Presenters from the First Net Authority and their selected vendor AT&T will provide background and discuss the current status of First Net in Pennsylvania, policy issues and ongoing implementation issues.
Municipal and other civil division boundaries have been identified as strongly recom-mended layers in the Draft NENA NG9-1-1 GIS Data Model and in many cases, are integral to the required PSAP Boundary layer, and the required ESZ layers. This presentation will review the work that has been done through a sub-committee of the Geospatial Coordinating Board Data Program Task Force specifically: “Pennsylvania is re-embarking on development of official base map layers for the Commonwealth, and our Municipal Boundary representations are many and varied. As members of the Data Task Force for the State Geospatial Coordinating Board (GeoBoard) we are investigating the feasibility of creating a Stage 1 unified version that marries the statewide datasets maintained by our Dept. of Transportation and those of Census Bureau.” A question and comment period will be included for audience participation.

Round table discussion on the future commonwealth 9-1-1telecommunicator training and certification standards.

Commonwealth training and certification program requirements and recommendations are currently in the early stages of development, and input from the PSAP community will help to shape the end result. A conversation will be led by the session panelists, exploring current training and quality programs established at the PSAP level, and the changes necessary to maintain pace with the NG911 transition. Discussing the flow of information in the NextGen environment will help the attendees gain a better understanding of future operational expectations of the PSAP and training needs of the911 telecommunicator.

Cybersecurity Policy Explained

The absence of policy to address cyber threats and events is one of the most prevalent issues found in mission-critical infrastructures today. Development of these practices acts as a starting point for hardened defenses, orchestrated event response, and continued employee training. This session will provide an overview of the key aspects of a cybersecu-rity policy, paths to development, and examples of some tools and practices for drills and auditing.

Getting the precise location of a 9-1-1 caller has always been a challenge for public safety. With more calls coming from indoor environments, the challenge has only increased. This session will explore recent advances in location and emerging technologies – such as small cells, Bluetooth, WiFi, and metropolitan beacons, and will specifically look at device-based hybrid location and other supplemental data from the mobile device. The presenter will also evaluate the use of such technologies in a legacy and Next Generation 9-1-1 environment and how such data could be leveraged to better call routing and location accuracy.

Does your PSAP have an effective Quality Assurance program? How many times do you call a company and hear “This call may be monitored or recorded for Quality Assurance purposes.”? What does that mean? Is the operator handling my call going to go above and beyond what’s required to help me? Are they going to stick to a rigid policy/procedure in fear of discipline? Just like the private sector our customers deserve the best possible treatment to ensure the best possible outcome. In this interactive workshop we’ll discuss the true meaning behind Quality Assurance and how to implement or improve your PSAP’s Quality Assurance/Quality Improvement program.

Case Study: Public Safety Communications Large-Scale Events
When a major event involves triple jurisdictions and includes private entities, existing interoperable radio communications are only the beginning. This session looks at recent events, including the 2015 Papal visit to Philadelphia as well as Super Bowl games on the east and west coasts. These events involved multiple cities, with participation from utilities, hospitals and hotels.
Best practices will be discussed for advanced planning and documentation, the need for voice interoperability as well as text and video interoperability. Agencies and private entities responsible for securing these events must be able to communicate using their own radio, telephone, and video assets, sharing them as needed.

The Commonwealth of Pennsylvania is upgrading and migrating from proprietary land mobile radio technology to P25 public safety standards. This session is intended to inform and discuss the Commonwealth’s most current information related to the Penn-sylvania State Wide Radio System. Opportunities to further partnerships with counties, and improve interoperability will be discussed.

My GIS data supporting Public Safety is good, but…bring your own problem to the session.
We have some road centerline overlap issues with a neighboring PSAP. We have a section where the road addresses ranges do not really reflect the structure addresses now used. Penn Dot, Census, Assessment, and the School Districts all have slightly different maps of municipal boundaries, how do we begin to resolve this? Technically, that section is definitely in that township, but you can’t get there from here; what do we do with that? These real-world GIS problems will be illustrated, discussed, and solutions reviewed by a panel of GIS practitioners; as the title says bring your own problem to the discussion.

Overdose Information Network (ODIN)
The PSP, Philadelphia/Camden HIDTA and JNET are developing a statewide naloxone administration and drug identifiable markings system for all PA law enforcement accessi-ble through the JNET portal. The application, known as the Overdose Information Network (ODIN), is a centralized repository for law enforcement to enter and track overdoses, naloxone administrations and identifiable drug markings. This presentation will provide attendees with background on the development of this application, including - who will have access to the system, rights and roles within the applications, a demon-stration of system functionality and a discussion centered on future enhancements and changes to support ODIN.

911 and Domestic Violence

RACHEL HAYNES PINSKER—JD, LEGAL SERVICES MANAGER, PENNSYLVANIA COALITION AGAINST DOMESTIC VIOLENCE
This training will define domestic violence, its impact on victims, and explore the mindset of a batterer. We will also discuss strangulation as a form of domestic violence and how its physical impacts present an indicator for lethality. In assessing strangulation, it is critical for a 911 operator to gather as much information as possible from the reporting individual in order to provide a full account to law enforcement. This training will also discuss firearms and how they are inextricably linked to lethality in domestic violence cases. For 911 operators, it is especially critical for them to gather as much information from an individual as possible regarding the use and presence of a firearms. Finally, the training will discuss the Protection From Abuse Database (PFAD) which houses all active Pennsylvania protections orders and how 911 operators can have access to the database to assist them in their work.

The Office of Open Records was established in 2009 as part of Pennsylvania’s Right to Know Law (RTKL), which moved the state to the forefront of government transparency. This training, which covers the RTKL in detail, provides a solid foundation for Agency Open Records Officers as well as elected officials and managers that are responsible for admin-istering access to public records.
The session will provide guidance on responsibilities, deadlines, best practices; and touch on court cases that have impacted how the law is applied. Questions are encouraged in an interactive, informal setting.

This panel discussion will review a self-audit by three counties who compared their existing GIS data to the NENA NG9-1-1 GIS Data Model as it was found in the first Public Review session. Counties will discuss how they arrived at their conclusions in each audit; what issues they found with their data; and how they intend to resolve issues in order to prepare their GIS data to support NG9-1-1. Time will be allotted for questions and comment from the audience.
