Triton Warrior BN Mission
Webfoot Warrior Battalion will conduct rappel familiarization Leadership Lab training on 231500OCT15 at Hayward bleachers in order to train the Battalion and build confidence.
PMS Intent
Purpose: The purpose of this training is to familiarize Cadets with the basic fundamentals of rappelling and to instill confidence in Cadets with their abilities and their equipment.
Key Tasks:1)Cadets receive instruction on basic fundamentals of Rappelling2)Cadets conduct 10 degree incline on front side of bleachers, to train on proper form and understanding of commands and the actions of the belay person3)Cadets Rappel off 20 foot structure on side of bleachers for confidence building and understanding of proper ‘L’ shape standard
End State:Enemy: Training event is not presented with any threat elementFriendly: 100% accountability of Cadets with zero injuries, all Cadets conduct 10 degree rappel and all Cadets conduct 20 foot rappelTerrain: Flat, paved area and bleacher structure with stairs on east side and concrete wall on south side Civilian: Track team conducting training on adjacent track
Decisive Point: Verification that all personnel that have not previously conducted rappel, do so at this training, and that all Cadets execute 10 degree rappel.
Concept:-Training will be conducted by each platoon rotating to the site and executing the training for 50 minutes. Each PLT will consist of 45 CDTs.-CDTs will receive a safety briefing and DEMO from MSIV and Cadre-CDTs will receive a block of instruction on fundamentals of rappelling, rigging/safety procedures, and execute 10 degree rappel followed by 20 foot familiarization rappel
Support and Safety:- U O certified Cadre conduct rappel instruction on 10 degree and 20 foot rappel- U O certified CLS Cadre on site
The rappel will be on the set of stairs pictured, above. The stair/10 degree incline rappel will occur on the bleacher stairs. The rappel seat tying will be conducted at the base of the stairs.

Key Tasks:1)Cadets receive safety briefing prior to movement onto tower2)Cadets are rigged at base of tower prior to entering structure3)All Cadets conduct 30’ “short rappel” on north side of tower followed by rotation on belay then retie seats at base of tower and move to 80’ rappel station and conduct rappel4)All activities conducted in a safe and professional manner
End State:Enemy: Training event is not presented with any threat elementFriendly: 100% accountability of Cadets with zero injuries, all Cadets conduct required 30’ rappel and optional 80’ foot rappelTerrain: Paved surface and tower structure with anchor points for rigging ropes and safety lines for rappelCivilian: Large fire department personnel operations conducting training adjacent to tower
Decisive Point: Verification that all Cadets enrolled in Leadership Lab have conducted rappel.
Concept:-Movement of ADVON to fire station, set-up, and transportation of Cadets using ROTC vans-Training conducted by all enrolled Cadets-CDTs will receive a safety briefing prior to movement on or around tower, as well as retrain on belay responsibilities and actions-CDTs will receive a block of instruction on fundamentals of rappelling, rigging (seat tying and helmet wear)/safety procedures, and execute 30’ rappel followed by 80’ confidence rappel
Support and Safety:- U O certified Cadre command and control of tower and both 30’ and 80’ rappel- U O certified CLS Cadre on site - U O Cadre drive all Cadets to site
The 80’ rappel will be on the face/side of tower pictured, above. The 30’ rappel will occur on north side of tower. The rappel seat tying will be accomplished at base of tower along with a 10 degree rappel training for any Cadet that was not present at Lab.

The University of Oregon Casualty Evacuation Plan
will be the following (Slide 1 of 4):1. Adherence to guidelines outlined in TC 21-24
2. Primary action - Contact 9113. EMTs on site will respond to any accident injury and if necessary will transport injured personnel, or if injury does not require transport by ambulance, but EMT
suggests that injured person should be taken to hospital, CASEVAC will be initiated4. CASEVAC actions - Direct contact with Sacred Heart Medical Center is complete. We have informed their emergency staff of our planned training event. We informed them
of previous injuries and what we will be doing to transport the injured person to the hospital. Contact phone number for hospital is 541-686-7300. Route plan and map in
CASEVAC vehicle. 5. The ADVON will drive from the University to the hospital. We will then drive from
the emergency room to the fire station. The route will be confirmed and the time the drive will take, to and from, will be confirmed.
6. The litter and CLS bag will be placed at the bottom of the tower with the CASEVAC vehicle. The four person detail will rehearse the movement of a casualty from the base
of the tower to the transport vehicle, staged at the north side/base of the tower.
