BOSTON, MA – Mass Bay Electricalof East Boston is in late phase con-struction of the $5.2M electrical reno-vation and expansion project atLogan International Airport’sTerminal C, which is comprised of allgates for Jet Blue and UnitedAirlines. The project’s primary electri-cal contractor, Mass Bay has assignedMaureen Electrical, Inc. of Methuen,MA to serve as the DBE subcontrac-tor to Mass Bay on the project.

Mass Bay’s project scope entailsproviding numerous electricalupgrades and energy efficientenhancements to the four-decade oldfacility, including the installation ofnew LED Lighting Systems featuringintegrated controls for daylight har-vesting and occupancy dimming. Theproject also includes a new fire alarmsystem, paging system, security sys-tem, and emergency power distribu-

timeline. The NECA contractor hascrews working night shifts to meetschedule requirements and the proj-ect is on track for completion by lateJune of this year.

All installations are being provid-ed in one of Logan’s busiest terminalswhile the terminal remains fullyoperational. To accommodate the air-port’s schedules without disruption, the fast track project is structuredand handled in many phases, includ-ing: renovations to the ticket hall;installations for the new checkpointarea; renovations to bag belt systems;installations for the new Jet Blueticket counter; conversion of existingcheckpoint areas into new hold roomsfor new gates; renovations to thearrivals area bag service offices; andinstallation of new ventilation andsecurity systems for the crawl spaceareas under the terminal.

The lighting retrofit is amongmany unique project challenges beingmet in the occupied terminal.Lighting in the ticketing hall hasrequired special floating/suspensionstaging to allow for installation ofnew EE LED lighting systems. Here, Mass Bay and MaureenElectrical first provided temporarylighting, both underneath andabove the staging.

Security system installations arebeing provided and tested in tan-dem with system manufacturer

Schneider Electric. Within thesecurity scope, Mass Bay has pro-vided infrastructure wiring for theTSA Advanced Imaging Technology.

Mass Bay is installing a state-of-the-art Simplex Grinnell fire alarmsystem while the existing system iskept operational. New automaticsmoke detection and sprinkler sys-tems are being installed throughoutthe terminal. Additionally the con-tractor is providing power wiring forthe ventilation system, which inter-faces with the fire alarm system.

“Managing logistical challengesis critical to the project’s success,”said Mass Bay PM Rick Broderick. He continued, “Simultaneous con-struction in a $55 million recon-struction of one of Logan’s busiestairline terminals requires closecoordination with the entire projectteam. Massport, project consultingfirm Caminiti Consulting, Inc., andgeneral contractor Skanska USAhave worked adeptly with Mass Bay

and other key subcontractors toensure the project remains on track.General Foreman, Wayne Banks, has done an exemplary job in man-aging Mass Bay’s skilled Local 103workforce.” Experience indeed hasplayed a key role. PM Broderick is a15-year employee of Mass BayElectrical and Banks has been withthe NECA firm for more than 25years.

Mass Bay Electrical has concur-rently been awarded the LoganInternational airport runway light-ing/cabling project – MassportProject L797-C2 – replacing self-5kVfeeders and miscellaneous airfieldimprovements. Last year, the NECAcontractor completed C1 contractorfor the airfield’s north feeders.

BOURNE, MA – In a highly special-ized operation, Mass Bay Electricalsuccessfully completed the retrofitinstallation of new optical and static ground wire cable in two CapeCod Canal towers in late December2010.

Mass Bay’s project scopeinvolved changing the existing stat-ic line to a new OPGW static linewith a core of fiber optic cable. Theproject entailed transporting cableacross the Canal via heliocopter inthe intricate and critical installa-tion process. Nearly two (2) miles ofcable was installed in the process.

The cable and Canal towers areused for communication betweenNSTAR’s control room and variousNSTAR substations on the Capeand in Southeastern MA. The new

cable line also protects high voltagelines from lightning strikes. The Canal’s north and south towersare located between the Sagamoreand Bourne Bridges and the cablebrings power to the Cape andIslands.

The project involved closing downtwo major highways – Routes 6 and6A, the Massachusetts Coastal

Railroad (Bourne to Hyannis), andthe Cape Cod Canal during the criti-cal operation, which was performedfrom 7AM to 5PM. Editor’s note:When last performed, 30 years ago,the previous contractor dropped thecable into the Canal and caused aCoast Guard boat to catch fire, sosafety was an extremely criticalaspect to the project. Coast Guard,

State police and local police were onsite to assist in the oversight of theprocess and Local 104 had severaladditional safety inspectors on site toensure the project was handledappropriately.

Bucket trucks with rigs on theground were positioned underneathcritical lines to catch lines in case ofcable failure to protect the Canal

and railway. All linemen wore spe-cial PPE safety harnesses. A helio-copter was also utilized to allow fordisengaging four (4) aviationobstruction safety balls from theexisting cable line, enabling lineinspection. The procedure was nec-essary to ensure the integrity of theexisting line was such that it couldbe used to pull in the new cable. Theaviation balls, used to protect pilotsflying along the Canal, were rein-stalled following the installation ofthe new cable.

Mass Bay Vice President JamesD. Moulison, Jr., Project ManagerDan Sullivan, and ProjectForeman/Head Lineman JasonMeashaw supervised a team of 20 IBEW Local 104 linemen in the10-hour project.
