(2)(A) Proceedings under chapter 8 shall determine reasonable rates and terms of royalty payments for subscription transmissions public performances of sound recordings by means of eligible nonsubscription transmission services and transmissions by new subscription services specified by subsection (d)(2) during the 5-year period beginning on January 1 of the second year following the year in which the proceedings are to be commenced, except where in the case of a different transitional period is provided...

In paragraph (2)(A) -- (a) by striking “subscription transmissions” and inserting “public performances of sound recordings”; (b) by inserting“means of” before “eligible nonsubscription”; (c) by striking “transmissions by” before “new subscription services”; and (d) by striking “where a different transitional period is” and inserting “in the case of a different transitional period”
