5. UtilityWorkinRoadROW–ThePCdiscussedthepossibilityofdevelopingapermittingprocessforany

utilityworkthatoccursintheTownshiproadright-of-way(ROW).ThePCdoesn’tsupportdevelopingaformalordinanceatthistime.TheSupervisorsagreedbutwanttoknowaboutandprovidefeedback

priortoanyworkintheTownshiproadROW.LinnmovedtosetapolicyinwhichcompaniesthatplantoworkintheROWwillattendameetingtopresenttheirplans(includingasetofdrawingsandreclamationplan)andhowtheyintendtoadheretotheStatestatutesandrules.Sanoskisecond.Allinfavor.Motioncarried.ThepolicywillbeputontheTownwebsite.

6. RoadMaintenancePlan–thePCdiscusseddevelopingaroadmaintenanceplan.Itwilllikelybebased

onaroadevaluationdonebyKoopmeinersin2018.TheSupervisorsrequestedKoopmeinerstoupdatetheevaluation.Oncecomplete,thePCwillranktheroadsanddevelopa5-yearmaintenanceplan.Mr.KevinKruger(320.534.5963),WSBEngineering,hasnotifiedtheTownshipthatoneoftheirservicesistocreateroadmaintenanceplans.TheyhavedonethemforWakefieldandOrrockTownships.TheSupervisorsdecidedtodevelopourownatthistime.Mr.KrugeralsostatedthatWSBshouldbeincludedinthecontactlistwhenlookingforengineersforTownroadwork.

7. RoadInspection–TheSupervisorssetRoadInspectionforMonday,August3rdat3:30PM.Meetat

theTownHall.8. CemeteryUpdate–Gondringerreportedthattheparishisplanningtohavethecemeterysurveyed.

TheTownwilltakenoactionatthistime.MergenmovedtoapprovethePCreport.Linnsecond.Allinfavor.Motioncarried.Treasurer’sReport:MartinireadtheTreasurer’sReportandpresentedtheCashControlStatementfortheperiod06/01/2020to06/30/2020(below).Thereweresomebigcheckslastmonth.WereceivedourPNPreimbursement.LinnmovedtoapprovetheCashControlStatementandTreasurer’sreport.Sanoskisecond.Allinfavor.Motioncarried.

Claims&Payroll:MartinipresentedtheJunePERAclaims(3819&3820),whichtotaled$525.54.TheJunepayrollwas$2,818.70.TheJulyclaims(3821–3833)totaled$25,596.65.TheJulypayrollwas$2,064.58.WereceivedtheinvoicefromRinke-Noonanforworkrelatedtotheroadvacation.TheTownwillpaytheinvoiceandthensendaninvoicetotheThelen’sasperagreement.SanoskimovedtoapprovetheClaimsandPayroll.Mergensecond.Allinfavor.Motioncarried.TownHallMaintenanceReport–presentedbyKoopmeiners1. 2. Salt/Sand–wasdeliveredandisintheshed.WewillnotparticipateintheSalt/SandSymposium

3. TowerRoadProject–thestartdatewaspostponeduntilaftertheFourth.ItwillbeginonJuly6th.Supervisorsnotedthatsomeoftheequipmentisalreadyinplace.

4. PelicanLakeRoad–Residentsweresentaletterrequestingthattheyparkononesideoftheroadonlyandthattheyparkofftheroad.Wereceivedseveralpositivecommentsabouttheletter.Therewererequestsfromresidentsto:removebrushattheintersectionwith360th(somewillberemoved,butsomeisonprivateproperty),installnoparkingsigns(theSupervisorswillconsiderthisinthefutureiftheletterdoesn’twork),install30mphsigns(atleastoneisalreadypresent,noactiontaken),andreplaceamissingstreetnamesign(completed).

5. RileyCourt–Supervisorsapprovedinstallinga“DeadEnd”signtominimizepeopledrivingdowntheroadlookingforTwoRiversLake.

6. SnowSeasonReadiness–atthistime,everythingisinorder.

7. LowerSpunkLane–TheSupervisorsapprovedarequesttospreadmoregravelonthecul-de-sac.Treesplantedintheroadright-of-wayandalogintheroadROWmakeitdifficultfortheplowtoturnaround–aletterwillbesenttotheresidentrequestingthattheyberemoved.KoopmeinerswillprovidetheClerkwiththeproperaddress.

8. CardinalNestCourt–Anewsignwillbeinstalledbecausetheexistingoneismisspelled(shouldbeCardinalinsteadofCardinals).

9. 140thAvenue–OnequotewasreceivedfromKnifeRiverformilling,removingaculvert,andreshaping140thAvenue.MergenmovedtoauthorizeSanoskitoseekadditionalquotesforthe140thAvenueprojectandacceptthelowestequivalentquote.Sanoskisecond.Allinfavor.Motioncarried.

10. 154thAvenue–aresidenthasplacedacowtankwithsoilintheroadROW.Theresidentwillbesentaletterrequestingitberemoved.Wewillchecktoseeifthisisthesecondrequest.KoopmeinerswillprovidetheClerkwiththecorrectaddress.

11. UpperSpunkLakeRoad–aresidentcuttreesoffandpiledthemintheroadROW.Theresidentwillbeaskedtoremovethem.

12. Sinkhole–thereisasinkholeon360th(neartheMaciejeskiproperty).Kooomeinershaspatchedittwice.Sinceitisactuallyonacountyroad,theSupervisorsauthorizedKoopmeinerstocontacttheCountyforarepair.

13. 154thAvenue–aresidentrequestedaflashinglighttoreducetrafficspeed.SincethisisaCountyroad,KoopmeinerswasauthorizedtorelaytheinfototheCounty.

5. St.AnnaSportsmen’sClubRaffle–TheSupervisorsapprovedtherevisedplanfortheraffledueto

COVID-19.SupervisorLinnsignedtheapprovaldocument.6. ShorewoodDrive–Aresidentexpressedconcernaboutthepotentialforincreasedspeedsontheroad

afterresurfacing.Thereisacurrently30mphspeedlimitsign.Atthispoint,theSupervisorswillwaittoseeiffurtheractionisrequired.
