Delivering ACT in the UK

Milton Keynes WRP

- Public facility: Strong support from Milton Keynes Council

- Funding structure allowed commercial flexibility

- Pre-CfDs: Business model based on 2 ROCs for ACT + FiTs for AD

- ACT Technology choice: Energos (proven and reliable, extensive DD)

- Planning: not a barrier (4 months process) – Council committed to project

- Waste availability: 50% capacity committed at FC – projected 100% at start of commissioning

Delivering ACT in the UK

Development angst

- Waste availability: can UK developers compete with RDF demand from Northern Europe?

- New emerging technologies with very different approaches to ACT (spoilt for choices?).

- CfDs have introduced new dynamics and a degree of uncertainty

- EfW growth an issue - are skills and talent available?

Delivering ACT in the UK

Development angst

- Waste is there: 250,000 tonnes per month exported into cheap continental gate fees

- CfDs are achievable but have been bid aggressively

- How to secure waste and subsidies? Efficiency & Cost

- Technology choice becomes key and the drive is for high efficiency and/or low cost good news: we’re spoilt for choices!.

- A (personal) concern: People – are there enough capable operators for sophisticated new technologies processing waste efficiently?

- Keep calm and close the project: Leavenseat, Hoddesdon.
