FireProtectionNarrative 

 Afireprotectionnarrativeisawrittenoverviewofthecomponentsandfunctionoflifesafetysystems.Itmustdescribeallaspectsoffiredetectionandsuppressionsystems.Anarrativeisrequiredwheneverafirealarmorfiresuppressionsystemwillbereplaced,upgraded,oralteredintermsoffunction;and,forallnewconstructionandrenovationprojects. Ifabuildingpermitisrequired,thenarrativemustbesubmittedtotheBuildingDepartment. Ifabuildingpermitisnotrequired,thenarrativeshouldbesubmitteddirectlytothefiremarshalforreviewandapproval. Allappropriatepermitsmustbepulledandanarrativeprovidedpriortothestartofconstruction.Note:Onesetofplans(inPDFformat)isrequiredtobesentelectronicallytothefiremarshal’soffice.

  

FireProtectionRequirementsByLocation 

FrontEntrance                      

AKnox‐BoxisrequiredbytheInternationalFireCode(Section506)atanybuildingwherethefiredepartmentmayneedtogainaccess. TheKnox‐Boxshallcontainmarkedandtaggedkeystothebuilding,elevator,andthefirealarmsystem. Inaddition,theKnox‐Boxshallcontainalaminatedlistingofthreebuildingcontactnumbers. Itshouldbemounted4/5’fromgrade. Ifhazardousmaterialsarestoredonsite,aflashdrivecontainingMSDSinformationmustbeplacedintheKnox‐Box.IfahazardousmaterialsKnox‐Boxisinstalled,itshallcontainbuildingplans,MSDSsheets(ifapplicable),andbuildingkeys,engravedkeytagsandcontactnumber.

Anapprovedfirealarmannunciatorpanel,withapermanentlymountedgraphicrepresentationofthebuildingaboveit,mustbelocateddirectlyinsidethefireserviceentrance. Thegraphicrepresentationisrequiredtobelocatednexttoeitherthefirealarmcontrolpanel(FACP)orthefirealarmannunciatorpanel(FAAP). Theannunciatorpanelshallbeproperlylabeled“FireAlarmAnnunciatorPanel”withengravedlabelsconsistingof1”whitelettersonaredbackground Thefollowingguidelinesshallapplytotheconstructionofgraphicrepresentationandgraphicannunciators.

Anelectronicgraphicannunciatorisrecommendedifthebuildingisover100,000sq.ft.,orifhazardousoperationsarepresent. Analphatextdisplaywillreplacetheneedforaseparatezonedirectory. Allfirealarmcomponentsanddevicesmustbeshownonthemap. Thefirealarmpanelshouldbelocatedeitherinthefrontlobby,electricalroom,orriserroom. Anillustratedgraphicrepresentationofthebuildingmustbepermanentlymountedinproximitytoboththeannunciator(FAAP)andthefirealarmcontrolpanel(FACP). Thisrepresentationshouldbedesignedasfollows:

    

    Thefirealarmpanelshouldbelocatedinthefrontlobby,electricalroom,orriserroomifauthorizedbythefiremarshal. Anillustratedgraphicrepresentationofthebuildingmustbepermanentlymountedinproximitytoboththeannunciator(FAAP)andthefirealarmcontrolpanel(FACP). Thisrepresentationshouldbedesignedasfollows: 

Thebuildingnameandaddressalongwiththewording“FireAlarmGraphicRepresentation”mustbeatthetopofthemap.

Allstructuraloutlinesmustbeblack. Allfirealarmzonesanddevicesmustbeindicatedinred.

Themeansofegress(commonareasleadingtoanexit)aretobeshadedinlightblue.

Azonedirectoryistobelocatedatthebottomofthemapunlessthesystemisfullyaddressableandanalphatextannunciatorisprovidedadjacenttothemap.

Thegraphicrepresentationmustbeframed(forconsistency,aredframeispreferred)andpermanentlymountedonthewallateyelevel.

    Thefirealarmcontrol(FACP),annunciator(FAAP)anddigitalcommunicator(FADC)panelsshallbeclearlymarked“FireAlarmControlPanel”,“FireAlarmAnnunciatorPanel”,and “FireAlarmDigitalCommunicator”with1”engravedwhitelettersonaredbackground. Zonedescriptionsshallbethesamedesignwithapproximately½”text.

FireProtectionRequirementsBySystemType 

SprinklerandFireSuppressionSystems 

AllsprinklersystemsmustbehydrostaticallytestedperNationalFireProtectionAssociation(NFPA)standardsandaletteroftestingmustbeprovided. OthertypesofsuppressionsystemsmustmeetallapplicableNFPAstandardsandtheinstallershouldanticipatetheneedtodoa“puff”testatthetimeofinspection.

 Abuildingpermitmustbepulledpriortoinitiatingworkonanyfiresuppressionsystem.

 Basedupon the InternationalBuildingCode requirementpertaining to supervision ‐ all suppressionsystemswillneedtobetiedintoafirealarmsystemonaseparatezone,soundanalarmthroughouttheentirestructure,andbemonitored.

SprinklerConnections 

Sprinklerconnectionsshouldbelocatedonthe“A”orfrontstreetsideofthebuilding,markedwithsignage(3”whitelettersonaredbackground).Anelectrichornmustbelocatedoverthefiredepartmentconnectiontosoundonlywhenwaterisflowing.Thisconnectionmustbetwo2.5”siameseconnectionsorwhateverIFCrequires.Itmustbelocatedwithin100ft.ofafirehydrant,unlessawaiverrelativetohydrantlocationisgrantedbytheauthorityhavingjurisdiction.

                   

SmokeDetection 

Smokedetectorsshouldbelocatedontheceiling,exceptifthebuildinghasalargeair‐handlingsystem.Forbuildingswithlargeair‐handlingsystems,theNFPA90requiresfullductdetection.Aductdetectionmustbeclearlymarkedatthelocationofthedetectorandthealarmindicator/testswitchmustbelocatedinproximitytothedetector.Allsmokedetectionmustbeverified.

 Smokedetectorsincorridorsshouldbeinstalled15’fromtheendofthecorridorandnolessthanevery30’alongthelengthofthecorridor,andatsquarefootintervalsprescribedbyNFPAstandards.Allsmokedetectionzonesarerequiredtobeverified,meaningthattotransmitageneralalarm,asmokedetectormusteitherbeactivatedforacertainperiodoftimeortwodetectorsmustbeactivatedthroughcrosszoning.

 Allsmokedetectorsthatfunctionasacomponentofazonedfirealarmsystemmustbesequentiallynumberedwitheitherapermanentlyaffixed ½”redvinylnumeralorwithasmallredengravedplatewith½”whitelettering. Thisrequirementdoesnotapplytosmokedetectorsthatarefunctioningasacomponentofafullyaddressablefirealarmsystem. SpecializedsystemssuchasbeamdetectionandlaserobscurationmustbeULListedandafullsetoftechnicalspecificationsmustbesubmittedforreviewandapproval.

PullStations 

Pullstationsshouldbelocatedbyexitsandideally,hornstrobelightsshouldbelocatedabovethem.Theyarerequiredtobethedouble‐actiontype(makingitisnecessarytopullinandpushdowntoactivate,ortwootherdistinctactions.) FireextinguishersshouldbelocatedbelowthepullstationwithADAsignageabove. StopperIIdeterrentcoversarerequiredonallpullstationswherechildrenaregenerallypresent.

    

 

   

OccupantNotification 

HornstrobesandotherADAapprovednotificationdevicesandmethodologiesarerequiredtosoundthroughouttheentirestructureoranapprovedsubsectionofthestructure. Strobesarerequiredinbathrooms. NFPAstandardsmustbemetintermsofsynchronizationofdevices,decibellevelsandplacementofdevices.

FireExtinguishers 

5‐lb.ABCextinguishersmayberequiredateachexit,undereachdoubleactionpullstationbasedonNFPAstandardsrelativetomaximumtraveldistance.Inaddition,aprotrudingplastictrianglesignisrequiredaboveeachextinguisher.

   

 

  

FireLanes 

Mustbemarked,striped,signed,andapprovedasoutlinedbycityordinances.

FireDepartmentAccess 

FiredepartmentaccessmusttobeclearlymarkedandmeetminimumstandardssetforthbytheInternationalFireCodeandCityOrdinances.ItmustbemaintainedandsupporttheFiredepartmentsturningradiuses.Duringtheplanningprocess,afiredepartmentaccessplanmustbesubmittedshowingtheturningmovementsoftheapparatus.

AllfirealarmdevicesexceptfortheexteriorredindicatorbeaconmustbeULListedandlistedtooperatewiththeotherdevicesinthefirealarmsystem. 

InspectionRequirements 

Priortotherequestforaninspection,alldevicesmustbeinstalledand100%tested.Aletteroncompanystationery,indicatingthatthefirealarmorsuppressionsystemhasbeeninstalledasdesignedand100%tested,isrequiredpriortotheinspection.Theserequirementsarefurtherdetailedbelow. AllSystems

 

Acopyofthefireprotectionnarrative,approvedplans,andthedesigner’saffidavitmustbeavailableonsiteatthetimeofinspectionandpresenteduponrequest.Inaddition,acontractormustbeavailableonsitetooperateallsystemsandanswerquestions.

 SprinklerSystems

 

Acopyofthecompletedundergroundandabovegroundpipingcertificates,andthehydrostatictestdocumentationmustbepresentedtotheinspector.

 FireAlarmSystems

 

Afullycompleted“RecordofCompletion”perNFPA72mustbeavailableonsite.Thesystemshallhavea100%testpriortofinalinspection.

 Monitoring

 

Aletterfromthecentralstationthatnotesthattheoccupancyandaddressbeinginspectedhasbeenproperlyconnectedandtestedisrequired.ThislettermustspecifythatthisspecificaccounthasservicethatmeetstherequirementsofNFPA72,Chapter8.ItmustalsoindicatethatthecentralstationagreestonotifytheLouisvilleFirePreventionOffice,inwriting,ofanychangeintheserviceprovided. 

CertificateofOccupancyInspectionProcess 

Allnewbuildings,additionstoanexistingbuilding,renovations,andchangesofusetoanexist‐ingbuilding,requireaninspectionbyafireofficialforthepurposeofobtainingaCertificateofOccupancy(CO). DuetotherapidgrowthandtheresultingdemandformoreCOinspections,itisimportanttonotifythepreventionbureauasfarinadvanceaspractical.AchecklistforTemporaryCertificateofOccupancy(TCO)orCertificateofOccupancy(CO)inspectionisincludedbelowinanefforttoprovideinformationthatmaybebeneficialingettingaCOquicker.

Thepurposeofthischecklististodocumentthemostcommon,minimumitemsthatwillbeconfirmedasbeingincomplianceforTemporaryCertificateofOccupancy(TCO)orfullCertificateofOccupancy(CO). Thischecklistisnotintendedtoincludeallitemsorissues.CompliancewithadditionalitemsmayberequiredpriortotheLouisvilleFireDepartmentsigningaTCOorCO.

AnnualTestingandMaintenance

 

Testingandmaintenanceonallfirealarmsystems,firesuppressionsystems,andfireextinguishersisrequiredasoutlinedintheappropriateNFPAstandard.Typically,fireextinguishersandextinguishingsystemsaretestedonceayear;firealarmsystemsaretestedtwiceayear.Documentationofalltestingshouldbesenttothefiremarshal’sofficelocatedat895W.ViaAppia,Louisville,CO80027. Fireextinguishersandkitchenextinguishingsystemsshouldbetaggedwiththedateof theirlastinspection.
