Named among the best small towns in America and one of the best places to live on the East Coast by Money Magazine, the Elizabeth City area is quaint and scenic, yet progressive and growing. Most of all, it’s welcoming. The friendliness of its people have earned it the nickname “Harbor of Hospitality.”
WaTErfrONT COmmuNiTyLocated on the Pasquotank
River and Intracoastal Waterway, Elizabeth City has long been tied to its waterfront. Once a major international seaport, today the city’s “Rose Buddies” waterfront ambassadors welcome visitors who arrive by boat to take advantage of 48 hours of free boat dockage and all the city has to offer. Serene sunrise views over water transition to the city’s historic downtown district, where neat blocks of historic buildings filled with interesting shops, restaurants, arts and historic attractions give way to pretty, tree-lined residential streets with sidewalks for strolling.
BaSE Of ThE ECONOmy Home to five major commands
of the U. S. Coast Guard, Elizabeth City also has several companies that supply the base, the area’s largest employers. Many of these companies also help account for the area’s strength in the aviation industry. Service and government entities are also top employers here including northeastern North Carolina’s regional medical center, Albemarle Hospital; its largest bank, Gateway Bank & Trust Co.; and the area’s three institutions of higher learning, Elizabeth City State University, College of the Albemarle and Mid-Atlantic Christian University. Businesses and residents also benefit from proximity to the more urban area of Norfolk, Va., which is less than an hour away.

Folks also bring their lawn chairs and picnic blankets to the waterfront for a drive-in movie experience, sans cars and speakers. Each Tuesday night in June and July the Mariners’ Wharf Film Festival, sponsored by Elizabeth City Downtown, offers classic films, from musicals and westerns to romantic comedies, shown for free on a large screen. As many as 300 film fans turn out, enjoying dinner downtown first or bringing a picnic supper to the park. The
2012 season included such enduring classics as Casablanca, Singin’ in the Rain and Roman Holiday.
“People have loved these films,” says Simone Cooper, who organizes the festival. “For many this is the first time they’ve seen these films on a big screen. It’s something fun that families can do for free. And that’s important in these economic times.”

On June 15, Mariners’ Wharf hosts one of the city’s most joyous events, Juneteenth, a celebration of the end of slavery. A day honoring African-American culture is filled with music, food, family activities, entertainment and a reading of The Emancipation Proclamation. Boaters who take the Intracoastal Waterway along the Pasquotank River soon learn why Elizabeth City has earned its reputation as The Harbor of Hospitality.
Whenever five boats or more happen to come into the harbor at the same time, they are feted with a wine and cheese party sponsored by the Rose Buddies, a group dedicated to extending a gracious Southern welcome to Elizabeth City’s visitors. In addition, each woman on board gets a rosebud as an extra treat.
Rose Buddies can be identified by their shirts and Mariners’ Wharf caps.
the First Friday Art Walk brings locals and visitors downtown to explore galleries and businesses, enjoy local restaurants and get to know the area’s artists. And on Saturdays from May to October the Downtown Waterfront Market offers farm fresh produce, honey, eggs and other goodies.
“Our downtown and our waterfront are the heart of our city, the place where the community gathers,” Cross says. “Downtown holds most of our history, too. There’s a lot of uniqueness to Elizabeth City, and with that, diversity. It’s important to have that kind of identity. It shows who we are and what we are made of.”

This downtown arts anchor is located just one block from the waterfront. The 15,000-square-foot visual and performing arts center brings many art patrons into downtown for events, programs, activities, camps, workshops and performances.
“On the first Friday of every month, AoA opens a new exhibit featuring the work of several artists,” says Rhonda Twiddy, AoA’s interim executive director. “Locals make First Friday ArtWalk part of their regular social calendar and often include dining in one of the many local restaurants. With more traffic created by AoA, a number of new businesses have opened that are arts-based.”

When Arts of the Albemarle renovated and opened a historic downtown building for gallery and performance

At Kelly’s Color Studio, Kelly Cameron makes, teaches and sells art. And nearby at Serenity Studio Arts, local artists share working space, sell their works and teach classes.
Owners of these businesses say that the community’s investment in the arts drew them downtown initially, and their presence is helping to draw additional artists, as well as art-based activities and businesses.
“We have been wonderfully welcomed in Elizabeth City,” says Tina Clancy, co-owner of Two and a Half Women. “We offer space to artists that are not displayed in any other venue, so we can work in conjunction with other studios offering art for sale. We try to carry arts that cover all tastes, likes and prices.”
As more art businesses have arrived in the downtown area, the district has transformed to accommodate them and in turn, they have helped strengthen existing businesses.
“Restaurants in the downtown area have shifted their hours and operations to accommodate arts patrons, particularly during First Fridays and with scheduled performances at The Center,” Twiddy says. “Local businesses utilize the works of artists represented in the gallery and add to their collections regularly. Several studios and galleries now offer retail arts supplies for sale.”
Being located in an arts district allows these new businesses to work together to help satisfy customers.
Elizabeth City’s arts community and district led to its selection as the host city for the Watercolor Society of North Carolina’s annual exhibition and workshop.
While the event was held in the Raleigh area in the past, organizers wanted to move the location to other parts of the state.
When the group’s president visited Elizabeth City, she “totally agreed that the (Arts of the Albemarle) center was great, the town was unique and there were great expectations for community support,” says Mary Crutchfield, a local artist and workshop teacher and a former member of the WSNC board, who lobbied for Elizabeth City to serve as a host city.
Carolyn Peel, wife of Mayor Joe Peel, served as chair of a fundraising project to create public art to welcome the Watercolor Society. Using grants from the Elizabeth City Convention & Visitors Bureau and the Watercolor Society, the project involved art teachers and more than 200 students painting banners to hang from the streetlights along Main Street.
“We wanted to make the area shine with public art created by our own students,” Crutchfield says. “The project developed with fabulous partnerships between the teachers, the students and the community, who donated money to sponsor these banners. We even closed Main Street one afternoon to have a street party with all teachers, kids, parents and friends, which was a joy.”
Hosting the WSNC exhibition and workshop “is indeed a win-win partnership with our Arts of the Albemarle, the school system, the students and the residents who are very supportive and anxious to see the great art that comes from artists all over the state,” Crutchfield says.

“I’m able to send folks in any direction from here to enjoy the Museum of the Albemarle, Arts of the Albemarle, or any other local shopping venue or gallery,” Cameron says.
lONgTimE COmmiTmENTThis regional arts focus has
long been in the making, Cameron adds. She grew up taking art classes from local artists, and has happily watched as the local newspaper increased coverage of the arts and as the city undertook its first public art project.
“The streets were lined with beautiful wooden painted sailboats for a month, and then were auctioned off,” she says. “There is a lot going on and I am positively thrilled to see it.”
Local arts advocates are keeping the momentum going.
“Continued collaborative planning and marketing are important,” Twiddy says. “Businesses benefit from foot traffic in the downtown and arts-based activities help to increase that traffic.”
Twiddy and other arts advocates are focused on showing the value of the arts as an economic driver, strengthening partnerships with the local school systems, and providing arts education programming for people across Pasquotank, Gates, Chowan and Currituck counties.

Contractors serving the base employ some 700 personnel and contribute $30 million to the base’s overall economic impact.

And when local active duty personnel retire, they tend to stick around. Elizabeth City has the highest per capita population of retired Coast Guard employees in the country.
Part of the attraction for Guard retirees is the ability to continue working after retirement within the contract industries that support the base.
Phil Wentworth, a retired chief warrant officer, says contract work is well suited for a retired person working to supplement their income. The electronics skills he developed in the service made him an easy contractor hire.
Camden resident John Tanis, a retired aviation maintenance mechanic, says, “For me and my wife, it was important to us not to uproot our daughter. We have

Elizabeth City’s small town atmosphere also helps keep retirees around.
“It’s an urban town with a rural feel,” says retired Captain Jim Thomas. “Elizabeth City is small enough that if you want to make an impact, if you want to play a role in the community, you can. You can participate. You’re not just a number like you would be in a big city.”
Thomas, who is employed by a local defense contractor, and his wife, a teacher, feel a personal connection with the city’s leadership and choose to live in the heart of town on Main Street.
COaST guarD WEEkElizabeth City formally shows
its appreciation for service men and women and their families during Coast Guard Week, held annually the first week of August. Organized through a partnership
between the Elizabeth City Area Chamber of Commerce and the Guard, activities vary from year to year but always include free tickets to local sports attractions and merchant discounts for Guard personnel and retirees. Mainstays are the USO concert and Coast Guard Day at the base, a birthday party for the Guard celebrating its founding in 1939.
One popular Coast Guard Week activity is the free day of golf for active duty personnel at The Pines at Elizabeth City golf course. The course also offers public as well as private membership golf.
“You can’t find a better deal in the area,” Thomas says about the course. “It’s beautiful, challenging, and fairly easy to get a tee time. There is even a group of retirees called the Hoobie Goobies that tee off every day at 12:30. It’s a fun group to play with.”

BuSiNESS: CHAMBER REPORT
Championing the Regionnew Chamber presidenT Takes lead in CommuniTy advoCaCy
The past couple of years have been significant for the Elizabeth City Area Chamber of Commerce, which celebrated its centennial anniversary in 2011 and installed a new president in 2012.
New president Kelly Thorsby is serving the chamber’s membership by increasing networking and referrals while also taking a lead in advocating the community as a great place to live and work.
“The chamber still serves as the voice of business in our area, and the majority of our businesses are small companies with fewer than 10 employees,” Thorsby says. “Chamber members of this size especially enjoy referrals from other members and the numerous networking opportunities the chamber provides.”
The chamber draws its
membership from Elizabeth City, Pasquotank County and the Camden County region.
“The Elizabeth City area is a great place to work, and the numerous businesses that call this area home can attest to that,” Thorsby says.
hEalTh, EDuCaTiON aND ENTErTaiNmENT
She adds there are several reasons why Elizabeth City remains a fine place to live and raise a family.
“Our health-care providers are first class for residents of all ages and abilities, and our population area can also enjoy the benefits of having Elizabeth City State University, College of The Albemarle, and Mid-Atlantic Christian University right in our backyard,” she says. “Our rural neighborhoods and charming towns
are surrounded by countryside and farmland, yet we’re close enough to the Outer Banks and Virginia to allow for a diverse spectrum of interests and activities.”
In addition, Thorsby says that Elizabeth City and the surrounding area also have great places to play.
“Whether enjoying one of our historical sites, museums, fine golf courses, ball fields, local theater groups, restaurants, retail shops, art centers, or any other number of varied entertainment outlets, we have something for everyone,” she says. by Kevin Litwin
