azhar, Jiwani and Gulshan e Noor. In the second
phase, in September 2017, six more AW-IP Centers, 4 in Karachi and 2 in Punjab, and a mobile
ECD service has been established. Overall, the extent of RF South to beneficiary parents and
children has reached up to 700. Currently, mobile ECD truck is reaching to 8 locations and
benefiting more than 80 families (mothers and children) who live in low income areas in
Karachi.
Following are the highlights of progress made in the year 2017:
Good Working Relationship: Good working relationship has been built with
Community Institutions at regional and local level in Karachi, Hyderabad and Punjab.
Introducing Community Based Approach: Introduced Community Based (CB)
approach in Karachi and RF remained successful in its implementation by convincing
community leaders.
Consultative Meetings: RF South team conducted series of consultative meetings with
National, Regional, Local and community level to introduce and orient about ECD and Agah
Walidain programme.
Awareness Sessions: RF South team conducted more than one sessions in potential
locations in Karachi to create awareness about ECD and Agah Walidian programme in
consultation with portfolio offices of 4 Local Councils (LEBs, AKSWBs and One Window
Operation Projects) and building maintenance committees.
Formation of ECD Committees: Motivated community and formed 4 ECD
Committees to run the Community Based AW-IP centers.
Establishment of AW-IP Centres in Sindh Region: Established AW-IP centers in
South region and 4 Community Based AW-IP centers in Karachi.
Establishment of AW-IP Centres in Punjab Region: During Chairman‟s visit to
Pakistan, 2 Community Based AW-IPs centers in Punjab (Golden Jubilee Colony, Rawalpindi
and Sargodha) were inaugurated.

Mobile ECD Truck: Introduced first ever mobile ECD service in Karachi. Mobile ECD
truck currently covers 8 locations in Karachi (Gulzar Rahim, Gulzar Hunza, Gulzar Hussain,
A.Hameed colony in Metroville, Korangi, Evershine, Kharadar and Laasi Lee Market).
Comprehensive insurance of mobile ECD truck with insurance company SPI has been done
to provide financial coverage in case of loss and damage.
Orientation and Presentation of Mobile ECD: for NGOs with facilitation of ECDNP
(Open society Institute), Plan Pakistan, JICA, SPARC, UNICEF, Regional Council for South,
Little Fellows, Edu. Advisor visit and AIOU in Islamabad between October 30, 2017 and
November 9, 2017. Interview of Academic Coordinator Ms. Laila and mobile ECD session
was broadcasted live by FM POWER 99 on 30th and 31st October 2017. ECDNP facilitated
the mobile ECD presentation, CEO and PM South also present.
AW-IP Teachers Training: Hired with ECD committees and trained 16 Family Support
Motivators (FSMs) teachers and 8 Volunteers for newly established AW-IP.
UMEED Teachers Training: Under UMEED programme, 29 ECD teachers of CBS
Tando Mohammad Khan and CBS Tando Bhago have been trained in the month of October,
2017 and RF's UMEED programme syllabus has been implemented in its true spirit.
Technical and academic support from Academic Coordinators to Agah Walidain, FICD and
UMEED teachers are being given to implement the programme as per plan.
Expansion of Mobile ECD Truck Facility: Working is on progress on mobile ECD
service to Punjab with LEB Multan and LEB Sargodha and feasibility report has been
submitted to CEO.
Agreement with LC Tando Turel: To bring improvement in troubled AW-IP centers of
Tando Bhago and Mohammadabad in Thatta area agreement has been shared with Local
Council Tando Turel.
Visit of Knowledge for Children (US) Team to RF centres: 5 team members from
Knowledge for Children (US), a partner of RF visited AW-IP centers in Hyderabad and
Karachi, and paid a visit to Mobile ECD Unit and appreciated the efforts of RF. Dr. Shehnaz
Rajpari conducted short session mothers on health, hygiene and gynecology related issues.
They also visited CBS Khyber where RF conducted one-week Umeed training for teachers
from two CBS schools, Khyber and Shah Ali. Nooruddin Rupani and Dr. Shehnaz made
motivational speeches about education of parents and children. Meetings were also
conducted where KC team assured of providing financial support for establishment of AW-
IP centre in Metroville, in addition to that it promised to provide resources to initiate
nutrition programme as incentive. Nooruddin Rajpari and his team promised with
community of Al Noor to provide scholarships for higher education and will resolve water
scarcity issue.
Visit of Chairman’s Family to RF centres: Family of Honorable Chairman visited
mobile ECD in Korangi on 14th November 2017 and appreciated the ECD services.

Pilot Project of AW-IP in Badin: RF got one year funded pilot project from Foundation
for Open Society Institute (FOSI) title "Introducing Agah-Walidain (informed parents) (AW-
IP) approach in the government schools in Sindh" for district Badin, Sindh.
Record Maintenance: Students‟ data has been computerized with complete information
in fields which will help us to track the record. Also, computer based format for attendance
has been developed, collection of attendance data is in practice and being shared with
Chairman on bi weekly basis.
SKILL DEVELOPMENT
During the reporting year, though projects under skill development component have been
completed successfully, one of the enterprises in Summayar Nagar out of many project
locations has been handed over to the local organization namely Tanzeem Khair-ul-Amal. This
is a yearlong contract under which trained individuals and equipment provided by RF has been
ceded to the organization. In this centre, trained individuals make gems products, which is a
source of income generation for them.

HIGHLIGHTS OF MAIN EVENTS IN
2017
Jubilee Cooperative Housing Society, Rawalpindi.
A Grand Opening Ceremony was also organized
to celebrate the achievement of launching new ECD centres and mobile unit. A massive
participation of community members, Local
Council representatives, RF board members and
the parents was seen at the event, where
parents also participated. Mr. Chairman shared
his thoughts on ECD and its significance, while
the Chief Guest of the event highly appreciated
the initiatives of Rupani Foundation.
It is mandatory to mention RF South team's
efforts including FSMs, who diligently worked to
finalize the establishment of AW-IP centers with
installation of necessary ECD material including
mobile ECD truck. 20 FSMs were trained in the
two-week training, who already started
conducting regular sessions in each centre and
mobile ECD truck before the inauguration
ceremonies.
National Conference on Early Childhood
Care and Education (ECCE) Pakistan
The first ever National Conference on Early
Childhood Care and Education (ECCE) in
Pakistan was organized by The Ministry of Federal
Education and Professional Training, in
collaboration with Early Childhood Development
Network of Pakistan (ECDNP), and key partners including Rupani Foundation, Allama Iqbal Open
University, UNICEF, UNESCO, JICA, PLAN
International, Foundation Open Society Institute,
PARWAAN and POWER 99 Foundation. It was a
two-day event which took place on 27th March
2017 and ended on 28th March, 2017.
The theme of the conference was: „Envisioning
Holistic Early Childhood Care and Education for
Pakistan: Creating an Equitable, Pluralistic and
Sustainable Society‟. The main objective was to
bring all ECCE stakeholders to one forum and
instill the sense of networking and collaborations
by reviewing the current status of ECCE in
Pakistan and to collaboratively share the lessons
learnt and best practices during the course to
expand and improve it in the future, and also to
disseminate it with wider audience.
Inauguration of New Community Based
AW-IP Centres in Sindh and Punjab Region
Chairman Rupani Foundation, Mr. Nasruddin
Rupani visited Pakistan during the month of
September 2017, to inaugurate several
Community Based AW-IP centres in Karachi and
Punjab, and one Mobile ECD Unit in Karachi. Four
Community Based AW-IP centres were
inaugurated in Karachi in Al-Noor, Alyabad,
Karim-Nagar and Garden, and Mobile ECD Unit in
Metroville, while two centres were inaugurated in
Punjab; one in Sargodha and one in Golden
Sponsorship for Diamond Jubilee Sports
Festivals (DJSF)
Rupani Foundation during Diamond Jubilee
celebration sponsored Diamond Jubilee Sports
Festival (DJSF). The Phase-I of the event took
place on 25th November, 2017, where around
800 participants & more than 1000 spectators witnessed the festival at Jinnah Sports Complex.
Volleyball (international & traditional), Track
and Field Games, Special person & senior citizen
race, Swimming, Throw Ball, Cricket, Football,
Wall climbing, Badminton, Table tennis,
Taekwondo, Chess & Basketball were played.
The event resulted in selection of participants
who would compete in the phase-II of the
event. The selected participants will represent
Central region In National DJSF games
scheduled from 4-8 February, 2018. The squad
consists of 199 players, out of which half of
them are women.
DJSF provided an opportunity for youth to
interact with people from different cultural
backgrounds. The prime focus of the event
apart from competition was to foster harmony
and inculcate a message of peace in society.

Mobile ECD: An Innovation of Rupani Foundation
Rupani Foundation is striving hard to benefit the
underserved and underprivileged communities
of Pakistan since 2007. It has set up more than
30 Agah Walidain centres in GB, Sindh and
Punjab, while more centres are in the pipeline.
Apart from the centres, RF initiated another
plan of providing ECD services to the families at
their doorstep by launching Mobile ECD truck.
The Mobile ECD facility is a simple truck
equipped with ECD materials, age relevant
books and toys, audio and video equipment
(LED), air-conditioner, learning corners and
displays with selected ECD themes, colorful and
comfortable floor seating accompanied by two
well-trained Family Support Motivators (FSMs).
It is currently targeting five under-served
colonies reaching out to around 200 families
who do not have access to any early childhood
development programme. RF is aiming to
extend this facility to as many disadvantaged
children as it could in the whole country. This
year in 2017, Chairman during his visit
inaugurated Mobile ECD Truck in Karachi,
which covers areas of Metroville, Gulzar-e-
Rahim and Korangi. This initiative has received
commendable remarks from the donors and
many stakeholders. More than 50 families are
currently enrolled and the figure is expected to
increase in the coming months. During the month of November 2017, the
Mobile ECD was taken to Islamabad for a
demonstration to its donors and ECD experts,
facilitated by CEO RF and CEO ECDNP. The
list include; Foundation Open Society Institute
(FOSI), UNICEF, World Food Programme,
JICA, SPARC, Plan International Pakistan,
Government Official, Rural Support Programme
Network (RSPN) and representatives from
Allama Iqbal Open University.
Establishment of New Community Based AW-IP Centres in Gilgit-Baltistan
In 2017, 9 communities welcomed RF's
intervention of establishing Community Based
AW-IP centres, also known as replications, in
remote areas of GB including; Phander, Darkut,
Chatorkhand, Oshikhandas, Aliabad, Hyderabad,
Hoper, Gulmit and Skardu. In this regard, two
individuals from each location were provided
with technical training on ECD and AW-IP
model of RF. These individuals after receiving
training from RF are called Family Support
Motivators (FSMs). These FSMs, after being
trained in a month long training, are responsible
for running AW-IP centres and imparting skills
taught to them to the mothers, caregivers or
attendants of the child during regular sessions
and through different awareness sessions. RF
during the month of April 2017 selected FSMs,
nominated by their respective communities, and
conducted one month training for them. This
training encompassed not only theoretical
component but also focused on practical
sessions equipping them with hands on
experience of teaching which they demonstrate
in their centres.

Case Study
Rupani Foundation in the month of October 2017 conducted a case study to assess the ground
reality of its AW-IP model and its sustainability in the village of Hasis of Ghizer district. The
purpose of conducting this study was to develop a research article for its publication in Early Childhood Care and Education (ECCE) Journal by Allama Iqbal Open University (AIOU). An

The notion of holistic Early
Childhood Development (ECD)
intervention remains far from
achieved without inclusion of
parents, caregivers and
communities. Grappling with the
challenges in prenatal and post
natal health, antenatal care,
nutrition of mothers and children
are equally important in
upbringing of a strong mind and
body. In Pakistan, ECD is
generally confined to early
learning and stimulation and
majority of interventions focus on
children between 3-8 years. Such
confinement of ECD programs to
certain group and activities
negates the essence of true Early
Childhood Development.
Contemporary researches reveal
that most rapid changes in brain
development occur from
conception to 3 years and
parental engagement at this stage
is mandatory for optimal and
holistic growth of children as 80
percent of child learning is
accredited to home
environments. Pioneering the
concept of conception to 3 years
ECD in Pakistan, RF introduced
its community based Agah-
Walidain cognitive
abilities, physical development. social skills, emotional intelligence,
ethics, parental engagement, health, nutrition and hygiene by
engaging communities in discourse of ECD. The model is specifically
designed and developed in Pakistan to address wide array of
challenges faced by children, their mothers, families and
communities. Contextualized in the Pakistani context, the model
has potential to be scaled up in rural settings with scarce resources,
poor infrastructure and limited accesses. Taking a holistic approach
towards ECD, Agah-Walidain emphasis on parental involvement
and community involvement through centre, home and community
based programs. The Family Support Motivators (FSM's) help the
communities to establish conducive environments within homes
and villages for optimal and holistic development of children. With
the participation of community based organizations, the
communities ensure financial sustainability and continuation of
Agah-Walidain Programme. In order to assess the effectiveness,
success and potential of Agah-Walidain model in remote, isolated
and marginalized setting of Hasis Village in Gilgit-Baltistan, a
research was carried out. The specific objective of the research was
to explore the potential of cost effective community based ECD
that could be extended to other parts of Pakistan. In this regard the
results revealed that it is imperative to imbue the concept of social
capital, based on integration of different stake holders of the
community including parents, community members, teachers and
other civil society agencies like Village Organizations (VO's),
Women Organizations (WO's). Thus this integration between
different stake holders and agencies makes the community based
programs like AW-IP more sustainable by generating the social
capital in terms of cooperation for mutual action to bring in long-
term sustainable change.

EARLY CHILDHOOD DEVELOPMENT
Gilgit-Baltistan Region
During 2018 the following main activities will be carried out:
One new ELM centre will be established, while the existing centre in Gilgit will be extended
in terms of infrastructure and introduction of new class of ECD-IV which will cater the age
group of 7-8 years of children.
9 new AW-IP centres will be started in different regions under replication model.
Recruitment of FSMs and procurement of material will be ensured for smooth running of
the centres.
Teacher trainings will be organised for newly recruited FSMs with contemporary knowledge
and methodologies to be able to cope with challenges that arise with every passing time.
Music and Chinese language initiatives will be expanded to other centres.
Refresher courses will be conducted for existing FSMs year-2.
Yogis will be appointed to ensure yoga practices in all centres of AW-IP.
Appointment of Principal for ELM centres.
AW-IP Curriculum Guidelines will be implemented in all centres.
Follow-up and monitoring visits will be conducted in order to know the progress made and
issues faced on ground level.
Sindh & Punjab Region
Implementation work of one year pilot project title "Introducing Agah-Walidain (informed
parents) (AW-IP) approach in the government schools in Sindh" in district Badin.
Taking Local Council Hyderabad in confidence for phase-wise shifting of AW-IP centers to
community
Introduction of nutrition, health and hygiene component in Agah Walidain programmes by
establishing partnerships with relevant institutions.
More sessions will be conducted in Karachi, Hyderabad region and in Punjab to create
awareness about Agah Walidain programme and inclusion of more and more mobile ECD
locations beyond existing 8.
Scaling up programme Family Involvement in Child Development (FICD) by introducing it in
two centers, Al-Azhar and Jiwani in Karachi.
Establishing more AW-IP centers in potential areas in Karachi like Rahimabad, Metroville
and other areas where community demanded.
Extension of mobile ECD centers in Punjab region and work is in progress through Local
Council and LEBs.

SKILL DEVELOPMENT
Skill development has been one of the main thematic areas of RF and for that purpose RF plans
to run it for a longer term by executing the divestment process of gems centres in Gahkuch,
Hunza and Danyore. It plans to run gems centre in Danyore commercially where revenues
would be generated and help the centre in its long term sustainability.
