Mass Flow Meters – Future Application

Bunker quantity measurement - existing challenges
• Process of dipping tanks, measuring temperatures and calculations prone to variances possibly leading to incorrect/inaccurate quantity determination
• Lack of uniformity of surveyor competence/experience in dealing with disputes
• Worst case scenario – professional integrity/ethics of staff involved
Greener Shipping Summit 15 November 2016
MFM – technology enabling improved custody transfer integrity
• Mass flow metering will add new technology to bunkering operations
• Transparency and accuracy of bunker quantity greatly enhanced
• Eliminates the need for manual measurement practices and calculations

MFM working principle
• During a no flow condition, there is no Coriolis effect and the sine waves are in phase with each other
• When fluid is moving through the sensor's tubes, Coriolis forces are induced causing the flow tubes to twist in opposition to each other. The time difference between the sine waves is measured and is called Delta-T which is directly proportional to the mass flow rate
• The meter calibration factor, multiplied by a given Delta-T, yields mass flow rate

MFM – the revisited role of the bunker surveyor
Understand functions of each key components of MFM including flow tube, microcomputer, readout etc Carry out physical check and verification of:
• MFM system components integrity
• Seal numbers match exactly against those recorded in the Sealing Certificate issued by MPA-WMO filed on board bunker tanker
• Calibration Certificate issued by accredited & authorised calibration laboratory is valid Assist in procedures to detect and carry out corrective actions in the event when there is MFM failure or malfunction

MFM-Key Changes
With the implementation of MFO supplies by barges with MFM:
• No physical barge tank measurements are allowed
• Stock movement record replaced with meter totalizer log for inventory control
• BDN figure based on MFM readings and cannot be amended for commercial settlement purpose
• No commercial settlement can be finalised on-site
• For any commercial settlement, BDN to be re-issued separately by the seller to buyer from operation level

Mass Flow Meters-Conclusion
In a world of change the only thing certain is change – As MFM becomes wildly adopted in the industry the ship operator, bunker supplier and bunker surveyor will have to adapt to the new normal.
