- Mobilising The TA identifies the various tasks undertaken at
specific incident types to enable an operational risk assessment to
be completed. It provides a suggested minimum total of attributes
e.g. personnel, their competencies and a list of suggested
equipment to provide a successful intervention for the described
planning scenario. In addition to informing the RA, the TA provides
a basis for services to consider their current pre-determined
attendances (PDA), particularly for those incident types where a
cross-border attendance maybe necessary. The adoption of TA is
entirely a matter for services taking into account their local

- Mobilising This document assists mobilising controls in
converting the TA into attribute mobilising. It includes all the
attributes (number and role of personnel and the appliances and
equipment) required initially to safely intervene at the incident.
It uses Excel spreadsheets to enable services to easily alter and
manipulate it to meet their individual needs, (depending on the
level or attribute or dynamic mobilising required locally). It can
be used to assist populating their mobilising data base systems,
ensuring that when the control room operator selects a particular
incident type, the system will offer the correct attribute based
resources required to deal with the incident. Response Plan
