The Constitutional Court has come out to say that the planned move to amend the charter
in its 3rd
reading on March 17 has been shot down.
The Constitutional Court stated in 12-page judgment and on 10th
page says that
there is a need for a referendum to be undertaken before the charter can be
amended because the plan is for a rewriting of the entire constitution.
The court’s written ruling put an end to speculation on whether the
parliament can go ahead with deliberation on charter amendment drafts in
the 3rd
reading.
Parliament speaker Chuan Leekpai has arranged a meeting of government,
opposition and senate whips at 10:00 hrs today to debate on the court ruling that
caused conflicting opinions on charter amendments.
Meanwhile, the Bhumjai Thai Party reportedly failed to attend a meeting of the
government whips yesterday, according to chief government whip and Palang
Pracharath Party MP Wirat Ratanasate.
Wirat said he suspected that Bhumjai Thai decided not to send
representatives to join the meeting because it feared that the government
whips’ resolution on charter amendments may not be in line with the
party’s stance on charter changes. The party supports the creation of a new
Charter Drafting Assembly (CDA) to write a new charter.
Meanwhile, embattled Phalang Pracharat Party (PPRP) MP Pareena Kraikupt
submitted a letter to Chuan asking him to withdraw the House’s vote for the 3rd
reading of the charter amendment bill scheduled tomorrow from the House’s
agenda.
Pareena threatened to petition the National Anti-Corruption Commission
(NACC) to take action against any parliamentarians who cast votes in the
3rd
reading.
Political tensions continue to rise outside Government House as a rally by local groups in
Bang Kloi Phetchaburi has heated up.
The “Save Bang Kloi” group, the People’s Movement for a Just Society (P-Move)
and the “Dern Thalu Fah” group held a peaceful rally to call for the government
to follow their demands including all legal cases being pursued against 30 Bang
Kloi villagers be dropped. The groups asked Prime Minister Gen Prayut Chan-o-
cha to set up a fact-finding committee to look into the conflict between ethnic
Karen villagers and state authorities over land the villagers are occupying in
Phetchaburi’s Kaeng Krachan National Park within 30 days and they will return
home.
The interesting point of the protest yesterday is that Progressive Movement leader
Thanathorn Juangroonruangkit showed up at 18:30 hrs to join the rally.
Thanathorn got up on the rally stage and said he wanted to give moral support to
Bang Kloi people to be able to co-exist with Karen villagers who have occupied
the park long before Kaeng Krachan was declared a national park. Thanathorn
told all protesters to shout out “Save Bang Kloi” before sitting down and talking
with local villagers.
Ratsadon core leader Parit “Penguin” Chiwarak has threatened to go on hunger strike in
prison until his request for bail is granted by the court.
The defiant leader of the anti-establishment group caused a brief commotion
during a hearing at the Criminal Court yesterday when his request to make a
statement was rejected by the court.
Parit was bundled out of the courtroom, causing a commotion as other defendants
tried to shield the defiant protest leader. During his appearing before the court,
Parit asked the court to explain why it didn’t grant him bail when he is not
convicted of a crime.
The defiant protest leader cited the case of the former leaders of the anti-Thaksin
People’s Democratic Reform Committee, who were found guilty by the court
over the protests against the government of Prime Minister Yingluck Shinawatra,
but were granted bail.
Parit then vowed to go on hunger strike in prison until his request for bail
is granted.
Parit and other 22 defendents were taken to the Criminal Court morning for a
pre-trial hearing during which the court examines the evidence before the
commencement of the actual trail on lèse majesté charges and other offences
related to the protests in front of Thammasat University and Sanam Luang on
September 19-20 last year.
The court has scheduled the next pre-trial hearing for Parit, Panusaya “Rung”
Sithijirawattanakul and other 22 protest leaders on March 29.
On the protest news, the REDEM Group announced via Telegram that the group will
resume rally on March 20 to allow high school students to sit the GAT, the PAT and the
O-NET exams on March 20-23 and the national 9 core subject examinations on April 3-4.
The rally is expected to be held in Phra Nakhon District of Bangkok.
Former senator Ruangkrai Leekitwattana filed a complaint with the National Anti-
Corruption Commission (NACC) asking it to look into Prime Minister Gen Prayut Chan-
o-cha, his deputy Gen Prawit Wongsuwan and the opposition chief for failing to declare
assets.
Ruangkrai, also former member of the now-dissolved Thai Raksa Chart Party,
claimed that Gen Prayut and Gen Prawit failing to declare Buddha amulets. The
ex-senator said he recalled that Gen Prawit told the media in 2016 that Gen Prayut
has around 100 amulets. However, Gen Prayut’s list of assets declaration to the
NACC on September 4, 2014 does not match the number of religious amulets in
his possession so there are grounds for the anti-graft body to start an investigation.
Opposition leader Sompong Amornvivat has failed to declare watches and
necklaces that he has been seen wearing as well as Buddha statues in his office,
the ex-senator said.
Ruangkrai said he had collected evidence in the form of various media clips
between 2019 and 2020 which showed Sompong’s wearing watches and
necklaces and Buddha statues in his office but he did not declare any of these in
his assets declaration to the NACC on May 25, 2019.
According to the NACC’s guidelines any assets with a combined value in excess
of 200,000 baht must be declared, but Ruangkrai said all three have failed to
declare theirs.

Nok Air Plc (NOK) has delayed the submission of a rehabilitation plan to the Central
Bankruptcy Court scheduled by another month.
The airline is now planning to submit a rehab plan to the court on April 15, 2021,
Wutthiphum Jurangkool, Nok Air’s chief executive, said, citing the recurrence of
virus cases locally is affecting the rehabilitation plan, a lack of clarity on a travel
bubble agreement with its key client groups China and Japan and vaccine
passports.
Wutthiphum said problems of new Covid-19 variants and a lack of clarity on
government policies sent Nok Air to lack confidence about cash flow that will be
used to repay creditors under the rehab plan. The current situation make it harder
for NOK to secure revenue to proceed with debt repayment. The situation has
forced the airline to revise and likely to adjust all details of its rehab plan, NOK
CEO said.
Some 8 million people successfully confirmed their rights to receive Covid-19 financial
relief from the Mor 33 Rao Rak Kan (“Section 33 We Love One Another'”) scheme on
the via the “Pao Tang” app and the website www.ม33เรารักกัน.com yesterday, the 1st
day in which 9.27 million had registered for the aid.
More than 1 million eligible registrants could not confirm their rights in time due
to some problems on both channels.
It is reported that more than 100,000 registrants could not complete the process
due to the failure of the self-verification system.
The Social Security Office (SSO) advised eligible recipients to check information
on their ID cards with relevant state agencies or verify themselves at its provincial
branches instead.
The Foundation for Consumers (FFC) and 37 other consumer organisations filed a
lawsuit against the Trade Competition Commission (TCC) for giving the go-ahead to the
CP-Tesco merger.
The FFC opposed the TCC’s move for allowing the Charoen Pokphand Group to
hold an 83.97 per cent market share of Thailand’s wholesale and retail sector, and
essentially stifle small businesses.
The foundation claimed that some members of the subcommittee that approved
the merger had close ties with the CP Group, which is in violation of the
Information Act. It also warned that the merger will only encourage other big
players in the energy, telecom or entertainment sector to seek similar deals to
dominate the market.
The Federation of Thai Industries (FTI) is worried efforts to restore the reeling Thai and
global economies may face a setback as some European countries have renewed
lockdown measures amid fears of coronavirus mutations.
The FTI's concerns emerged as Thailand reported a new cluster of Covid-19
infections in Bang Khae district in western Bangkok as the country is gearing up
to relax measures aimed at containing the virus in April.
FTI chairman Supant Mongkolsuthree said the FTI is closely monitoring the
situation in Europe after Italy, one of the countries with a high number of
infections, imposed a new lockdown. If the pandemic leads to a new round of
outbreaks and many countries cannot control it, the global economy is likely to
shrink.
Wijit Arayapisit, vice-president of the research department at Maybank Kim Eng
Securities Thailand, expects Thai shares to move sideways in a range of 1,550-1,585
points this week (March 15-19) due to a range of negative factors that will drag down the
Thai bourse.
Wijit warned of a slew of uncertainty including an upcoming US Federal Reserve
meeting as well as domestic factors like the Centre for Covid-19 Situation
Administration (CCSA)’s decision to ease restrictions on business and other
activities on April 1 amid the discovery of the Bang Khae cluster. Other factors is
uncertainty over rising US bond yield and inflation, plus volatility in foreign
funds flows would pressure the index. Stocks to be most affected by this are PTT,
TMB, SCC, CPALL and AOT.
Kasikornbank (KBank) saw credit card spending surpassed 320 billion baht in 2020.
KBank’s credit card holders numbered 3.2 million at the end of last year, with total
spending surpassing 320 billion baht, according to KBank’s senior vice president
Phonpimol Pathomsak.
The Central Criminal Court for Corruption and Misconduct Cases has asked the Mass
Rapid Transit Authority of Thailand (MRTA) to submit a number of documents which
the court will need to consider the complaint filed by the Bangkok Mass Transit System
Plc (BTSC) relating to bidding for the Orange Line's western extension.
BTSC, which operates the BTS Skytrain and the Bangkok BRT, is currently
pursuing a legal case against the MRTA over its decision to cancel the bidding
for the Orange Line's western extension, after a dispute over bidding terms. As
the court has to wait for the MRTA to submit the documents before it can rule on
the dispute, the final ruling will now be delivered on May 5, said BTSC's chief
operating officer, Surapong Laoha-unya, adding the court has asked the MRTA
to submit the documents within 30 days.
Among the documents the court has asked to see are files containing details of
the cancelled bid, along with notes and minutes of meetings which show the
changes made to the original bidding terms before it was scrapped, as well as a
letter by Kanokrat Khunthong, a representative of the Budget Bureau, which
confirmed the bureau's objection to the first round of bidding.
Thailand is set to host two cannabis-related forums next month, as the country seeks to
promote the use of marijuana for medicinal purposes to the public.
The first major event will be held in Bangkok's Carlton Hotel on April 19-20 to
mark World Cannabis Day. The event, which will be free, is expected to draw
large crowds, with more than 50 participating vendors showcasing a variety of
cannabis-based products, including food and drink.
Jacky Ong, the president of Cannabis Investment Summit World (CISW)
International, said the event would be a watershed moment for the cannabis use
and trade both in Thailand and the wider Asian region. Thailand is ready to be a
cannabis hub in Asia, as the regulations relating to legalisation have already been
amended.

Prime Minister Gen Prayut Chan-o-cha and 15 of his Cabinet members are to be the 1st in
line to receive Covid-19 vaccines today the Thai Khu Fah Building inside Government
House.
Thailand is to start using AstraZeneca vaccine from today after the government
announced plans to go ahead with AstraZeneca’s Covid-19 vaccine despite other
countries suspending its use over safety fears.
Dr Yong Poovorawan, Virology expert from Chulalongkorn University, will
administer to Gen Prayut at 08:30 hrs. Earlier, Deputy Prime Minister Anutin
Charnvirakul said there were no proof that the vaccine led to blood clots as
claimed.
Last Friday, Thailand delayed the Oxford-AstraZeneca vaccine rollout following
reports that several European countries had halted the use of this vaccine over
blood clot issues.
All this comes as more countries have now joined in putting a temporary suspension of
the use of AstraZeneca vaccines.

Thailand sees a spike in Covid-19 cases stemming from a rise in infections linked to
Bang Khae markets. The cluster of Covid-19 around market in the Bang Khae district has
led to 107 confirmed cases.
The cluster was discovered at a fresh market complex in the district west of
Bangkok, where there are 6 markets in close proximity.
A total of 107 cases were detected after 995 swab tests were conducted, mostly at
Wonder Market, according to Dr Apisamai Srirangsan, the deputy spokeswoman
of the Centre for Covid-19 Situation Administration (CCSA).
The Department of Disease Control (DDC) also instructed local authorities in
Suphan Buri, Nakhon Pathom, Phetchaburi and Samut Sakhon to closely monitor
15 people who visited the markets in Bang Kae last week. Three confirmed cases
in Phetchaburi are linked to the new cluster.
A big cleaning day is set for all markets today and they will be closed until
Friday. People who have visited these markets since February 20 are advised to
get tested.
Country-wide, the CCSA reported 78 new coronavirus cases in the last 24 hours, the
CCSA reported.
Of those, 74 were local infections and four were found in quarantine facilities.
Of the 74 local infections, 15 were found via tests at medical facilities and 59 via
proactive tests at high-risk communities.
This brings the total number of infections since the pandemic began last year to
27,005 cases. While 26,123 people have recovered from the disease, 684 patients
are still being treated.
There was 1 new fatality, bringing the death toll up to 87 people.
Worldwide, there are currently 120,669,548 confirmed cases and 2,669,118 deaths from
the coronavirus Covid-19 outbreak as of March 15, 2021.
The international community pleaded for restraint on Monday (March 15) after at least 11
more anti-coup protesters were killed in Myanmar, as demonstrators returned to the
streets to demand restored democracy despite an increasingly bloody crackdown by the
military junta.
The United Nations, the United States, China and Britain all condemned the
violence, which the UN said has claimed the lives of at least 138 "peaceful
protesters" - including women and children - since the generals ousted civilian
leader Aung San Suu Kyi on Feb 1. So far Myanmar's generals have shown no
signs of heeding calls for restraint.
The deadliest day yet came on Sunday, when more than three dozen
demonstrators were killed as security forces cracked down on pro-democracy
rallies. But the killings did not stop demonstrators, who came out again on
Monday only to once again face what witnesses said was lethal force by the junta.
Those killed on Monday were shot dead in several locations in the country's
central regions.
