Mr. John P. Ahearne, ChaixmanU.S. Nuclear Regulatory Commission,1717 "H" Street N.Q.'Vashington, D.C. 20555

Dear Mr. Ahearne:

RE: LICENSING DIABLO CANYON AND SAN ONOFRE NUCLEAR PLANTS

Let's get on with the licensing of the above two nuclear plants. AsA California resident, I am increasingly perturbed by this delay, which is resulting in higher than necessary. energy costs.

Besides the high cost of energy, in these days of monetary concerns,it is shameful to have these million dollar investments sitting idle. Our Governor Brown and his "anti-nuke" hysteria, along with the"environmentalist" lobby, have had their way long enough. Now, letthe people —the voters, who have repeatedly approved nuclear powerin the state —be listened to and complete the licensing of theseplants.

r'I

Also, it is'important to get on with the building of other nuclearinstallations. Qe could be energy efficient if the voices of the

ority of the people were heeded instead of the rabble rousingof the "anti-nuke" extremists.

Let's get on with the licensing of Diablo Canyon and San Onofrenuclear plantsf

Dear Mr. Lowery:

I am vrriti'ng this letter to all San Diego area congressional re-presentatives in the expectation that some combined action willbe taken on the problem discussed below.

Dr., Joseph M. Hendrie, recently reinstated as acting Chairman ofthe Nuclear Regulatory Commission'~ has now,'expressed himse1f asfavoring a simplified and expedited"process. for the licensing ofnuclear power plants, Such a process is urgently needed and nomore critically so than in Californian Here the Diablo Canyon andSan Onofre Nuclear Stations are hopelessly. caught m~ bureaucraticfoot-dragging and anti,-nuke intervenor mischief~

Diablo Canyon units (2) are now ready for operation, in fact, UnitNo. 1 has been ready for the loading of fuel for the past 5 years.

I' p 5 ~

The loss of this station~s production is now costing the Rate-payers in the P. G. and E. service area 52 millions per day for"the purchase of replacement power plus an additional 30.5 millionsper day for interest charges

And the situation at San Onofre is rapidly moving into the samelevel of unnecessary fiscal burden to the San Diego community. The 1atest', nevrs, out of NRC is that the final licensing hearinghas been postpone'd to early 1982

'leasetake imm'ediate steps, if possible through the entire Cali-fornia congrec™ional delegation, to stiffen Dr, Hendrie~s back-bone and expedite the licensing of our California nuclear stations.

Xncidentally, throughout the Nab/on we novr have ll nevr plants idlevrhile NRC simply. procrastinat'es - 11,000 Mals total capacity, energyequivalent 100 million barrels of OPEC oil per year. This is anational scandal.'ncerely,

4george P. dd,,F llovr
