Test Development Center (TDC)

• TDC is funded through a grant by the Florida Department of Education (FDOE). The grant is managed by Tallahassee Community College.

• TDC’s purpose is to assist FDOE in the implementation of various aspects of the statewide assessment program.

• TDC works with contractors and Florida educators to develop test items for English Language Arts, Mathematics, Science, and Social Studies assessments.

• TDC also works with contractors and FDOE to produce and distribute interpretive products related to statewide assessments.

• On March 17, 2020, it was announced that the remainder of 2019-2020 statewide assessments were canceled.

• FSA ELA Grade 10 and Algebra 1 Retake test administrations were already completed by March 13th, and all assessments were scored and results reported.

• Florida Statute 1008.22• The grade 3 statewide, standardized ELA assessment and the writing

portion of the statewide, standardized ELA assessment for grades 4 through 10 must be administered no earlier than April 1 each year within an assessment window not to exceed 2 weeks.

• With the exception of assessments identified in subparagraph 1., any statewide, standardized assessment that is delivered in a paper-based format must be administered no earlier than May 1 each year within an assessment window not to exceed 2 weeks.

• With the exception of assessments identified in subparagraphs 1. and 2., any statewide, standardized assessment must be administered within a 4-week assessment window that opens no earlier than May 1 each year.

• Geometry Comparative Score - the State Board of Education adopted an amendment to Rule 6A-1.09422, F.A.C., that allows students to use a passing score on the FSA Geometry EOC as a comparative score to satisfy the Algebra 1 EOC graduation requirement. • Applies to all students with the FSA Algebra 1 requirement

• Spring 2020 Algebra 1 students are not required to attempt the Algebra 1 EOC prior to using a Geometry score for graduation

• Students enrolled in Algebra 1 are required to participate in the Algebra 1 EOC

Other Updates• FDOE will allow public high school students in the state

of Florida to participate in the ACT or SAT assessment free of charge during the 2020-21 school year as part of Florida’s CARES Act plan (memo sent to districts on 8/14).

• FDOE will offer a free progress monitoring tool through CAI for optional district/school use for grades 3 – 10 ELA Reading and grades 3 – 8 Mathematics (memo sent to districts on 8/27).

Adaptive Progress Monitoring• Cambium’s Adaptive Progress Monitoring tool will be

available to all Florida public school schools on a voluntary basis.

• Grades 3–10 English Language Arts (ELA) Reading and grades 3–8 Mathematics

• Available October 1, 2020, through February 19, 2021

• The tool will be available for multiple administrations, per student, throughout the school year, such as early and midway through the school year.

Adaptive Progress Monitoring• Cambium’s progress monitoring tool is computer-adaptive with

about 24–34 items per administration.• Because the tool is computer-adaptive, students must answer each

item to proceed.

• Students may access any grade-level content.

• Though developed by Cambium, this tool is not the FSA.

• This tool is 100% optional for districts, and results will not be used in any accountability calculations.

Other Updates

• While there has been much discussion and activity regarding remote proctoring and at-home testing, FDOE is not considering this for any of Florida’s K-12 summative or postsecondary assessments in 2020-2021.

• FDOE is gathering evidence and resources on this issue that is being provided by other states, Council of Chief State School Officers (CCSSO), the National Council on Measurement in Education (NCME), and vendors.

Handheld Calculators• No updates for FSA have been made to the

information in the calculator policies document on the FSA Portal.

• Districts are responsible for noting any functionality changes to approved models.

• FDOE will not review/approve additional models for the list; however, districts may provide calculators if mathematics specialists in the district determine that they meet the published specifications.

• Handheld calculators are OPTIONAL for CBT and REQUIRED for PBT in calculator sessions.

• FSA EOCs—SESSION 2 ONLY

• FSA Test Item Specifications provide content and format information to item writers and reviewers.

• A summary of any revision(s) or update(s) is available in Appendix B of each grade/course’s specifications document.

• The latest version of the specifications is January 2020 as the Appendix was updated based on the practice test item additions.

PBT Reference Sheets

• The reference sheets for Grades 4–8 Mathematics and Algebra 1 and Geometry EOCs will be included in Sessions 1 and 2 (and 3, if applicable).

• These sheets do not have perforated pages, so students may not tear them out.

• Schools may print copies of the reference sheet.

• This policy information will be included in administration manuals.

PBT Practice Tests

• Students who will take an FSA ELA Reading or Mathematics paper-based test are strongly encouraged to practice at school. • Student Presentations with animations and narrations

• Paper-Based Practice Tests

• Students taking PBT ELA Writing are strongly encouraged to take a practice test to become familiar with the amount of space they will have for their responses.

CBT Practice Tests

• CBT students are required to participate in a practice test session prior to testing.

• Students retaking an assessment who previously completed this requirement for the test they will take (EOC or Retake) are not required to participate in another practice test.

• Students with CBT accommodations must use the appropriate accommodated practice test.

• Ensure test administrators do not start an Operational Session for practice.

Gridding in numerical answers

• Remind students that directions for gridding are at the front of the PBT booklet.

• The directions are not located in a session. So, they are able to flip back to look at them any time during the test.
