In 2006 The state legislative was sued by the school districts because of there funding system. The legislative was told by the court to fix the system, And from this three different problems where created; tax rate election, shortfall and target revenue.

• Change the way money is distributed to schools by using AS (average student) and WS (weighted students). Also changing the amount a student is worth every day they attend school. (AS x 20 x NOSD) + (WS x 30 x NOSD)
