JD has offered to oversee the commencement project but does not want to lead or be officially involved on an ongoing basis
Suggestion is that we enlist the assistance of some other key people and form a
committee to drive / steer this project which would be a long-term ongoing project – suggestions are Phil Barnett, Greg Steele, Geoff Chard, Pat Kilgraaf and Brent Drabble BOPRU Statistician – we will need to identify a suitable person to lead and chair this group
We will launch the project at our Awards Dinner where a number of ex first class BOP Referees will be present

o Referee Abuse Support Network Process DH gave a report on his discussions with BOPRU CEO Mike Rogers – i.e. if we can quantify a figure that might be required each year he is prepared to approach a sponsor Referee Abuse cases by years:- 2015 10 2016 21 2017 14 2018 14 Total 59 Average 15 Ollie Arnold fee per abuse $160 + GST This would equate to an annual budget of $2,400 +GST – DH to now re-approach Mike Rogers The recommended process is: -
1. Upon receiving the Abuse Report PR to contact Ollie Arnold
2. Ollie Arnold to contact the referee subject to the abuse to assess and provide assistance as required
3. PR to send email to the club / school team re the Work Place Health
and Safety issue seeking their actions to rectify the position

Steve welcomed us to NZ Rugby House and outlined the restructure that took place at the beginning of the year. He fully understands and is aware of the challenges that Sideline behaviour has on recruitment and retention of referees.

Mike Chu facilitated the rest of day 1, which was spent operating at a very high level ie strategic thinking and planning. The majority of the attendees struggled to remain at this high level of discussion, continually being dragged down and getting bogged down in the nuts and bolts day to day thinking. It soon became apparent that we all needed to drop and disassociate ourselves with our own provinces and individual needs and come together “as one” for the good of the game and the good of refereeing as one country, something we all struggled with initially. The group attempted to differentiate our day to day operational work with the strategic planning and execution OF REFEREEING in New Zealand. The major theme that came out of the days discussions was INTEGRATION. For far too long, refereeing has operated within its own silo, often amongst ourselves, talking with ourselves and disassociating ourselves with other stake holders like players, coaches, administrators. The time has come for our SEGREGATION as separate entities, or RRA’s outside of the provincial unions to come to an end. They are not OUR referees. Referees belong to “the game”. Referees belong to everyone. We need to stop talking as if we are separate. PU’s need to stop talking as if refereeing is a referee issue. We are all part of rugby and refereeing, just like players and coaches are rugby issues. Only as ONE, will we all be able to tackle all of our issues together.

Nutta replaced Vinny Munro in the role of National Referee Development Manager around March – April. Building on the good ground work laid by Vinny, Nutta has added his own take on identifying the next crop of HP referees. We were given a hypothetical exercise to do. A fictional scenario was placed in front of us whereby all of our professional, national squad and wider training group referees were to become suddenly unavailable and we needed a referee to travel to Ruatoria to referee East Coast v Whanganui. Each province had to nominate a suitable referee that would be able to realistically control and referee the game. Removing all other aspects aside (criteria, law, fitness, age etc) how many referees could we come up with to referee that game? The BOPRR nominated 4. (Bell, Fellows, Waite, Williams) All other provinces nominated around 4-7 names, meaning we ended up with approximately 75 referees scattered all over the country that could referee East Coast v Whanganui. In hindsight we all agreed that we underestimated by about 10-15%. Now the challenge was laid to us: How would we trim that group of 75 referees down to the 2-3 gold nuggets that would be nominated for an opportunity to grow within the high performance space?

Taylor, a former NZ air force pilot and current air traffic controller gave an insightful if somewhat morbid presentation on the art of communication, from a fighter pilot point of view. He also highlighted how important it is to repeat things back to people to ensure that messages were received correctly and understood by both parties. That’s something we could possibly incorporate into communication between referee and AR and TMO. For example: AR: 6 red offside Ref: Copy 6 red offside, advantage black!

AR: I have a foul play report against 7 black. Ref: Confirm foul play against 7 black, what for? AR: Late tackle on the kicker. Ref: Copy that, advantage white!

7.30am Breakfast 8.30am NZ Rugby – Refereeing Needs Analysis - Interim Summary Bryce Lawrence Trevor Howard
Bryce and Trevor presented on their interim findings from their travels around the country visiting all of the PU’s and RRA’s. (Approx. 4 areas still to be visited) A written report will be provided to all PU’s and RRA’s once all areas have been covered off. From a Bay rugby space, we are in a good place, well respected amongst both NZ Rugby and a number of the other provinces. Our strengths include:

High quality strategic plan and annual plans
Referees well resourced
09.00am NZ Rugby Respect & Inclusion – The REO Role Karen Skinner Karen Skinner’s presentation focussed around her role, how it came about (respect and responsibility review) and what her main objectives are. She questioned us around what respect and inclusion meant to us and how we can all achieve it in our own spaces.

A nuts n bolts discussion around the way in which we report, the inconsistent reporting templates and the inconsistency between those regions that do report and those that don’t.

The REO’s were required to bring with them to the conference their lap top computers. Bryce and Paul provided all of us with a 16 gig USB stick with all of the files and PowerPoint presentations that the REO’s will use to deliver the consistent messages for the upcoming national competitions, Mitre 10 Cup, Mitre 10 Heartland Championship and Farah Palmer Cup. Interesting to note that from the Foul Play presentation, of all the 21 lap tops in the room, mine was the only one that couldn’t/wouldn’t play the video clips. An issue that I was already aware of but wasn’t sure whether it was the file size, or the age of the laptop that was the reason for the problem. Some points to note:
There’s a slight shift in protocol for ruling on foul play. Referees, AR’s and TMO’s are to bring a more “rugby context” to their decision making. This differs slightly from World Rugby protocols and is fully explained in the presentations.
AR’s for M10 Cup games are NOT to referee the curtain raiser matches.
REO’s are to notify Lauren (Kathy in Lauren’s absence) on a Monday morning of the AR and TMO appointments for their upcoming matches for that week.

What I have found is that since the referee abuse spate from earlier in the season and the responding directive to the clubs from BOPRU I have noted a reduction in referee abuse reports being reported to me directly. Have not been made aware of any health and safety concerns.Have discussed the possibility of
support to assist our members who are subject to abuse and I understand this will be discussed at
RMG.
Greerton Incident
I understand that the appeal from Greerton was unsuccessful, which is a good outcome, although Greerton deserved sanction in my view as you can see from the attached submissions for the original hearing. Learnings from the saga: Ensure we submit accurate and consistent reportsThere were some details that were slightly inconsistent and were challenged. This could be resolved by reviewing all reports before they are submitted in a similar incident or submitting an initial report and then providing additional witness statements. I am happy to be involved in any review or discussion in similar circumstances. Additionally the committee dug deep into issues such as exactly how far was x away from y or the direction they were heading. It is important that we get these details sorted before any hearing. These can be hard to recall in the heat of the hearing. Again much of this may be better reflected in witness statements that come additionally to the initial report.
Difficulty of the individual who was the focus of the abuse to make the complaint
The process made it clear that the person who is subject of the abuse often is “on trial” in a way and therefore makes it difficult. A perfect situation would be a referee coach or similar being the individual making the complaint (where possible) and the referee supporting this complaint to give a level of objectivity. Obviously this is not possible in all situations.
Ensure the reports cover the offences contained in the BoPRU competition handbook
and the Black book
It would make it easier if the reports (or witness statements) were reflective of the wording in the black book to enable an easier argument for sanctions. Again this is something I am happy to help with.
The importance for referees (and others) to take abuse seriously and report it
This incident showed the importance of reporting issues early as when the incident occurred no one (including those outside of refereeing) were surprised however no incidents had ever been reported, nor would this have been reported if it weren’t for the complaint by Greerton. I believe the RMG needs to encourage more reporting and lowing the perceived threshold for abuse before reporting. A mid-point could be a complaint system where a club (or individual) was sent a letter from the Union if abuse was anonymously reported e.g. could be referee or spectator to remind them they are out of line. SCHEDULE 4 Senior Club Rugby Working Group Terms of Reference
1. Purpose
1.1 To assist the Board in setting the Senior Club Rugby competition format (for men and women) and draws each year in the District.
1.2 To provide advice to Board and management on how to be more responsive to club and Sub-Union needs and views.
1.3 To assist in improving relationships with the Rugby community, stakeholders, sponsors and other community providers and agencies.
1.4 To promote greater awareness of Rugby related issues and challenges along with positive outcomes.
2. Role
2.1 The Senior Club Rugby Working Group is an advisory body and will make recommendations to the Board and management for consideration and ratification.
2.2 The Senior Club Rugby Working Group will actively seek to be involved in planning all aspects of club rugby in the District.
3. Responsibilities
3.1 Advise the Board in relation to the promotion and improvement of the health of the Rugby community including women’s rugby.
3.2 Support Rugby promotion initiatives in the community e.g. workshops, seminars, coaching / player /manager / administrator pathways and any other related skill set courses.
3.3 Support the goal of seeking greater Rugby community awareness and involvement.
3.4 Advise BOPRU on how to be more responsive to Rugby community needs and views.
3.5 Foster relationships and partnerships with club, sub-union, community and other sports related providers.
3.6 Respect the confidentiality of the meeting discussions and not to disseminate unofficial information or comments.
3.7 Respond to communications within the time period given.
3.8 Appoint a member of the Board Appointments Panel.
4. Membership
4.1 There shall be 3 Members from each Sub-Union (nominated by each Sub-Union), 1 Board representative and 1 management representative.
4.2 Nominations will be for the period 1 September to 30 August and received and ratified by the Board.
4.3 Members should be chosen according to their skill base and their ability to
represent the interests of BOP Rugby interests as well as Sub-Unions and Clubs.
The following skills will be sought:
Ability to elicit and understand a wide range of rugby community views;
access to/contact with a wide range of rugby community networks;
interest in Rugby and sports and recreation;
a non political approach to Rugby issues; and
passion and genuine commitment for the betterment of BOP Rugby.
4.4 The Senior Club Rugby Working Group Chairperson will be the Board Chairperson or as determined by the Board. The Deputy Chairperson will be elected from within the Senior Club Rugby Working Group at the first scheduled meeting for the year.
5. Meeting Procedure
5.1 Meetings of the Senior Club Rugby Working Group will be held a minimum of four times per annum unless agreed otherwise by the Senior Club Rugby Working Group. Meetings will be approximately 1½ hours in duration and usually held between 7pm and 8.30pm on a weekday at a designated venue.
5.2 A meeting reminder will be sent to all members 14 days before the date of the meeting. Agenda items and background information papers must be forwarded to the BOPRU Operations Manager or his or her nominee 7 days before the date of the meeting in time to prepare final agenda.
5.3 A re-occurring agenda item will include any Club / Sub-Union interface feedback from the bi-monthly Board meeting.
5.4 Minutes of the Club Rugby Working Group meetings will be forwarded to the Board.
5.5 A quorum for the meeting will be 2 members from each Sub-Union.
5.6 Business transacted at a meeting with no quorum must be ratified by the following meeting if a quorum is then present.
5.7 Decision making will be by consensus. Where consensus cannot be reached the responsibility for making the decision will be handed to the Board.
Referee Management Executive Monthly Report to the BOPRU Board
August 2018
August Referee Management Group (RMG) meeting was held on Thursday – 16th August – minutes
of all our meetings can be viewed on the Bay of Plenty Rugby Union website
So, in summary:
1. 88 Senior games, 90 Secondary School games, and 86 Junior games were appointed to in
July. 17 games were unappointed
2. July saw 69 (426 YTD) yellow cards, 18 (91 YTD) red cards, and 5 Referee abuse incidents
3. 24 blue cards have been issued year to date from the 1579 fixtures
4. Referee abuse continues to be of real concern. Our referee Ollie Arnold a professional
clinical psychologist has agreed to offer professional help and assistance. The RMG has
decided to make this process mandatory where a Referee Abuse report is filed. Primarily this
is to ensure the wellbeing of our members and secondly, we see it as a Health & Safety issue
that we need to mitigate. The follow on from this is the need to recompense Ollie Arnold for
his professional services to our members. The average referee abuse cases over last 4

5. One Premier club has appealed a recent Judiciary committee finding following their complaint
against a Referee. The appeal was not upheld.
6. We held our Annual Quiz night on Tuesday, 31st July – a very successful evening
7. A number of our referees are now involved with representative duties including Mitre 10 Cup,
Farrah Palmer Cup and Heartland – the Bay of Plenty is very well represented
8. Planning has commenced for our annual review which is set down for Thursday, 6th
September. Following this we will complete our budget for 2019 along with the Annual Plan
for 2019
9. We have commenced work on establishing a Bay of Plenty Referee Alumni with a view to
further building and developing ‘The Club’. This will be launched at our Annual Awards
Dinner on the 13th October to coincide with the BOPRU’s Heritage Day
10. David Hodgson and Pat Rae continue to meet weekly on Tuesday morning to ensure
everything is kept on track and that we are attending to things in a proactive and timely
manner
11. The monthly newsletter ‘The Whistle Blower’ has been produced and communicated. We
continue to develop and expanded this medium as a means of communication and to
building ‘The Club’.
12. Our Awards dinner has been moved to Saturday, 13th October 2018 and we extend an
invitation to BOPRU Board representatives – if you could let us know how many Board
members and their partners will be attending – thank you
13. The key challenge for 2018 has been to keep the momentum from the last 2 years going,
upskilling our referee coaches and better utilisation of this resource. We have seen an
improved engagement of our membership in EBOP and CBOP largely due to the efforts of
their area representatives on the RMG which has been very pleasing.
14. The BOPRU Board representative on the RMG John Dowling intends resigning at the end of
the season. We will therefore be looking for a replacement for 2019. Would the Board please
consider and advise a replacement – thank you
Our ‘Strategic Plan’ continues to be our guiding focus with all decisions / actions checked against
this document.
Our goal remains, to become the best Provincial Referee Group in NZ - we truly believe that we
have the raw resources, talents and skills within our midst to achieve this. We just need to continue
to foster the positive and constructive attitude. ‘BUILD ‘THE CLUB’
The culture that will achieve our goal is one that is the following:-

The attitude of the RMG is that we are here to serve and ensure that referees are well equipped to
facilitate our great game. That is gear, training, mentoring / coaching, personal development,
support etc.

Ultimately our goal is to see our numbers grow and improve retention through seeing BOP Referees
valued and appreciated as a key stakeholder in the health and wellbeing of BOP Rugby.

Dear Dave
Following a lot of consideration of my current role with the Referee Management Group, and for
personal reasons, I have decided to cease all further involvement with the Referee Management
Group.
I will continue to be involved as a running referee for as long as I can contribute to rugby in the Bay.
I want to extend my thanks and ongoing support to Gary, Dale, and yourself as the elected members
of the Referee Management Group, and to John and Pat as representatives.
I also want to extend my thanks to Sam, Steve, Geoff and Malcolm for their input this year to the
Governance Group.
The ongoing progress you are all making to the “Club” is positioning refereeing in the Bay of Plenty
in a state that will allow us to meet the ongoing demands for providing competent referees for the
