Foreword
Biodiversity is the comprehensive web of life on the planet Earth. It manifests itself at species,genetic and ecosystem levels. Biodiversity is vital to sustaining the living networks and systems thatprovide us all with health, wealth, food, fuel and the vital services our lives depend on.
Humans are an integral part of nature's rich diversity and are on top of the pyramid of evolution.Intense human activity is by far the prime reason for the loss of biological diversity at an alarmingrate. These losses are irreversible and leave us all impoverished. Conserving biodiversity is basic toour survival and well-being. It is our prime concern and bounden duty to protect this naturalendowment to be passed on to our children and grandchildren.
India has a hoary past with great reverence to nature. The spirit of conservation and sustainable useof natural resources is deeply etched in our culture. India, therefore, is earnest in its commitmentto preserving biodiversity. Because of its firm conviction that protecting our biodiversity is a criticalnational priority as it is linked to local livelihoods of millions of people in the country, India haslaunched pioneering initiatives towards conservation of biodiversity. Sustainable use of ourbiodiversity, therefore, has both ecological and economic value.
The Biological Diversity Act, 2002 is implemented engaging decentralized regulation of activitiesthrough Biodiversity Management Committees (BMCs), State Biodiversity Boards (SBBs) and theNational Biodiversity Authority (NBA), each with well-defined functions within their respectivejurisdiction. Accordingly, it is being operated at national, state and local levels, as a three-tiersystem.
I express my appreciation to the committed efforts and valuable guidance offered by the Membersof the Authority for the execution of the various functions, activities and programmes of the NBA,SBBs and BMCs. I compliment the staff of the NBA for their efforts to bring this Annual Report2009-10.
I fondly hope that the publication will offer a glimpse of the various activities carried out in theyear 2009-10. I greatly appreciate valuable comments for further improvement of the report.

1 Executive Summary
The National Biodiversity Authority (NBA)was set up in 2003 at Chennai by theGovernment of India to implement the
different provisions of the Biological Diversity Act2002 (BD Act) and Biological Diversity Rules, 2004.
The BD Act provides a legal mechanism forestablishing sovereign rights over the Indianbiodiversity and its conservation, protection againstmisappropriation, regulation of access and sustainableuse of biodiversity and associated knowledge.
The BD Act, 2002 is implemented engagingdecentralized regulation of activities throughBiodiversity Management Committees (BMCs),State Biodiversity Boards (SBBs) and the NBA, eachwith well-defined functions within their respectivejurisdiction. Accordingly, it is being operated atnational, state and local levels, as a three-tier system.
A significant progress has been made inimplementing the Act and it is believed that with thesupport, cooperation and partnership of differentstakeholders, the implementation process will reachnew heights. It will provide an exemplary mechanismfor meeting the various provisions of the Act. However,it is to be understood that it is an umbrella Act coveringthe kaleidoscopic biodiversity of the country,interfacing with many other related Acts/instrumentsand above all involving diverse stakeholdersrepresenting public, private and NGO sectors.
This report presents the progress of the NBAfor the year 2009-10. During this year, three
meetings of the authority were held and theimportant decisions taken are recorded in the report.The NBA constituted five expert committees-viz-Expert Committee on "Access and Benefit Sharing"for processing the applications received by NBA;Expert Committee to prepare guidelines for selectionand management of Biodiversity HeritageSites(BHS); Task Force (Expert Committee) forpreparation of guidelines on creating structures,running administration and maintaining of accountsand other related matters pertaining to BiodiversityManagement Committees; Expert Committee for thepreparation of Training Module for Officers staff andvarious stakeholders on legal, social, technical aspectsof implementation of various provisions of BiologicalDiversity Act, 2002; and Expert Committee forImplementing the Project for Establishing "IndianBiodiversity Information System" (IBIS). It alsoreconstituted the Expert Committee on Agrobiodiversity.
During this period, 142 applications werereceived for access of bioresources for research/commercial use, transfer of research results,intellectual property rights and third party transfer.Totally, 13 agreements have been signed. So far,11 patents have been granted on the applicationscleared by NBA. The NBA has also received a royaltyamount of ` 37.89 lakhs from the applicants whohave exported bioresources.
A special project titled "StrengtheningInstitutional Structures to Implement the Biological

Diversity Act" was launched during the year. ThisIndia-UNDP project is in operation in the States ofMadhya Pradesh and Jharkhand. Districts ofHoshangabad, Rewa and Balaghat in MadhyaPradesh and Hazaribagh and Latehar in Jharkhandhave been identified for the implementation of theproject. All the major activities of the project arepresented in this report.
NBA shifted its office from Neelankarai to anew premises at the TICEL Biopark in Taramani onAugust 19, 2009. Shri Jairam Ramesh, Hon’bleMinister of State (I/C), Environment and Forests,GoI inaugurated the new office premises. A liaisonoffice of NBA has been established in the NationalSeed Corporation campus, Pusa, New Delhi andstarted functioning since April 2009.
The year 2010 is observed as the InternationalYear of Biodiversity. The slogan for the celebrationsof the International year of Biodiversity is:"Biodiversity is life. Biodiversity is our life". TheInternational Year of Biodiversity (IYB) is a year-long celebration of biological diversity and its valuefor life on earth, taking place around the world in2010. Coinciding with the date of 2010 BiodiversityTarget mentioned in the strategic plan, the year 2010was declared as IYB by the 61st session of the UnitedNations General Assembly in 2006. TheInternational Year of Biodiversity will help raiseawareness of the importance of biodiversity all overthe world. Saving biodiversity requires an effort fromeveryone. Through activities and events in manycountries, the global community will work together
to ensure a sustainable future. The IYB celebrationstill March 31 is recorded in this Annual Report.
The Annual Accounts of 2009-10 and AnnualPlan of 2010-11 are also dealt with in the report.
The SBBs have organised workshops/exhibitions/conferences/trainings/ awarenessprogrammes, celebration of biodiversity day etc. TheSBBs in collaboration with other agencies have beenpursuing /supporting the identification of BHSs,preparation of PBRs, constitution of BMCs, in-situand ex-situ conservation including the protection ofthe threatened species etc. So far, 24 State BiodiversityBoards, 31,542 Biodiversity ManagementCommittees have been constituted in different statesand 370 PBRs have been prepared by the respectiveSBBs /BMCs. The fourth national-level meeting ofall Member Secretaries of State Biodiversity Boardswas held in Kolkata on 10-11 September 2009.
NBA has participated and also organized variousconferences, workshops, conservation mela,symposium, national seminars, policy dialogues andnational consultations for the policy makers,scientists, public and college and school students.NBA has also collaborated with relevant internationalorganisations like UNDP, GBIF, UNEP/GEF etc.for organizing consultative meetings and workshops.
Four publications, two fliers, a short english filmentitled "Deadly Neighbours" on Invasive AlienSpecies, and a table and wall calendar on biodiversitywere brought out by NBA during 2009-10.

2 Introduction
India is known for its rich heritage of biodiversity.It is one of the recognized megadiverse countriesof the world. With an area of about 329 mha,
India is seventh largest country in the world. Thevaried edaphic, climatic and topographic conditionshave resulted in a wide range of ecosystems andhabitats such as forests, grasslands, wetlands, coastaland marine ecosystems, and deserts which in turnhave contributed to immense biological diversity withlarge variation in species of plants, animals andmicrobes. Conserving biodiversity is basic to oursurvival and well-being and using it sustainably,forms part of the Indian culture and lifestyle.Biodiversity and ecosystem services provided by itcontribute to poverty eradication and nationaldevelopment.
India, a mega diversity country with only 2.4%of the land area and 4% of fresh water, accounts for7-8% of the recorded species of the world. So far,45,968 species of plants and 91,364 species ofanimals have been documented. At the global level,2, 78, 900 species of microorganisms have beendescribed so far, out of the estimated 3.75 millionextant species.
The Earth's biological resources are vital tohumanity's economic and social development. As aresult, there is a growing recognition that biologicaldiversity is a global asset of tremendous value topresent and future generations. At the same time,the threat to species and ecosystems has never beenas great as it is today. Species extinction caused by
human activities continues at an alarming rate. Inresponse, the U.N. Convention on BiologicalDiversity (CBD) was adopted during the EarthSummit on June 5, 1992. It is the mostcomprehensive international agreement coveringdifferent aspects of biodiversity.
The objectives of CBD are the conservation ofbiological diversity, the sustainable use of itscomponents and the fair and equitable sharing ofthe benefits arising out of the utilization of geneticresources, including appropriate access to geneticresources and by appropriate transfer of relevanttechnologies, taking into account all rights over thoseresources and to technologies, and by appropriatefunding. India is committed to contributing towardsachieving the objectives of the CBD. Globally, 193countries are parties to the provisions of CBD. Indiaas a party to this convention, has implemented thisby enacting Biological Diversity Act in 2002 andBiological Diversity Rules in 2004.
India has participated in all major internationalevents on environmental issues, since the StockholmConference on Human Environment andDevelopment in 1972. The country has contributedto and ratified several key multilateral agreementson environmental issues, including the Conventionon Biological Diversity (CBD). Pursuant to theCBD, following a widespread consultative process,a National Policy and Macro level Action Strategyon Biodiversity was developed in 1999, to consolidateand augment the existing strategies and programmes

relating to biodiversity. India has enacted theBiological Diversity Act, 2002, which was developedthrough an extensive and intensive consultationprocess initiated in 1994. India is one of the fewcountries to have enacted such a legislation. This Actprimarily aims at giving effect to the provisions ofthe Convention on Biological Diversity (CBD),including regulating access to biological resources andassociated traditional knowledge so as to ensureequitable sharing of benefits arising out of their use.
Taking cognizance of the provisions of the CBD,and to deal with extensive pressure on the biologicalresources, the Government of India has enactedBiological Diversity Act, 2002 and BiologicalDiversity Rules, 2004. Accordingly, national, stateand local level mechanisms have been provided forimplementation of the Act. At the national level,National Biodiversity Authority (NBA) has beenestablished by Government of India in October, 2003at Chennai (Tamil Nadu) under Section 8 of theAct. The State Biodiversity Boards (SBBs) areestablished by the State Governments while theBiodiversity Management Committees (BMC) areconstituted by the Local Bodies.The Governmentof India has developed a National Biodiversity ActionPlan in 2008.
The functions of NBA are as follows:
� Advise the Government of India on mattersrelating to conservation of biodiversity,sustainable use of its components and equitablesharing of benefits arising out of utilization ofbiological resources.
� Regulate activities and issue guidelines for accessto biological resources and for fair and equitablebenefit sharing in accordance with the sections3, 4 and 6 of the Biological Diversity Act, 2002.Certain individuals/ nationals/organizationsrequire prior approval of NBA for obtainingbiological resources and/or associated knowledgefor use.
� Take necessary measures to oppose the grant ofintellectual property rights in any countryoutside India on any biological resourceobtained from India or knowledge associatedwith such biological resource derived fromIndia.
� Advise the State Governments in the selectionof areas of biodiversity importance to be notified
as heritage sites and suggest measures for theirmanagement.
� NBA and SBB provide guidance and technicalsupport to Biodiversity ManagementCommittees (BMC) for preparing People'sBiodiversity Registers (PBR).
� Perform such other functions as may benecessary to carry out the provisions of this Act.
The SBBs are established by the StateGovernments by official gazette notification inaccordance with Section 22 of the Act. For the sevenunion territories, NBA or authorised body exercisesthe powers and functions of SBB.
The SBBs are established by the StateGovernments with a Chairperson, five ex-officiomembers representing the concerned departmentsand five members appointed from experts in mattersrelating to conservation of biological diversity,sustainable use of biological resources and equitablesharing of benefits arising out of the use of biologicalresources.
The functions of SBB are as follows:
� Advise the State Governments, subject toguidelines issued by the Central Government,on matters relating to conservation ofbiodiversity, sustainable use of its componentsand equitable sharing of benefits arising out ofutilization of biological resources.
� Regulate by granting approvals or otherwiserequest for commercial utilization or bio-surveyand bio-utilization of any biological resourceby Indians;
� Perform such other functions as necessary tocarry out the provisions of this Act or asprescribed by the State Governments.
Local bodies constitute the BMC in accordancewith Section 41, within their area of jurisdiction forthe purpose of promoting conservation, sustainableuse and documentation of biological diversityincluding preservation of habitats, conservation oflandraces, folk varieties and cultivars, domesticatedstocks and breeds of animals, microorganisms andchronicling of knowledge relating to biologicaldiversity. BMC is constituted in accordance withBiological Diversity Rule (22.1) of the Act. It consistsof a chairperson and six persons nominated by the

local body, of whom one third are women and 18%are scheduled castes/scheduled tribes.
The functions of BMCs are as follows:
� Prepare, maintain and validate People'sBiodiversity Register (PBR) in consultation withthe local people. The BMC is to maintain aRegister giving information about the detailsof access to biological resources and traditionalknowledge granted, details of the collection feeimposed and details of the benefits derived andthe mode of their sharing.
� Advise on any matter referred to it by the StateBiodiversity Board or Authority for grantingapproval, to maintain data about the local vaidsand practitioners using the biological resources.
National, State and Local level biodiversityfunds, for channeling benefits to benefit claimers,conservation and promotion of biological resourcesor knowledge associated and socioeconomicdevelopment of these areas, are respectivelyestablished under Sections 27, 32 and 43 of the Act.
The important roles of central and stategovernments are as follows:
� Establish National Biodiversity Authority, StateBiodiversity Board and Biodiversity ManagementCommittee.
� Develop national strategies, plans, programmes forthe conservation and promotion and sustainableuse of biological diversity.
� Issue directives to the concerned StateGovernments to take immediate ameliorativemeasures for protection of biodiversity richhabitats, threatened by overuse, abuse or neglect.
� Integration of the conservation, promotion andsustainable use of biological diversity into relevantsectoral or cross sectoral plans, programmes andpolicies. Endeavour to respect and protect theknowledge of local people relating to biologicaldiversity, as recommended by the NBA.
� Assess the impact of projects on environment andbiodiversity, and regulate, manage or control therisks or adverse impact of use and release of livingmodified organisms on conservation; andsustainable use of biological diversity and humanhealth.
� The Central Government may, in consultationwith NBA: a) notify threatened species andprohibit or regulate their collection, rehabilitationand conservation, b) designate institutions asrepositories for different categories of biologicalresources and c) exempt certain biological resourcesnormally traded as commodities.
� State Governments in consultation with the localbodies, notify biodiversity heritage sites, framerules for management and conservation of all theheritage sites (in consultation with CentralGovernment) and launch schemes forcompensation /rehabilitation of affected people.
Shifting to TICEL Biopark
NBA shifted its office from Neelankaraito a new premises at the TICEL Biopark inTaramani on August 19, 2009 which was inauguratedby Shri Jairam Ramesh, Hon'ble Ministerof State (I/C), E&F. Prof. M. S. Swaminathan,Chairman, MSSRF, Chennai, Shri Sundararaju,I.F.S., Principal Chief Conservator of Forest and ChiefWildlife Warden, Tamil Nadu Forest Department, ShriA.K. Goyal, I.F.S., Joint Secretary, MoEF, New Delhi,Dr.S. Subramanian, Member, NBA, Shri C. AchalenderReddy, I.F.S., Secretary, NBA and other dignitaries werepresent and graced the occasion.
Liaison Office in Delhi
As the NBA has to liase with differentdepartments/ministries/organizations etc., located inDelhi, the need for establishing Liaison office of NBAhas been highlighted in different meetings of theAuthority. The NSC offered the space for office andIARI has offered two Type-I quarters for guest room/staff. Accordingly, the liason office has been establishedin the National Seed Corporation (a Govt. of Indiaundertaking) campus, Pusa since April, 2009.

Foundation Day 2009
A simple funcation was held to celebrate theseventh Foundation Day of NBA on October 1, 2009at its new premises in TICEL Bio Park. Prof. T.N.Ananthakrishnan, former Director of Zoological Surveyof India, who was the chief, delivered the FoundationDay lecture. Shri C. A. Reddy, Secretary of NBA,welcomed the gathering. Dr. P.L. Gautam, Chairman,NBA, gave a talk on biodiversity of India and related
issues and felicitated the chief guest. Shri C. AchalenderReddy gave a welcome address and Dr.K.Venkatarman,Sr. Consultant, gave a presentation on reminiscencesof NBA. Hon'ble Justice P.Bhaskaran, Retired Judge,Chairman, Loss of Ecology (P&PC) Authority,Shri T.S.Srinivasamurthy, I.F.S., Director, Departmentof Environment, Govt. of Tamil Nadu,Dr.A.G. Ponnaih, Director, CIBA, Dr. Kasim, Scientist-incharge, CMFRI, Dr.G.Thirumalai, Officer-in-charge, SRS, ZSI Dr. Remadevi, Officer-In-charge,MBS, ZSI, and other officials of various scientificdepartments/institutions attended the programme.Smt. S. Padmavathi, Administrative Officer, NBA,proposed a vote of thanks.
Celebration of International Year of Biodiversity 2010
The International Year of Biodiversity (IYB) isa year-long celebration of biological diversity and itsvalue for life on earth, taking place all over the worldin 2010. Coinciding with the date of the 2010biodiversity target, the year was declared as IYB bythe 61st session of the United Nations GeneralAssembly in 2006. The International Year ofBiodiversity will help raise awareness of theimportance of biodiversity all over the world. Savingbiodiversity requires an effort from everyone.Through activities and events in many countries, theglobal community will work together to ensure asustainable future.
Main Goals
The celebrations of the International Year ofBiodiversity are a unique opportunity to raise publicawareness about the vital role of biodiversitysustaining life on Earth, supporting ecosystemservices and of its importance to human wellbeingand poverty reduction. The main goals of the IYB,2010 are to:
� Enhance public awareness of the importance ofconserving biodiversity and of the underlyingthreats to biodiversity
� Raise awareness of the accomplishments to savebiodiversity that have already been realized bycommunities and governments
� Promote innovative solutions to reduce thethreats to biodiversity
� Encourage individuals, organizations andgovernments to take immediate steps to haltbiodiversity loss, and
� Start dialogue between stakeholders for the stepsto be taken in the post-2010 period.
The Ministry of Environment & Forests(MoEF), Government of India has developed a planof action for celebrating the IYB 2010. Under theguidance of the plan of action of MoEF, an ExecutiveCommittee for carrying out the plan of action forcelebrating the IYB 2010 has been constituted underthe leadership of Chairman, NBA. During thisperiod, two meetings were conducted and variousactivities have been carried out. The major eventsare as follows:-
MoEF and NBA organized a plenary session onBiodiversity and sustainable Development on Jan 7,2010 during the 97th Indian Science Congress atThiruvananthapuram, Kerala which was hosted by

the University of Kerala and Indian Space ResearchOrganisation. About 2000 participants fromGovernment departments, academic institutions,scientific institutions, and non Governmentalorganizations took part in it. Dr.P.L. Gautam,Chairman, NBA welcomed the participants andintroduced the theme of the session to the participants.In the inaugural session Dr.G.Madhavan Nair,General President, ISCA Guests of Honour, gave hisinaugural address and released the Compendium ofBiological Diversity Act, Rules and Notifications.Dr.R.S.Paroda, Former Director General ICAR &Secretary DARE, Govt. of India released thepromotional materials of the NBA as a part of thecelebration of the International Year of Biodiversity.It was informed that the Union Minister ofEnvironment and Forests, Govt. of India has launchedthe Indian celebration for IYB 2010 by releasing the
biodiversity resource materials in Delhi on 4th January2010. After inaugural session, the technical session waschaired by Dr.R.S. Paroda and co-chaired by Prof.S.Jana, Emeritus Professor, Canada. In this session12 papers were presented from various Governmentorganizations, NGOs and academic institutions onvarious topics relevant to biodiversity and itssustainable development. The event was supportedby the UNDP.
The MoEF and NBA are also organizing variousevents like seminars, exhibition, campaign,conferences, consultations, competitions, institutionof rewarding mechanisms for biodiversity conservers,awards and awareness generation among theresearchers, students, scientists and general publicabout the importance of conserving and protectingthe biodiversity.

MoEF and NBA in partnership with agencieslike UNDP are also extending catalytic support forthe celebration of IYBD, 2010. As part of the IYBD,the Gujarat State Biodiversity Board organizedawareness workshops and camps from February 23to March 27, 2010 . These efforts were focused ongenerating awareness on biodiversity conservation,Biodiversity act and formation of BMCs. These wereheld at Rajpipla (Narmada district), SPIPA,Ahmedabad (Ahmedabad district) , Umarpada ( Suratdistrict), Vijaynagar (Sabarkantha district), Junagadh(Junagadh district) .
The Jharkhand Biodiversity Board organizedpublic awareness workshop on Biodiversity andConservation in Jalima Village, Hazaribagh, onJanuary 24, 2010. The workshop included severalactivities including Rakshabandhan (tie ofprotection) for trees; Quiz competition for students;Displays of banners and statues, as well as a film show;Speeches by local experts and villagers; and Culturalprogramme with songs and poetry by locals on thetheme of biodiversity conservation. Winners of thecompetitive events were given prizes, sponsored byan NGO.
On February 13, 2010, a campaign for creationof awareness regarding biodiversity and conservation,was launched at Nature Interpretation Centre, Betla,Latehar. During the campaign, special sessions wereheld with presentations on general biodiversity and
on the biodiversity of the district. People'sBiodiversity Register (PBR) and Biodiversity Act werediscussed. An open forum with a question answersession was also organized during which queries wereraised and suggestions were given by the professorsand experts who participated in the session.
An Awareness creation and training on PBR inHazaribagh district was held at Rajderwa, Hazaribaghon March 20, 2010. Participants in the programmeincluded EDC Members of 4 villages namely- Horia,Donaikala, Lotwa, Kayle and forest officials andvillagers. Among the topics discussed were generalinformation on Biodiversity, Biodiversity Act and itsimportance, Sustainable use, conservation andequitable benefit sharing of biodiversity and PBR.
Awareness creation and training programme onPBR in Latehar district was held on March 26, 2010.The training program was conducted at ForestNursery, Kechki, Latehar. The participants includedEDC Members of Kechki East and Kechki Westvillage and the villagers. The topics for trainingincluded general information on Biodiversity,Biodiversity Act and its importance, Sustainable use,conservation and equitable benefit sharing ofbiodiversity and PBR.
To mark the International Year of Biodiversity,the Madhya Pradesh Biodiversity Board organized aspecial awareness generation and orientationprogramme for students and biodiversity conserverson 5 January 2010 (IYB-2010). The programme wasconducted in association with Capital ProjectAdministration (CPA). School children, biodiversityconservers, Government officials and staff of CPAactively participated in the programme. A radioprogramme, "Chalti Rahe Zindagi", was aired onJanuary 10, 2010. A seminar on IYB 2010 wasconducted on January 11, and a moving tableau wascreated depicting Biodiversity of Hoshangabad andthe need for its conservation, as participation of the

Republic Day Parade held at the District Stadium,Hoshangabad. The tableau was awarded the first prize.
The Manipur State Biodiversity Board meetingwas held on January 25, 2010 as part of IYB 2010celebrations, and several important proposals includingthe constitution of more BMCs in the State werediscussed. On February 22 and 23, 2010, a buyer -seller Meet was organized in Imphal, by the ManipurBiodiversity Board in collaboration with the Instituteof Bio-resources and Sustainable Development (IBSD)to promote medicinal plants-based livelihoodopportunities in the State. A large number ofrepresentatives of AYUSH manufacturers, growers ofmedicinal plants and local entrepreneurs attended themeeting. The meeting was also attended by somerenowned companies like Pharmexcil, Dabur,Himalayas, Natural Remedies, Century Products,Shree Dhanwantri Herbals, Herbal ResearchConsortium, Nandan Biomedics, Allen LaboratoriesLtd. etc. The meet focussed on the need for primary
processing of medicinal and aromatic plants inManipur and also stressed on strengthening thecapacity-building needs of farmers and entrepreneursengaged in primary processing. This will help in valueaddition, and also improve the safety standards andeffectiveness of the drugs.
The Mizoram Biodiversity Board launched theInternational Year of Biodiversity celebrations onJanuary 25, 2010. A programme was held at I&PRauditorium Aizawl, chaired by Dr S.S.Garbyal,PCCF & Secretary, Environment & Forests,Mizoram. The Minister for Environment & Forest,Mizoram and Chairman of the State BiodiversityBoard was the Chief Guest. The invitees wereenvironmental NGOs and members of the SBB.

3 Constitution of the Authority
The NBA is headed by a Chairperson, who is an eminent person, having the knowledge and experiencein sustainable management of biodiversity and equivalent in rank to the Secretary to Government of India.It consists of ten ex-officio members from related Ministries of Government of India, and five non-officialmembers who are experts in different aspects of biodiversity management.

4 Meetings of the Authority
During 2009-10, three meetings of the Authority wereheld and the important decisions taken are given below.
14th Authority meeting
The fourteenth meeting of the Authority was conductedon 21st July, 2009 in New Delhi. Approvals wereaccorded for (1) eligibility criteria for the post ofchairman NBA; (2) model guidelines for selection andmanagement of the Biodiversity Heritage Sites (BHS),(3) logo of NBA, (4) exemption for certain biologicalresources as normally traded commodities; (4) newprocess / procedure for disposal of technical applications,(5) model People's Biodiversity Register (PBR) and(6) establishment of expert committee on IndianBiodiversity Information System (IBIS).
The following decisions were taken during themeeting:
� After 13th meeting of Authority, considering theestablishment of SBBs in most of the States andBMCs in some of the States, NBA is consultingSBBs and BMCs (through respective SBBs) foraccess to biological resources. There was a heavypressure from researchers and private sectors fromIndia and abroad for clearance of their applications.Therefore, it was decided that a month time (30days) for SBB/BMC may be given to provideconsent, and if not received it shall be presumedthat SBBs/BMCs have no objection in accessingthe bioresources. This decision was taken as timelimit is prescribed in the Act for disposal ofapplications.
� It was decided that expert committee on access,patent, transfer of research results and thirdparty transfer and expert committee ondetermination of benefit sharing would bemerged as one committee.
� It was decided to constitute a FinanceCommittee consisting of Financial Advisor ofMoEF, one representative from NBA and onefrom the concerned division of MoEF. The sub-committee will recommend to the authority onpolicy matters involving major financialinvestments.
Shri Jairam Ramesh, Hon’ble Minister E&F gracedthe occasion by his presence in the Authoritymeeting. Shri B. S. Parsheera, Special Secretary,Ministry of Environment and Forests, Governmentof India also joined during the interaction.Prof. Madhav Gadgil made a presentation on IBIS.The Hon'ble Minister appreciated the initiative ofcreating IBIS database and directed NBA toconstitute an expert committee to guide /advise NBAin starting this project. The remarks of the Ministerwere as follows:-
� It was decided that the process of constitutionof BMC may be simplified and established in aphased manner by making panchayat samities/joint forest management committees/eco-development committees as BMCs. It wasproposed that the BMC's may be initiallyformed at Samiti level.

� As a pilot project, two states may be adopted, onein the south and another in north to educate peopleon benefit sharing and collection of fee asmentioned in Act. The panchayat/BMC maycharge the fee for accessing the biological resources.
15th Authority meeting
The fifteenth meeting was held on 29th October2009 in New Delhi. The matters placed forconsideration were : (1) Recommendations of the12th meeting of Expert Committee on Access and
16th Authority meeting
The sixteenth Authority meeting was conductedon 19th March 2010 in Chennai. The matters placedfor consideration were: (1) declaration of conflict ofinterest ; (2) enhancement in funding support to NBA;(3) issues raised on Bt Brinjal and notification onnormally traded commodities; (4) amendments in the
model Agreements, (5) acceptance of voluntarycontributions to National Biodiversity Fund; (6) TaxDeducted at Source from the royalty received by NBAand SBBs; and (7) amendment of provisions underNational Biodiversity Authority (Recruitment andConditions of Service of Officer and other employees)Regulations, 2006.
� It was decided to explore the possibility ofmaking CAMPA funds available formanagement of Biodiversity Heritage Sites thatare outside the forest areas.

5 Expert Committees
The following committees were constituted bythe Authority as per Section 13 of the BiologicalDiversity Act.
1. Expert Committee on "Access and BenefitSharing "for processing the applicationreceived by NBA.
All applications seeking access to bioresourcesand/or associated knowledge for research, bio-surveyand bio-utilization (made under Section 3 by theapplicants who are not Indian citizens), also allapplications seeking transfer of research results forcommercial or otherwise, or seeking IPR oninnvention based on bioresources and/or associatedknowledge, or transfer of already accessedbioresources to others, are received by the NBA andprocessed by the Expert Committee on Access andBenefit Sharing [EC-ABS] for making suitablerecommendations for consideration of the Authority.
This expert committee, presently chaired by Dr.R. S. Rana (Member, NBA), is treated as a standing
committee and it is reconstituted periodically by theAuthority under Rule 11 as and when required. EC-ABS met on 11, May 2009 and 16-17 September,2009 and its recommendations were endorsed by theNBA in its 14th and 15th meetings, held in July andOctober 2009 respectively, and annexed to theproceedings of these meetings.
2. Expert Committee for Implementing theProject for Establishing "Indian BiodiversityInformation System" (IBIS).
Rule 12(Xiii) of Biological Diversity Rules providesfor National Biodiversity Authority to take steps to buildup database and to create information anddocumentation system for biological resources andassociated traditional knowledge through BiodiversityRegisters and electronic database to ensure effectivemanagement, promotion and sustainable uses.Accordingly, an expert committee was constituted underthe leadership of Prof.Madhav Gadgil. The committeemet and decided that the existing database of differentinstitutions/organizations/agencies may be linked in theIBIS portal by preparing metadatabase.

3. Expert Committee to prepare rules for selectionand management of Biodiversity Heritage Sites.
The Biological Diversity Act, 2002 requires theState Biodiversity Boards (SBBs) to frameguidelines/rules to declare and manage theBiodiversity Heritage Sites. Accordingly, an expertcommittee was constituted and the modelguidelines prepared by the expert committee inthe meeting held on 19.02.09 were widelycirculated and uploaded in the website. Thecomments received from different experts/agencies/SBBs were subsequently considered bythe expert committee and the recommendationsare under consideration of the Authority.
4. Expert Committee on preparing guidelines onameliorative measures for biodiversity-richareas threatened by overuse, abuse or neglect
Section 36(2) of BD Act, 2002 where the CentralGovernment has reason to believe that any arearich in biological diversity, biological resources andtheir habitats is being threatened by overuse, abuseor neglect, directives shall be issued to theconcerned State Government to take immediateameliorative measures, offering such StateGovernment such technical and other assistancethat is possible to be provided or needed.An Expert committee for this purpose wasconstituted under the leadership ofShri G.K. Prasad, IFS (Retd.) Ex-Addl. DirectorGeneral of Forest, MoEF. The committee held twomeetings and guidelines are being prepared.
5. Task Force (Expert Committee) for preparationof guidelines on creating structures, runningadministration and maintaining of accountsand other related matters pertaining toBiodiversity Management Committees
Since India is a large and diverse countrygeographically, politically, socially, culturally andeconomically, it may not be possible to have auniform approach of establishing and managingBMCs. Therefore, models which areimplementable in various states have to be evolvedand structured so that the provisions of the Act
and Rules can be implemented effectively withina reasonable span of time. EC has been consitutedfor the said purpose under the leadership ofSmt. Gayatri Ramachandran, IAS (Retd.).
6. Expert Committee for the preparation oftraining module for officers, staff and variousstakeholders on legal, social, technical aspectsof implementation of various provisions ofBiological Diversity Act, 2002.
Rule 12(ix) states that the Authority may plan andorganize training of personnel engaged or likelyto be engaged in programmes for the conservationof biodiversity and sustainable use of itscomponents. Accordingly, the EC has beenconstituted under the leadership of Shri T.C.James, Director, National Intellectual PropertyOrganisation, New Delhi.
7. Reconstitution of the Expert Committee onAgro biodiversity
Section 13(1) of the BD Act, 2002 states that theNBA may constitute a committee to deal withagro biodiversity, and Section 13(2) of the BDAct, 2002 states that NBA may constitute ExpertCommittees for the efficient discharge of its dutiesand performance of its functions under the Act.Accordingly, an expert committee on Agro-biodivesity was constituted in 2005, which wasreconstituted in Oct, 2009 withDr. R.B. Singh as chairperson. The committeemet in January, 2010 to discuss theagrobiodiversity related matters.

2. Awareness Generation
The NBA participated and / or supportedorganization of various conferences, workshops,conservation fairs, symposium, nationalseminars, policy dialogues and nationalconsultations for the policy makers, scientists,public and college and school students. TheSecretary, NBA gave a lecture on"Implementation of Biological Diversity Act2002" to the Indian Forest Service probationersand State Forest Service trainees on November22, 2009 and January 15, 2010 respectively.
The Technical Officer, NBA delivered a lectureon biodiversity and it conservation in India to theschool children of Eden Garden Baptist school,Perambur, Chennai on March 24, 2010.
He highlighted the importance of biodiversity inthe light of International year of biodiversity 2010.
4. Establishment of State Biodiversity Boards
The State Biodiversity Boards (SBBs) have beenestablished in 24 states in India. Ten states viz.Andhra Pradesh, Gujarat, Rajasthan, Karnataka,Madhya Pradesh, Manipur, Sikkim, WestBengal, Tripura, and Maharashtra have alsonotified the state specific rules in accordancewith the provisions of the Act.
5. Establishment of Biodiversity ManagementCommittee
So far, 31,542 BMCs (out of which formationof BMCs in 3969 Gram Sabhas in MadhyaPradesh are under progress) have beenconstituted by the local bodies in 14 states -Andhra Pradesh, Himachal Pradesh, Karnataka,Madhya Pradesh, West Bengal, Kerala, Goa,Nagaland, Manipur, Uttar Pradesh, Gujarat,Punjab, Mizoram and Tripura. The status ofBMCs and preparation of PBRs is given below.

6. Biodiversity Heritage Sites
The State Governments are required to frame rules for the management and conservation of all theheritage sites. The Government of Karnataka has notified the Tamarind site at Nallur in DevanahalliTaluk, Bangalore district as first Biodiversity Heritage Site in the country.

Notification of Threatened Species
In accordance with Section 38 of BD Act, the Central Government in consultation with the concernedState Government, may from time to time notify any species which is on the verge of extinction or likely tobecome extinct in the near future as threatened species and prohibit or regulate collection thereof for anypurpose and take appropriate steps to rehabilitate and preserve those species. Plants and animals on the vergeof extinction were identified and notified in States of HP, Kerala, UP, Uttarakhand, Mizoram, Orissa,Meghalaya, WB and Goa.

7 Access and Benefit Sharing
1. Approval process
Access to bio resources and / or associated knowledge from India is considered and approved by the NationalBiodiversity Authority in accordance with section 3, 4, 6 of Biological Diversity Act and rule 14, 17, 18 and 19 ofBiological Diversity Rules.
The applications received from public/private sectors and foreign nationals for approval of access to bio resourcesand associated traditional knowledge are processed as elaborated below:

2. Consultations with SBB and BMC
As per the Section 41(2) of BD Act, the NBA and SBB shall consult the BMC while taking any decisionrelating to the use of biological resources and knowledge associated with such resources occurring within theterritorial jurisdiction of the BMC.
After the 13th meeting of the Authority, considering the establishment of SBBs in most of the States andBMCs in some of the States, NBA has started consulting SBBs and BMCs (through respective SBBs)for access to biological resources. Consents have been received from the following SBBs for access requests by18 applicants: AP (2), Tripura (2), Karnataka (3), WB (9) and Tamil Nadu (2).

8 INDIA - UNDP Project
Strengthening Institutional structures to implement the Biological Diversity Act
Operational Area: The project is in operation in the states of Madhya Pradesh and Jharkhand. Districts ofHoshangabad, Rewa and Balaghat in Madhya Pradesh and Hazaribagh and Latehar in Jharkhand have beenidentified for the implementation of the project.
Madhya Pradesh Jharkhand
Project Duration : 3 years (2009 - 2012)Project Budget : USD 1.18 million (UNDP funded)
Objective: Strengthening the institutional capacities at various levels and bring in behavioral changes tomanage natural resources in an integrated, participatory and sustainable manner.
The project will help to address the challenges in implementation of the Biological Diversity Act by supportingand strengthening the State Biodiversity Boards (SBBs) and Biodiversity Management Committees (BMCs)through capacity building, awareness and education, database and networking. The initiatives in the twostates are pilot projects that will function as templates in strengthening the Biodiversity Boards of India.
The Work Plan:
Target 1 : Institutional capacities of relevant national, state, and local Institutions enhanced for effectiveimplementation of Biological Diversity Act.

Target 2 : Enhanced understanding at national, stateand local institutions for conservation(in-situ and ex-situ) of bio resources andecosystems.

Activities of the Project Management Unit(PMU)
Project Inception: Project Inception Meeting was heldon June 15, 2009 at Dr MCR HRD Institute,Hyderabad. The meeting was chaired by Shri B SParsheera, Special Secretary, MoEF, GoI. Dr. P. L.Gautam, Shri A. K. Goyal, Dr. Sujata Arora, Shri C. A.Reddy, Dr. Balakrishna Pisupati, Dr. K Venkataraman,Dr. K. S. Murli, Dr. Preeti Soni, and Member Secretariesof Madhya Pradesh and Jharkhand attended themeeting. Dr. Murali, from UNDP gave an overview ofthe Project. Shri B. S. Parsheera explained theresponsibility of the State Governments to establishBMCs and the preparation of Peoples BiodiversityRegisters and highlighted the need for establishment ofBMCs. The two States of Madhya Pradesh andJharkhand were suggested to form a model for theimplementation of the BD Act.
Project Planning and Review Meeting: Theplanning and review meeting was held at NBA,Chennai on 08.12.09 under the chairmanship ofDr P.L. Gautam, National Project Director. It wasattended by Ms. Lianchawii of UNDP, SecretaryNBA, member secretaries MP and Jharkhand, NBAstaff and project personnel. The roles andresponsibilities of different project units wereelaborated and a detailed plan of action was preparedbased on the deliberations and discussions.
Meetings of the Project Management Committee(PMC): Till March 2010, three meetings of the PMChave been held as under:
1. July 9, 2009 at NBA, Chennai2. December 23, 2009 at NBA, Chennai
3. February 10, 2010 at Central Institute ofAgricultural Engineering (CIAE), Bhopal
Meetings of the Project Steering Committee(PSC): The first meeting of the PSC was held onthe 22nd February 2010 at Paryavaran Bhavan, CGOComplex, MoEF, New Delhi.
Staff Training: It was conducted by the UNDP onthe 10 and 11th February at New Delhi. Mr SaibalK. Dey, Project Coordinator, Jharkhand andMrs P. Uma, Finance Assistant, PMU, participatedin this training.
Progress in Jharkhand
Orientation Meeting: Project Orientation Meeting inJharkhand was organised on September 14, 2009 atRanchi under the Chairmanship of Shri Shiv Basant,Chief Secretary of Jharkhand. Presentations were madeby Dr. K. Venkataraman, Project Manager andDr. Preeti Soni of UNDP, followed by remarks by

Dr. P. L. Gautam, National Project Director. It wasagreed to move forward with the implementation ofthe project as per the project document.
Launch Workshop: Launch Workshop in Jharkhandwas organized on September 15, 2009 at the ATIConference Hall, Ranchi. His ExcellencyK. Sankaranarayanan, the Governor of Jharkhandwas the Chief Guest. Sri Wilfred Lakhra, Advisor toH.E. Governor of Jharkhand, Chief Secretary,Govt. of Jharkhand, Chairman, NBA,and UNDPCountry Director also attended the ceremony.
Project Activities:
� A workshop for creation of awareness wasorganised on January 24, 2010 at Jalima village,Hazaribag District. It was attended by about 700villagers, local experts from the University andNGOs, students from the local schools, Socialworkers and Media representatives besides theresource persons from the SBB and ForestDepartment.
Activities included:
� Raksha bandhan on trees;
� Quiz competition among the students;
� Display of banners and film show;
� Training by local experts and villagers;
� Cultural programme, songs and poetry by localvillagers based on conservation of biodiversity;
� Prize distribution
� Another workshop was organised on February13, 2010 in Latehar District. The agenda for theworkshop consisted of explanatory sessions onthe BD Act, International Year of Biodiversity2010 and basics of PBR preparation. Culturalprogrammes based on biodiversity were alsoorganised.
� Trainings on PBR preparation were organisedin the two project districts - Hazaribagh andLatehar on March 20, 2010 and March 26,2010, respectively. The participants for thetraining included EDC members, Forest Officialsand villagers. The aspects covered under thetraining included general information onbiodiversity, Biodiversity Act and its importance,sustainable use, conservation and equitablebenefit sharing of bioresources and preparationof People's Biodiversity Register.
Progress in Madhya Pradesh
Orientation Meeting: The Project Orientationmeeting was held on August 13, 2009 at Bhopalunder the chairmanship of the Chief Secretary,Government of Madhya Pradesh, which was attendedby senior officers of the state and representatives ofUNDP, NBA and MoEF. Presentations were madeby Shri. A.K. Jain, Member Secretary, StateBiodiversity Board, Dr. K. Venkataraman, ProjectManager and Ms Lianchawii of UNDP. It wasfollowed by discussion. The Chief Secretary showedkeen interest in the project and it was decided toproceed with its implementation.
Launch Workshop: Launch Workshop wasorganized on October 15, 2009 at RCVP NorohnaAcademy of Administration, Bhopal. Shri RajendraShukla, Honourable Minister of State, Forest,Biodiversity and Biotechnology was the Chief Guest.Dr. P. L. Gautam, National Project Director, presidedover the ceremony. The project details wereelaborated by the representatives of state, NBA andUNDP. The state government ensured full supportfor the implementation of the project.

� One day workshop was organized atMadhai (Distt. Hoshangabad) onMarch19, 2010.
� A study has been entrusted to the IndianInstitute of Forest Management, Bhopal todocument the industrial units using thebio-resources in the State.
� Field survey for documentation of BiodiversityHeritage Sites (BHS) is in progress -proposalshave been received from ZSI, BSI, TFRI, SFRI,Dept. of Forest, Agriculture, Animal Husbandrysuggesting places which can be declared as BHS.
� One booklet and one pamphlet on biodiversityhave been published in Hindi. DocumentaryFilm on Biodiversity of MP has been preparedand a Digital Biodiversity Atlas of MP is beingdeveloped with the help of Madhya PradeshCouncil for Science and Technology(MAPCOST), Bhopal.
� A radio programme "Chalti Rahe Zindagi" isbeing aired by Akashwani. Live phone-inprogramme was launched for IYB on January10, 2010.

12 Programmes and Activities of State Biodiversity Boards
1. State Biodiversity Boards Notified
As of now, 24 States have established "StateBiodiversity Boards" viz., Karnataka, Goa, MadhyaPradesh, West Bengal, Punjab, Kerala, ArunachalPradesh, Nagaland, Himachal Pradesh, Mizoram,Chhattisgarh, Manipur, Sikkim, Gujarat,Uttarakhand, Andhra Pradesh, Uttar Pradesh,Haryana, Tamilnadu, Jharkand, Tripura andOrissa. Similar initiatives are being taken toimplement Biological Diversity Act, 2002, byconstituting Biodiversity Councils to monitor andimplement the Biodiversity ManagementCommittees in the Union Territories of India.
2. Financial Assistance granted to SBB
Based on the decision taken in the first meeting ofNBA, the authority has been providing one-timegrant-in-aid of ` 10 lakhs for the establishmentand creation of infrastructure for the StateBiodiversity Boards. In respect of Tamil NaduBiodiversity Board, an initial grant of ` 5 lakhshas been provided by NBA during 2009-10.So far, NBA has provided grants to the tune of ` 249 lakhs to the State Biodiversity Boards andBMCs (` 50,000 per BMC) to createinfrastructural facilities.
3. Activities of the State Biodiversity Boards
3.1. Andhra Pradesh
The Board has taken steps to mitigate casesrelated to Biopiracy. The Board has successfully
registered cases against foreign nationalsinvolved in Biopiracy of Tarantula spiders fromVishakhapatnam and Anantapur districts ofAndhra Pradesh and trademark dispute casewith respect to Sona Masuri against Malaysiahas been taken up. The Biodiversity Board hasalso initiated a two-pronged strategy in thisdirection.
i. The first strategy concerns with preventionof Biopiracy concept which aims atproduction of the first video documentfrom the video recording of oral traditionalknowledge present with illiterate and bare-footed experienced senior citizens of theMahanandi Biodiversity ManagementCommittee of Kurnool district. Thecollaboration with International Instituteof Information Technology (IIIT),Hyderabad for the same with flora databaseof the Andhra Pradesh Forest Departmentis in progress. IPR cell of OsmaniaUniversity has been assigned with the taskof uplinking the oral traditional knowledgedatabase to the World Intellectual PropertyOrganization’s website.
ii. The second strategy involves curativemeasures against Biopiracy. ThroughNewsletters, the board has been creatingawareness and requesting the stakeholdersto report cases of biopiracy so that actionscan be initiated against the perpetrators.

The Veerapuram Grama Panchayat ofAnantapur has submitted resolution requestingfor declaring Veerapuram as biological HeritageSite Under section 37 (1) ( a) BiologicalDiversity Act, 2002 to enable the StateGovernment to notify in the official Gazetteareas of Biodiversity Heritage Sites under thisAct. Beside this, many other sites have beenidentified and are in the process of declaring asBHSs. Initiatives to establish Biodiversity Parksof Andhra Pradesh are also under progress.
In terms of sustainable utilization of thebiological resources, the board has made anattempt to assess the quantity of biologicalresources being utilized by various agencies suchas herbal unit, seed industries and otherbiotechnological companies of Andhra Pradeshand they were requested to submit details inForm I of the Biological Diversity Act, 2002.
BMC Mahanandi has resolved that an accessionfee of ` 300 lakhs be collected frommultinational seed company for allegedBiopiracy of the bacteria, Bacillus thuringiensis.The Board proposed to initiate action againstthe soft drink companies which are preparing"herbal cola" drink based on the traditionalknowledge of the Hemidesmus sp. In southernAndhra Pradesh, the first Biopiracy case as perthe Biological Diversity Act, 2002 was bookedagainst a German National Dr. Marc ClarkBaumgartner and his local associate, Mr. VenkatReddy. The Board proposed prevention ofBiopiracy through the capacity buildinginitiatives of grass-root level staffs of the linedepartments, empowering the self help groupsand biodiversity management committees forreporting and preventing Biopiracy, andestablishment of biopiracy squads as strikingforce to combat biopiracy.
Peoples Biodiversity Registers for MahanandiVillage has been prepared. Besides this,numerous capacity building activities in theform of brainstorming session, trainingworkshops and conferences have been organizedby the Board to sensitize stakeholders in matterspertaining to biodiversity and its conservation.
A case of access to benefit sharing of biologicalresources namely leaves of 'neem' to a localcompany exporting 'neem' leaves has been
initiated. Amarachinta BMC in Mahaboobnagarhas been sensitized to 'access to benefit sharing'mechanism.
3.2 Chhattisgarh
The State of Chhattisgarh is according highpriority for the cause of conservation ofBiodiversity. In 2009-10, ` 20 lakhs wasprovided to the State Biodiversity Board by theState Government to run its activities and` 5 crores, for undertaking Biodiversityconservation measures inside forests which wasfully utilized.
As per the requirement of BD Act 2002 andBD Rules 2004, BMCs are being formed at thelocal body level and the process of preparationof People's Biodiversity Register at the desiredlevel is under progress, covering an area of9364.653 hectares in Katghora, NorthKondagaon and Jagdalpur Forest Divisionsthrough community-based Natural ResourceManagement. A survey of resources and amicroplan on conservation in the abovementioned area has been undertaken withUNDP assistance. Beside this survey in-situ andex-situ propagation of rich biodiversity of theState, promotion of NWFP-based livelihoodactivities, herbal heath care and marketing ofNWFP for better price for the MFP Collectorshas been initiated. Similarly, ChhattisgarhMedicinal Plants Board has initiated theconservation of Medicinal Plants Diversity andSustainable Use with UNDP assistance. An e-library of medicinal plants related literature ande-herbarium of medicinal plants has been setup. A database on traditional healers and vaidyashas been generated. Plantation of 2600 plantsof Asparagus racemosa, 10,000 plants of Emblicaofficinalis, 10,000 cuttings of Tinosporacordifolia, 10,000 slips of Vetiveria zizinoides andother medicinal plants was done and a nurseryfor raising medicinal plants and to distribute tothe farmers has been initiated.
The rich biodiversity of the State provide amplelivelihood opportunities to the tribals and thepeople residing around forests. According to anestimate, a benefit to the tune of ̀ 1200 crores isdrawn by the people from the rich biodiversity ofthe State. Non-wood forest produce supplementssignificantly to the earnings of the tribals and other

weaker sections. In 2009-10, an amount of ̀ 100crores was distributed as wages to the Tendu Pattapluckers and more than ` 108 crores is expectedto be distributed as bonus. During sal seedcollection an amount of ` 88 crores wasdistributed as wages. The cultivation of lac hasbeen undertaken in a bigger way in the State andit stands at the first place in the Country. Thecollection of other MFPs like mahua flowers,bauhinia leaves, honey, tamarind etc. form majorpart in the earnings of the local people.
3.3. GujaratGujarat Biodiversity Rules notified by Govt. ofGujarat vide Notification No. WLP/ 2003 / 1777/2009(45)/W (Part-II), Dated 18/2/2010; Eightposts in different cadres were sanctioned in theBoard by the Government of Gujarat with theefforts of the Board. A officer of the rank ofPrincipal Chief Conservator of Forests has beenappointed as Chairman of the Board.During this year, ten BMCs were formed in fourDistricts viz., Seven in Panchamahal and one inTapti, Narmadha and Junagadh Districts. As partof IYB 2010 seven awareness camps wereconducted in seven places covering six districtsinvolving scientists, NGO, Govt. officers andvillages sarpanches and public.

3.4. Himachal Pradesh
A draft of status report on biodiversity ofHimachal Pradesh, concept note for integratedconservation and development programme for theparticipatory long term biodiversity conservationand sustainable development, participatoryecotourism planning and management for better
livelihoods and conservation of biodiversity, threecomprehensive project proposals for getting fundsrelated to biodiversity conservation in HP wereprepared with consultation of Dr.ArchanaGodbole, Honorary Director, AppliedEnvironment Research Foundation, Pune,Maharashtra.A manual on capacity building of the BiodiversityManagement Committees prepared and it wasfound to be very useful. It was evident in theperformance efficiency of the two Panchayatsnamely; Gram Panchayat, Jhukhala (Bilaspurdistrict) and Gram Panchayat, Khatnol (Shimladistrict) in the State.A participatory workshop on PBR was conducteddetailing the methods of documenting the floraand fauna of an area and the use and misuse ofthe bioresources. PBR process has been initiatedin the selected panchayats including formationof BMC in the state.
The Board celebrated International Biodiversityday on the theme "Biodiversity and Invasion ofAlien Species" on May 22, 2009 by organisingvarious activities such as slogan competition, andessay writing competition. The Biodiversity Daywas celebrated through 1693 Eco-clubs establishedby the State Council for Science, Technology andEnvironment. Live discussion on the topic
"Biodiversity and Invasion of Alien species" wasorganized through Doordarshan and All IndiaRadio. Biodiversity Day was celebrated by over40 schools in Shimla and adjoining areas. AnExhibition on Biodiversity was organized by theState Council.

3.5 Jharkhand
Jharkhand Biodiversity Board has startedimplementing to adopt India - UNDP Project"Strengthening Institutional Structures toImplement the Biological Diversity Act"in September, 2009 which will be carried outtill 2012. Project Orientation Meeting atJharkhand was organized on 14th September,2009 under the Chairmanship ofShri Shiv Basant, Chief Secretary of Jharkhandand the project was launched on 15th September,2009 by Hon'ble Governor of Jharkhand.Initially this project will be implemented inHazaribagh and Latehar Districts. PBRtrainings have been organized in these toDistricts for villagers and eco developmentcommittees (EDCs).
Awareness materials on biological diversity hasbeen published and they were distributed in thevarious workshops and training programmes.
The Board meeting of Jharkhand biodiversityboard was held on December 4, 2009.
3.6. Karnataka
The Karnataka Biodiversity Board (KBB) hasformed Biodiversity Management Committeesat district, taluk and grampanchayat levels. In2009-10, 1328 BMCs were formed. KarnatakaBiodiversity Board has declared the NalluruTamarind Grove in Devenahalli taluk as Heritagesite under Section 38 of Biological Diversity Act2002. The grove has 300 tamarind trees spreadover an area of about 22 hectares. These are veryold trees. The age of the trees has been assessedas 410 years as per carbon dating. Similarly, the20 hectares of Nethrani coral reef island in UttaraKannada about 11 nautical miles west of the coastof Bhatkal (18 km) in the Arabian Sea, Hogrekanin Chikmagalur and the University ofAgricultural Sciences, GKVK, Bengaluru havebeen identified as Biodiversity heritage sites.A proposal has been sent to the State Governmentfor approval.People's Biodiversity Registers were taken upin various districts at grampanchayat level andare being prepared by BMCs with the technicalassistance from NGOs / Departments /Universities / Colleges and other knowledgable

persons as per the format communicated byNBA. The PBRs are prepared in Kannada andEnglish.
Action has been initiated to identify anddemarcate an area of 100 - 200 ha dependingupon availability in the core forest area of 13dry districts and conserve the species which areon the decline in the forests of districts namelyBangalore (R) Bagalkot, Bellary, Bidar, Bijapur,Chamrajanagar, Chitradurga, Gulbarga, Kolar,Koppal, Mandya, Raichur & Tumkur. TheDeputy Conservators of Forests (Territorial) areimplementing this project. The area is given fullprotection. There will be no harvest in theseareas. The activities such as fire protection,sowing of indigenous species, soil and waterconservation will be taken up. Inventory anddocumentation of Biodiversity will be doneunder the supervision and guidance of theCenter for sustainable development. This waythe change in Biodiversity will be monitoredand the reason for changes will be identified sothat remedial measures can be planned.
A programme has been initiated to collect theinformation of Bio-resources utilized from bio-industries with the involvement of KarnatakaIndian Medicine Manufacturer's Association(Regd) and Karnataka Unani MedicalAssociation, with the financial assistance of NBA.
The Board has sponsored a two-year study onwestern ghat of Uttara Kannada district in thefirst phase to the Centre for Ecological Sciences(Indian Institute of Science), Bengaluru at a costof ̀ 40 lakhs. The other districts will be coveredin the Western Ghats in a phased manner.
The Biodiversity Atlas for the state is beingplanned by Ashoka Trust for Research inEcology and Environment, Bengaluru at a costof ` 35.96 lakhs in 18 months.
The Karnataka Biodiversity Board has taken upthe training programme on creation ofawareness in respect of biodiversity and itsrelated issues including traditional knowledgebiodiversity documentation and managementplan. In 2009-10, about 40 trainingprogrammes have been conducted.
Training and awareness programmes andconsultative workshops were conducted on
various aspects of biodiversity conservation andsustainable use and traditional knowledge,biopiracy of bioresources for BMCs, Scientists,Environmentalists, Forest Range Officers, NGOs,Officers of related departments, public etc.
3.7 Kerala
Two hundred BMCs were constituted as ofMarch 2010 by the Kerala Biodiversity Board.PBR workshops were organised in thirty ninePanchayats. Fourteen District level workshopswere organised for Panchayat Presidents andSecretaries for BMC formation and PBR during2009-2010. The work related to the completionof PBR of 15 Panchayats was over during theperiod. A review of the progress made in thePBR work showed that the work was notsatisfactory, mainly due to the lack of personnelat field level for carrying out the data collection.Therefore, it was decided to recruit JRFs atdistrict level to speed up the process of PBRpreparation. A committee has been constitutedto monitor and evaluate the activities of PBRpreparation.
Assessment of the fish diversity of theVembanad lake was made by the Board alongwith ATREE, Regional Agriculture ResearchStation (RARS) of Kerala AgriculturalUniversity, Kumarakom during 26-27 May2009. The physical and chemical parameters

of the Lake were also analysed. This would helpin drawing up strategies of bioresourceenhancement and conservation management ofthe lake on which the local fishermen dependfor their livelihood.
A project on wetland biodiversity conservationwas initiated in April 2009 in the Kole Wetlandslying close to the Veliamkode and MarancheryPanchayats in the Malappuram District. Thearea covers about 200 hectares. The objectivesof the project were: (1) wetland managementensuring biodiversity enhancement and longterm conservation, (2) sustainable utilization ofwetland resources for economic benefits of thelocal people, ensuring biodiversity enrichmentand (3) demonstration of changes in the toxiclevels in the food-web during differentmanagement practices.
An agro biodiversity restoration project incollaboration with the local Panchayat,Agriculture Department, Padasekhara Samithyand local farmers was launched in August, 2008.The project was launched in a micro watershedin the Padetti village extending about 160 hectaresin the Palakkad district and the main objectivewas to demonstrate how the biodiversity of anagro ecosystem could be enhanced by appropriateeco-friendly interventions.
As part of this project, the following scientificstudies were also outsourced:-1) comparative Flora (mainly herbs and
shrubs) in organic and chemical farmingEcosystems
2) diversity and community structure ofground dwelling arthropods in thechemical and organic farming area
3) study of Benthic Fauna and Soil Chemistryin the organic and Chemical farming areas
4) Homestead Biodiversity Enhancement.
The KSBB along with the Department ofAgriculture, Govt. of Kerala organised a nationalworkshop on GM Crops - their merits anddemerits during 2-3 February 2010 atGovernment Guest House atThiruvananthapuram. The workshop wasinaugurated by the Hon'ble Chief Minister ofKerala Shri V.S.Achuthanandan and presidedover by Shri Mullakkara Retnakaran, Hon'bleMinister for Agriculture. The workshop wasattended by the Hon'ble Minister for Forestsand Wildlife of Punjab, Shri Tikshan Sud andthe Hon'ble Minister of AgricultureDr.Ramkrishna Kusmaria from MadhyaPradesh. There was also representation from theStates of Tamil Nadu, Andhra Pradesh, Delhi,Himachal Pradesh and West Bengal.
Dr. Devinder Sharma, Dr.Vandana Shiva,Dr.Pushpa M. Bhargava, Dr.G.P.I. Singh,Dr.G.V.Ramanjaneyulu, Shri T.Vijayakumar,Dr.Nammalwar and Dr.P.V.Satheesh spoke onmerits and demerits of GM Crops.
The Ministry of Forests and Environment,Govt. of India has constituted the WesternGhats Ecology expert panel(WGEEP) to comeout with recommendations for the conservation,protection and rejuvenation of the westernGhats region and also to suggest effective

measures for implementation of thenotifications issued by the Government fromtime to time. The Chairman, Kerala StateBiodiversity Board is nominated as a memberof the WGEEP. The first meeting of the expertpanel was held at ATREE, Bengaluru on 31March, 2010, which was attended byDr.V.S.Vijayan.
The International biodiversity year wasorganised jointly with the Dept. of Aquaticbiology and Fisheries of the Kerala Universityat the Kariavattom Campus on May 22, 2009.The theme of the seminar was Biodiversity andInvasive Alien species.
An awareness programme on BiodiversityConservation for the Judiciary was conductedat Ernakulam on December 12, 2010. A oneday seminar for media persons of theMalppuram district was held on September 29,2009 at Malappuram.
Children's ecological congress has been declaredas a calendar event to be celebrated duringNovember 11-12 every year. The second children'sEcological Congress was held on November11-12, 2009 at Kanakakkunnu Palace inThiruvananthapuram. The theme of the seminar
was "Agro biodiversity Conservation".The congress was inaugurated by the Hon'bleAgriculture Minister Shri Mullakkara Retnakaran.The chief guest for valedictory function was theHon'ble Chief Minister Shri V.S.Achuthanandan,who gave away the prizes for the winners.
About 210 students and 50 teachers participatedin the programme. Competitions were held inpainting, essay writing, quiz and also for oralpresentation on the project work carried out inthe school on agro biodiversity. The overalltrophy was shared between the RamakrishnaMission Higher Secondary School, Kozhikodeand Government U.P. School, Jawahar Colony,Thiruvananthapuram.

3.8 . Madhya Pradesh
The State Forest Department carried out thepreperation of PBRs of both forest and revenuevillages located in forest areas. It has preparedPBRs of 867 forest areas and 233 revenuevillages. Samples of PBRs have been submittedto the MPSBB.
The preparation of Biodiversity Atlas of MadhyaPradesh showing species diversities in forest andnon-forest areas and wild and domestic floraand fauna in each tehsil of all 50 districts ofMadhya Pradesh has been entrusted to MadhyaPradesh Council of Science and Technology(MPCOST), Bhopal. The required data wereprocured from the concerned departments, viz.,Forest Department, Agriculture Department,Horticulture Department, Animal HusbandryDepartment and Fisheries Department.
Twelve research and documentation projectswere taken up with various partner institutionsand the respective interim/ final reports havebeen received by MPSBB.
A number of awareness generation programmessuch as Mowgli Utsav-2009 were organized, andInternational Biodiversity Day was observed inseveral districts during the year. Weekly-Radiotalks on biodiversity were aired, and a shortdocumentary film on biodiversity of MadhyaPradesh entitled "Jaiv Vividh Jivan ka Jal" hasbeen prepared. Regular publication of quarterlynewsletter "Jaiv Vividhta" of MPSBB has beentaken up since December 2006. Thesenewsletters were sent to all the relatedGovernment departments/ undertakings,Universities, district Collectors, BMCs etc.
The board participated and displayed stall ofMadhya Pradesh in Bengaluru Bio 2009organized at Bengaluru from June 18-20, 2009and showcased Board's activities.
One day Training workshop on " Documentation ofPeople's Biodiversity Registers" was organized for fieldstaff of 32 divisions of Forest Department.

International Year of Biodiversity 2010 celebratedby organizing Ekant Utsav 2010 at Guru GovindSingh Park, Bhopal and various competitions forschool children in painting, quiz and nature trailwere conducted.
In consonance with National Action Plan onBiodiversity prepared by Ministry of Environmentand Forests, M. P. State Biodiversity Boardenvisages to develop a Biodiversity Park in everyDistrict of Madhya Pradesh. In this line proposalswere invited from all Districts. Six proposals ofBiodiversity Parks received from Indore, Sagar,Ujjain, Rewa, Shahdol and Dewas were sanctionedand first installment was released. The Biodiversitypark in Gwalior district is in progress through theState Forest department.
Competition for Best Biodiversity Garden: Forcreating awareness about the role of gardens inex-situ conservation of biodiversity, all districtCollectors were directed to organize competitionin their districts for selecting public/private gardenhaving the best biodiversity. An amount of ̀ 5,000as prize money was sent to each district Collector.
In order to enhance the RET plants resources,nurseries have been established in Bhopal, Rewaand Jabalpur. Plantation of the RET plants raisedin nurseries have been initiated throughgovernment and non-government agencies.Besides these, college students were made involved
in raising RET plants in their campus by providingfinancial assistance. Six colleges in Bhopal havealready received the financial assistance from thestate biodiversity board and the nursery raising ofRET plants have been initiated.
Biodiversity rich areas identified by BotanicalSurvey of India (BSI) and Zoological Survey ofIndia (ZSI) are being assessed to declare thesepotential areas as Biodiversity Heritage Sites.
Workshops were organized for BiodiversityManagement Committees and Members ofTechnical Support Group to sensitize onbiodiversity at Indore on 09.09.2010; Ujjain on29.01.2010; Chhindwara on 20.02.2010; Sagaron 06.03.2010 and Khargone on 18.03.2010.
The grant of ̀ 25,000.00 from NBA has beendistributed to each Zila Panchyat Level BMC'sfor infrastructure was given to each.
A workshop on Biodiversity Act/Rules and onIntellectual Property Rights was organized atNational Law Institute University (NLIU),Bhopal and a detailed explanatory note on theBiological Diversity Act, 2002, the BiologicalDiversity Rules, 2004 and the Madhya PradeshBiodiversity Rules, 2004 and IPR has beenprepared by the NLIU.
The State Forest Department has been asked toincorporate biodiversity issues in working plansof all the forest divisions of Madhya Pradesh.Earlier, a workshop of senior officers of the StateForest Department and the State ForestResearch Institute was organized. Therecommendations of this workshop have beensent to the State Forest Department forappropriate action.
All the concerned State Government Departmentshave been requested to appropriately incorporatebiodiversity issues in their policies as well asprogrammes/schemes.
A UNDP project on "Strengthening ofInstitutional Structures to Implement theBiological Diversity Act" was launched in threeselected districts viz. Hoshangbad, Rewa andBalaghat on October 15, 2009.
3.9. Manipur
The Government of Manipur has constitutedthe Manipur State Biodiversity Board (MBB)with representations from various Government

Departments and from other fields of expertiseconcerned with biodiversity. The Board iscurrently chaired by Shri D.S. Poonia, ChiefSecretary, Government of Manipur, who tookover as Chairman of the Board on 30.06.2009.During 2009-2010, three meetings of the Boardwere held.
The revised Gazette Notification of ManipurBiological Diversity Rules, 2008 has been issuedduring this year. In addition to the rules, theManipur Biodiversity Board has framedfinancial and administrative guidelines forfacilitating the smooth functioning of the Board.The Guidelines so framed have been issued on26.11.2009 after the approval of the StateGovernment of Manipur.
The Manipur State Biodiversity Board in its fifthmeeting has decided that all Territorial DivisionalForest Officers would be the Nodal Officers forthe constitution of BMCs in the local bodiesunder their jurisdiction. To sensitize and educateall such field-level forest officers on the provisionsof the Biological Diversity Act, 2002; BiologicalDiversity Rules, 2004 and the Manipur BiologicalDiversity Rules, 2008; and also on the objectives,policies and programmes of the MBB, a trainingworkshop was organized on October 28, 2009.The workshop highlighted the role of forestresources in biodiversity conservation as well asthe duties and responsibilities of Nodal Officers,with special reference to biodiversity managementin Manipur.
Till date six BMCs have been constituted bydifferent local bodies in Manipur. In view of thedifferent types of local bodies in the State, fiveformats i.e., three for valley (village panchayat,block panchayat, zila parishad) and two for hills(village authority and district council) have beenconstituted and approved by the board in itsmeeting held on 25.01.2010. The matterregarding the constitution of more BMCs in theState is being actively pursued.
In order to preserve TK for posterity; contestingbio-piracy; and future bio-prospecting, theMBB had taken a major initiative fordocumentation of TK associated withbiodiversity and promotion of local healthtraditions in Manipur. Subsequently, the MBB
approached the Foundation for Revitalizationof Local Health Tradition (FRLHT), Bengaluru,for project formulation for taking up the workof documenting and revitalizing local healthtraditions in collaboration with local scientificorganizations, scientists, and NGOs.
The project entitled "Training in baseline survey,documentation, rapid assessment and promotionof local health traditions in selected locations ofManipur", has been formulated by FRLHT. Ithas three components, viz., capacity building;documenting TK in a scientific manner; andassessment of local health tradition. Thedocumentation is to be undertaken by trainedrepresentatives of local communities and wouldremain as an asset of the communities. However,the documentation would be restricted to twoor three communities only. The project is beingfunded by Department of AYUSH, Ministry ofHealth and Family Welfare, Government ofIndia The representatives of other communitiestrained under this project would be formulatingtheir own projects with support fromDepartment of AYUSH separately.
Department of AYUSH, Ministry of Health andFamily Welfare, has approved the project andreleased ` 3 lakhs as first instalment to FRLHT,Bangalore. As a first step towards theimplementation of the project a training workshopwas jointly organised by the FRLHT, the StateForest Department, Government of Manipur andManipur SBB on September 24 and 25, 2009 atImphal on "Documentation of TraditionalKnowledge associated with Biodiversity andRevitalization of Local Health Traditions inManipur" It provided an opportunity fordeliberations on all important aspects of thecommercially important medicinal plants of theregion and to work out a comprehensive strategyand an action plan to develop this sector to its fullpotential. The workshop was attended by 53delegates representing the traditional healers, CivilSociety groups like Apunba Manipur Maiba MaibiPhurup, Regional Institute of Medical Science(RIMS), Imphal, Institute of Bio-resources andSustainable Development (IBSD), Imphal, StateForest Department, Manipur University etc. Thenext step of the project is to start thedocumentation.

MBB organised a "Buyer - Seller Meet" onFebruary 22 and 23, 2010 in Imphal, incollaboration with the Institute of Bio-resourcesand Sustainable Development (IBSD). This wasconducted to facilitate a platform to link thecultivators such as local medicinal and aromaticplant growers, entrepreneurs, representatives ofAYUSH with the industries utilizing thebioresources such as Pharmexcil, Dabur,Himalayas, Natural Remedies, CenturyProducts, Shree Dhanwantri Herbals, HerbalResearch Consortium, Nandan Biomedics,Allen Laboratories Ltd. etc. This meet hadhelped in good understanding on the need forbioresources and strategies to enhance, harnessand conserve the bioresources; to promotebioresource-based industrialization; capacitybuilding of the local growers in primaryprocessing of the medicinal and aromatic plantsthereby enhancing the value of their produce,which in turn improve the safety standards andeffectiveness of the drugs. Thus, increasingthe cultivation of the commercially importantbioresources, providing a sustainable livelihoodto the local communities and enhancing the"green revenue" of the State.
3.10. Mizoram
The draft of Mizoram Biological DiversityRules, 2008 has been sent to the Governmentin February, 2010, after incorporating thecomments of Members. The board meeting wason April 21, 2009 and discussion on issues suchas bio-piracy, inventory of the State'sbiodiversity and constitution of BMCs andPBRs, etc. were made. The board hasconstituted 234 BMCs in their state. However,these BMCs have to be re-structured inconsonance with the new guidelines.
A two-day Trainer's Training for Protected AreaManagers was conducted during October 28-29,2009 at E & F Dept. Conference Hall in Aizwalon various topics including BiodiversityConservation, Plants of High-Value andBiodiversity Areas in the State. The InternationalYear of biodiversity 2010 was launched on25.2.2010 by the Hon'ble Minister ofEnvironment & Forests, Mizoram, and Chairman,MBB and the International Biodiversity Day wasobserved on May 22, 2009, at Champhai.In Champhai District on the theme 'Invasive Alien
Species' involving line departments such asAgricultural Department and the DeputyCommissioner of the district. The DistrictAgricultural Officer was roped in as a ResourcesPerson and the Target audience comprised offarmers and students.
The 55th National Wildlife Week 2009 wasobserved in all the territorial forest divisions ofthe state highlighting the importance ofBiodiversity.
Discoveries:
(a) Researchers fromMizoram Universitydiscovered a newspecies ofmegophyrid frog ofthe genus Leptolalaxfrom the Tamdil wetlands of Mizoram. L.tamdil, the new species, was compared withcongeners from India and other parts ofsouth-east Asia. This was published inthe International Journal Zootaxa 2406:57-68 (2010) dt. 23.3.2010.
(b) An addition toIndian butterflyfauna: Elymniasobnubila, i.e., Evan'sChestnut Palmfly, isfound in NgengpuiWildlife Sanctuary in southern Mizoram.The species has previously been recordedmainly from Ranong and Phuket insouthern Thailand (Pinratana) and thedistribution is generally given asS.Myanmar and S.Thailand (Inayoshi).
3.11. Punjab
Punjab Biodiversity Board conducted its thirdmeeting under the chairmanship of Shri. ParkashSingh Badal, Hon'ble Chief Minister, Punjab, onFebruary 3, 2010.
PBB constituted 8 BMCs and TSGs at Districtlevel (SAS Nagar, Fatehgarh Sahib, Hoshiarpur,Ludhiana, Taran-Tarn, Bhatinda. Ferozpur,Amritsar) according to the provisions of BiologicalDiversity Act, 2002.

The Member Secretary of PBB was nominated asMember of Task Force (Expert Committee) for'Preparation of guidelines on creating structures,running administration and maintaining ofaccounts and other related matters pertaining toBiodiversity Management committees, constitutedby NBA.
A project titled “Inventorising Industries involvedin exploitation of Biodiversity in Punjab" was takenup by Punjab Biodiversity Board. This will helpto develop a database of the specific industriesutilizing the bioresources, the details of thebioresources (except normally traded products)utilized and the information on biodiversity-based
livelihoods in unorganized sectors. Thisprogramme is funded by NBA.
The PBB participated in the 4th ChandigarhScience Congress (CHASCON) which was heldduring March 19-20, 2010 at Punjab University,Chandigarh and exhibited various posters onbiodiversity of Punjab, Biological Diversity Actand related issues for students/researchers andgeneral public awareness.
International Biodiversity Day (2009) wascelebrated on May 22, 2009 on the theme
'Biodiversity & Invasive Alien Species'.A number of awareness generation programmeswere taken up.
3.12. Sikkim
Reconstitution of State Biodiversity Board is inprogress, following which the issue of creation ofposts for staff under SBB-Sikkim, notification ofExpert Committee to assist SBB-Sikkim and someamendments of the Act and Rules is to betaken up.Database creation of Biodiversity is underway andall Range Officers are given the task of checkingthe Nepali translation of PBR Draft prepared by
Dr.Ghanashyam Sharma through MemberSecretary SBB. The lists of Threatened Species ofFlora and Fauna has been compiled.
Studies on biodiversity in Sikkim both past andpresent is being compiled. Capacity buildingprogrammes and workshops were conducted forsensitization, awareness and training related tobiodiversity of Sikkim and conservation issues withlocal Environmental NGOs and otherdepartments, media etc. The Sikkim BiodiversityBoard collaborated with environmental NGOssuch as TMI-India and Society for Better

Environment in programmes for mass awarenessregarding Biodiversity, Access and Benefit Sharingand its sustainable use at Khamdong, Singtam,Central Pendam and surrounding villages andsmall local committees formed.
The Board has published two field guides withdetailed colour photographs in collaboration withBotanical Survey of India (BSI) viz.,
i. 'Mushrooms of Sikkim-1: BarseyRhododendron Sanctuary' by Dr. Kanad Dasand
ii. 'Ferns and Fern-Allies of Sikkim by Dr. B. S.Kholia.
Both the books were released during ForestCentenary closing on December 2009 andInternational Rhododendron Festival &Conference in March-April 2010 by Hon'bleChief Minister of Sikkim Dr. Pawan Chamling.Similarly, one more book titled 'Biodiversity ofRaj Bhavan" was released through Dr. AsadRahmani, Director BNHS.
International Biodiversity Day 2009 was celebratedinvolving Forest, Agri/Horti/Flori Dept,AHLF&VS Dept, EDCs and some local NGOshighlighting Invasive Alien Species and the role ofgovernment departments and individuals orinstitutions in their management and control. Ameeting was organized in the Forest ConferenceHall, including a session on stray and feral dogcontrol issues by Sikkim Anti-Rabies and Animalhealth Association (SARAH) Division of theDepartment of Animal husbandry, Livestock,Fisheries and Veterinary Services(AHLF&VS).SBB organized local researchersmeeting with Biodiversity Experts InternationalBiodiversity Day 2009 was celebrated involvingForest, Agri/Horti/Flori Dept, AHLF&VS Dept,EDCs and some local NGOs highlighting InvasiveAlien Species and the role of governmentdepartments and individuals or institutions in theirmanagement and control. 3.13. Tamil NaduThe Tamil Nadu Biodiversity Board wasconstituted under section 22 of the BiologicalDiversity Act, 2002 under the Chairmanship ofthe Hon'ble Minister of Tamil Nadu videG.O.Ms.No.38/FR5/08 dated 29.4.2008. Thefirst meeting of the Tamil Nadu Biodiversity board,has approved the formation of the sub-committeeunder the Chairmanship of the Principal ChiefConservator of Forests & Chief Wildlife Wardento submit report on the following.� Preparation of the draft rules of the Tamil
Nadu Biodiversity Board for governmentapproval and notification.
� Identification of posts required for the TamilNadu Biodiversity Board.
� Identification of heritage sites outside theforest areas in Tamil Nadu.
� Formation of Biodiversity ManagementCommittee at the level of local bodies
� Preparation of People's Biodiversity Register.
The revised draft rules of the Tamil NaduBiodiversity Board has been prepared and sent toGovernment for approval and notification. TheGovernment has sanctioned 8 posts videG.O.Ms.No.44/FR5/09 dated 14.5.2009 foroffice of the Tamil Nadu Biodiversity Board. Onepost of Console Operator was filled up and otherposts could not be filled up for want of surplusstaff in the Forest Department. The Governmentwas addressed to amend the Government Orderto fill up the vacancies through deputation ortransfer from other departments.
The Constitution of the Biodiversity ManagementCommittee at the level of local bodies is in progress.Action is being taken to constitute 5 BMCsthrough the NGO, M.S.Swaminathan ReseacrhFoundation, Chennai and the work is in progress.Action is also being taken to constitute 3 BMCsthrough private institution and the work is inprogress.

The list of threatened species was prepared andsent to Government of India for approval. TheTamil Nadu Government has approved the list ofthreatened plant and animal species.
The Sub-Committee has identified one importantsacred grove in Tamil Nadu and further details, asper National Biodiversity Authority guidelines, arebeing gathered. The Tamil Nadu BiodiversityBoard has received 11 applications for access tobiological resources. Three applications wererejected and eight are under scrutiny.
The National Biodiversity Action Plan wascommunicated to all the field District ForestOfficers for immediate follow up action.
The World Biodiversity Day was celebrated onMay 22, 2009 jointly with the Department ofEnvironment in the Anna University. A seminarwas arranged on the subject "Invasive Alienspecies" and eminent scientists were invited todeliver the lectures. A rally and workshop wasconducted in Ramanathapuram, jointly with theGulf of Mannar Biosphere Reserve Trust and abooklet on invasive alien species was released bythe Collector of Ramanathapuram District on thatday. A workshop on "Invasive Alien Species" waschaired by District Superintendent of Police.
The Member Secretary has attended the jointmeeting of the Member Secretaries of StateBiodiversity Board at Kolkatta on May 10, 2009.
3.14. Tripura
The Governing Body of the Tripura BiodiversityBoard (TBB) met thrice and conducteddeliberations. The official website of TBB isfinalized and will be launched shortly.The websiteaddress is: www.tripurabiodiversityboard.in. SevenBMCs were formed in four Blocks namelyMohanpur, Jirania, Dukli, Bishalgarh, Melagarh,Khowai and Bokafa. The MoU between TripuraJICA project and TBB has been finalized andsigned for undertaking Biodiversityinventorization Component (costing ` 6 crores).
The meeting with the Non-Official members ofTBB was held on June 19, 2009 and March 25,2010. A special meeting was also held to discussabout celebration of IYB and International Dayfor Biological Diversity on May 17, 2010.Different events were organized to observe WorldBiodiversity Day, 2009.
Two issues of TBB Newsletter have been publishedso far and three Projects from TBB have beensent to Ministry of Environment & Forests forfunding.
3.15. Uttar Pradesh
The third meeting of the UPSBB was held onDecember 8, 2009 and several major decisionswere taken at the meeting. It formed one BMC inSaidapur Devkali in Lakhimpur Kheri district andprepared the PBR.
It celebrated the International day on BiologicalDiversity (IDB-2009) at the Ram Manohar LohiaNational Law University Campus, Lucknow onMay 22, 2009. As part of it, one-day nationalconference on "Invasive Alien Species" wasorganized with a participation of about 300delegates drawn from several departments, variousscientific disciplines and different stakeholdersincluding NGOs.
UPSBB has supported two research projects during2009-10. The first one is the "Survey, Mappingand Documentation of Floristic Diversity andAntiquity of Vegetation in Lucknow and AdjoiningAreas", and the second is the "Baseline survey andmapping of microbial diversity of newly developedKukrail Forest".
It has published two books- "Biodiversity ofAquaqtic and Semi-Aquatic Plants of UttarPradesh" and "Invasive Alien Species-2009". Ithas brought two quarterly e-newsletters (http://www.upsbdb.org) ; one covering October-December 2009, and the other covering January-March 2010. It took up field visits and tours toparticipate in various conferences and meetingsassociated with biological diversity conservationissues.
3.16. West BengalThe West Bengal Biodiversity Board completedanother year of successful implementation of themandates of the Biological Diversity Act, 2002and other allied Acts, Rules and Notificationsunder the guidance of Prof. A. K. Sharma,Chairman and Shri. Debal Ray, Member Secretary.
Two Biodiversity Management Committees(BMC) were constituted during 2009 - 2010- oneat Basirhat - II Panchayat Samiti (P.S.) under theDistrict North 24 Parganas and the other at Jiaganj

- Azimganj Municipality under the DistrictMurshidabad. During the year, 21 BMCs has beenconstituted in the State.
The preparation of People's Biodiversity Register(PBR) exercise was already under progress underthe above two BMCs constituted this year. ThePBR exercise under the Basirhat - II P.S. atKholapota Gram Panchayat (G.P.) and at Jiaganj-Azimganj Municipality was undertaken in theprevious year through the initiative of local colleges.Moreover, the Board has initiated the preparationof PBR at 3 G.Ps of Sagar Island and 5 wards ofMadhyamgram Municipality through grant ofproject to different NGOs for the same. Otherthan these, extension was granted to three moreprojects already involved in the PBR exercise forcompleting the documentation process in theirentire respective G.P.s During the year, PBRexercises were being undertaken at the twenty oneBMCs for preparing the PBRs of 28 G.P.s and2 Municipalities; in addition 2 Universities,7 Colleges, 6 Schools and 5 NGOs in the Statewere also involved in similar exercises. As such,fifty three PBRs have been initiated till date atG.P. and Municipality levels.
The West Bengal Biodiversity Board observed theInternational Biological Diversity Day 2009 byorganizing a programme at Paribesh Bhawan,Salt Lake City, Kolkata on May 22, 2009.An exhibition of posters prepared by the researchscholars of the West Bengal Biodiversity Board was
set up at Paribesh Bhawan. A short Bengali filmon tribal rituals in biodiversity conservation wasalso screened during the day.
The Board was entrusted with the responsibilityof arranging the 4th State Biodiversity BoardReview Meeting at Kolkata by the NBA. Thedifferent State Boards met under the auspices ofNBA at Kolkata. Various issues pertaining to theimplementation of the Act, its relevance in thepresent scenario of WTO and TRIPS and theissues arising thereof, access and benefit sharingmechanism, synergy with other relevant Indianlegislations and defining of specific roles in theimplementation process were discussed in the saidmeeting that was held at the Park Hotel in Kolkataduring September 10-11, 2009.
In an attempt to Synergize the Biological DiversityAct, 2002 and the Protection of Plant Varieties &Farmer's Right Act, 2001, the West BengalBiodiversity Board in collaboration with theBidhan Chandra Krishi Viswavidyalaya and theAgriculture Department, Government of WestBengal undertook to get Farmer's VarietyRegistration for 23 different traditional ricevarieties from different districts of West Bengalby submitting relevant documents to the PPV &FR Authority, New Delhi, within the stipulatedtime.

Annex-6 NBA: Citizen's Charter
1. VisionConservation and sustainable use of India's richbiodiversity and associated knowledge with people'sparticipation, ensuring the process of benefit sharingfor well-being of present and future generations.
2. MissionEnsure effective implementation of Biological DiversityAct, 2002 and the Biological Diversity Rules, 2004 forconservation of biodiversity, sustainable use of itscomponents and fair and equitable sharing of benefitsarising out of utilisation of genetic resources.
3. MandateReaffirm the sovereign rights over the bioresources ofIndia and contribute towards prevention ofmisappropriation of bioresources and/or associatedknowledge.Provide policy and support relating to conservation,sustainable use of its components and equitable sharingof benefits arising out of utilisation of biologicalresources.Regulate activities by formulation of guidelines,extension materials for for access to biological resourcesand for reaching the stakeholders and ensuring fair andequitable benefit sharing in accordance with theprovisions of the Biological Diversity Act, 2002.Take measures to oppose the grant of intellectualproperty rights to persons in other countries on anybiological resource of India or knowledge associatedwith such biological resources of Indian Origin.Advise the State Governments concerning their areaspecific biodiversity, and in notifying heritage sites andalso suggest measures for their management andsustainable use.Provide guidance and technical and financial supportto Biodiversity Management Committees (BMC) forpreparing People's Biodiversity Registers (PBR) in theareas falling under their respective jurisdiction.Perform such other functions as may be necessary toimplement the provisions of Biological Diversity Act,2002.
4. StakeholdersBiodiversity is a multidisciplinary subject involvingdiverse activities, initiatives and stakeholders. The stakeholders in biological diversity include the CentralGovernment, State Governments, Union Territories,
Institutions of Panchayat Raj and Civil SocietyOrganisations, Industries, NGOs, Research andDevelopment Institutions, Universities and public atlarge.
5. Services OfferedPromotion of Conservation and sustainable use ofbiodiversity.Co-ordination of the activities of the State BiodiversityBoards and Biodiversity Management Committees,sponsor studies and adaptive/ operational investigationand research by providing technical guidance, andCommissioning of studies as found necessary.Advise Government of India on matters relating toconservation of biodiversity, sustainable use of itscomponents and equitable sharing of benefits ofbiological resources.Grant approval for access to biological resourcesoccurring in India or associated knowledge, fortransferring the results of research, seeking intellectualproperty right, third party transfer of accessedbioresource for research or for commercial utilisationor for bio-survey and bio-utilisation.Facilitate access to bioresource by all stakeholders andensuring equitable benefit sharing between users andconservers of biodiversity in a transparent manner.
